On 08-10-2014 at approximately 0915 hours, Russell Straitiff kicked me in the right knee while in the intake sally port of Central Jail located at 1173 Front Street in San Diego. Straitiff was being booked into jail for 69PC- threat of violence on a peace officer (case # 14140524). He had also committed a battery on a female and a psychiatric doctor during the course of that event. Force was used and Straitiff sustained a head injury which resulted in his hospitalization at UCSD medical center in Hillcrest. I sustained a minor injury to my right knee, but did not require medical attention. Evidence was collected for this case. ORIGIN: On 08-10-2014 at approximately 0915 hours, I used force on an arrestee while attempting to book him into Central Jail (event #E1864065). BACKGROUND: On 08-10-2014 at approximately 0615 hours, I responded to a battery call in the parking lot of the Smart and Final located at 7117 Broadway in Lemon Grove (case #14140524). A transient male, later identified as Russell Straitiff, accosted a female in the parking lot, hit her in the left forearm and chased her briefly through the parking lot. Straitiff threatened to take my duty weapon and kill me with it when I contacted him for that call. When getting Straitiff cleared at CMH, he spit on the psychiatric doctor (see related report for details). INVESTIGATION: Throughout the entire contact with Straitiff, he mumbled and yelled incoherently to me. Occasionally I would hear him tell me he was going to kill me, or "fuck" me up. He also made inappropriate sexual comments toward me. Upon arrival at Central Jail, he continued with the comments. Twice he made sudden and direct movements toward me as if he were trying to intimidate me, or try to harm me. He would not follow my instructions on the first, or sometimes the second direction. Once we entered the intake sally port, I instructed Straitiff to stand against and facing the wall. He complied until he heard me talking to the intake deputies about his behavior over the course of the contact. Straitiff turned around to face me and began talking loudly. I instructed Straitiff to turn and face the wall again. I did not trust that he would not attempt to do something to harm me due to his multiple comments of wanting to kill me and his violent behavior with others. Straitiff refused to turn and face the wall by stating "no". I grabbed Straitiff's left arm with my right hand, spun him around and pushed him into the wall. I grabbed the chain of his handcuffs with my right hand and applied a slight downward pressure to make Straitiff slightly off balance and more controllable should he attempt to resist me. I held his left arm with my left arm and stood him against the wall. I told Straitiff to stand still and not move until the other deputies came in to retrieve him. I maintained a grip on the handcuffs and Straitiff's left arm and stood slightly to his left. Straitiff stood quietly for a few seconds and then began yelling at me to let him go. He then back kicked with his right lower leg and foot and struck my right knee. Straitiff was wearing heavy black work boots with a thick rubber heel. The edge of the rubber heel struck the right side of my knee. I felt a slight sharp pain when Straitiff kicked me. For fear Straitiff may attempt to kick me again, or fight with me, I attempted to force Straitiff to the ground where I would be able to control him better until other deputies

arrived to assist me. I pushed down on the handcuff chain and pulled Straitiff back in an attempt to pull him off balance and force him to the ground. Straitiff was able to keep his footing and stumbled to the right. In fear I would not be able to get Straitiff to the ground so I pushed him into the wall which had been behind us. Straitiff struck the wall and lost his balance. He fell to his right. I attempted to keep him upright, but was pulled down after him. Straitiff struck his head on the concreate floor and lost consciousness. Deputy Smith #0230 ran into the sally port to assist me and I informed him Straitiff had hit his head and lost consciousness. I instructed Deputy Smith to call for an ambulance. Deputy Smith attempted to use his department issued radio to call for an ambulance, but his battery died; he was unable to transmit. I was attempting to get Straitiff to respond by calling his name and putting slight squeezing pressure on his left trapezius muscle. Other deputies arrived and Straitiff began to regain consciousness after approximately 20 seconds. He began to struggle with us and I told him not to move for fear of spinal injury. Straitiff continued to struggle against us and we had to restrain him with body weight on his extremities to ensure he did not injure himself further. The on duty nurse responded to our location and assessed Straitiff. A laceration, approximately two inches long was found on his right forehead. Paramedics arrived and took over care for Straitiff. He was transported to UCSD medical center in Hillcrest with a Central Jail deputy. The amount of force used was necessary to prevent Straitiff from injuring me and himself further. I contacted Sgt. Taft #2513 and advised her of the use of force. I obtained a copy of the video surveillance inside the sally port for evidence. I responded to UCSD medical center and took photographs of Straitiff's injuries. EVIDENCE: I submitted the video and the photos into the Lemon Grove Evidence Locker.
