Regulatory Requirement

• The GCAA is required to authorize the operation of civil unmanned aerial vehicles (UAV) within civil airspace over the territory of the UAE. CAR PART III Chapter 8, paragraph 8.2, states that the use of civil unmanned aircraft in a number of activities, including commercial and aerial work operations, requires approval from the Authority, and in accordance with the terms thereof.

• Approval shall be sought in accordance with the provisions of CAR Part IV; however regulating the operation of Unmanned Aircraft System within UAE is described in CAR PART VIII - Subpart 10.

Commercial Operations – Definition • Commercial Operations is defined as an aircraft operation conducted for

business purposes (mapping, security surveillance, wildlife survey, aerial application, etc.) other than commercial air transport, for remuneration or hire.

Commercial Operations - Classification • Classifications are based on mass, capability and type of operator:

– Category 1B: 5 kg or less o These UAS shall be utilized for commercial purposes including but

not limited to parcel delivery, surveillance security/safety, environmental monitoring, agricultural monitoring, transport ergonomics, etc.

o Direct radio control link between remote pilot and UAS. o Frequency Band Restrictions (29.7-47.0 MHz- max power 10 mW OR 2400-

2500 MHzmax power 100 mW).

the UAV operation the UAV shall be landed.

ft. AGL. • UAS Cat 2B operations in Segregated Airspace shall be permitted subject:

o All Regulatory Requirements listed for 1B. • Minimum Equipment Requirements;

Commercial Operations Approval Procedures

• When an application is received on the UAS Approval e-Service, the e-Service Coordinator shall forward the application to an assigned Air Navigation Inspector for processing.

• The assigned Air Navigation Inspector shall process the application through the UAS Approval e-service as per the following instructions, and either communicate with the applicant for further information, accept or reject the application.

• The Inspector shall process the application according to the Checklist below and shall carry out a review of the submitted documentation and advise the applicant of any shortcomings in the documentation.

Commercial Operations Approval Procedures • The application shall include all relevant information regarding the

proposed UAS flight, including the following (part 1 of 2):

o UAS Model Name; o UAS Weight; o ANA Registration Number; o Area of Operation - Latitude and Longitude, with maximum radius of

operation, or route to be flown; o Maximum flight altitude;

• The application shall include all relevant information regarding the proposed UAS flight, including the following (part 2 of 2):

o Date, time and duration of UAS operation; o Details of flight operating frequency band; o If UAS is controlled manually or autonomous; o If the UAS has a camera or other recording or surveillance device; and o Operator mobile and email contact details.

• The approval from the Appropriate local Authority, where applicable, has been received to ensure availability of approvals from the local authorities such as Police, Municipality, etc.

Commercial Operations Approval Procedures • No-Objection from the relevant Air Traffic Service Provider, has been

received indicating their UAV Flight Operation Requirements, restrictions and conditions, necessary to enable the UAV operation based on segregated airspace conditions with the level of safety equal to or better than that of piloted aircraft.

• When the UAS has a camera then approval is sourced from the GCAA Security Sector, which will include confirmation that an UAE Military approval has been obtained, the assignee Air Navigation Inspector shall forward the application to an assigned security inspector through e-service for security approval process in.

Commercial Operations Approval Procedures • If the UAS Operating Frequency Band is outside the following approved

frequency band ranges or radiating power then application shall be forwarded to TRA to receive approval.

o29.7 – 47.0 MHz with max radiating power of 10 milliwatts. o2400 – 2500 MHz with max radiating power of 100 milliwatts.

• The Air Navigation Inspector shall make a final determination including any conditions required by ANA, relevant ATS Units, or Aviation Security.

• Once satisfied that the requested civil UAS operation can be performed to an acceptable level of safety, the Air Navigation Inspector shall accept the application which will then be forwarded to the e-Service UAS Approvals Coordinator.

Interaction With Air Traffic Control • Unless special provision is made with the appropriate Air Traffic Control

(ATC) unit handling the UAS activity, the provision of an Air Traffic Service (ATS) to a UAS shall be transparent to the Air Traffic Controller. In other words, the controller shall not have to do anything different in the use of R/T or landlines etc. than he would for other aircraft under his control nor should he have to apply different rules or work to different criteria.

• A UAS Operator who has obtained a GCAA UAS Operation Approval, shall comply with all conditions indicated on the approval.

Interaction With Air Traffic Control • The UAS Operator shall comply with all ATC Clearances and instructions

from the ATC unit and with the minimum equipment requirements applicable to the airspace within which they intend to operate.

• On first contact with the ATC Unit, the UAS operator shall ensure that air

traffic controllers are fully aware that they are dealing with a UAS flight. Controllers may decide to allocate the UAS Pilot with a Special Call-sign or transponder code to highlight that they are operating a UAS.
