DISCRIMINATION PROHIBITED - Title VI of the Civil Rights Act of1964 states: "No person in the United States shall, on theground of race, color, or national origin, be excluded fromparticipation in, be denied the benefits of, or be subjected todiscrimination under any program or activity receiving Federalfinancial assistance." Title IX of the Education Amendmentsof 1972 states: "No person in the United States shall, on thebasis of sex, be excluded from participation in, be denied thebenefits of, or be subject to discrimination under any educationprogram or activity receiving Federal financial assistance."Therefore, Improvement of Undergraduate Instruction, as authorizedunder Title VI, Part A of the Higher Education Act of 1965(P.L. 89-329) as amended, like every program or activity receivingfinancial assistance from the Department of Health, Education, andWelfare, must be operated in compliance with these laws.

NATURE AND PURPOSE OFTHE PROGRAM:

APPLICATION PROCEDURE:

The purpose of this program is to improve the quality of undergraduate instructionin institutions of higher education by providing financial assistance on a matchingbasis for the acquisition of instructional equipment, materials and related minorremodeling.

Current State Allotments are made fnr two categories. Category I covers Laboratoryand other special instructional equipment, materials, and related remodeling.Audio-visual equipment and materials are included in this category.

Category II covers grants for the acquisition of closed-circuit direct instructiontelevision equipment, materials, and minor remodeling.

All accredited nonprofit institutions of higher education including post-secondarytrade and vocational schools are eligible who comply with Title VI of the CivilRights Act of 1964, are dot "schools or departments of divinity" and meet thebasic "maintenance of fiscal effort" set forth in the Act.

A State commission appointed to broadly represent higher education needs in eachState determines priorities among projects in accordance with their own State plan.The closing dates for the receipt of applications are also included in theirState plan.

The Federal share may be for up to 50% of project costs. Specific limitations andpercentages are set forth in the appropriate State plan.

Application forms and instructions available from the State commissions. Anapplicant submits its application, before the established closing date directlyto the State commission which forwards recommended applications to the U.S.Office of Education, Washington, D.C. Approval depends in part on the fundsavailable under the State's allotment and the priority assigned under the Stateplan.
