Introduction
• The data collection was conducted on 18th July,2013 for the pre-optimization and 19th July,2013 for the post-optimization respectively
• The test was an optimization check
• The drive test covers Garki and Environs (Garki Modern Market, Garki Village and Other Parts of Garki),FCT, Abuja
• Drive test procedure involves two mobile stations; MS1 initiating short calls and MS2 initiating long calls.

PROBLEM: Blocked calls occurred on FC0071E that appeared to be serving in the current channel (FC2174D)
OBSERVATION: The cell FC0071E is serving the complaint area at a distance 9.21km with good rxlev and rxqual whereas it is FC2174D that is suppose to be serving being the current channel and best server. The BCCH (680) and BSIC(01) of FC0071E and FC2174D are the same, that is Co-BCCH/BSIC conflictRECOMMENDATION: Change the BSIC of FC2174D from 01 to 37 ( Implemented)
Network Issue: Case1Pre-Optimization Post-Optimization
OBSERVATION: The BSIC of FC2174D is now 37. Handover failure occurred from FC0087A to 1247DB. There is high temperature alarm on FC0087
RECOMMENDATION: Configure 1247DB as neighbour to FC0087A (Implemented).The alarm on FC0087 should be cleared as soon as possible

Handover Failure
Network Issue: Case1
PROBLEM: Handover failures occurred FC0071E to neighbouring cells in the current channel of FC2174D
OBSERVATION: The cell FC2174D has a few neighbour list and there is a very high congestion on the cell even before the arrival of
the subscribers at the market or complaint area RECOMMENDATION: Configure more neighbours to FC2174D and reduce the congestion by addition of more TRXs on the cell. Also change the parameter “DLEDGETHRES” to balance traffic. (All Implemented)
Pre-Optimization Post-Optimization
OBSERVATION: The handover failures reduced and FC2174D is now the best server with reduced congestion. However, one handover failure from FC0087A to 1247DB.
RECOMMENDATION: Configure 1247DB as a neighbour to FC0087A (Implemented)
Poor Quality and InterferenceNetwork Issue: Case1
PROBLEM: Poor quality due to interference
OBSERVATION: Poor quality due to interference by 1807A ,1247DB,FC0087D and 1247B.
RECOMMENDATION: Check the recommendation page for the frequency retune
CONCLUSION
There is a serious network problem at Garki and Environs of difficulty or inability to make or initiate calls as result of consistent and prolong blocked calls at the complaint areas due to Co-BCCH/BSIC Conflict, High congestion and alarm on cells.
Pre-Optimization Post-Optimization
The subscribers at Garki and Environs can now make and receive calls after all the recommendation have been implemented as the network coverage and quality are now good and okay at the complaint area.
RECOMMENDATIONSTo resolve the network problem and improve the network performance
at Garki and Environs, the following recommendations should be done:
(1) Change the BSIC of FC2174D from 01 to 37
(2) Change the BSIC of FC2174E from 01 to 37
(3) Configure more neighbours to FC2174D
(4) Reduce the congestion on the FC2174D by addition of more TRXs on the cell and reduce also change the parameter “DLEDGETHRES” to balance traffic on all the cells of FC2174.
(5) Configure 1247DB as neighbour to FC0087A.
(6) The alarm on FC0087 should be cleared as soon as possible
(7) Change the BSIC of FC2174F from 01 to 37
(8) Implement change in frequency for the following interfering cells to improve the poor quality at the complaint area and prevent interference:
(a)Change the TCH Frequency of 1247A from 99 to 90
(b) Change the TCH Frequency of FC0087A from 99 to 88
(c) Change the TCH Frequency of 1807C from 99 to 96
(d) Change the TCH Frequency of 1807A from 79 to95
