While residing in Japan,detaineebecameawareof the situationand strugglesoccurring in Kosovo, as well asthe role of theKosovo Liberation Army (KLA). Interactionswith the Jama'atAl Tablighi (JT) in Australiaintroduced he detainee o the Muslim faith. (AnalystNote: Jama'at AI Tablighi is a Tier 2 NGOtarget. Tier 2 targets havedemonstrated he intent and willingness to support terroristorganizationswilling to attack (JSpersonsor interests.) Detaineeclaimed it was the plight ofthe people n Kosovo that urgedhim to seek he KLA. Detainee raveledto the Burell TrainingCamp and then to the FeekanTraining Camp in Kosovo. In Decemberof 1999,while performingmissionarywork for the JT in Pakistan,the detaineemet with representatives f the Pakistan-based ashmiri separatistgroup Lashkar-e-Tayyiba (LeT). (AnalystNote: Lashkar-e-Tayyiba s a Tier I target. Tier I targets are definedas terrorist groups, especially hosewith state support, that have demonstrated he intention andthe capability to attack USpersonsor interesfs.) Detainee raveled to Lahore, PK, to meet withthe LeT headof foreignaffairs,Abu Omar. In Quetta,PK, detaineeoined the LeT and raveledtoMuzzafarabad,PK, for basiccombat raining. Upon completion of training, detainee esidedin severalsafehouses nd attemptedunsuccessfully o infiltrate the Line of Control (LOC) intoIndian-controlledKashmir. Due to the Pakistani nter-Service ntelligenceDirectorate ISID)controlling the number of troops in Kashmir, the detaineestatedhe would have waited severalmonths or longer for an attempted nsertion nto Kashmir. (AnalystNote: The Pakistani Inter-Service ntelligence Directorate (ISID) has strong ties with the LeT in regard to insertion tacticsinto Kashmir.) Detaineestayed n Lahore,PK, for severalweeks until traveling to Tetaponi, PK,locatednear he border of Kashmir, but he was unable o find an alternativeroute into Indiahaving tried going throughAfghanistan(AF). Detainee hen sought o enter Afghanistan for asecond ime. He was successfuland traveled by bus andtaxi to Kandahar,AF, in searchofmilitary training, basedon information from a contact with the Taliban in Pakistan. He thenretumed to Lahore andmade his way to a madrassa n Karachi, PK, wherehe studied he Koranfor four months.. (S) Training and Activities: In December2000,detainee eturned o Kandaharandwas ntroduced o the Al-Qaidaorganization.Detainee rainedat Al-Qaida's Al Farouq erroristcampand received he following training: Basic Military Training, Cityfurban Tactics, MountainTacticsand ntelligence/Target athering (AnalystNote: Detainee rained with ISN 202, ISN036, ISN10007,and ISN02l while at theAl Farouq camp.) Detaineealsomet MohammedAtef, who was Al-Qaida'sNo. 3 in chargeof military operations.Detainee rainedwith A1-Qaidaat multiple locations n Afghanistan, ncluding theAbu Obeida errorist campfor urbanwarfare training. (AnalystNote: Detainee stated hat ISN 535was an explosives raininginstructor at the Abu Obeidacamp.) He left the surveillancecourseprior to completion andwent to visit the front lines. Detaineewas then called back to Kandahar or anothermeeting withAbu Hafs, a seniorAl-Qaida plannerand coordinator. (AnalystNote: Abu Hafs is a Tier 2 HighValueTarget.). (S) Capture nformation: As the Taliban lines fell, and ust prior to the captureofMazar-e-Sharifby the NorthernAlliance, detainee led the areato Konduz, AF, by riding in atruck. Detainee hen traveled to Bagram, AF, where Northern Alliance national soldiers arrestedhim. He was urnedover to US Forcesand ncarcerated n the U.S.S.Pettiloo.
