Opapiskaw Campground – S ½ 13-14-13 EPM Unorganized Territory: Whiteshell Provincial Park (Manitoba Sustainable Development – Parks and Protected Spaces Branch – Owner) Due: July 11, 2017

We are in receipt of the above application for Environment Act Proposal No. 5893. The intent of this

application is to allow for water treatment plant upgrades, the WTPs ongoing operation and to permit seasonal surface discharge of residuals. The existing facility is not operating under an Environment Act Licence. Proposed upgrades include: the installation of a new Lake intake; multimedia sand filtration; staged cartridge filtration; granular activated (GAC) contractor; ion exchanger; UV; Chlorination; a residuals sedimentation tank; and the re-use of the existing filter backwash line to Nutimik Lake. The proposed new treatment equipment is to be installed within the existing WTP building and old treatment equipment is to be removed. The subject property is located in unorganized territory. As such development is regulated by The Planning Act including Provincial Planning Regulation (81/2001). Applicable policies include: 4.3.3 The development of an outdoor recreation use must not detract from the natural and recreational

character that it relies on, or exceed the carrying capacity of the resource. 5.1.3 To ensure the protection, retention and where required, rehabilitation of riparian area, the following

setbacks must be applied in respect of development: b) A minimum setback of 30 metres (100 feet) upslope from the normal high water mark for all

natural water bodies and waterways, including ephemeral streams; The natural vegetative cover must be retained or rehabilitated within the above setbacks.

5.1.4 Developments that create minor disturbances to the natural vegetative cover in riparian areas, such as docks, pathways and boathouses, may be permitted in those areas provided that not more than 25% of the length of the lot’s shoreline is affected.

5.1.6 To protect water that supplies a drinking water system, appropriate land use planning or suitable mitigation

measures must be implemented to ensure that development does not: a) Contribute pathogenic organisms, deleterious chemicals or nutrients to a drinking water

source; or b) Increase the turbidity of a drinking water source.

6.2.2 Planning and development decisions are to be coordinated with and reflect local wastewater management

and drinking water service plans to ensure that: a) Sustainable sources of drinking water are available; b Appropriate wastewater management and drinking water services are provided as needs or

standards change; and

c) Consideration is given to the capacity of the wastewater management and drinking water systems needed to accommodate new development.

Community and Regional Planning have no objection to the proposed Environment Act License as the Existing WTP building is located outside the 30 metre riparian setback; vegetation which was disturbed during the installation of the discharge and intake lines was minimal and disturbed areas have been returned to their natural state; upgrades to the WTP address new standards (current drinking water regulations); provide a sustainable source of drinking water; and consideration has been made for future water requirements. In addition, no long term adverse effects on the water quality in the Lake and River are anticipated.
