By Ms death the department loses one of i t s h r i g h t e s t memhers. I n a d d i t i o n t o h i s f i r e d u t i e s he was an e f f i c i e n t telegrapher arid sten­ographer, and a t a l l times a student i n h i s pro­f e s s i o n . He had a "bright f u t u r e "oefore him. He met h i s death i n the performance of h i s duty.

I . RSTIRSMSNT. 1. In accordanca with h i s own request, under chapter 800, acts

of 1913, Chief of Department John A. Mullen i s hereby r e t i r e d to take effect as of 9 P.M., Thursday, 5 March, 1914:

2. John A. Mullen entered the department as a c a l l member 12 June, 1874. He became a permanent man 9 May, 1876. His pro­motions were as follows: To captain, 8 August, 1881; to d i s ­t r i c t chief, 20 August, 1885; to 2nd as s i s t a n t chief, 12 Nov­ember, 1897; to as s i s t a n t chief, 29 March, 19ol, and to chief of department, 23 Bebruary,. 1906.

3. The f i r e commissioner f e e l s that he voices the sentiment of the entire department i n regretting the retirement of Chief Mullen. For eight years as i t s chief he had a record for fighting f i r e s unsurpassed i n the department. During that time no f i r e under h i s charge got beyond; his control enough to send i n a general alarm. His reptitatlon i s not only l o c a l , but coimtry-wide. He has been a f a i t h f u l , enthusiastic, courageous andp^i?nscientious public servant. The c i t y of Bos­ton owes to hili-niore than i t can ever repay for h i s work at the head of t h i s department,

4. He was not only a f i r e fighter but an administrative o f f i c i a l of rare a b i l i t y . Much of the administrative work of the de­partment was placed on h i s shoulders by different commission­ers and the work was ably performed. He was a man of s t r i c t I n t e g r i g l t y and s t e r l i n g character. He always stood for the right even when i t worked^hardship on him s e l f . He leaves the department i n a state of high d i s c i p l i n e and e f f i c i e n c y due sol e l y to his e f f o r t s as i t s leader,

appreciation for the cordial and hearty cooperation of the of­f i c e r s , members and employees of the Boston F i r e Department with me during my administration as f i r e commissioner.

I t i s t o the advantage of the c i t y of Boston t h a t h i s r e t i r e m e n t from the p o s i t i o n of Chief does not server h i s connection w i t h the department i n which he has accomplish­ed BO muiSh. By the acceptance c f the o f f i c e of E i r e Com­missioner, the c i t y w i l l s t i l l r e t a i n the services of the t r a i n e d man who has r i s e n from the ranks by successive pro­motions r i c h l y deserved.

I n order t h a t there should be no question as t o h i s r i g h t to receive the reward t o which h i s e x c e l l e n t s e r v i c e of 39 years e n t i t l e d him, the c i t y , as a matter of j u s t i c e , has granted him a pension.
