The German BACKUP Initiative –

Education in Africa

The German BACKUP Initiative – Education in Africa (BACKUP Education) is a programme implemented by

the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) on behalf of the German Federal Minis-

try for Economic Cooperation and Development (BMZ) and is co-financed by the Swiss Agency for Devel-

opment and Cooperation (SDC). BACKUP stands for Building Alliances, Creating Knowledge and Updating

Partners in the education sector in countries in Africa. BACKUP Education provides support to govern-

ments and civil society partners to avoid bottlenecks during the application for and use of grants awarded

by the Global Partnership for Education (GPE). BACKUP Education provides catalytic funding where need is

identified locally to help achieve national education goals in partnership with in-country and donor part-

ners.

About the Resource List

This resource list provides an overview of existing tools, guidelines and training courses in specific areas of

education sector development, including those available to guide the process for accessing funding from the

Global Partnership for Education. The resource list may be useful for ministries of education, donor part-

ners, national civil society organisations, international non-governmental organisations, etc. – all those

stakeholders engaged in education sector planning, policy and strategy development, implementation and

monitoring. It aims to facilitate access to the large pool of existing resources designed to help stakeholders

manage those processes. All resources in this document are hyperlinked and thus can be accessed online.

The document has three sections: (1) Global Partnership for Education; (2) Education sector plan develop-

ment and (3) Implementation and monitoring of the education sector plan. Each section provides general

guidelines and specific guidelines on gender sensitivity, conflict and crisis sensitivity, civil society participa-

tion, capacity development and training courses. Please note that while we have tried to list the available

resources according to this structure, the documents themselves may cover planning, implementation man-

agement and monitoring as a whole with one specific focus.

The situation in fragile and conflict-affected countries is unique and complex. There are different needs and

phases humanitarian, early recovery and transition – throughout which a country needs specific support

to ensure that education remains a priority and to develop a sound education strategy through partnership

and collaboration. For those countries, certain tools are available to better plan and manage implementation

in the challenging context. Some of these tools are highlighted in the three sections.

BACKUP Education provides complementary funding for the (a) development of the education sector plan

(or transitional education sector plan in conflict-affected countries) and sector analysis, (b) preparation of

the GPE implementation grant application and (c) implementation and monitoring of both. It provides

funding to ministries of education and national civil society partners for activities identified locally and

discussed with the Local Education Group. BACKUP Education particularly focuses on the cross-cutting

issues gender sensitivity, conflict and crisis sensitivity, civil society participation, as well as national ca-

pacity development (see Figure 1); which are in line with the current GPE Strategic Plan (2012-2015). When

applying for resources from BACKUP Education, applicants are encouraged to take into account these issues

in their proposal. The request to BACKUP Education may consider them directly or indirectly. Funding can

be requested for the application of selected tools presented in this resource list. Our guidelines provide

information on “'How to Apply for BACKUP Education funding'.

There are many other important issues for education development, such as equity, teacher policies, service

delivery, learning, decentralisation and public financial management. Practical tools and instruments sup-

porting national planning, implementation and monitoring efforts that are not yet included in the list can

be added at any time. Please write to backup-education@giz.de to suggest additions.

Global Partnership for Education

The Global Partnership for Education (GPE) aims to achieve quality education for all and brings together

governments, civil society, international institutions, teachers, and the private sector to work towards effec-

tive coordination and cooperation in the education sector worldwide. Members of the Global Partnership

mobilise and coordinate financial resources to support the development and implementation of sound

education sector plans in developing countries.

Education Sector Plan Development

The development of a sound education sector plan (or transitional education sector plans for fragile or con-

flict-affected countries) that contributes to the Education for All (EFA) goals constitutes the core of effective

sector development and is a requirement for applying for GPE funding. The following guidelines and tools

are designed to assist education planners in the process of developing an education sector plan and under-

taking the necessary diagnostics/ analysis to build the plan on strong analytical and data evidence. Analysis

informs the development and discussions around the policies, strategies and programmes needed for the

development of the education sector and meeting the education goals. The guidelines and tools are devel-

oped to help stakeholders engage in an organised and coordinated process (ESP preparation calendar), be-

cause 'Plan preparation is itself a form of capacity development' (Guidelines for Education Sector Plan Prepa-

ration and Appraisal, p. 8).

A high-quality costed education sector plan, based on a consultative and participatory process and data

and system analysis will help the developing country partners to strengthen coordinated approaches in

implementation and monitoring and help to align donor funding to the plan. The education sector plan,

broken down in costed multi-year annual implementation plans, is also a requirement for accessing the

GPE implementation grant. During implementation of the education sector plan, annual progress will be

monitored and reported against the annual implementation plan.1

Education Sector Plan

The costed annual implementation plans are important management and monitoring tools, together with

the jointly agreed results framework including the agreed sector indicators for the education sector plan

and the medium-term expenditure framework for the sector. These help to inform and prepare the period-

ic joint sector reviews and to prepare annual implementation progress reports. Those instruments can

help a Local Education Group to organise its cooperation and to strengthen mutual accountability. Please

note that some guidelines in section 2 also refer to implementation and monitoring. Education Manage-

ment and Information Systems are central to collect and report data and it is critical that they produce

accurate, timely, disaggregated and widely available education data.
