Purpose

• These funds are being invested in health centers to expand current O/E assistance activities and facilitate enrollment of eligible health center patients and service area residents into affordable health insurance coverage through:– Health Insurance Marketplaces– Medicaid– The Children’s Health Insurance Program.

Background

This supplemental funding opportunity is being supported under Section 10503 of the Patient Protection and Affordable Care Act (P.L. 111-148), as amended by the Healthcare and Education Reconciliation Act (P.L. 111-152), collectively referred to as the Affordable Care Act.

Summary of Funding

• HRSA will award approximately $150 million under the FY 2013 O/E assistance funding opportunity through formula-based supplemental awards to eligible section 330 funded health centers.

• Requests for Federal support must be reasonable and appropriate based on the scope and breadth of the O/E assistance activities being proposed and the number of patients and residents of the service area projected to be reached.

Funding Opportunity Requirements

Health Centers receiving O/E supplemental funding must:

1. Increase the health center’s current outreach and enrollment assistance capacity. A minimum of at least 1.0 full-time equivalent (FTE) must be added to the health center’s current O/E assistance capacity.

2. Ensure all health center O/E assistance workers (i.e., current and newly supported) comply with and successfully complete all required and applicable federal and/or state consumer assistance training.

Funding Opportunity Requirements

3. Demonstrate the capacity to conduct “in reach” with currently uninsured health center patients and “outreach” to non-health center patients in their approved service area.

4. Describe collaboration with other health centers and providers in their service area to ensure that O/E assistance activities are coordinated with other local, regional, and/or state-wide O/E assistance efforts and training requirements.

5. Comply with all applicable requirements of section 330 of the PHS Act, as amended.

Funding Methodology

• Funding allocations were based on the following:– A base amount of $50,000;– An additional $5,000 for one-time expenditures; and– An additional $11 per uninsured patient as reported in

2012 UDS.• Depending on the number of approvable applications, HRSA

may make adjustments in award amounts consistent with funds available for this supplemental opportunity.

• Cost sharing or matching is not a requirement for this funding.

Eligible Applicants

• Organizations receiving Health Center Program operational funds (section 330 of the PHS Act, as amended) at the time of application submission are eligible to apply for FY 2013 O/E assistance supplemental funding.

• Health centers that have been determined and notified by HRSA as materially noncompliant with Health Center Program requirements are not eligible.

Use of O/E Funds Overview

Allowable use of funds• Applicants must propose to

add a minimum of 1.0 new FTEs to support new and expanded O/E assistance efforts.

• Pre-award costs up to 90 days are allowable.

• HRSA encourages health centers to consider hiring qualified veterans for open O/E assistance positions.

Unallowable use of funds• This funding cannot be used to

support the provision of primary health care services or personnel other than O/E assistance workers.

• Health centers may not use O/E assistance funds to supplant other resources (federal, state, local, or private) intended to support O/E assistance activities.

Allowable Uses of O/E Funds

• Personnel, including at least one additional FTE outreach worker and/or eligibility assistance worker to support new and expanded O/E assistance efforts

• Fringe benefits for O/E assistance workers• Moveable equipment and supplies to support outreach

and enrollment assistance individually valued at less than $5,000

• Leasing of temporary space for the sole purpose of O/E assistance activities (e.g., leasing space in a community center)

• Training in support of the grant• Local travel in support of the grant

What would be considered moveable equipment and supplies?

• Personal computers/laptops• Educational materials• Wireless cards• Technology necessary for O/E assistance workers to

ensure that no consumer Personally Identifiable Information (PII) is compromised

Unallowable Uses of O/E Funds

• Support for personnel other than O/E assistance workers;

• Fringe benefits other than those to support O/E assistance workers;

• Moveable equipment and supplies individually valued at $5,000 or greater;

• Vehicles;• Primary health care services;• Construction costs (including minor alterations and

renovation and fixed/installed equipment);• Facility or land purchases; and• Incentives (e.g., gift cards, food, free services).

• The EHB application will be available May 17, 2013• Each eligible grantee will receive an email detailing

how to access the application in EHB on or before May 17, 2013– Email notifications will be sent to the

organization’s Authorizing Office (AO), Business Office (BO), and Project Director (PD)

Project Narrative

Project narrative must include a brief description of:

1. How the health center will use O/E assistance funding and leverage current resources to meet the new O/E needs in the health center’s approved service area; and

2. How the health center will coordinate O/E assistance efforts with other health centers (grantees and look-alikes) and with other state, local, and/or regional efforts.

Projections

Required projections include the following:• # Additional FTEs: Projected number of additional funded

O/E assistance FTEs;• # Trained: Projected number of health center O/E assistance

workers who will successfully complete all required and applicable federal and/or state consumer assistance training;

• # Assisted: Projected number of individuals to be assisted by all health center O/E assistance workers; and

• # Enrolled: Projected number of individuals to be enrolled in affordable insurance coverage. The number to be enrolled is a subset of the number to be assisted.

Work Plan

• An optional work plan template is available on the O/E TA website.

• Activities for the work plan may include:– Develop outreach and enrollment assistance coordination/collaboration

plans;– Recruit and hire new outreach and enrollment assistance workers (expected

within 60 days of award);– Identify state-specific training and other requirements necessary to support

O/E activities;– Successfully complete all required and applicable federal and/or state

consumer assistance training;– Perform outreach and enrollment assistance activities; – Evaluate progress and revise strategies as appropriate; and– Submit quarterly progress reports beginning in October 2013.

Budget Narrative Justification

• Budget narrative justification must clearly describe each cost element and explains how each cost contributes to meeting the project’s goals and objectives for the first 12-months

EHB Submission and Validation

• Submission of all application forms will be completed electronically in HRSA’s EHB by 5:00 PM ET on May 31, 2013.

• FY 2013 O/E supplemental application can only be submitted by the health center’s Authorizing Official (AO).

• Applicants will receive an “Application successfully transmitted to HRSA” message in EHB.

FY 2013 O/E Supplemental Funding

• HRSA will conduct reviews for eligibility, completeness, and allowable costs.

• HRSA anticipates awarding FY 2013 O/E supplemental funding in July 2013.

• Recipients of FY 2013 O/E supplemental funding must comply with applicable requirements of section 330.

• Awardees must submit quarterly progress reports (QPR) to HRSA and document progress on meeting O/E assistance-specific goals, e.g.,– Number of O/E assistance workers trained– Number of individuals assisted through O/E activities– Number of individuals newly enrolled through O/E
