Turkish Post (PTT)is an institution

where postal , parcel and postal financial services are carried out in the same

body.

PTT is a 100 % state ownedbody affiliated to the Ministry

of Transportation .

It carries out its activities in accordance with Postal Law

published in 1950 .

All the regulations concerning the services are made according to this Law.

At the end of2011

New Postal Law was prepared and sent to the Parliament and it is expected that the new law will enter into force at the end of this year.

Postal Financial Services carried out within Turkish Post (PTT)will not become another bank, but will serve to the c ustomers

of the banks in places where the banks do not have a ny branches. These services will be offered in exchange f or a

commission. PTT, is a state economic enterprise which is not in a bank status and with the new law PTT will be a c orporation

and will not be in the bank status.

The Ministry of Transportation is in a regulatory status for postal financial

services in accordance with the existing Postal Law.

Today under the Ministry of

Transportation, PTT is both regulator and

actor for financial postal services.

TODAY(Before new Postal Law)

Central Bank and Banking Supervision

and Regulation Agency will have a

more influential regulatory role than

the Ministry of Transportation as the PTT’s financial postal services will

also include banking services after the

new law enters into force.

NEAR FUTURE(After new Postal Law)

The Central Bank is responsible for management and assessment of treasure.

BSRA is rule maker for banking services.

For today and near future providing banking license to PTT, that is, PTT becomes a bank is

not subject at the agenda of the state.

After the entry into force of the new law, in the following one or two years, postal, parcel and postal financial services will be separated. It is

foreseen to establish 3 different companies under a holding company.

TOTALPTT has started to convert its post offices into automation since 1995. At the year of the 2003, we succeded that at least a place of our transaction point had an automated system in all locations in Turkey. From this date, we have started to obtain an increase in revenues.

As a result of providing the postal financial services in quality and safe environment; in addition to money order and postal cheque

services today on behalf of 170organizations are carried out in more

than 4.200 post offices with a great success.

Until 2006, postal financial services only were given at the counters of the post

offices. From this year, offering ways of postal financial services have been diversified by first internet than call

center and finally ATM’s.Studies on providing postal financial services through mobile phones are at

the final stage at present. In coming days, this method will be used as well.

In all main Post Offices, at least one

Our target is to have 1.750 “ PttmatikPttmatikPttmatikPttmatik” at the

end of 2012. .

After the agreement realized with a national bank, with the licence

now we are able to offer service through our ATMs to the customers of other

banks.

Postal cheque account holders use debit cards called as “ Pttkart Pttkart Pttkart Pttkart ”in order to withdraw or deposit from/to their accounts a nd make

payments. With license obtained from the banks with which Turk ish Post had agreements, Pttkart Pttkart Pttkart Pttkart s are used at all other banks’ ATMs and also at

POS devices during shopping.
