.According to the information by each governorate
Section One: Response to Risks Population Movement: (Displacement):
Description of the Problem: The JCMC represtational office in Diyala reported that 91 families were displaced from there
houses in October 2019 towards the center of Khanqin district ( 44 families from Shafiq Villiages; 14 families from Maakayha
village; 23 families from Ahmed Hilal village ) . The families were displaced as a result of terrorist acts.
Measures taken by JCMC representational office in Diyala
- The JCMC represtational office in Diyala adreesed an official letter to the military operations command in the governoarate
to enforce the security in the areas and ensure safe return for the displaced families to their houses.
- Adressing an official letter to the Direcotrate of Migeration and Displacement; to take the necessary actions.
Biological Risks- plant pests
The JCMC representational office in the governorate reported that it been notified by Basrah agriculture directorate that the
apricot stem pests affected (buckthrone) Ziziphus trees across the governorate. The total number of these trees have been
(116.060). It is worth noting that this pest kills the affected branch and small trees; make large tress inable to grow naturally
and produce fruits.
Measures Taken by the Directorate of Agriculture:
Adressing an official letter to the Direcotrate of plant protection services to take the necessary actions.

Recommandations:
- Implement necessary activities to control pests to protect agricultural wealth
- Implement the necessary measures to prevent the transfer of pests from the affected areas to others
- Implement the necessary activities that raise farmer’s awareness of the danger of these pests, prevention methods, and
report incidents.
IDPs’ needs (Kurdistan Reigion)
In its report issued on November 7, 2019, the Joint Crisis Coordination Center in Kurdistan Region identified the needs of the
displaced in the governorates of Erbil and Sulaymaniyah and Dohuk for the current winter season, as shown in the table
below:
Measures taken by JCMC
Ministries of Migration and displacement, Oil, and Trade have been contacted by JCMC pertaining the needs outlined in the
JCC’s report.
Access to Basic Services- Roads & Bridges
Futher to the former official letters adreesed by JCMC; The Ministry of Housing & Municipalities reported that the directorate
of roads and bridges Prepares schemes; bills of quantities; funding and other implementing requirments to fix the road of
Hamrin lake which had been damaged due to elevation of water levels in the lake during the flooding period.
The project includes: constructing a bridge of 3 Km length; elevate the remaining (4km) road to match the bridge’s height,
pave the roadsides with stones, and install safety fence to protect the road and passers-by.
Description of activity: Subsequent to the JCMC report for August, which identified the problem of the collapse of the
Thiraa Dijla bridge in Taji district, formerly constructed by the Mayoralty of Baghdad, the Ministry of Housing and
Municipalities reported that the Roads and Bridges Directorate has prepared the design schemes to construct an iron bridge
instead of the tubular one. Currently in the stage of including the project within the investment plan for this year.
Access to Basic Services- Clean Water
Description of activity: Further to the report issued by (JCMC) in July; in which the shortage of clean water supply to the
returnee families in the village of (Ajheish) in Kirkuk Governorate has been identified; the Ministry of Housing &
Municipalities reported that Kirkuk water directorate has accomplished detailed estimates to obatain the required finicial
allocations for the project to supply potable water to the mentioned village. Fixing the problem would improve stabilization
in the area and provide the population with the necessary services.

Technichal Risks- Demining
Description of activity: On November 21, a joint team from the JCMC HQ office; Europian union; the United Nations Mine
Action Service (UNMAS) and JCMC Ninawa office visited Sinjar district to examine the ongoing demining operations of G4S
and Al-Saqer in AL Jazeera compound. Furthermore, the joint team carried out a visit to Al Qahtaniya district. The demining
operations would ensure safe return of the IDP families to their places of origin.
Description of activity: The JCMC representational office in Basra reported that the Civil Defense Directorate cleared 160
unexploded projectiles in different areas in the Governorate for the period from September 16, 2019 until October 16, 2019.
Description of activity: On November 6, the JCMC office in Ninewa governorate reported that through the efforts of the
Ministry of Defense 100% of the residential complexes in Al-Qahtaniyah, Adnania and Al-Jazeera areas have been cleared
and duly handed over to the local government.
Description of activity: the JCMC office in Ninewa governorate reported that Mosul airport was cleared of the UXOs. The
office added that a coordination meeting between mine action organizations and Directorate of Mine Action (DMA) has been
held to prioritize areas for work.
On November 5, the local government of Ninawa has received the airport after it had been cleared of explosives hazards.The
United States of America funded the clearance operations, and teams from the following companies participated in the
project: (Janus, Tetra Tech, Al Fahad). The work continued for the period between April 2018 to October 2019, during which
170 explosive objects were removed, including unexploded ordnance and explosive devices. Work has also been carried out
to remove tons of debris to enable the local government to rebuild the airport.
Facilitating the movement of humanitarian organizations
The Joint Coordination and Monitoring Center (JCMC) ensures the delivery of humanitarian aid to the families affected by
displacement and other risks on daily basis, through direct coordination with international organizations. Between 1-30 Nov
2019, 67 access permission letters were issued in coordination with the relevant authorities. The permissions facilitated the
movement of 830 trucks transferring humanitarian relief items and employees. Furthermore, during the above-mentioned
period, JCMC granted 70 landing permissions for UN’s aircrafts, in addition to the issuance of 13 emergency and multi-entry
visas to the International Organizations’ humanitarian actors.
Section Two: Risks Reduction and Preparedness
Description of the threat: On November 19, 2019, the JCMC representational office in Salah Al-Din Governorate reported
that the Khudraniyah and Hooriya areas in Al-Sharqat district could be subject to inundation in the event of heavy rains and
the flow of torrents in valley (Jerab Afrah), which is located to the west of these areas. Last year, flooding inundated these two
areas and caused casualties and displacement among residents and damaged their properties, in addition to the efforts that
were made by the responding entities to address the crisis.
Requirements set by the Joint Center Representation in the governorate
Dredge and clear up the valley bed from the last year’s accumulated sediments and direct the water course towards the river
basin to protect the areas.
Measures taken by JCMC
Address an official letter to the Ministry of Water Resources to take the necessary action regarding the requirements set
by the JCMC representational office in Salah al-Din Governorate.

Access to the basic services:
Al-Muthanna Governorate indicated in its Letter to JCMC on November 24, 2019, that the province is one of the poorest
governorates by more than 52% of the population; according to official statistics, and has identified a number of needs in
many sectors, as shown in the table below:
Sector Requirments
Municipality 6 sweeper trucks to clean the main roads of the city, cover the shortage of the manpower in the municipal
sector and to meet the ongoing urban expantion of the city.
Clean Water
Providing enough quantities of Alum & Clorine to ensure sufficint quantities of clean water.
Fix and operate machines, equipment, water plants and water networks, in addition to establishing new
network of water pipes to the areas in need.
Maintannace and operating the machines and the projects and water stations and water supplying pipes;
And serving the new disricts with clean water pipenet
Constructing Al-Khalt water project with capacity of 2000m3per hour; and Barbouty water project with
capacity of 4000m3 per hour, in addition to the water network.
Employment Ensures enough job vacancies for the unemployed in the Governorate.
:Recommandation
Addressing the risks of poverty in the governorate by implementing the required projects and programs, and providing
the needs identified by the governorate.
Section Four: Recovery and Reconstruction
Description of Activity: The JCMC representational office in Anbar Governorate reported that the Alramadi dam and Alwarar
water regulator, which were damaged by the terrorist acts of Dae’sh during its control of the area, have been reconstructed.
The reconstruction operations have been financed and supervised by the Reconstruction Fund for Areas Affected by Terrorist
Operations (REFAATO) and implemented by joint efforts of the following companies of the Ministry of Water Resources: the
General Company for Dams and Reservoirs; the Al- Rafidain Company for dam Constrcuting and the Iraq General Company
for irrigation projects. The reconstruction of these two facilities will have a positive impact, including controlling the water
quantities in the Euphrates River, preventing floods and delivering water shares to the southern governorates.
Description of Activity: projects of the Reconstruction Fund for Areas Affected by Terrorist Operations (REFAATO) funded
through the federal budget for 2016-2018, as reported by JCMC focal point on 10th of November 2019:

Description of activity The United Nations Development Program (UNDP) reported that the total number of stabilization
projects in the governorates of Anbar, Salah al-Din, Diyala, Ninewa and Kirkuk have been 3448 projects, including 2266
projects completed, 213 projects under implementation, 205 projects under contract, 764 projects under development; as of
17 November 2019; as shown in the table below:

Section Five: Population Movement (Return & Displacement
On November 14, the JCMC representational office in Ninewa Governorate reported that a joint meeting chaired by the
governor was held with IOM’s representatives. During the meeting, the organization presented a proposal to evaluate the areas
of origin for the1.368 displaced families who currently residing in Al Salamiyah camp. The aim of the proposal is to implement
programs, projects and activities to enable these families to return to their areas. The implementation period should not go
beyond June 2020. The activities shall include the following:
Reconstrcting the fully destroyed houses,
Rehabilitating the partially damaged houses.
Provide small size projects to the returnees in the returnee areas.
In coordination with the local government, support the rehabilitation operations of the infrastructres,
Generalize the proposle to the NGOs and UN agencies to have thier opinion about the possibility to implement the
similar project to benefit other camps,
The Ninawa local government provides all required facilitations to IOM to implement the project.
The JCMC representational office in Anbar Governorate reported that the process of closing and consolidating camps is
ongoing as per the conditions where (the Fallujah Camp 7 and Fallujah Camp 5) were consolidated with the (Central Altahrir
Camp and Altahrir Camp 2) in the camps of Habbaniyah tourist city,. 96 families were moved to the new camps, after

preparation and installing 53 new tents which were made available by UNHCR and in cooperation with CCCM which is led by
the Danish Refugee Council.
The Ministry of Trade reported that the number of registered IDP families in October 2019 was 84,506 families
(453,884 individuals). The Ministry also stated that its staff continues distribution of PDS’s items to the displaced people across
all governorates.
Al-Diwaniyah Governorate reported that as of 1st October 2019, the number of the remaining IDP families has been 417
families (2,191 individuals). The table below shows the governorates of origin and the number of IDP families:
