    Dear Mr. Pardee:

In accordance with your request and Geocon Proposal No. EP-2008-042, Geocon Consultants, Inc.(Geocon) has conducted a limited soil assessment of the property located at 32542 Aquaduct Road and31817 Via Ararat Drive (the Site) in Bonsall, Cahfornia(Figure 1). The assessment consisted of soilsampling and analytical testing for pesticides. This report presents the results of the limited assessmentof soil at the Site.

    SITE DESCRIPTION AND BACKGROUND

The Site consists of two parcels identified as San Diego County Assessor's Parcel Number (APN) 127-290-05 and 127-271 -28. APN 127-290-05 is square in shape and covers approximately 39 acres. APN127-271-28 is irregular in shape and covers approximately 54 acres. Figure 2 shows the parcelconfigurations and relative positions..

The parcels are currently being used for agricultural purposes and are covered with organically grownavocado and citrus proves, and a small portion of APN 127-290-05 is being utilized as flower orchards. The Site topography is uneven with low-relief rolling hills and wide valleys. The historical land use atthe Site from the early 1970s to the present time has been agricultural.

    PURPOSE AND OBJECTIVES

The purpose of the limited soil assessment was to evaluate the potential presence of pesticides in soilresulting from agricultural use of the Site. The information from the assessment was required to assessthe suitability of the Site for residential land use. • Environmental Impact Report (EIR) prepared for the proposed residential development. The objectiveof the limited soil assessment was to collect representative soil samples from selected areas of the Sitewith the potential to be impacted by pesticides and perform appropriate laboratory analysis of soilsamples for pesticides. The results were intended to be used to determine if further study or remedialaction might be necessary.

    SCOPE OF SERVICES

This section describes the soil sampling activities and analytical testing that were performed for thelimited soil assessment.

    Soil Sampling

On July 8, 2008, we collected soil samples from four predetermined locations on the Site using a hand-auger.. A Boring Location Map is attached (Figure 2). Soil samples were collected in accordance withthe scoping requirement for the EIR with approval from the DEH of the soil sampling locations anddepths. The SS-1 sampling location was selected to assess the potential use of this location as apesticide mixing or storage area. Currently, there is no mixing or storage on the Site. The SS-2sampling location was selected to assess potential presence of residual pesticides from use on floweringcrops at the Site and for down stream accumulation from stormwater run-off. The SS-3 location wasselected to be downstream in the drainage canal to assess potential accumulation of pesticides fromstorm water runoff. The SS-4 location was chosen to assess the potential presence of pesticides in theavocado and citrus groves that exist on the majority of the Site.

Soil samples were collected at 0.5 and 2.5 feet below surface grade in each location. At each samplingdepth, soil samples were collected into laboratory-supplied 4-ounce glass jars. The samples werelabeled with boring number, depth, and time collected, then transported to the analytical laboratoryunder standard chain of custody protocol.

    Analytical Testing

The samples were picked up and transported by Advanced Technology Laboratory of Signal Hill,California, a California Department of Health Services-certified laboratory. The laboratory was

directed to analyze the 0.5-foot samples for organochlorine pesticides by United States EnvironmentalProtection Agency (EPA) Method 8081A and for organophosphorus pesticides by EPA Method8141A. The 2.5-foot samples were archived pending results of the 0.5-foot samples.

    FINDINGS

Organophosphorus pesticides were not detected at or greater than the method reporting limit (MRL) in

all four samples. Organochlorine pesticides analysis results are summarized in the table below. Thecomplete analytical report is attached.
