Pursuant to the provisions of parageap'K °l£ cle 4 of the Arrangement Regarding International Trade in Textiles, I am instructed by my govern­ment to inform the Textiles Surveillance Body of the increase in a consultation level, which con­stitutes a further amendment of the cotton, wool and man-made fiber textile agreement between the Government of the United States of America and the Government of India. The original bilateral agree­ment and prior amendments have been notified and circulated as COM.TEX/SB/315, 340, 356, 394, 462, 489, 530, 546, 582, and 616.

Attached hereto are copies of the letters giving effect to this amendment.

I refer to Paragraph 6 of the Agreement between the United States and India Relating to Trade in Cotton, Wool, and Man-Made Fiber Textiles and Textile Products, with Annexes, effected by exchange of notes December 30, 1977, as amended ("The Agreement"), and to our conversations concerning an increase in the consulta­tion level for Category 447.

On behalf of my Government, I have the honor to propose that the Consultation Level for Category 447 be increased by 2,778 dozen to a level of 8,334 dozen for the 1980 Agreement Year.

If this proposal is acceptable to your Government, this letter and your letter of confirmation shall consti­tute an amendment to the Agreement-
