Press Releases Keynote speaker obstetrics/gynecologist Dr. Jojo Ycong-Tingkahan of Cebu Doctors Hospital in her message said women’s in Siocon acknowledged the celebration of the International Women’s Day but admitted that we still have a long way to go to achieve “full emancipation” of women’s hardships. “The condition of rural women are difficult and that they still have a long way to go,” Tingkahan said. “But the municipality of Siocon under the leadership of Mayor Cesar Soriano has made significant progress along what we know would be a long and difficult road by constructing a P30-M Constantino Soriano Sr. Memorial Hospital and conducting regular free medical outreach mission and regular check up which caters mostly women,” she added. Tingkahan said rural women had the most difficult in accessing education and health services and exposed to several challenges.

They (women), Tingkahan said, have been seen working from seeding to harvest time from the rising of the sun to sunset, but unfortunately these contributions of women have never been seen, not being valued nor appreciated by men. She also said that migration is another factor that exposed women to dangers on health problems. Tingkahan also believes that through liberation comes with socio-economic emancipation unless we can “push back” to the frontiers that women themselves will strive harder to liberate them from the hardships of housework, etc. In the afternoon session, a forum on Magna Carta for women, Special Law for women, and women’s health issues were jointly conducted by the Philippine National Police, municipal social welfare and development office and rural health unit and was graced with the presence of Soriano.(PIA9)

PAGADIAN CITY, Mar. 11 (PIA) -- Close to one thousand women from 26 barangays of Siocon, Zamboanga del Norte joined the entire world on Thursday in celebrating the political, social and economic achievements of women during the International Day of Women at the municipal gym which carries the theme “ Women Weathering Climate Change: Governance and Accountability, Everyone’s Responsibility”.

Mayor Ceasar C. Soriano, recognizing the crucial role of women in progress and nation-building made this possible with the support of the staff of Ceasar Soriano Sr. Memorial Hospital (CSSrMH). Dr. Jojo Y. Tingkahan, an obstetrician-gynecologist earlier lectured on cervical and breast cancer as well as the importance of having regular pap smear. Dr. Tingkahan said, “pap smear is a process wherein cells are collected from the surface of the cervix with the use of a speculum, checked under the microscope and the local government unit sends it to be processed in Zamboanga City or Cebu City because we don’t have the capability here.” This test will determine if you have cancer cells. Cervical cancer is caused by Human papillomavirus (HPV). There are 50 types of HPV but only 2 can cause cancer. “It is good to know that we now have vaccines for cervical cancer,” the lady doctor explained. Dr. Tingkahan also cited how to lower the

risk of getting cervical cancer, : 1) get regular pap smear which should be done every year. “If you have 3 successive negative results, you could skip every 2 or 3 years. 2) limit your number of sexual partner or be faithful; 3) do not smoke; and live a healthy lifestyle, proper diet with plenty of vegetables and fruits. She also enlightened the women on breast cancer and advised them to have self breast examination to check if there are any lumps in the breast. Breast cancer is said to be the 2nd leading cause of cancer deaths in the world, number one being lung cancer. Dr. Tingkahan said, “check if there is any lump in the breast, change in breast size or shape and swelling of the armpit.” Another thing to consider is family history and hormone factor. If your mother, your aunt (your mother’s sister), your sister, or your grandmother who is your mother’s mom, all those from your mother’s side, have a history of breast cancer, you are also at risk of having breast cancer. It is advised that you undergo regular breast examination. The Siocon women were deeply grateful to the local government and medical staff of CSSrMH for the free pap smear, most of them having experienced it for the first time. (PIA9)

DIPOLOG CITY, March 3 (PIA) -– In keeping with the women’s month celebration, the provincial government of Zamboanga del Norte through its Provincial Social Welfare and Development Office (PSWDO) will hold a provincial assembly to be attended by the different women groups throughout the province come March 30.

Provincial Social Welfare and Development Officer Grace Marylen Balisado-Sabal told the Philippine Information Agency (PIA) that around 300 participants belonging to the Kalipunan ng Liping Pilipino (KALIPI) are expected to attend the said gathering. Aside from the presentation of issues and concerns affecting the women sector, a lecture on climate change will also be given to the participants by a staff from the Zamboanga del Norte Environment Management Office (ZANEMO) to suit the theme for this year’s women’s month observance which says, “Women Weathering Climate Change: Governance and Accountability, Everyone’s Responsibility.” It can be recalled that KALIPI had been organized in every municipality in the province to serve as a venue of women to raise their concerns affecting their lives and express their grievance on factors that curtail their effectiveness. This was disclosed by Zamboanga del Sur 2nd district representative Aurora Cerilles during women’s month celebration on Friday, Mar 16, where close to 3,000 women from 26 groups of women in the city attended the event. The celebration carries the theme, “Women weathering climate change| A governance and accountability is everyone’s responsibility.” Cerilles acknowedged the presence of women in the celebration and asserted that it is a manifestation of the strong support they continuously show in the promotion of women’s rights. The lady legislator recognized the important contribution of women saying that they made a bold and courageous

step in promoting their rights for the welfare of the community. This day. Cerilles said, is the story of simple women who served as strong pillars of our history. “The celebration is their challenge in actively participating community activities in promoting equality of rights of men and women,” she added. Cerilles said women have the roles and responsibilities in promoting peace and order. “I challenge all women to be united and help each other to conquer the challenges and trials that we are facing now,” Cerilles said. Cerilles also stressed the

importance of Republic Act 9710 otherwise known as Magna Carta of Women saying that through this law, all forms of discrimination and abuses against women will be given a solution. With the law, Cerilles said we will be protected and secured. “Our voice will be heard in times of crisis specially during calamities and difficult times, equality in the implementation of laws, education, benefits, etc,” she added. Meanwhile, Mayor Samuel Co said women are now happy because they can fully exercise their rights under the law. “The law is very powerful because all of women’s rights are recognized and protected,” Co added. The celebration started with a Holy Mass at 7am at the Dumalinao Sports Complex which was followed by a parade along the main thoroughfares of this town. During the opening program, Dumalinao First Lady Junaflor “Sweet” S. Cerilles, who was also the past Federated President and now consultant of the organization, welcomed the members of the RIC-WEM. In her message, Cerilles recognized the enthusiasm and passion of the members as they have now grown in membership. She stressed out that empowered women of today play a very vital and special role not only to their families and communities but also among themselves. The rights of every woman are now made clearer and the community also acknowledge and respect their rights. On the other hand, Mayor Ace William E. Cerilles in his message agreed to what his wife said and recognized the value and importance of the role of the wives on their husbands. He stressed out that “families become stronger if they respect and listen to the decisions of their wives.” With this year’s theme, “Women Weathering Climate Change: Governance and Accountability, Everyone’s Responsibility,” Mayor Ace believes that “our women can still transcend despite the challenges and weather

inconsistency and variation. Women have a vital role in governance and responsibility being accountable as the present scenario in running the nation was also participated by mostly women; thus, you are significant not only in building a family nor a community, but a nation as well.” Congresswoman Aurora Enerio-Cerilles, the guest speaker of the activity, also shared her happiness after seeing the support of the RIC-WEM in Dumalinao. She said that the women of today earn respect and their courage has made them more empowered. She further explained that the role of women in nation building is very important, making communities more developed like the municipality of Dumalinao as she called upon the RIC-WEM members to be role models in their families and the community. The crowning of Ms. RIC-WEM 2012 highlighted the activity with Mrs. Raquel Secretario as this year’s Ms. RIC-WEM; Mrs. Lorelie Venn Abalos as 1st Runner-up; Mrs. Maristel Retardo as 2nd; Mrs. Genafie Marcial as 3rd; Mrs. Daisy Caracut as 4th ; while Mrs. Mary Inso and Mrs. Melanie Lopez as 5th and 6th runners-up respectively. The presence of Governor Antonio H. Cerilles added more inspiration to this year’s Women’s Day celebration in Dumalinao. (PIA9)

DUMALINAO, Zamboanga del Sur, Mar. 20 (PIA) -- “We could not believe that there were so many active members of the women’s organization here in Dumalinao.” These were comments of the men who were watching as thousands of Rural Improvement Club - Women Empowerment Movement (RIC-WEM) members paraded along the national highway of this municipality last March 16.

“We have made women a priority in this livelihood caravan of our office especially because of the Women’s Month Celebration”, Climaco said. The lady solon stressed that community-based training remains one of her priorities to empower women. Proof is her allocation of P10 M for livelihood projects alone this year. “We equip them with skills so they can in turn help their families through additional income”, she said in a press statement. The livelihood caravan was conducted in partnership with the Technical Education and Skills Development Authority (TESDA) to ensure proper training and accreditation. The women were trained on basic cosmetology like manicure and pedicure, jewelry-making, make-up and hair dressing, perfume and candle making, silk screen printing and fish processing. After the training, participants were given certificates and start-up kits to begin with their businesses. Climaco stressed the importance of vocational education and vowed

to further implement it thru her partnership with TESDA and other organizations. The trainings were simultaneously conducted in four separate venues to properly serve the beneficiaries. (PIA9)

The said women were fish vendors before they underwent training on bottled sardines processing conducted for free by the Dipolog School of Fisheries (DSF) with a funding assistance from the TVI Resource Development Phils., a mining firm operating in Sitio Canatuan, Barangay Tabayo of this town. Manuela Canonayon, 48, president of Sta. Maria Women’s Association, said in an interview with the Philippine Information Agency (PIA) some 50 women had participated in the training, but presently only 15 of them are directly involved in the processing and production of bottled sardines. Canonayon recalled that her group, which is composed of Christian and Muslim women, never thought of embarking on bottled sardines making because they lack training and some capital to start with. Her vice president, Nahala Salman, 50, a member (still active?) of the Moro National Liberation Front (MNLF) also said the group was incapable of procuring cooking utensils and other equipment to be used in processing bottled sardines. But all these were met through the help of TVI. TVI shouldered the training expenses and bought the group cooking utensils and equipment needed for the purpose. The company shelled out more than P100,000 for this project. Canonayon disclosed that the pressure cooker alone bought by TVI for the group already amounted to P32,000. Her group

was also given other cooking utensils like stainless strainer, big basins, weighing scales and others. The group labeled its Spanish-style sardines in oil as “Mananam,” a Tausug word which means delicious. It processed 142 bottles during its first production and another 177 bottles lately. When asked why TVI has been extending help to Sta. Maria Women’s Association, Julma Esmali-Villanueva of TVI’s Community Relations and Development Office (CREDO) said “it is part of the social development management program of the company” to provide sustainable livelihood to the host community particularly the marginal groups. Aside from the Sta. Maria Women’s Association, TVI has also extended assistance to the fishermen of Sitio Busikong in Sta. Maria, the Subanens at Sitio Canatuan in Barangay Tabayo and provided scholarship grants to poor but deserving students. A certain Cynthia Comisas Lacpao, who is now a company nurse, was one of TVI scholars. Her parents are Subanens.

Empowering the women “Giving the women livelihood opportunities is one way of empowering them,” said Julma Esmali-Villanueva. Villanueva said the members of Sta. Maria Women’s Association were plain housewives before and they tried to help augment their family earning by selling fresh fish or dried fish. “They really lived hand to mouth,” she stressed. As these women are now engaged in bottled sardines making, they are hopeful that their living condition will get better in the days ahead. (PIA9)

Lobregat in his message during a program at JFE Memorial Sports Complex in Baliwasan that was preceded by the traditional “Marcha de las Mujeres” hinted that the time is long gone when the women would stay home to take care of the children as the men go out for work. “Nowadays, the roles of men and the roles of women in society are very much interchangeable in many, many aspects,” he said, citing a woman who, in one of the interviews for job applicants, had said that she works during the day while her husband stays home and takes care of their four children. “This is how far the women have gone through the years.” He also cited his mother, the late Mayor Maria Clara L. Lobregat, a Zamboangueña and one of the women responsible for the empowerment of women not only in Zamboanga but throughout the country as well. “Ever since we were young, we were already taught how to respect women, she being a woman of substance with a big heart, and I am very proud that I am the son of that woman,” the mayor said. For her part, Congresswoman Climaco vividly remembered that in

1998, when Ma’am Caling was the mayor, she would declare a day off for women after the Marcha de las Mujeres. Climaco also advanced the information that there is now a bill on third reading in congress, declaring March 8 of every year as a non-working holiday throughout the country in observance of the International Women’s Day. She also announced that her office and the Technical Education and Skills Development Authority (TESDA) have tied up for the conduct of livelihood trainings for women on a first-come first-serve basis. Her office has made available P2 million for the purpose. Congressman Fabian also pledged all out support for all the projects and endeavors of the women in Zamboanga City. “Let us be very, very united in trying to empower, especially the women sector,” he declared. He gave a donation of P5,000 to the GAD and LCW with Lobregat donating more than P20,000, while Climaco funded the P11 million Cobalt Center at the Zamboanga City Medical Center, which was inaugurated recently. Sixto Tolentino Jr. of the Environmental Management Bureau of DENR, who was the guest speaker, underscored the critical role of women and the men as well in weathering climate change. “Men and women today are living in co-existence; everybody is equal. There is no male chauvinism or feminism. Egual, egual land kita, hombre y mujere,” he said, even as he warned everybody that “the biological earth is sick.” Citing scientists, Tolentino said as early as 17th century the earth’s temperature had increased by 0.70 degrees Celsius. “Climate change is caused by

global warming or heating of the earth’s temperature due to nitrogen oxide, methane, ozone and water vapor,” he added. “When the earth is heated, the water rises.” According to him, a 1-degre centigrade increased in temperature is equivalent to 15% decrease in agricultural yield, and the Philippines being an agricultural country is greatly affected by global warming. “This is the reality. I cannot paint a beautiful picture because I will be committing intellectual dishonesty,” he said. “We have to make adaptation to cope with climate change,” he challenged the women. (PIA9)

The congress served as a venue where participants were oriented on their rights and privileges as women. Gender and Development (GAD) code, Violence Against Women and Children (VAWC) were among the topics thoroughly discussed in the congress by speakers Dr. Milabel Ho and Geraldine Valbuena of the Department of Social Welfare and Development (DSWD) respectively. Salient points on Republic Act 9262 better known as “An act defining violence against women and children” was painstakingly discussed by Atty.

Susan De Los Reyes elaborating on the protective measures for victims of RA 9262 and prescribing penalties for the culprit. Republic Act 9208 otherwise known as “an act to institute policies to eliminate trafficking against persons especially women and children” was also taken up in the Congress and discussed by College of Law- University Dean, Atty. Eduardo Sanson. The Women’s Congress is an annual undertaking of the city government of Zamboanga carried out by GAD focal point in partnership by the Committee on Women, Children and Family Welfare headed by its chairperson Councilor Lilia Nuño and the Local Council of Women chaired by Dr. Milagros Fernandez. An estimated crowd of over 5000 participated in the march 8, 2012 "Marcha de las mujeres," a fund raising activity for the benefit of the : Women inmates of the Zamboanga City jail; psychiatric ward of the Zamboanga City Medical Center; Women Crisis Center; and Women and Children's Desk of the City Police Station. A total cash donation of 100thousand was collected from the march participants.
