Einleitung und Methode
Die Berlinale legt Wert auf Transparenz bei der Geschlechterverteilung im Berlinale-Programm. Be-reits seit 2004 wird der Anteil von Regisseur*innen im Berlinale-Programm veröffentlicht.
Für das Gendermonitoring der Berlinale 2020 wurden die Geschlechterverhältnisse sowohl im Bereich Regie als auch im Bereich Produktion sowohl auf Basis der Datenbankauswertung als auch auf Basis einer Selbstauskunft der Filmteams dargestellt. Bei den Disziplinen Drehbuch, Kamera und Mon-tage konnte nur die Selbstauskunft als Grundlage genutzt werden.
Vorgehen
Datenbankauswertung
Die Daten der Berlinale-Datenbank wurden anonymisiert auf Basis der gewählten Anrede bei der Filmeinreichung erhoben.
Außer Regie und Produktion werden bei der Filmeinreichung keine weiteren Disziplinen abgefragt. Daher ist mit dieser Methode nur eine Auswertung von Regie und Produktion möglich.
Nach Abschluss der Programmauswahl wurden die eingeladenen Filmteams um eine Selbstauskunft gebeten.
Selbstauskunft
Im Formular zur freiwilligen Selbstauskunft konnten die Mitglieder der Filmteams neben den Zuord-nungen „männlich” und „weiblich” die Option „eigene Zuordnung” wählen und dabei in dem vorge-sehenen Feld entweder Begriffe eintragen, die schon bekannt sind, wie „transgender” oder „non-bi-när”, oder eine eigene Terminologie angeben. Weiterhin stand auch das Antwortfeld „keine Angabe” zur Auswahl.
Angefragt wurden ausschließlich aktuelle Produktionen aus dem 342 Filme umfassenden Berlinale-Programm. Nicht berücksichtigt wurden die Retrospektive, die Hommage, Berlinale Classics und sons-tige historische Filme. Somit wurden die Teams von 248 Filmen, sowie 8 Serien um Selbstauskunft gebeten.
Die Rücklaufquote bei dieser Selbstauskunft beträgt insgesamt 95,4 %, 248 Filme (2019: 85,7 %, 227 Filme).

Das Formular zur Selbstauskunft ist wie folgt strukturiert:
Da die einzelnen Sektionen unterschiedlich große Rücklaufquoten verzeichnen, sind die Zahlen auf Basis der freiwilligen Selbstauskunft in den folgenden Grafiken nicht als grundsätzliche Auswertung der Geschlechterverteilungen im Berlinale-Programm zu verstehen, sondern als Tendenzen, die sich hinsichtlich der Geschlechterverteilung innerhalb der jeweiligen Disziplinen Regie, Produktion, Drehbuch, Kamera und Montage abzeichnen.

Introduction and Method
The Berlinale values transparency regarding gender distribution in the Berlinale programme. The propor-tion of female directors has been published in the Berlinale programme since 2004.
For the gender monitoring of the Berlinale 2020, gender relations were presented both in the areas of directing and production based on database analysis as well as on the basis of self-disclosure provided by the film teams. In the screenplay, cinematography and editing disciplines, only theself-disclosure was used as a basis.
Method
Database analysis
The data of the Berlinale database was collected anonymously on the basis of the chosen form of address at the time of film submission.
Apart from directing and production, no other disciplines are asked in the film submission form. There-fore, this method can only be used to evaluate directing and production. After completion of the pro-gramme selection, the invited film teams were asked to provide information about their team’s gender ratio in the form of a self-disclosure.
Self-disclosure
In the form for voluntary self-disclosure, the members of the film teams were able to select the option "self-definition” in addition to the titles "male" and "female" and enter either terms that are already known, such as "transgender" or "non-binary", or their own terminology in the field provided. “Prefer not to say” was a further field.
Only current productions from the 342 films in the Berlinale programme were asked to participate. The Retrospektive, Hommage, Berlinale Classics and other historical films were not considered. Thus 248 films, as well as 8 series were asked to fill in the self-disclosure form.
The response rate for this self-disclosure amounts to a total of 248 of 260 films (95.4 %), including in-
stallations from Forum Expanded. (2019: 227 films 85.7 %).

As the individual sections experienced varying response rates, the figures based on voluntary self-dis-
closure in the following charts are not to be understood as a fundamental analysis of the gender distri-
bution within the Berlinale programme – instead they depict tendencies that can be observed regarding
gender distribution within the categories of direction, production, screenplay, cinematography and
editing.

Auswertung der Geschlechterverhältnisse im Bereich Regie nach Personen (im Gesamtprogramm)
Auf Basis der Filmdatenbank ergeben sich für das Gesamtprogramm der Berlinale 2020 die folgen-
den Zahlen für die Disziplin Regie. Im öffentlichen Berlinale-Programm 2020 laufen insgesamt 342
Filme (2019: 400). Einige Regisseur*innen sind mit mehreren Filmen im Berlinale-Programm 2020
vertreten.
Unter den 342 Filmen befinden sich historische Filmwerke und Wiederaufführungen (z.B. in der Ret-
rospektive).
An diesen 342 Filmen waren 364 Personen im Bereich Regie beteiligt, davon:
138 Regisseurinnen = 37,9 % (2019: 45 %*)
207 Regisseure = 56,9 % (2019: 52 %)
8 Personen, die „none of the above” wählten = 2,2 % (Option 2019 nicht verfügbar)
11 Personen ohne Angabe = 3 % (2019: 3 %)
* Die Retrospektive 2019 war dem Filmschaffen von Regisseurinnen der ehemaligen BRD und DDR gewidmet

Evaluation of gender in the field of directing per person (in the overall programme)
Based on the film database, the following figures are the results for the overall programme of the Ber-
linale 2020 for the discipline directing. A total of 342 films will be shown in the public Berlinale pro-
gramme 2020 (2019: 400). Some directors are represented with several films in the Berlinale programme
2020. Among the 342 films are historical film works and revivals (e.g. in the Retrospective).
These 342 films were directed by 364 people, of which:
138 female directors = 37.9 % (2019: 45 %*)
207 male directors = 56.9 % (2019: 52 %)
8 people who chose „none of the above” = 2.2 % (option not available in 2019)

nale-Datenbank, davon:

Filme, die mehrheitlich von Frauen, Männern oder Personen mit alternativer Genderzuordnung in
Ko-Regie realisiert wurden, wider. Der Fokus dieser Gendermonitoring-Auswertung liegt daher auf
den Geschlechterverhältnissen je Film.

The evaluation of the people involved in the films does not reflect the overall gender proportion of films,
the majority of which were made by women, men or people with alternative gender assignments (co-
directed). The focus of this gender monitoring evaluation is therefore on the gender ratio per film.

An den 18 Filmen im Wettbewerb waren insgesamt 23 Personen an der Regie beteiligt. Davon sind
sieben weiblich (30,4 %) und 16 männlich (69,6 %).
Von den 18 Filmen im Wettbewerb sind sechs unter weiblicher Regie oder Ko-Regie entstanden.
Competition
A total of 23 people were involved in directing the 18 films in the competition. Of these, seven are fe-
male (30.4 %) and 16 male (69.6 %).

Auf Basis der freiwilligen Selbstauskunft war das Gewerk Regie im Durchschnitt folgendermaßen majoritär besetzt: 39,5 % weiblich, 46,8 % männlich, 0,8 % mit eigener Zuordnung und 6,9 % ausge-wogen. Bei 6 % fehlt die Angabe.

Fazit Regie / Conclusion Directing Anhand der obigen Tortendiagramme lässt sich ablesen, dass der Anteil von Filmen mit majoritär
weiblicher Regie im Berlinale-Programm 2020 im Vergleich zur Filmeinreichung größer ist. Durch die
Programmauswahl verbessert sich die Frauenquote also gegenüber den Einreichungen. Der Frauen-
anteil bei den Filmeinreichungen ist im Vergleich zum Vorjahr (2019) um 1,8 Prozentpunkte gesunken.
Im Berlinale-Programm dagegen ist der Frauenanteil im Vergleich zum Vorjahr um einen Prozent-
punkt gestiegen.
Die Sektion Perspektive Deutsches Kino hat den höchsten Anteil von Regisseurinnen (75 %), gefolgt
von Generation (58%).
From the above pie charts it can be seen that the share of films with predominantly female directors in
the Berlinale programme 2020 is larger than the share of films submitted. The programme selection
therefore improves the proportion of women compared to the submissions. The proportion of women
among film submissions has fallen by 1.8 compared to the previous year (2019). In the Berlinale pro-
gramme, on the other hand, the proportion of women has increased by one percent compared to the pre-
vious year.
Perspektive Deutsches Kino has the highest proportion of female directors (75 %), followed by Genera-
tion (58 %).

Wettbewerb
Bei den 18 Filmen im Wettbewerb waren insgesamt 31 Personen an der Produktion beteiligt. Davon
sind neun weiblich (29 %), 17 männlich (54,9 %), eine (3,2 %), die „none of the above“ wählte und vier
(12,9 %), die gar keine Angabe machten.
Von den 18 Filmen im Wettbewerb sind fünf unter rein oder mehrheitlich weiblicher Produktion (27,8
%) und zehn unter rein oder mehrheitlich männlicher Produktion (55,6 %) entstanden. Bei zwei Filmen
(11,1 %) gab es eine ausgewogen männlich und weiblich besetzte Produktion und bei einem Film (5,5
%) wurde keine Angabe gemacht.

Fazit Produktion / Conclusion production Anhand der Tortendiagramme lässt sich ablesen, dass der Anteil von Filmen mit ganz oder mehrheit-lich weiblicher Produktionsbeteiligung im Berlinale-Programm 2020 im Vergleich zur Filmeinreichung größer ist. Die Anzahl von Filmen mit ganz oder mehrheitlich männlicher Produktionsbeteiligung ist hiermit gesunken. Bermerkenswert ist, dass die ausgewogenen Verhältnisse sich bei der Auswahl fast verdoppelt haben. Durch die Programmauswahl verbessert sich die Frauenquote also gegenüber den Einreichungen. Eine Auswertung der Filmeinreichungen für die Produktion hat erst in diesem Jahr stattgefunden.
From the pie charts, it can be seen that the share of films with wholly or predominantly female production
participation in the Berlinale programme is larger compared to the number of films submitted. The num-
ber of films with wholly or predominantly male production participation has thus decreased. It is note-
worthy that the balanced ratios have almost doubled in the selection process. The programme selection
therefore improves the proportion of women compared to the submissions. An evaluation of the film sub-
missions for the discipline production only took place this year.

Insgesamt lässt sich festellen, dass in allen auf Basis der Selbstauskunft untersuchten Disziplinen der
Anteil von Filmen, in denen Frauen ganz oder mehrheitlich beteiligt waren, geringer ist als bei der
Regie. Jedoch ist der majoritäre Anteil von Frauen und Männern im Bereich Produktion (35,9 % weib-
lich, 34,7 % männlich) und Drehbuch (33,5 % weiblich, 32,7 % männlich) annähernd ausgeglichen so-
wie deren Zusammenarbeit vergleichsweise hoch (18,9 % bei Produktion, 12,5 % bei Drehbuch).
Der Anteil rein oder mehrheitlich männlicher Produktionsteams ist deutlich gesunken: 34,7 % im Ver-
gleich zu 38,7 % 2019. Der Anteil mehrheitlich oder ganz weiblicher Teams ist gestiegen (35,9 % zu
32,6 % in 2019).
Ím Bereich Drehbuch waren im letzten Jahr 10 % mehr Filme mit ganzer oder mehrheitlich männlicher
Beteiligung (44,9 %) als mit ganz oder mehrheitlich weiblicher Beteiligung (33,9 %) vertreten. In die-
sem Jahr ist das Verhältnis mit 32,7 % ganz oder mehrheitlich männlicher Beteiligung und 33,5 % ganz
oder mehrheitlich weiblicher Beteiligung ausgeglichener.
Die Anzahl der Filme mit ganz oder mehrheitlich männlicher Beteiligung (56,6 %) im Bereich Kamera
ist wesentlich größer als die mit ganz oder mehrheitlich weiblicher Beteiligung (21,4 %). Dieses Ver-
hältnis bestand auch schon 2019 (67,8% ganz oder mehrheitlich männliche und 18.5 % ganz oder
mehrheitlich weibliche Filmbeteiligung). Auffällig ist, dass im Jahr 2020 die Anzahl der Filme, die ganz
oder mehrheitlich von Männern gedreht wurden um 10% im Vergleich zum Vorjahr gesunken ist.
Die Lücke zwischen ganz oder mehrheitlich weiblicher und männlicher Beteiligung im Bereich Mon-
tage ist geringer als die im Bereich Kamera mit 33,1 % ganz oder mehrheitlich weiblicher und 46,8 %
ganz oder mehrheitlich männlicher Beteiligung. Im Vorjahr ist dieses Verhältnis ähnlich mit 36,1 %
ganz oder mehrheitlich weiblicher und 49,8 % ganz oder mehrheitlich männlicher Beteiligung.
Die Prozentzahlen für „eigene Zuordnung” ähneln einander in allen oben erwähnten Bereichen.
In allen in diesem Kapitel untersuchten Bereichen ist die häufigste Teamzusammensetzung ganz oder
majoritär männlich. Angleichende Tendenzen im Vergleich zum Vorjahr lassen sich allerdings be-
obachten.

On the whole, it can be said that for all of the disciplines analysed on the basis of the self-disclosure, the
proportion of films with significant female involvement is smaller than it is for the category of direction.
However, the proportion of women and men in production (35.9% female, 34.7% male) and screenplay
(33.5 % female, 32.7 % male) is almost balanced, and their balanced ratio is relatively high (18.9 % for
production, 12.5 % for screenplay).
The proportion of exclusively or predominantly male production teams has fallen significantly: 34.7%
compared with 38.7% in 2019, while the proportion of wholly or predominantly female teams has risen
(35.9% compared with 32.6% in 2019).
In terms of screenplay, last year there was 10 % more films with wholly or predominantly male partici-
pation than films with wholly or predominantly female participation (33.9 % female and 44.9 % male).
This year the screenplay has become more balanced (33.5 % female, 32.7 % male).
In the field of Cinematography, the number of films with wholly or predominantly male participation
(56.5 %) is much higher than the wholly or predominantly female (21.4 %) participation. This is also re-
flected in 2019 (67,8% wholly or predominantly male and 18.5 % wholly or predominantly female). It is
noticeable, however, that in 2020 the number of films exclusively or predominantly filmed by men has
sunk by 10 %.
The gap between wholly or predominantly female and wholly or predominantly male participation in the
field of editing is closer than that of cinematography with 33.1 % of wholly or predominantly female and
46.8 % wholly or predominantly male. The statistics of 2020 are similar of those to 2019: 36.1 % wholly
or predominantly female and 49.8 % wholly or predominantly male.
In each discipline,“self-defintion” has similar numbers.
In all of the examined professions and disciplines, the most frequent team make-up is exclusively or ma-
jority male. However, converging trends compared to the previous year can be observed.

Die Berlinale ist nicht nur Publikumsfestival, sondern auch Handelsplatz der Filmwirtschaft und Netz-
werkplattform.
Die Initiative Berlinale Talents lädt jährlich 250 Filmschaffende verschiedener Disziplinen ein, sich
auszutauschen, von erfahrenen Filmemacher*innen zu lernen und Projekte in verschiedenen Labs
weiterzuentwickeln.
Der Berlinale Co-Production Market ist die kuratierte Projekt- und Networking-Plattform für erfah-
rene Produzent*innen und Finanziers, die aktiv im internationalen Koproduktionsgeschäft tätig sind.
2020 werden dort 26 ausgewählte Spielfilm- und zehn Serienprojekte im Rahmen von „Co-Pro Se-
ries“ vorgestellt. Beim „Talent Project Market“, der in Kooperation mit Berlinale Talents organisiert
wird, stellen insgesamt 10 Newcomer-Produzent*innen ihre Projekte vor.
Die Auswertung der Geschlechterverhältnisse bei Berlinale Talents und im Berlinale Co-Production
Market lässt Prognosen hinsichtlich möglicher Veränderungen in der Filmbranche zu.
Aktuell ist außerdem zu beobachten, dass serielle Formate eine wichtige Rolle in der Filmbranche
einnehmen. Aus diesem Grund wurde die Pitch-Veranstaltung „Co-Pro Series“ ebenfalls ausgewer-
tet.
In den folgenden Unterkapiteln werden die Ergebnisse des Gender-Monitorings bei der Branchen-
plattform Berlinale Co-Production Market und der Initiative Berlinale Talents vorgestellt. Da es struktu-

Every year, the Berlinale Talents initiative invites 250 film creators from various disciplines to come
together, share experiences and ideas, learn from experienced filmmakers and develop their projects fur-
ther in diverse labs.
The Berlinale Co-Production Market is the curated project and networking platform for experienced
producers and financiers who are active in the international co-production business. In 2020, the Co-Pro-
duction Market is presenting 26 hand picked feature film and ten series projects, in the scope of “Co-Pro
Series”. At the “Talent Project Market”, organised in co-operation with Berlinale Talents, a total of 10
up-and-coming producers are presenting their projects.
The analysis of the gender distribution at Berlinale Talents and within the Berlinale Co-Production Mar-
ket allows for forecasts regarding potential changes in the film industry.
In addition, one can currently observe that serial formats are taking on an important role in the film
industry. For this reason, the pitch event “Co-Pro Series” has also been evaluated.
In the following sections, we will present the results of the gender monitoring for the industry platform
Berlinale Co-Production Market and the initiative Berlinale Talents. As there are structural and the-
matic overlaps between the Berlinale Co-Production Market and Berlinale Talents and the public film
programme, we have chosen to arrange the sections thematically.

jekte wurden eingereicht. Die Auswertung der Geschlechterverhältnisse der 297 Einreichungen beim
Berlinale Co-Production Market basiert auf dem Berlinale Datenbank. Die an den 36 ausgewählten
Projekten Beteiligten wurden, analog zur Abfrage bei den Filmteams im Berlinale-Programm, um

All in all, in 2020 36 film projects are being presented at the Berlinale Co-Production Market. 297 pro-

Bei den Einreichungen fällt auf, dass mehr Männer (59,6 %) in der Regie vertreten sind als Frauen
(24,6 %). 25 (8,4 %) Personen in den haben keine Angabe gemacht. Unter den ausgewählten Projek-
ten ist das Verhältnis ausgewogener: Bei 50 % führen Frauen Regie und bei 50 % Männer.
Auffällig an den ausgewählten Projekten ist, dass in den Posten Produktion (46,4 %) und Drehbuch
(46,2 %) mehr Frauen vertreten sind als Männer.

weiblich besetzt, in 44,8 % der Fälle männlich. Bei ganzen 70 % der ausgewählten Projekte ist die
Produktion ganz oder mehrheitlich weiblich besetzt und bei 20 % der ausgewählten Projekte ist die
Produktion ganz oder mehrheitlich männlich besetzt. Die Tendenz in den Einreichungen wird durch
die Auswahl weiter verstärkt. 10 % der Projekte sind ausgewogen besetzt.
Bei den ausgewählten Projekten waren weniger Frauen (30 %) im Bereich Drehbuch vertreten als
Männer (50 %). 20 % haben nichts angegeben. Ein Vergleich zu den Einreichungen ist hier nicht mög-

Bei den Einreichungen stellt sich der Bereich Produktion mit 29,9 % männlichen und 30,5 % weibli-
chen Beteiligten und dem höchsten Wert der ausgewogenen Zusammmenarbeit (36,2 %) als der aus-
geglichenste heraus. Im Bereich Drehbuch ist die Anzahl von Frauen geringer (23,6 %) als die Anzahl
von Männern (43,7 %). Keine Angabe wurde am häufigsten (44,8 %) im Bereich Regie angegeben.
Diese Zahl spiegelt sich in der Auswahl wider. Dies ist möglicherweise durch den Projektstatus der
Serien begründet.
Von den ausgewählten „Co-Pro Series“-Formaten war der am meisten ganz oder mehrheitlich männ-
lich besetzte Bereich Drehbuch mit sechs Serien, gefolgt von fünf Serien im Bereich Creator. „Keine
Angabe“ gab es am häufigsten in den Berufsfeldern Showrunner (8), Montage (9) und Kamera (9).

% männlich waren. Die drei danach am häufigsten vertretenen Bereiche waren die Produktion, das
Schauspiel und das Drehbuch mit jeweils mehr als 200 Bewerbungen. Bei der Produktion war hier-
bei der mehrheitliche Anteil weiblich (60,1 %), genau wie beim Schauspiel (60 %) und beim Dreh-
buch herrschte ein nahezu ausgewogenens Geschlechterverhältnis mit 47,9 % weiblichen und 46,9
% männlichen Bewerber*innen.
In 2020, 3,404 filmmakers applied to participate in the Berlinale Talents Summit, of which 44.3 % were

In the six disciplines of acting, directing, distribution, film criticism, production, production design
and distribution there were more female applicants than male. Directing was the most frequently rep-
resented with 1,856 applications, with 39.5 % of the applicants being female and 56.7 % male. The next
three areas most frequently represented were production, acting and screenplay, with more than 200
applications each. In production, the majority of applicants were female (60.1 %), in acting also (60 %)
and in screenplay there was an almost balanced gender ratio with 47.9 % female and 46.9 % male ap-
plicants.

255 der Teilnehmer*innen wurden ausgewählt und nehmen 2020 an den Berlinale Talents teil: 49,4 %
davon sind weiblich, 48,2 % männlich, 1,6 % sind mit keiner Angabe und 0,8 % mit eigener Zuordnung
aufgeführt. Der Bereich Regie ist mit 113 Personen am stärksten vertreten und besteht aus von 38 %
Regisseurinnen und 57,5 % Regisseuren. Der Bereich Produktion mit den zweitmeisten Bewerbungen
hat einen überwiegend weiblichen Anteil (66 %) sowohl bei den Bewerber*innen als auch bei den
Teilnehmer*innen; die Disziplin Kamera hat hingegen einen höheren männlichen Anteil (56 %).
Einige Disziplinien zeichnen sich durch ein vollkommen ausgeglichenes Geschlechterverhältnis aus,
beispielweise die Bereiche Schauspiel, Vertrieb und Drebuch. Bei den Einreichungen gab es insge-
samt mehr Bewerbungen von Frauen; dieses Verhältnis setzt sich auch in der Bewerber*innenaus-
wahl fort. Nur im Bereich Drehbuch zeigte sich ein fast ausgewogenes Verhältnis bei den Einreichun-
gen. Die Anzahl der Drebuchautor*innen hat sich somit bei der Auswahl erhöht. Jedoch sind die Per-
sonenzahlen in diesen Bereichen gering und deswegen nur bedingt repräsentativ.
255 of the participants have been selected to participate in the Berlinale Talents 2020. 49.4 % of them
are female, 48.2 % male, 1.6 % who preferred not to say and 0,8 % with their own self-definition. The
field of directing is the most strongly represented with 113 people and is represented by 38 % women and
57.5 % men. This is followed by production with a predominantly female share (66 %), which is also re-
flected in the applications. The discipline cinematography has a higher male share (56 %).
Some disciplines are characterised by a balanced gender ratio, for example acting, distribution and
screenplay. There were more applications from women in the submissions; this ratio is also reflected in
the selection of applicants. Only in the screenplay category was there an almost balanced ratio of sub-
missions. The number of female screenwriters has thus increased in the selection. However, the number
of people in these areas is low and therefore only partially representative.

Zusammenfassung Leitungen / Conclusion directorships
Im Zuge der Auseinandersetzung mit den Geschlechterverhältnissen bei der Berlinale wurde neben
dem Berlinale-Programm auch ein Blick auf die interne Genderverteilung bei der Festivalleitung, den
Sektions-/Initiativleitungen geworfen. Dazu wurde die aktuelle Besetzung (2019/2020) der verschie-
denen Positionen hinsichtlich des Geschlechterverhältnisses ausgewertet. Die Optionen „männ-
lich“,„weiblich“ und „eigene Zuordnung“ standen zur Auswahl.
Die Berlinale-Leitungspositionen des Festivals, der Sektionen, Initiativen und Sonderreihen sind ins-
gesamt ausgewogen besetzt. Insgesamt waren 2019/2020 sieben der 16 Leitungen von Festivallei-
tung, Sektionen und Initiativen weiblich, sieben männlich und zwei paritätisch besetzt. Daraus ergibt
sich folgendes Geschlechterverhältnis:
43,75 % weiblich
43,75 % männlich
12,5 % ausgewogen
Von den 15 Auswahlgremien/Berater*innen/Jurys der Sektionen und Initiativen sind 10 ganz oder
mehrheitlich weiblich, drei ganz oder mehrheitlich männlich und zwei paritätisch männlich und weib-
lich besetzt.
Von den insgesamt 98 Personen, die in den Auswahlgremien/Berater*innen/Jurys vertreten sind,
wählten 3,1 % die Option „eigene Zuordnung“.
Insgesamt ergibt sich daraus ein durchschnittliches Geschlechterverhältnis von:
66,7 % weiblich
20 % männlich
13,3 % ausgewogen
In the course of the examination of gender parity at the Berlinale, in addition to looking closely at the
Berlinale programme, the festival has also turned its attention and analysis to the internal gender dis-
tribution for heads of festival, sections and initiatives.The current staffing (2019/2020) of the various
positions was also evaluated in regards to gender distribution. The options “male”,“female” and “self-
definition” were available as a choice.;
The Berlinale’s directorial positions for the festival, sections, initiatives and special series are balanced.
All in all, in 2019/2020 seven of 16 directorships of the festival directors, sections and initiatives were
female, seven male and two were equally split between male and female co-heads. This yields the fol-
lowing gender ratio:

Of the 15 selection committees/advisors/juries for the sections and initiatives, 10 are exclusively or pre-
dominantly female, three are exclusively or predominantly male and two are equally composed of men
and women. Of the 98 people in total that are represented in the selection committees/advisors/juries,
3.1 % chose the option “self-definition”.
In total, this leads to an average gender ratio of:

Rückblick / Historical Evaluation
Im Zusammenhang mit dem Geschlechterverhältnis bei der Regie im aktuellen Berlinale-Programm
ist auch ein Rückblick auf die historische Entwicklung der Geschlechterverteilung interessant.
Die Auswertung ist dabei auf den Wettbewerb und die Präsenz von Filmen mit mehrheitlich weibli-
cher Regie in dieser Sektion fokussiert. Zudem ist die Anzahl an Präsidentinnen und Präsidenten der
Internationalen Jury von 1956 – 2020 aufgeführt.
Grundlage für die folgenden Übersichten sind Berlinale-Recherchen und Datenbankabfragen. Die
prozentualen Angaben beziehen sich auf die Anzahl von Filmen (unter mehrheitlich weiblicher Re-
gie), die im Wettbewerb um den Goldenen Bären konkurrierten. Nicht berücksichtigt wurden die Wett-
bewerbsfilme, die außer Konkurrenz (AK) gezeigt wurden. Da sich die Auswertung auf Recherchen
nach öffentlich zugänglichen Angaben zum Geschlecht der jeweiligen Personen bezieht, konnte die
Option „eigene Zuordnung“ nicht berücksichtigt werden.
In the context of the gender distribution for directors in the current Berlinale programme, it is also in-
teresting to take a look back at the development of gender distribution over the history of the festival.
The analysis is focussed here on the Competition and the presence of films with predominantly female
direction in this section. In addition, we have compiled the figures for the male and female presidents of
the International Jury for the years 1956 –2020.
The basis for the following overviews are Berlinale research activities and data base queries. The per-
centage indications refer to the number of films (directed in the majority by women) that were competing
for the Golden Bear in the Competition. Those Competition films which were screened out-of-competi-
tion have not been taken into consideration. Due to the fact that the analysis is derived from research of
publically available information regarding the gender of the individuals in question, the category “self-
definition” could not be included in the analysis.

Zusammenfassung / Summary
Der Anteil der Filme mit majoritär weiblicher Regie ist im Programm höher als bei den Ein-
reichungen (38,7 % zu 31,1 %).*
Im Berlinale-Programm ist der Frauenanteil (38,7 %) im Vergleich zum Vorjahr (37,1 %) um
einen Prozentpunkt gestiegen.*
Es stellt sich heraus, dass im Bereich Regie die meisten Filme, die ganz oder mehrheitlich von
Regisseurinnen (39,5 %) gemacht wurden, zu finden sind. Der Bereich mit den meisten aus-
gewogenen Teams ist der der Produktion mit 18,9 %. **
Die ausgewogenen Verhältnisse in der Ko-Produktion haben sich durch die Auswahl (13,3 %)
im Vergleich zur Einreichung (8,6 %) erhöht. *
In den ausgewerteten Disziplinen Regie, Produktion, Montage, Kamera und Drehbuch ist die
häufigste Teamzusammensetzung ganz oder majoritär männlich. Eine Tendenz zur Ausge-
wogenheit im Vergleich zum Vorjahr lässt sich dennoch bei allen Bereichen feststellen. **
Kamera ist der Bereich mit der geringsten ganz oder mehrheitlich weiblichen Beteiliung (21,
4 %**) und der Bereich Regie mit der höchsten ganz oder mehrheitlich weiblichen Beteili-
gung (39,5 %)* ist.
Die Option „eigene Zuordnung“ wurde in einigen Fällen ausgewählt, wenn sie zur Auswahl
stand. Häufig sind Personen mit „eigener Zurordnung“ allerdings nicht majoritär in einer Dis-
ziplin vertreten und werden deshalb in der Statistik selten dargestellt.**
Berlinale Co-Production Market: Mehr eingereichte Projekte haben eine rein männliche Re-
gie (59,6 %)* als ausgewählte Projekte (50 %)**. Außerdem lässt sich bei der Koproduktion
der höchste Anteil von ausgewogenen Verhältnissen feststellen. Bei den „Co-Pro Series“ hat
die Produktion der höhster Anteil von Koproduktionen (5 Serien). Der Anteil der Filme mit
weiblicher Produktion ist auch hier im Programm höher als bei den Einreichungen.
Berlinale Talents: Bei den Einreichungen fallen zwei Disziplinen durch ihre hohen Bewer-
ber*innenzahlen und ihre vergleichsweise hohen Teilnehmer*innenzahlen auf: Regie und
Produktion. Bei der Regie ist die Teilnahmebestätigung geringer bei den Frauen (38 %) als
bei den Männern (57,5 %). Bei der Produktion sind die teilnehmenden Produzentinnen (66 %)
stärker vertreten als bei den Bewerbungen (60,1 %). Insgesamt wurde durch die Filmauswahl
ein höheren Frauenanteil bei den Berufsgruppen Filmkritik (75 %), Editing (57 %) und Verleih
(80 %) erwirkt.* /**

It can be found that the discipline mostly occupied by women is the directing with 39.5%. The
discipline with most balanced teams is production with 18.9 %. **
The balanced proportions of production participation have strongly increased due to the selec-
tion. At the time of submission, the figure was 8.6 % and has increased to 13.3% at the time of

In all of the examined professions and disciplines, directing, production, screenplay, cinematog-
raphy and editing, the most frequent team make-up is exclusively or predominantly male. How-
ever, converging trends compared to the previous year can be observed.**
Cinematography is the discipline with the lowest wholly or predominantly female representa-
tion (21.4 %**), while direction exhibits the highest rate of wholly or predominantly female in-
volvement (39.5 %**).
The “self-definition“ gender option was selected in some cases when it was available. However,
people with a “self-definition” are often not predominant in a discipline and are as such rarely
reflected in the statistics.**
Berlinale Co-Production Market: More submitted projects are predominantly directed by men
(59.6 %)* compared to the selected projects (50 %)**. In addition, the highest proportion of bal-
anced proportions can be found in co-productions. In the "Co-Pro Series" production has the
highest balanced ratio (5 Series).** The proportion of films with female production is also higher
in the programme than in the submissions.
Berlinale Talents: Two disciplines stick out due to their high number of applicants and the com-
parably high number of participants: direction and production. For direction, the number of par-
ticipants is lower for women (38 %) than the men (57.5 %). In the production, the selected female
