JUNIOR LIVESTOCK SHOW AND SALE GENERAL RULES AND REGULATIONS

The following rules and regulations are general in nature and apply to all 4-H/FFA livestock projects. Rules pertaining to each species are listed following the general rules. It is the responsibility of each Garfield County Fair participant to be familiar with all rules pertaining to their projects.

Except in case of emergency or participant safety, the Livestock Marketing Committee shall propose changes to these rules only in odd-numbered years, at the regular meeting of the Fair Board in January. EXHIBITORS MUST MEET ALL RULES, REGULATIONS, AND REQUIREMENTS.

EXHIBITOR ELIGIBILITY REQUIREMENTS:

1. Exhibitors must be enrolled in the specific project to be eligible to enter that project’s classes. All4-H/FFA exhibitors must be at least 8 years old and no more than 18 years of age on December31, 2017 and be in good standing within his/her club and within the Garfield County 4-H programto exhibit at the County Fair. All FFA members must be recognized on the National FFA roster, beenrolled in a Garfield County or Mesa County (specifically limited to the Debeque area) chapter,be no more than 18 years of age on December 31, 2017, have approval of their AgriculturalEducational instructor or the Chapter FFA Advisor, be a dues paying, active member in goodstanding, and currently conducting a livestock project.

2. Exhibitor and/or immediate family (parent, grandparent, or guardian) must be a resident andenrolled in an eligible 4-H program managed by CSU Extension-Garfield County or FFA programmanaged by Debeque, Rifle or Coal Ridge FFA Chapters by spring weigh-in date or animalpossession date of current Fair year.

3. Entries for exhibiting at the Garfield County Fair are due on FairEntry.com by 5:00 p.m. onMonday, July 2, 2018. Forms must be approved by the Extension Office before they will beconsidered accepted entries. NO LATE ENTRIES WILL BE ACCEPTED!

4. Each club, including “Independent,” must have a leader. Completion of a livestock project requires4-H/FFA members to attend 50% of meetings, do a demonstration or speech, complete acommunity service project, and turn in an up to date project record book on or before the duedate. If any 4-H/FFA member fails to complete any livestock project, that member will be ineligibleto re-enroll in that project the following year. Record books are due to the 4-H Extension Office orthe FFA Advisor, depending on member’s affiliation by 5:00 p.m. on Tuesday, August 28, 2018.Any record book receiving a white ribbon must meet the requirements set forth by the ExtensionOffice before they will be eligible to enroll in that project the next year. All State Fair LivestockExhibitors must turn in a draft record book by Tuesday, August 28, 2018 and a final record bookby Tuesday, September 4, 2018.

5. All 4-H/FFA members selling at the Junior Livestock Sale are required to submit to the GarfieldCounty Extension Office a “Thank You” note of decent quality for their buyers by 5:00 p.m. onTuesday, August 28, 2018. These notes must be in an unsealed envelope marked with thebuyer’s name, the exhibitor’s name, and species. The thank you may be a letter or a card.Exhibitors may contact the Extension Office to confirm buyer, add-on, and raised floor informationfor thank you cards. Exhibitors may hand-deliver thank you’s to their buyers but they MUST alsoturn a thank you in to the Extension Office as described here, unless the exhibitor turn in a signedacknowledgement from buyer saying they received the thank you note. Youth who do not turn in aThank You note will not be allowed to exhibit that species the following year.

6. All first year livestock exhibitors (regardless of age), members turning 11 years of age, and members turning 14 years of age in the past year must attend a Wholesome Meat Quality Assurance training (often referred to as MQA) meeting, prior to their species spring identification day during the current year, in order to be eligible to show or sell at the County Fair. A parent or guardian must accompany all first year 4-H livestock members to their MQA training.

7. Any 4-H/FFA member having outstanding money obligations to the Extension Office or GarfieldCounty Fair Board will not be allowed to participate in the initial spring weigh-ins for any of thelivestock species nor will they be allowed to exhibit at the Garfield County Fair.

8. Youth wishing to enter livestock projects not currently addressed in the class descriptions may doso with permission from the Extension Office or FFA Advisor. The division Superintendent willthen add it to an established class based on respective merit. Rules from that division wouldapply.

9. DISPLAY CLASS for those unable to exhibit their livestock animal project(s) at the Fair, and those4-H members who would like to exhibit a display of their learning, will complete an interview andturn in their display on July 28th, 2018. Please notify the Extension Office if this applies to you.

10. Each exhibitor and their parent/guardian is required to sign a statement that reads – “I have readthe rule and will abide by them.” This statement will be on FairEntry.com questions section of theexhibitor’s entry for the Garfield County Fair Junior Livestock Show due Monday, July 2nd, 2018.Each exhibitor and parent/guardian MUST type his/her name in agreement with this statement orthe entries will not be accepted.

11. A verbal warning MAY be given for any violation of the rules. This warning will be recorded in theExtension Office.

a) A complaint of violation of any rules must be filed in writing immediately following thereported incident, or within 4 hours of the posting of class sheets for that specie.

b) To file a complaint, a person must have good standing in the 4-H/FFA community; to havegood standing a person must be a current 4-H/FFA member, a current 4-H/FFAleader/advisor, or immediate family of the same.

c) The complaint should be filed with the Species Superintendent or the Extension Agent/FFAAdvisor.

d) Any reported violation of the rules and regulations will be reviewed by the ExecutiveCommittee of the Livestock Marketing Committee and a combination of any of the following:members of the Livestock Superintendent’s Committee, parent/guardian of the youthinvolved, the Barn Superintendent, the species veterinarian, and Extension Agent, and anFFA advisor, and the 4-H club leader as soon as possible following the reported incident.

e) Exhibitors are expected to follow the 4-H Code of Conduct (Attachment A) and/or the FFACode of Ethics (Attachment B) as well as the rules listed in this rulebook at all times. Theabove committee will use the following list, but are not limited to this list, as a guideline todetermine which of the following consequences are appropriate for confirmed violations.

any livestock project the following year.

12. The severity of the violation will determine the consequences for the reported violation.

PROTESTS 13. Unless otherwise specified in the department rules, all protests must be made in writing and filed

with the Garfield County Fair Board within 24 hours after the alleged violation. The protest anddeposit should be filed with a member of the Garfield County Fair Board. A $50 cash deposit mustaccompany all protests. In order to file a protest, a person must have good standing in the 4-H/FFA community; to have good standing a person must be a current 4-H/FFA member, a current4-H/FFA leader/advisor, or immediate family of the same. Upon receipt of a properly presentedprotest, the Fair Board will review the protest and render a decision to the next regular meeting orby holding a special meeting, which must have a two-business day notice. If an event is to occurwithin 48 hours, it must proceed and a decision will be rendered retroactively. The complainanthas the right to participate at the hearing where the protest is being discussed. If the protest issustained, the deposit will be returned to the complainant. If the protest is not sustained, thedeposit shall be forfeited to the Garfield County Fair Fund.

DISPUTES

14. Disputes – For all disputes, the Garfield County Fair Board reserves the final and absolute right tointerpret the rules and regulations, and to settle questions of differences.

TREATMENT OF LIVESTOCK

15. Exhibitors of livestock must exercise due discretion in regard to the animals they are exhibiting atthe Garfield County Fairgrounds, including the show ring, stall/pens, wash racks, etc., and mustassume all responsibility for any damages cause by or to their animals. The exhibitor will be solelyresponsible for any consequential or other loss, injury, or damage done to, occasioned by, orarising from, any animal or article exhibited by him/her. He/she shall indemnify Garfield CountyFair against all legal or other proceedings in regards to, as well as any damage or injury to anyother person or property, cause by the exhibitor or to any of the animals exhibited with suchexhibition or any of the animals so exhibited.

16. The following are examples of practices that will not be allowed upon arrival to the fairgrounds forFair:

a) Use of ice packs or other refrigerants to alter the quality of the finish of the animal. Icing willnot be allowed. Towels immersed in ice water will not be allowed.

b) The natural body color on an animal cannot be altered using any artificial coloring. The useof artificial color, artificial hair, or the addition of hair in the grooming process will not beallowed, this includes the use of colored foam or other colored hair products.

17. Members are expected to treat animals ethically. The following are examples of unethicalpractices and will not be accepted at any time to any animal ever:

a) The removal, alteration, changing or purposely damaging ear tags.b) Any type of injection where oils, glycerin, or like substances are used for body fill-in.c) External applications of such things as liniments and blistering agents that would cause an

edematous conditiond) Any behavior by the exhibitor or on behalf of the exhibitor that causes unwarranted physical

discomfort to the animal.

18. Drench guns (no hoses) can only be used to hydrate the animal with authorization and undersupervision of two persons who are Species Superintendent, Executive member of the LMC,Veterinarian, CSU Extension Agent, or FFA Advisor. No artificial hydration supplement can beused. Only water is allowed.

19. All project animals must be able to be handled by the exhibitor, superintendent, and judge. Anyanimal deemed dangerous by a barn or species superintendent, FFA Advisor or Extension Agentas a threat to the well-being of the exhibitor, spectators or any other fair persons will bedisqualified and sent home.

HEALTH REQUIREMENTS FOR LIVESTOCK:

20. All livestock will be carefully examined on arrival for evidence of external parasites and infectiousor contagious diseases by attending veterinarian and released by the Barn superintendent and theappropriate Species Superintendent. Superintendents may refuse unloading privileges to suchanimals. Animals with active lesions or fungus with resulting loss of hair, or multiple wart (largerthan ½ “in diameter) are not permitted to exhibit. All livestock entering this fair may be subject toreexamination by the state veterinarian’s office upon entry or during the show. Any animals foundshowing evidence of infectious, contagious or communicable diseases may be immediatelywithdrawn from the show. Animals may be held in quarantine (treated and held at owner’sexpense) until recovered or released to return to owner’s premises following treatment.

21. NOTICE OF THE USDA WHOLSOME MEAT ACT: The Garfield County Fair Board supports theUSDA Wholesome Meat Act and insists exhibitors are in compliance. Exhibitors of all marketanimal entries must certify their compliance with the manufacturer’s pre-market withdrawalperiods specified for any and all medications, drug, pesticides, or feed additives administered. Theuse of any non-approved chemical or improper use of approved chemicals is strictly prohibited.Certification will be required upon weigh-in at the Garfield County Fair. The Extension Office willprovide a Health History form to exhibitors prior to the Fair. Health History form should include allsupplements and non-feed products. This form must be completed and turned in to thedesignated Extension Employee by the time livestock is in place (prior to the commencement ofweigh-in). This applies to ALL market animal species. Your animal(s) will not be shown unless anduntil you turn this form in. Any animals testing positive for drug residues will forfeit any awards andsale monies.

22. At any time after an animal arrives on the fairgrounds, all treatments involving the use of drugs,and/or medications for the sole purpose of protecting the health of the animal and all productsadministered to affect the behavior of the animal shall be administered by or under the supervisionof a licensed veterinarian. Any such treatment or product administration must be reported andrecorded immediately on the Health History form on file with the Extension Office.

23. All animals shall be fed, watered, in their pens, and pens cleaned by 10:00 a.m. daily. Water mustbe available all day. A $50.00 fee per pen will be assessed for each violation per day.Superintendents must be notified and give approval for another exhibitor to care for anotherexhibitor’s project. The showing of one species does not excuse an exhibitor from proper andtimely care of another species. For exceptions, contact the Species Superintendent. TheLivestock Marketing Committee will be responsible for assessing and collecting fines.

oMarket Quail *– Not less than 6 weeks or more than 8 weeks prior to fair –Possession between Monday, June 4, 2018 and Monday, June 18, 2018

h) Market Roaster Rabbits – June 1 of the currents year, June 1, 2018 – Must be bornbetween January 31st and June 1, 2018

i) Market Meat Pens/Fryer Rabbits – 2nd Monday of the current year, Monday, July 9, 2018 –Must be born between May 21, 2018 and July 9, 2018

j) Breeding animals in Beef, Dairy, Goat, Poultry, Rabbit, Sheep and Swine – May 1st ofcurrent year, May 1, 2018.

25. Any member who loses his/her project animal(s) (and has no other animal of that species taggedin) due to verified death of the animal as verified by a licensed veterinarian and either theExtension Agent or FFA Advisor; and having had the circumstances of the death reviewed by acommittee of 2 LMC members and the Extension Agent or FFA Advisor “with findings that werenot preventable or due to circumstances beyond human control”, may obtain an animal from anyother 4-H/FFA member in Garfield County. The replacement animal must have been properlytagged at the Garfield County spring weigh-in for that species and be in possession of the newowner no later than July 1, 2018. Written notification of the change of ownership with theaccompanying verification document must be provided to the Garfield County Extension Office nolater than July 2, 2018 by 5:00 p.m.

26. SPRING WEIGH-IN: All market animals must be tagged and or/ tattooed and may be weighed attheir required weigh-in to be eligible for Garfield County Fair. Sheep and Goats that are sexuallyintact are expected to have a scrapie tag at spring weigh-in and are required to have a scrapie tagat fair weigh-in. An exhibitor may tag in as many project animals as they like at spring weigh-insbut may only weigh-in two (2) market entries plus two (2) Producer Market entries per species atthe Fair weigh-in. Market Rabbits must be tattooed and identified at the designated date and time,prior to Fair. Animals not weighed in at the spring weigh-in will not be eligible for the Rate of Gaincontest at Fair. Producer animals MUST be nominated as such at the time of spring weigh-in, inorder to exhibit as a producer animal at the Fair. The Producer Market Animal Declaration formmust be turned in at spring weigh-in.

27. For an animal to be eligible for the Producer class the following criteria must be met:a) Dam of the animal must be owned by the exhibitor or immediate family (to include siblings,

parents, and grandparents) at the time of birthing.b) Animals must have been born on property that is either owned or leased/rented by the

exhibitor’s family within CSU Extension-Garfield County program service area and be solely owned by the exhibitor.

c) Dam and offspring must be under the care of the exhibitor from birthing to Fair.d) The participant must be signed up for the corresponding breeding project before ownership

date. It is not required that the competitor exhibit the Dams as the breeding project at theCounty Fair, they must complete the project by completing a record book on it.

28. A 4-H/FFA member will be permitted to enter a maximum of two (2) market animals in eachspecies of large livestock (Beef, Goats, Sheep & Swine) in the Garfield County Fair. In addition, a4-H/FFA member may enter a maximum of two (2) Producer market animals in each species oflarge livestock in addition to the two market entries. Each animal may be exhibited in eitherProducer market class or Market class, but not both.

29. A 4-H/FFA member will be permitted to enter a maximum of 12 entries total. Showmanship doescount as an entry. Refer to species for specific limitations.

30. If the original County ear tag is not properly intact on the animal at the time of arrival, exhibitormust notify the Extension Office, Barn Superintendent, and Species Superintendent whenunloading.

31. An animal may only be entered and shown in one division, either breeding or market, not both. Inpoultry and rabbits, this includes singles, pairs, and trios. This excludes Premier Exhibitor,Showmanship, and Championship entries for all species.

32. All male market animals must be properly castrated or banded prior to Spring-weigh-in date forthat species. This includes all animals in the Beef, Goat, Sheep and Swine divisions.

33. Exhibitors must accompany their livestock to the Fair, care for, exhibit and sell the same. In caseof sickness or other emergency to the exhibitor, an animal may be shown or sold by a substituteGarfield County 4-H/FFA member in good standing, providing prior arrangements are made by theJuly meeting of the Garfield County Livestock Marketing Committee and providing the substitute isa currently enrolled Garfield County 4-H/FFA member in good standing and is approved by theSpecies Superintendent, Extension Agent, or FFA Advisor, depending on affiliation.

34. The same applies when an exhibitor has two animals in the same class and needs assistanceshowing his/her animals. They must receive help from a 4-H/FFA member in good standing. Theymust notify the Species Superintendent as to who will be showing the extra animal.

35. If a 4-H/FFA member in good standing, due to unforeseen circumstances, is unable to show theiranimals at the Garfield County Fair, he/she or their 4-H Club leader/FFA Advisor may appearbefore the Garfield County Livestock Marketing Committee to request permission for anothermember in good standing to show and sell their animal(s) for him/her. The member to show andsell the animal(s) must be approved by the Garfield County Livestock Marketing Committee.

36. All preparation of the animal for show and grooming must be done by the 4-H/FFA member. Livestock must be shown without hairdressing compounds. No grooming products are to be used after the arrival to the fairgrounds. Only water, and human or animal safe soap and shampoo maybe used. Parents and leaders are to limit helping members with their animals with the consideration that the Fair is a learning experience for the member. Parents and/or leaders may be asked to leave the animal preparation area if deemed necessary by the Species Superintendent, Barn Superintendent, Extension Agent, or FFA Advisor. Assistance should not be excessive. No outside help will be permitted, including 4-H/FFA members and leaders not enrolled in Garfield County program.

37. Direct criticism or interference with the judge, fair or livestock show management, other exhibitors, breed representatives, or show officials before, during, or after the competitive event is prohibited. In the furtherance of their official duty, all judges, fair and livestock show management, or other show officials shall be treated with courtesy, cooperation, and respect and no person shall be direct abusive or threatening conduct toward them. The Garfield County Fair Board has adopted the “National Show Ring Code of Ethics” (Attachment C) and expects all exhibitors to abide by all the rules covered within the document. A copy is available from the CSU Extension Office or at the back of this rulebook.

38. All 4-H/FFA members are required to wear appropriate show attire when competing. Shorts, tank tops, low-cut shirts, sheer blouses, flip flops, t-shirts, shirts with inappropriate messages or logos, ball caps, hats, or bare midriffs are not acceptable attires and shall not be worn during a show event. Required dress is as follows: long or short-sleeved, button down shirt, clean jeans or slacks with belt. Superintendents may refuse anyone improperly dressed entry into the show ring until said exhibitor is properly dressed. FFA has their our specific attire which includes their FFA jacket or FFA show shirts.

39. Only wood shavings and rubber mats are allowed for bedding in the animal pens. NO STRAW or SHREDDED PAPER is allowed.

40. All swine and lambs will be classified at Fair weigh-in to determine appropriate classes for market entries. A designated classifier(s) will be appointed by the Garfield County Fair Board.

41. Animals will be weighed one time only at each species designated Fair weigh-in time. All animals must be penned before coming to the scales. Poultry and Rabbits may not be placed in cages until inspected and approved by Poultry and Rabbit Superintendents or designated assistants. Do not plan to weigh-in animals directly off any trailers as they are brought in. All animals will be expected to be led (or driven for pigs) from their stalling area to the scales in an orderly manner. Any animal that cannot lead (or driven for pigs) to the satisfaction of the Species Superintendent is subject to disqualification.

42. A COOL (Country of Origin Labeling) form must be turned in to the Extension Office for every market animal by the last day that these rules allow as a take possession date.

43. All animals must be on the grounds by the time specified on the schedule to be eligible to show.

SHOWMANSHIP:

44. Showmanship is mandatory in Garfield County

45. Exhibitors must show their own animal.

46. Three age divisions are offered with exhibitor age as of December 31, 2017.

47. The judge will consider appearance of the animal, showmanship ability of the exhibitor and exhibitor’s appearance, courtesy, and knowledge.

48. All 4-H/FFA members will show in their respective age division Showmanship classes for each species that are exhibiting. Exhibitors must show their own animal in Showmanship classes Showmanship age is determined by the exhibitor’s age on December 31, 2017. A 4-H/FFA member who has lost his/her project animal due to that animal’s death or injury, may use another 4-H/FFA member’s animal for his/her respective Showmanship class. The exhibitor must assist with the preparation of that animal for the show. The Species Superintendent must be notified of this situation before the show.

49. Exhibitors may show either Market or Breeding livestock in Showmanship.

50. Poultry must arrive at the fairgrounds on Sunday, July 29th by 5:00 p.m. and Rabbits must arrive at the fairground on Monday, July 30th by 8:00 a.m. All other animals may arrive at the fairgrounds on Tuesday, July 31st after 6:00 a.m. Swine, Goats, and Lambs need to be in place by 11:00 a.m., Beef by 2:00 p.m. Please remove trailers as soon as possible. All trailers must be removed from the fairgrounds by 10:00 p.m. of Fair weigh-in day. FAIR WEIGH-IN SCHEDULE – Schedule may be subject to change Sunday: 5:00 p.m. – 4-H/FFA Poultry Inspection, Weigh-in, Approval to place in cages Monday: 8:00 a.m. – 9:30 a.m. – 4-H/FFA Rabbit Inspection, Weigh-in, Approval to place in cages Tuesday: 12:00 Noon – 4-H/FFA Swine Weigh-in 15 minutes following the last Swine – 4-H/FFA Goat Weigh-in 15 minutes following the last Goat – 4-H/FFA Lamb Weigh-in 15 minutes following the last lamb – 4-H/FFA Beef Weigh-in

51. All entries must check in with the appropriate Species Superintendent. Stalls/pens will be assigned by the Species Superintendent.

52. Members are required to keep their animals and stalls/pens clean and neat during the entire Fair. All pens must be cleaned out and checked by the appropriate Species Superintendent for final release. Exhibitors are asked not to show up to clean pens before 10:00 a.m. on Sunday, August 5th. If pens are not cleaned by 12:00 Noon on Sunday, August 5th, 2018, a cleaning fee of $50.00 will be billed directly to the exhibitor. Fees will be paid before a member will be allowed to enroll the following year.

53. All tack and extra feed needs to be removed from the indoor barn by evening on Saturday, August 4th. Personal feed and equipment may be removed immediately following the completion of the sale, and must be removed by 12:00 Noon on Sunday, August 5th.

JUNIOR LIVESTOCK SALE

54. RULES OF THE JUNIOR LIVESTOCK SALE: The sale order for the 2018 Junior Livestock Sale will be Beef, Rabbit, Swine, Goat, Sheep, Poultry. Each species will be sold in the stated rotation order. Grand Champions, Reserve Grand Champions, Division Champions will be sold first.

55. Only blue and red ribbon livestock will be sold in the Junior Livestock Sale. Classes may be sifted by the judge so that only those animals ready for market will be sold. Animals receiving a white ribbon in the market class will not be eligible for the Junior Livestock Sale.

56. One (1) per species/ Two (2) to sell rule: Only one animal/entry* of each species (Beef, Goat, Poultry **, Rabbit, Sheep, and Swine) can be sold in the Junior Livestock Sale. An exhibitor may sell a maximum of two (2) animals/entries in the Junior Livestock Sale. *Entries consisting of three (3) animals such as rabbit meat pen and chicken trios will be sold as one entry. **Poultry consists of chicken, duck, goose, turkey, and miscellaneous fowl. Animals must be sold according to the published sale order, unless otherwise determined by the Livestock Marketing Committee. Animals missing their assigned order will NOT be sold.

57. Exhibitors showing two (2) animals of the same species need to designate to the show clerk which animal they plan to sell within ½ hour after the Grand Champion of that species is selected. If the show clerk is not notified, the higher placing of the two animals will be automatically listed in the sale order. If both animals placed the same, the animal with the heavier weight will be listed in the sale order. Exhibitors showing three (3) or more species must designate to the show clerk which two (2) species/animals they plan to sell within ½ hour after the Grand Champion of the final species is selected. If the show clerk is not notified, the two higher placing species will be automatically listed in the sale order. If all three animals placed the same, the two animals with the heaviest weight will be listed in the sale order. No substitutions will be allowed without prior approval of the LMC.

58. All Grand Champion animals must sell at the Junior Livestock Sale. Reserve Grand Champion animals must sell at the Junior Livestock Sale providing they do not exceed the one (1) per specie/two (2) to sell rule.

59. A commission will be assessed by each animal sold at the Junior Livestock Sale. Market Beef will be assessed a 4% commission and all other species in the sale will be assessed a 5% commission.

60. Market animals sold at the sale become the property of the buyer immediately following the sale. Market animals that are ineligible to sell will be released at the Species Superintendent’s discretion and approval following the completion of that species show. No exhibitor may remove any animal without prior approval of that Species Superintendent under any circumstances.

61. Exhibitors of animals taken home by the exhibitor to “finish” and/or de-stress enter into anagreement that is solely between the buyer and the seller. The Livestock Marketing Committee isnot to be held liable or responsible in any way.

62. The sale weight will be the recorded weight at the Fair weigh-in for each species. Animals will beweighed one time only.

63. Participation in the Garfield County Junior Livestock Sale is not a right, but a privilege extended tothose who qualify by adherence to the livestock show and sale rule, the National Show Ring Codeof Ethics, and the 4-H/FFA Code of Conduct. The exhibitor, the exhibitor’s parents/guardians, andleaders are also required to behave in a manner that would be fitting a 4-H/FFA member before,during and after the sale. Under no circumstances may an exhibitor, parent/guardian, orrepresentative of an exhibitor badger, insult or be argumentative with a buyer before, during orafter the livestock sale. This includes, but is not limited to, the following areas: bidding orexpectation of bidding, resulting price or any expectation of price or add-on monies, or the buyer’sdecision to consume or not consume the meat of an animal purchased or under consideration ofpurchase. Any display of poor sportsmanship or affront to the buyer, by or on behalf of theexhibitor, that is verified by a written statement from the buyer will result in the exhibitor forfeitingthe privilege of participating in the sale during the current year, and the exhibitor will not beallowed to participate in the show or sale with any species during the following year. The buyermust make a formal written complaint to the Livestock Marketing Committee.

64. The National Show Ring Code of Ethics, 4-H Code of Conduct, FFA Code of Ethics, and the 4-Hand FFA Memorandum of Understanding is located at the end of this rulebook.

JUNIOR POULTRY DIVISION Champion Poultry Traveling Trophy Sponsored by Sean & Grey Mello POULTRY MUST BE AT THE FAIRGROUNDS, INSPECTED AND IN PENS BY 7:30 p.m. SUNDAY, July 29, 2018. WEIGH-IN AND INSPECTION: 5:00 p.m. – 7:30 p.m. SUNDAY, July 29, 2018. POULTRY SHOW: 10:00 a.m. MONDAY, July 30, 2018. MANDATORY ALL EXHIBITOR MEETING – MONDAY, July 30th – 9:30 a.m. *All exhibitors must be familiar with the General Livestock Rules and the American Poultry Standards*

1. Exhibitors are to select market trios at their required tag and weigh-in date.

2. All entries must check in with the Poultry Superintendent for inspection prior to placing in cages. Allpoultry must be on the fairgrounds by 5:00 p.m. on weigh-in day, July 29th.

3. Any bird showing symptoms of disease, external parasites, or injuries of any kinds will not bepermitted in the barn.

4. Ownership – Young breeding birds must have been raised by the member. Old breeding birdsmust have been the property of the exhibitor for at least six (6) months. Market Turkey OwnershipRule: An exhibitor will own, feed, and care for his/her market turkey project for not less than 20weeks prior to Fair weigh-in. Market Turkeys cannot be more than 24 weeks of age at Fair weigh-in.

5. Show pens will be provided to all exhibitors. Number of pens available per exhibitor will bedetermined based on pens available and overall enrollment and exhibitors will be notified of thisnumber in advance of the Fair; exhibitors may need to provide additional pens of their own whichmust be safe and appropriate. Superintendent must be notified and give approval for anotherexhibitor to care for other exhibitors project.

6. Exhibitors are to provide their own feed. Care and feeding is the responsibility of the exhibitor. Notack/equipment may be left in Poultry area. Any items such as feed, show boxes, etc., placed inPoultry area will be removed without warning. Tack stalls will be assigned.

7. For the Miscellaneous Fowl class a referenced form or weights and standards must accompanyentry forms. Members must be enrolled in the Miscellaneous Market Fowl project in order toparticipate in the Fair.

8. Classes other than those designated may be established at the discretion of the Superintendent.There must be six (6) entries to have a specific breed class.

9. Birds may be shown in either breeding or market classes, not both. A bird can be entered in onlyone class, i.e. a tom and a hen turkey can be shown as singles (tom & hen classes) or shown as apair, but not all three classes – tom, hen, and pair.

10. Exhibitors in market classes are eligible to participate in the Junior Livestock Sale on Saturday,August 4th. Animals must have received either a blue or a red ribbon to participate in the sale.White ribbon animals are not eligible for the sale.

11. Exhibitors must notify the Superintendent within 30 minutes after the show what entry they will sell.If they do not designate an entry to the Superintendent or show clerk, the highest placing entry willbe listed in the sale.

12. Additional parameters for the poultry show can be found in the American Poultry Standards Book.For breeds not in standard, exhibitors need to bring a copy of the standards.

13. Age Definitions:a. Cock – hatched before January 1 of the current year.b. Hen – hatched before January 1 of the current year.c. Cockerel – hatched after January 1 of the current year.d. Pullet – hatched after January 1 of the current year.e. Old – hatched before January 1 of the current year.f. Young – hatched after January 1 of the current year.

14. Weights: a) Minimum weight for market chickens is 4 lbs. b) Minimum weight for market turkeys is17 lbs. with a maximum of 35 lbs. c) Minimum weight for market ducks is 5 lbs. with a maximum of10 lbs. d) Minimum weight for market geese is 8 lbs. with a maximum of 15 lbs. (No applicableweight for market quail.)

15. Market entries are limited to two (2) market poultry entries and must be designated on the entry byJuly 2, 2018. In addition, two (2) Producer market entries per exhibitor may be entered. Produceranimals may be entered in the Producer Market class or the Market class, not both. Only one (1)poultry entry per exhibitor may be sold in the sale. Market class entries may not be changed atweigh-in on July 29th, 2018.

16. Breeding entries are limited to eight (8) per exhibitor, designated on the entry by July 2, 2018. Thisis inclusive of Producer Breeding entries and all Poultry divisions. Classes may not be changed atweigh-in on July 29th, 2018.

PRODUCER CLASS

17. Producer entries will be in addition to the two (2) market entries allowed for the Market Poultryshow. Producer animals may be shown in the Producer Market class or the Market class, not both.

18. The Producer class is designed to recognize 4-H/FFA members that hatch and feed their ownanimals for exhibition.

19. There will be two divisions – Breeding and Market. Females may show in Breeding or Market, notboth.

20. Exhibitors must designate which poultry are eligible for the Producer class to the Extension Office in the spring of the year they plan to exhibit at Fair. This notification must be in writing and on file at the Extension Office by the last day that these rules allow as a take possession date; Exhibitors must upload the Producer Animal Declaration form.

21. Exhibitors will be limited to two (2) entries in the Producer market class. Class may be split intoweight divisions if entries warrant. At that point, an overall winner will be determined the ChampionProducer Market entry. This entry will also be eligible for the Grand Champion Market Poultry drivealong with the Champion Market Chicken, Turkey, Duck, Goose and Miscellaneous Fowl.

22. Breed classes may be split if entries warrant. At that point, an overall winner will be determined asthe Champion Producer Breeding entry. This entry will also be eligible for the Grand ChampionBreeding Poultry drive.

JUNIOR RABBIT DIVISION Champion Rabbit Traveling Trophy Sponsored by Sean & Grey Mello RABBITS MUST BE AT THE FAIRGROUNDS BY 8:00 a.m., MONDAY, July 30th. WEIGH-IN AND INSPECTION: 9:00 a.m., MONDAY, July 30, 2018. SHOWMANSHIP: TUESDAY, July 31, 2018 – 8:00 a.m. SHOW: BREEDING AND MARKET – Following the Rabbit Showmanship classes on TUESDAY, July 30, 2018. MANDATORY ALL EXHIBITOR MEETING – MONDAY, July 30th – 9:30 a.m. * All exhibitors must be familiar with the General Livestock Rules.

1. Exhibitors are to select market trios at their required tag and weigh-in date.

2. All entries must check in with the Rabbit Superintendent. All rabbits must be inspected by theSuperintendent before placement in Fair cages. DO NOT unload rabbits from travel cages untilapproved by the Superintendent. All rabbits must be at the fairgrounds by 8:00 a.m. on weigh-inday, July 30th. Exhibitors must select the three (3) animals for their meat pen, at the FinalWeigh-in and Tattoo date.

3. Any rabbit showing symptoms of disease, parasites, or injuries of any kind will not be permitted inthe barn. Any questionable entries will be referred to a veterinarian. A written release from theveterinarian will be required for the entry to be re-admitted to the Fair.

4. Ownership – Identification: All rabbits must have a permanent legible tattoo in the left ear. Noduplicate ear numbers will be accepted on the same entry. A COOL (Country of Origin Labeling)form must be turned into the Extension Office for ALL market animals by the last day that theserules allow as a take possession date. All market animals must have been brought to theappropriate tattoo/inspection date for their classification. Breeding rabbits needingtattooing may also be brought to the tattoo/inspection date.

5. Show pens will be provided to all exhibitors. Number of pens available per exhibitor will bedetermined based on pens available and overall enrollment and exhibitors will be notified of thisnumber in advance of the Fair; exhibitors may need to provide additional pens of their own, whichmust be safe and appropriate. Superintendent must be notified and give approval for anotherexhibitor to care for other exhibitors project.

6. Exhibitors are to provide their own feed. Care and feeding is the responsibility of the exhibitor. Notack/equipment may be left in Rabbit area. Any items such as feed, show boxes, etc., placed inRabbit area will be removed without warning. Tack stalls will be assigned.

7. Classes other than those designated may be established at the discretion of the Superintendent.There must be six (6) entries to have a specific breed class.

8. Rabbits may be shown in either breeding or market classes, not both.

9. Breeding Rabbits will be classified by the following ages: Juniors – Under six (6) months of ageand not over the maximum junior weight. Seniors – Over six (6) months of age and over or havingattained minimum senior weight. Crossbred animals will be judged by the predominating breedstandard.

10. All Breeding Rabbits must be owned by the exhibitor by May 1st, 2018 or be the kindledproperty of the exhibitor. Ownership – Single fryer must weigh 3 – 5 lbs., must be less than 70day old and must be kindled by exhibitor. Single roaster must be under 6 months of age, minimumof 5 lbs., and owned by the exhibitor by June 1st, 2018. Meat pen must consist of three rabbits,which meet the requirements of the fryer class and all the same breed & variety, and kindled by theexhibitor. Meat pens and single fryers must be kindled on property owned or leased by theexhibitor’s immediate family in the CSU Extension-Garfield County service area. Exhibitors sharinga litter must also have shared care of the litter.

11. Exhibitors are limited to showing no more than two (2) Market Rabbit entries (an entry equals onefryer or one roaster or one meat pen). Producer class entries will be in addition to these limits. Anexhibitor may show two (2) Producer market entries in the Producer Market classes or Marketclasses, but not both.

12. Exhibitors are limited to showing no more than eight (8) breeding rabbit entries. This includesProducer Breeding entries.

13. For the purpose of entry forms, market classes will be Meat Pen or Single Market.

14. Early releases must be approved by the Rabbit Superintendent.

15. Exhibitors in Market Roaster, Market Fryer, Market Meat Pen, Producer Market Roaster, ProducerMarket Fryer and Producer Market Meat Pen classes are eligible for the Junior Livestock Sale onSaturday, August 4th. Animals must have received either a blue or a red ribbon to participate in thesale. White ribbon animals are not eligible for the sale.

16. Exhibitors must notify the show clerk within 30 minutes after the show what entry that will sell. Ifthey do not designate an entry to the show clerk, the highest placing entry will be listed in the sale.

PRODUCER CLASS

17. Producer entries will be in addition to the two (2) market entries and the breeding entries allowedfor the Junior Rabbit Show. Producer animals may be shown in the Producer Class or the regularclass, not both.

18. The Producer Class is designed to recognize 4-H/FFA members that kindle and feed their ownanimals for exhibition.

19. There will be two division – Breeding and Market. Rabbits may show in Breeding or Market, notboth.

Exhibitors must designate which rabbits (both breeding and market) are eligible for the ProducerClass to the Extension Office no later than the last day that these rules allow as a take possessiondate and provide proof or ownership which may be the 4-H Record Book individual doe record, billof sale, herd registration, or other legal documents. If an exhibitor does not designate the animal asa producer animal, it CANNOT be exhibited in the producer class.

1. All entries must check in with the Swine Superintendent. All swine must be in place by 11:00 a.m.on weigh-in day, July 31, 2018.

2. No loose feed pans should be left in pig pens all day.

3. If an exhibitor bring on (1) or two (2) pigs they will be allowed one (1) pen. Standard pen size if 4’ x6’. If dividers are required within a pen, exhibitors will need to provide for this. No tack pens will beallowed. Any items such as feed, show boxes, etc. placed in pens not assigned to the exhibitorand/or club will be removed without warning.

4. Only two (2) market animals pre exhibitor may be entered in the swine show. In addition, two (2)producer market animals per exhibitor may be entered in the Producer Market class of the swineshow. Each animal may be exhibited in either Producer Market or regular Market class, but notboth. Only one (1) market animal per exhibitor may be sold in the Junior Livestock Sale.

5. Only eight (8) breeding animals per exhibitor may be entered in the swine show. This includesProducer Breeding animals.

6. Gilts may be shown in either the Breeding classes or the Market classes, not both.

7. All market swine must weigh a minimum of 220 lbs. and no more than 295 lbs. No re-weighs will beoffered. Ear tags on the pigs need to be clean for the Fair weigh-in.

8. Pigs will be classified by breed at the Fair weigh-in by a separate classifier appointed by theGarfield County Fair Board. There must be a minimum of four (4) animals in a specific breed tomake a separate breed division. Breeds with less than four (4) will be combined and shown as anOther Purebred (OPB) division.

9. The classifier(s) shall be affiliated with CJSA or approved by the LMC. The classifier’s decision willbe final. Official registration papers transferred into the exhibitor’s name will have priority overclassifier. Registration papers are the only papers that will be accepted as proof of breed.Registration papers need to be turned in with Fair Entry.

10. Swine may be sifter by the judge so that only swine ready for market will be sold at the JuniorLivestock Sale. Animals awarded a white ribbon will not be eligible for the sale.

11. Classes will be established by the Swine Superintendent with approximately ten (10) head perclass. Weights from the Fair weigh-in will be used to determine classes within breeds.

12. Swine must be shown without hairdressing compounds. Only water may be used as a topdressing.

13. NO family members are allowed in any of the pig holding or staging areas at any time unlessdesignated by the Swine Superintendent.

If theexhibitor did not designate the animals as a Producer Market animal at the spring weigh-in, itCANNOT be exhibited in the Producer class. Exhibitors must turn in the Producer Market AnimalsDeclaration for at spring weigh-in. Producer Breeding project animals must be designated asProducer pigs in writing to the Extension Office by spring weigh-in.

If a lamb does not make weight, it can be used inthe Showmanship classes. No re-weighs will be offered. Ear tags on the market lambs need to beclean and readable for the Fair weigh-in.

9. Market sheep showing either or both of the first pair of permanent incisors will be disqualified.

10. For the breeding classes, rans showing either or both of the first pair of permanent incisors will bedisqualified.

11. All sexually intact sheep (ewes and rams) are required to have an individual Scrapie I.D. tag.

12. All market lambs must be close shorn prior to Fair weigh-in. All market lambs must be slick shornabove the knee and hock joints by the show.

13. Lambs must be shown without hairdressing compounds. Only water may be used as a topdressing.

14. In all Market lamb classes, the front feet of the lamb must remain on the show ring floor while beingshown. The Judge and Sheep Superintendent will have the discretion to enforce this.

15. Market sheep exhibitors may use meshed or plastic muzzles at the Garfield County Fair. Themuzzle style must allow the sheep to drink water.

MANDATORY ALL EXHIBITORS MEETING – TUESDAY, July 31st – 15 minutes after last beef is weighed.

1. All entries must check in with the Goat Superintendent. All goats must be in place by 11:00 a.m. onweigh-in day, July 31, 2018.

2. All sexually intact goats (does and buck) are required to have an individual Scrapie I.D. tag.Tattoos are acceptable in Dairy goats.

3. Only two (2) market animals per exhibitor may be entered in the goat show. In addition, two (2)Producer Market animals per exhibitor may be entered. Producer animals may be shown in theProducer Market Class or the Market class, but not both. All breeds and/or crosses will showtogether. Classes will be separated by weight. Only one (1) market animals per exhibitor may besold in the Junior Livestock Sale.

4. Only eight (8) breeding animals per exhibitor may be entered in the goat show. This includesProducer Breeding animals.

5. Does may be shown in either the breeding classes or the market classes, not both.

6. All market goats must weigh a minimum or 60 lbs. If a goat does not make weight, it can be used inthe Showmanship classes. No re-weighs will be offered. Ear tags on the market goats need to beclean for the Fair weigh-in.

7. Classes will be established by the Goat Superintendent. Weights from the Fair weigh-in will beused to determine classes. Classes may be contained at the discretion of the judge and/orsuperintendent. The decision of the judge is final.

8. All market goats must have their horns blunt tipped to no less than a dime in diameter. No sharppoints will be allowed.

9. Market goats showing either or both of the first pair of permanent incisors will be disqualified.

10. For breeding classes, bucks showing either or both of the first pair of permanent incisors will bedisqualified.

11. No animals with abscesses will be allowed on the Fairgrounds unless accompanied by a healthcertificate that stated they are not contagious.

12. All goats must be under control at all times. Goats shall remain in the Livestock Barn area at alltimes (i.e., Barn, wash racks).

13. Market goats must be slick shorn prior to weigh-in no longer than 3/8” above the knee and hockjoints, excluding the tail switch.

14. Goats must be shown without hairdressing compounds. Only water may be used as a top dressing.

15. Market goat exhibitors may use meshed or plastic muzzles at the Garfield County Fair. The muzzlestyle must allow the goat the drink water.

16. Dairy goat exhibitors are required to wear white shirt and white pants. White clothing is notmandatory for other divisions in the goat show.

17. Only goats that receive blue or red placing ribbons will be eligible for the Junior Livestock Sale.Animals awarded a white ribbon will not be eligible for the sale.

PRODUCER CLASSES

18. Producer entries will be in addition to the two (2) market entries allowed for the Market Goat show.Producer animals may be shown in the Producer Market class or the Market class, not both.

19. The Producer class is designated to recognize 4-H/FFA members that breed, kid, and feed theirown animals for exhibition.

20. There will be two divisions – Breeding and Market. Does may show in breeding or market, notboth.

21. Exhibitors must designate goats that are eligible for the Producer class at the spring weigh-in of theyear they plan to exhibit at Fair and provide proper proof of ownership, which may be 4-H RecordBook Breeding Supplement page, bill of sale, herd registration, or other legal documents. If theexhibitor did not designate the animal as a Producer market animal at the spring weigh-in, itCANNOT be exhibited in the Producer class. Exhibitors must turn in the Producer Market AnimalDeclaration form at spring weigh-in. Producer Breeding project animals must be designated asProducer goats in writing to the Extension Office by spring weigh-in.

22. Exhibitors may nominate as many project goats as they choose at the spring weigh-in.

23. Exhibitors will be limited to two (2) entries in the Producer Market class. Classes may be split intoweight divisions if entries warrant. 1. All entries must check in with the Beef Superintendent. All beef must be in place by 2:00 p.m. onweigh-in day, July 31st.

2. Brand inspection papers are required for all market beef entries. A photocopy of the blueinspection sheet must be turned into the Extension Office at spring weigh-in. The blue copy of theofficial brand inspection must be on file in the Extension Office by Fair weigh-in.

3. No animals calved prior to January 1, 2017 will be eligible to compete in the market classes.

4. Only two (2) market animals per exhibitor may be entered in the Market Beef show. In addition, two(2) Producer Market animals per exhibitor may be entered in the Producer Market class of the Beefshow. Producer animals may be shown in the Producer Market class or the Market class, not both.Only one (1) market animals per exhibitor may be sold in the Junior Livestock Sale.

5. Only eight (8) breeding animals per exhibitor may be entered in the breeding beef show. Thisincludes Producer breeding entries.

6. The show in a registered heifer class, a photocopy of the registration papers must be attached tothe entry form.

7. Heifers may be shown in the breeding class or market class, not both.

8. All market heifers must be accompanied by a certificate issued by a licensed veterinarian verifyingthe heifer is pregnancy tested OPEN within 30 days of the Garfield County Fair.

9. All market beef must weigh a minimum of 1000 lbs. All miniature Breed Market beef must measure47 inches or less and weigh less than 950 lbs. There is no maximum weight for non-miniaturemarket beef, however, exhibitors will not receive sale premiums on weights over 1,350 lbs. No re-weighs will be offered. Ear tags on beef need to be clean and readable for the Fair weigh-in.

10. Market beef may be sifted by the judge so that only beef ready for market will be sold at theJunior Livestock Sale. Animals awarded a white ribbon will not be eligible for the sale.

11. Steers and heifers may show together in the market classes. Classes for market beef will bedetermined by weight. Classes will be established by the Beef Superintendent.

12. In the Breeding beef division, separate classes for breeds/types will be established if there are four (4) or more entries for that breed/type. Miniature breeding beef must measure 47 inches or less.

13. Bull calves under ten (10) months of age will be allowed to be shown ONLY in the Cow/Calf class.

14. Beef must be shown without hairdressing compounds. Only water may be used as a top dressing.

15. No chutes in the barns. No chutes may be set up in the indoor barn or its aisles. The Superintendent Committee will designate a grooming area.

PRODUCER CLASS

16. Producer entries will be in addition to the two (2) market entries allowed for the Market Beef show. Producer animals may be shown in the Producer Market class or the Market class, not both.

If the exhibitor did not designate the animal as a Producer market animal at the spring weigh-in, it CANNOT be exhibited in the Producer class. Exhibitors must turn in the Producer Market Animal Declaration form at spring weigh-in. Producer Breeding project animals must be designated as Producer goats in writing to the Extension Office by spring weigh-in.

20. Exhibitors may nominate as many project calves as they choose at the spring weigh-in.

PREMIER EXHIBITOR CONTEST INTERVIEW JUDGING: SATURDAY, July 28, 9:00 a.m. – 1:00 p.m. GARFIELD COUNTY FAIRGROUNDS; Event Hall TESTING: SATURDAY, July 28, 9:00 a.m. – 1:00 p.m. GARFIELD COUNTY FAIRGROUNDS; Event Hall The Premier Exhibitor Contest was established to offer an opportunity for 4-H/FFA members to show their true “all-around” knowledge and to showcase the skills they have learned involving their livestock projects. All exhibitors in the Premier Exhibitor Contest must participate in all the “phases” of the contest to be eligible for awards. A white ribbon received in any class will result in disqualification from the Premier Exhibitor Contest. Exhibitors must pre-enter on the livestock entries on FairEntry.com. Exhibitors must enter for each species the plan to compete in. Entries are due on FairEntry.com by 5:00 p.m. on Monday, July 2, 2018. Exhibitors must complete all portions of the contest or will be ineligible for awards. Exhibitors who do not pre-enter the contest will be allowed to participate in the test and interview phases but will not be eligible for awards. FFA Exhibitors must present a photocopy of their up-to-date FFA Record Book to the Extension Office by August 28, 2018 for each species to be eligible for Premier Exhibitor. All scores will be tallied by Extension Office staff and Grand Champion and Reserve Grand Champion Premier Exhibitors will be awarded at Achievement night in Beef, Goat, Poultry, Rabbit, Sheep and Swine in Junior, Intermediate, and Senior age divisions. LIVESTOCK ROUND ROBIN SHOWMANSHIP CONTEST Junior, Intermediate, and Senior Championship awards Friday, August 3, 2018, 2:00 p.m. GENERAL RULES:

1. The Round Robin Showmanship Contest is open only to members in good standing in 4-H/FFA in Garfield County. Beef, Sheep, Swine, Goat, Rabbit, Poultry and Horse will be the species included in the Round Robin Contest. There must be five of a species entered before it can compete in Round Robin.

2. Members must be enrolled in any of the following projects to participate in the contest: Beef, Sheep, Swine, Goat, Rabbit, Poultry or Horse.

3. Round robin preliminary judging will be done in the specific species Showmanship classes. Showmanship classes will be held for the three age groups – Age is determined as of December 31, 2017.

4. The 1st and 2nd place showmen in each age group in each of the species involved in the contest will be required to compete in the Livestock Round Robin Showmanship Contest. If the 1st or 2nd showman of a species is unable to show due to showing for another species, then the next highest placing competitor will be required to compete in the Round Robin Contest. Superintendent must be notified by 12:00 p.m. on Friday (Preferably earlier), if a qualified exhibitor does not intend to participate in the Round Robin Contest.

5. In the case of a tie in the Round Robin judging, the tiebreaker will be the contestant having the highest grooming score on his or her animal.

6. Members must show their own animal in the showmanship contest.

7. Preparation of the animal for show and all grooming must be done by the 4-H/FFA member. Parents and leader are encouraged to help members with their animal with the consideration that Fair is a learning experience for the member. Any assistance given should not be excessive. No outside help will be permitted, including members not enrolled in Garfield County. Anyone excessively assisting a member may be asked to leave the premises by the Superintendent of any species, FFA Advisor, or Extension Agent.
