President Erickson announced the pur- pose of the special meeting was to con- sider the award of bids for the 2017 Street Improvement Project and to con- sider declaring third and final reading of an ordinance Amending Chapter 6, Add- ing a New Section 6.41, and Amending Chapter 11, Section 11.02, of the Two Harbors City Code Concerning the Per- mitting of Public Markets and Market Stands Including Mobile Food Carts and Mobile Food Vehicles.
Appearances:Kris Swanson, Bolton & Menk, was
present and addressed the Council, ex- tending an apology on behalf of Bolton & Menk with regard to communication re- lating to the bids and the bid process for the 2017 Street Improvement Project. He expressed confidence in the engi- neering work which has done for the pro- ject and insured the Council of their commitment to doing a better job.
Motion by Norberg and Woodruff to ta- ble consideration of awarding the bid for the improvement of Ninth Avenue be- tween Sixth and Seventh Streets, Thir- teenth Street between Seventh and Eighth Avenues, Ninth Street between Tenth and Eleventh Avenues, the alley north of Second Avenue between Fourth and Fifth Streets and the alley north of Fourth Avenue between Fifth and Sixth Streets. Carried.
Motion by Woodruff and Glaser that RESOLUTION NO. 6-180-17 DECLAR- ING THIRD AND FINAL READING OF ORDINANCE NO. 110, SECOND SE- RIES, AN ORDINANCE AMENDING CHAPTER 6, ADDING A NEW SECTION 6.41, AND AMENDING CHAPTER 11, SECTION 11.02, OF THE TWO HAR- BORS CITY CODE CONCERNING THE PERMITTING OF PUBLIC MARKETS AND MARKET STANDS INCLUDING MOBILE FOOD CARTS AND MOBILE FOOD VEHICLES be adopted as read. cussions continued regarding the remov-al of the tug from the water at their mostrecent meeting.Public Arts & Beautification Com-
mission:Councilor Swanson reported that the
Public Arts & Beautification Commissionrecently toured the City to view proposedprojects including the addition of streetlighting near Castle Danger Brewing, up-graded street lighting fixtures along Sev-enth Avenue, and various flower plant-ings. He noted that the group appre-ciates the flower baskets which were re-cently distributed throughout the City.Trees & Trails Commission:Justin Otsea, City Planner, was
present and addressed the Council pro-viding a report on a recent meeting of theTrees & Trails Commission where a pub-lic review meeting was held regardingtrails recommendations. He noted thatthe City is also working with MNDOT tocomplete additional trail planning andthere will be additional opportunities forthe public to provide input on the pro-cess.Consent Agenda:President Erickson announced that
items listed on the consent agenda areroutine in nature and typically do not re-quire discussion. If there is an item onthe consent agenda that a council mem-ber, staff member or member of the pub-lic feels warrants discussion, they mayrequest that it be removed from the con-sent agenda and dealt with individuallyunder New Business.
