MarineaswellasontheEU’s Trade Control and Expert System (TRACES).

• CheckonTRACESthatyourexporterisapprovedbytheEUtoexportthecategoryofproductyourequire.

• MakesureyourtransporterorhaulierisinpossessionoftherequiredEUauthorisations.

• Submitpre-notificationofimportsofliveanimalsandanimalproductsfromtheUKatleast24hoursbeforetheconsignmentarrivesatthepointofentry.

• SubmitcopiesoftherelevanthealthcertificatesandanyotherdocumentationrequiredtoanelectronicmailboxatthesametimeastheTRACESdocumentiscompleted.

If you import food/drink products or food contact materials:• Findoutwhatrequirementsapply.ContacttheFood Safety

Authority of Ireland (FSAI)forinformationonwhatregulationsapplytoyourfood.FoodproductsarecontrolledatthepointofentrytotheEUbytheDepartmentofAgriculture,FoodandtheMarineandtheHealthServiceExecutiveEnvironmental Health Service.

• Forcontrolsonfoodsofanimal origin,suchasmeat,milk,eggs,honeyorfoodscontainingtheseasaningredient,seesectionontheimportoffoodsofanimalorigin.

• Foodsofnon-animalorigin,suchasdrinks,preparedfoods,deserts,bread,cakes,confectionary,foodsupplements,andfoodadditivessuchascolours,arecheckedatpointofimportandonthemarketbytheHSE Environmental Health Service. ChecktheFood Safety Authority of Irelandwebsitetoseewhatdocumentationisneededtoimporttheseproducts.

• MakesureyourtransporterorhaulierisinpossessionoftherequiredEUauthorisations.

• Forfoodproductsandfoodcontactmaterialsthatrequirespecificchecksatimport,youmustsubmitallrequireddocumentstotheHSE Environmental Health Serviceatleastoneworkingdaypriortoarrival.Alistoftheseproductsisavailableatwww.fsai.ie/Brexit.

• EnsureyourfoodproductcomplieswithEU food labellingrequirements.AllfoodsplacedontheEUmarketmusthaveanEUcontactaddressofeitherthefoodbusinessestablishedintheEUorthenameandaddressofthefoodimporterestablishedintheEU.

For those exporting animals, animal products, plants, plant products, food and healthcare products to the UK:TheUKhasnotyetfinalisedtheirrequirementsforexportcertification.

However,thereareanumberofstepsthatwillberequired.Fornow,businessesexportingplants/plantproductsandfish/fisheryproductsareadvisedto:

• Register with the Department of Agriculture, Food and the MarinesothattheycansecurephytosanitarycertificatesforexportsofplantsandplantproductstotheUK.

• ContacttheSea-Fisheries Protection AuthorityforinformationonCatchCertificatesforexportsofwild-caughtfishorfisheryproducts.

For traders who may have UK VAT liabilities post-Brexit:• Checktoseeifyouneedtoregister for VATintheUKor

anotherMemberStateasaresultofchangese.g.ifyoupreviouslyusedtheMiniOneStopShoptopayVATdueintheUKyouwillnowneedtoregisterforVATintheUK.

For traders in excisable products such as alcohol:• Post-Brexit,ifyouimportexcisableproductsfromtheUK,you

oryouragentmustcompleteacustomsdeclaration.YouwillalsohavetopayanychargesduetoenablethereleaseofyourgoodsunlessthesegoodsaredestinedforaRevenueapprovedtaxwarehouseimmediatelyafterimportation.

• Ifyouexportexcisableproductsto,ormovethemthroughtheUK,youoryouragentmustcompleteacustoms declaration.

For those working in the services area:WhentheUKleavestheEU,EUlawwillnolongerapplyintheUK.ThisincludesthingsliketheServices Directive,andtherecognition of qualifications,allofwhichhelptosupporttheservicestrade.Therearedifferentconditionsandrestrictionsfordifferentsectorsorbusinesseswithintheservicesarea.However,businessesareadvisedto:

• Consideryourowncourseofactiontoprepareforapost-BrexittradingenvironmentbylookingatyourrelianceontheUKmarkets.

• ConsiderwhetheryouwanttoseekalternativeserviceproviderseitherinIrelandorelsewhereintheEU.IfyouprovideservicesintotheUKmarket,youneedtoconsideryourbusinessmodel.

• ConsiderthepossibleimpactoftheGeneralDataProtectionRegulationonyourbusinessastheUKwillimmediatelybeconsideredathirdcountryfordataprotectionpurposes(seesectionondata managementformoreinformation).

• AvailoftheGovernment supportsavailableforbusinessesaffectedbyBrexit.

ThisrouteiscommonlyreferredtoasthelandbridgeandisusedbyalargenumberofIrishbusinessestodelivergoodstoandfromtheEUcontinent–particularlygoodsthathaveshortshelflivessuchasfreshfoodproducts.

Post-Brexit,businessesthatusethelandbridgewillfacenewruleswhenusingthecustomstransitprocedure.Toprepareforthesechangesandbeabletousethelandbridgewithminimumdisruptionpost-Brexit,youneedto:

• ConsiderapplyingtoRevenuetoavailoftransitsimplifications,includingauthorisedconsignor/consignee,whichmayallowyoutomovegoodsdirectlyto/fromyourpremises.

• Makesureyouoryourcustomsagenthasthecapabilitytolodgetransitdeclarations.

• Workthroughyourbankoryourcustomsagent/logisticsprovidertohavethenecessaryfinancialguaranteesinplace.Thisprocesscantakeanumberofweeks/monthsandyouareadvisedtocontactyourbankassoonaspossible.

• WorkwiththeDepartment of Agriculture, Food and the Marine toregisterontheEUCommissionTRACESsystemsothatyoucancompletetherequireddocumentarycheckswhereyouaremovinganimalsoranimalproducts.

Currently,alotofthislicencingandcertificationworkisundertakenbyUKbasedorganisations.Intheeventofnodeal,UKissuedcertificates,licencesandauthorisationsmaynolongerbevalidintheEU.Similarly,EUregistrationsissuedtoUKcompaniespriortoBrexitmaynolongerbevalid.

ItisessentialthatyoumakesureyourproductsorservicesarefullycompliantforsaleontheEUmarket.

For those making or using products that are regulated or certified:• Checkthatthesewillberegulatedorcertifiedforsaleanduse

ontheEUmarketpost-Brexit.Forexample,ifyouareintheconstructiontradethismightincludetimberproducts,electricalfittings,prefabbuildings,precastconcreteandbricks.

• Post-Brexit,UKNotifiedBodieswillnolongerberecognisedforcertifyingproductstobeplacedontheEUsinglemarket.IfyoucurrentlyuseaUKNotifiedBody,youneedtotransferyourproductcertificationtoanEU-27NotifiedBody.YoucanfindalistofallEUNotifiedBodiesontheNANDO database.

• ContacttheNational Standards Authority of Ireland (NSAI)formoreinformation.TheNSAIhasalsoproducedanumberoffactsheetscoveringstandards,certificationandtheimpactofBrexitonareassuchasconstructionandgreenprocurement.

• WiththeUKbecomingathirdcountry,prepareforanyadditionalresponsibilitiesyoumaytakeonasanimporterwhensourcingproductsfromtheUKpost-Brexit.

>WhereappropriateyouwillneedtoensureyourUKsupplierhasappointedanEUbasedauthorisedrepresentative.

For those who need recognised qualifications and/or a licence to practise: Thereareanumberofjobswhereyouneedtohaverecognisedqualificationsand/oralicencetopractise.Theseincludemanyrolesinsectorssuchas:

• Healthcare:doctors,nurses,physiotherapists,dentalhygienists.• Finance:accountingtechnicians,charteredcertified

accountant,certifiedpublicaccountant,auditors.

• Construction:gasinstallers,electricalcontractors,mobilecraneoperators,articulateddumperoperators,quarrying,thoseworkingwithF-Gases.

• Transport:ManagerCertificateofProfessionalCompetence(CPC),DriverCertificateofProfessionalCompetence(CPC).

Ifyouhavealreadyhadthesequalificationsrecognisedbytherelevantregulatoryorprofessionalbody,suchastheRoad Safety Authorityinthecaseofdrivinginstructors,therewillbenochangeandyoucancontinuetopractiseinIreland.

However,peoplewhogottheirlicence/certificatetopractisefromaUKbodymayneedtotakestepstoensuretheirlicence/certificateisstillvalid.

Betweennowand31October,peoplewithUKprofessionalqualifications,licencesorcertificatesshouldcontacttheirrelevantregulatorybodytodiscussanystepswhichmayneedtobetaken.
