1st. CONFERENCIA LATINOAMERICANA DE ZONAS FRANCASSanto Domingo, Dominican Republic.

Dominican engineer Mr. Victor Thomen (†) and Mr. Juan Torrents, organized the First Conferen-

cia Latinoamericana de Zonas Francas in Santo Domingo, August 1997, was the birthplace of

COMITE ZONAS FRANCAS DE LAS AMERICAS, during the Event was proposed and formed.

In 2012 the 16th Edition was held in Cali, Colombia.

First StepsDuring the SALON EMMA INVEST held in Geneva, in spring 1999, the organisers, Fondation

EMMA, received a many questions about how to get help for free zones projects.

After the Salon, Fondation EMMA had several contacts and meetings in order to fi ll the gap in

free zone knowledge; the goodwill of institutions and persons reached the agreement of crea-

ting a world federation to help free zones develop, especially in emerging countries.

In December 1999, the “Fédération Mondiale des Zones Franches – FEMOZA” was born under

article 60 of the Swiss civil code as a not-for-profi t NGO, supported by Fondation EMMA. From

the very beginning, FEMOZA worked hard with Swiss and international organisations; the fo-

llowing are some facts and goals achieved in these years.

Geneva Welcome recognised FEMOZA, on 27 September 2002, as part of Geneva’s NGOs.

SGS, contributed as main FEMOZA’s Sponsor, to take off during 2001 & 2002.

Support to Governments· CROATIA A report amending the Foreign Investment and Free Zones Law was issued by

Femoza experts and delivered to the Croatian president in September 2001.

· HAITI Femoza issued and proposed to the Ministry of Commerce a National Free Zones Law,

which was approved by the Haitian parliament.

· BULGARIA By specifi c demand of the Prime Minister Offi ce, we issued recommendations for

the new Free Zones and Foreign Investment Law.

· ECUADOR By demand of Ecuadorian president, Dr Jamil Mahuat, we issued a Free Zone Law Review.

FEMOZA's GALLERY OF HONOUR To appoint with an individual and honorifi c title the highest dignities for their professional,

social and human dedication to free zones, whose projects reached special relevance in the

economy of their countries, creating jobs, increasing the economy and offering people welfare,

or linked to free zones through other economic sectors, such as industry, commerce, education

or communication. Because of the high level the Gallery, only six persons have been rewarded.

Special Recognition We cannot forget the great support offered by former Secretary General Mr. Francesc J Vendrell,

in Femoza’s take off and enormous dedication of Vice-President Mr Peter F. Ryan, to FEMOZA for

10 years, before his retirement in January 2.009.

Peter, Francesc, your knowledge and more than 30 years of experience in Free and Export Proces-
