A pre-proposal meeting was held on Monday, August 10, 2020, at the Rock Hall Town Office, for the above-referenced project. Those in attendance were:

4. Getchell stated all questions should be emailed and received by August 21,2020. Questions should be submitted to GMB, Attn: Scott Getchell, ProjectManager, [email protected]. Any needed Addendums will be issued onor before August 21, 2020. Prospective Bidders and their representatives shouldnot communicate with other bidders, Town officials or employees during thisProposal process.

5. Getchell stated partial proposals will not be accepted. Prospective Bidders mustsubmit complete proposals for services.

6. Getchell stated in the event the Proposal process is terminated, Proposals will be returned to prospective Bidders without disclosing the contents. Bids will remain sealed.

7. Getchell stated prospective Bidders were provided with a set of documents, listed

as Attachments in the Table of Contents of the RFP. Requests for additional documents will be considered on a case-by-case basis. Contractors may be charged a fee for additional documents.

8. Getchell stated the following with respect to proposals:

a. Each Vendor shall submit its sealed proposal on the proposal forms provided. The proposal shall be executed properly, and all writing shall be ink or typewritten, except the signature of the Vendor, which shall be written in ink.

b. The Vendor shall specify in figures, in the places provided, a price for each

of the separate items called for in the proposal forms. c. Vendors are requested to submit their proposals directly to the Town in a

properly sealed envelope. d. The Town requests that Vendor shall provide one (1) original signed copy

and four (4) copies of their response, plus an electronic copy on Flash Drive.

e. All envelopes must be sealed and clearly marked "Request for Proposals

– Water Meter AMI". f. Proposals will be evaluated on the best probability of the Vendor meeting

the Town’s objectives outlined in this request. The evaluation will be based on the system benefits and the Vendor’s qualifications. The Vendor’s response will be used to select a short list of candidates for presentations.

9. Getchell made the following clarifications and additions to the RFP:

a. Billing software compatible with the proposed AMI system is to be

included in the proposal. b. Multi-Jet meters are acceptable. c. Licensed radio frequencies are acceptable though unlicensed is

preferred.

d. The Town owned towers are located at 5748 Liberty Street and across

20627 Rock Hall Ave. Both water storage towers are 137’ at overflow. The County owned tower is located at Edesville Park.

e. Town staff are replacing the water meters but may need assistance from

the successful proposer to install AMI features. f. The 3/4'” water meters referenced are 5/8” x 3/4”. g. The meter address list can be provided in the Excel format if requested.

10. The following questions were asked by attendees (answers included): a. The Ford Iron Crete 10¼ x 14¼ meter box composite lid is not available.

What is the course of action?

Where necessary, Town Staff will drill a hole in the lid to attach an external antenna. The vender’s meter should be capable of being installed in this manner.

b. What is the project schedule?

There is no official schedule to date, but the Town is targeting sometime fall 2020.

c. Would it be okay to use a spool piece on 3-inch ultrasonic compound

meter to make up the difference in the length of the existing meter?

Yes. d. Will the Town accept an “or equal” for the Bad Elf GPS unit specified?

No. e. Is the Town interested in remote disconnect capabilities?

Yes. Please include in proposal as an addition to Attachment A Price Schedule.

f. Who is responsible to supply adapter couplings for the meters?

The vender. g. Why does the RFP reference 5 ½ meter lengths when most, if not all, are

7½ meters?

6.1.15 states “Proposer must supply the necessary couplings, threads, and unions for all meters 5/8”x3/4” and 1”. Fittings shall be able to adapt to lengths of 5.5”, 7.5”, or 9” to fit within existing meter pit connections.”

III. Project Description

The Town is soliciting proposals for an Advanced Metering Infrastructure (AMI)in order to improve the process of collecting monthly water Town meter dataand subsequent billing in order to enhance the level of service offered to itscustomers.

IV. Background

The Town serves a population of approximately 1,400 located in Kent County,Maryland.

The Town utilizes water services with approximately 986 water meters.Presently, the water meters are Neptune residential positive displacement styleand are manually read.

The Rock Hall Water Treatment Plant serves the Rock Hall and Gratitude areaand the Edesville and Wesley Chapel Corridor County service areas. Threewater towers are located within these service areas.

The water system is permitted for an average daily flow of 230,000 gpd with amaximum daily average of 300,000 gpd during the month of highest use. Thehighest average daily flow for 2017 was 168,000 gpd. In 2008, the Townextended an 8-inch diameter water main to provide service to the County’sEdesville area. In 2016, the Town upgraded its water treatment plant. Theupgrade included a new clarifier, new generator, and new chemical pumps. In2017, a replacement well was drilled for the Town.
