I am pleased to introduce you to the FulbrightVietnamese Student Program and welcome you toexplore the opportunities it presents to you.

The Fulbright Vietnamese Student Program is amasters program in the U.S. which encompasses

various disciplines in the social science andhumanities, business, economics, communicationstudies, development studies, communitydevelopment, governance and so on. Whateverthe eld of study of its grantees, the Fulbrightexperience has enlarged and deepened theperspective of potential leaders.

Challenge yourself by making a determination topursue a Fulbright grant, this process requires a lotof preparation and effort, but in the end you willnd that your success was worth the effort. Apartfrom gaining academic excellence and professionalskills from the top-notch U.S. graduate programs,you will have the chance to represent Vietnam asa cultural ambassador to the United States and tocarry out the Fulbright mission of promoting crosscultural understanding between the two countries.By participating in the Fulbright program, you join acommunity of exceptionally well qualied Fulbrightalumni who are now making great contributions tothe development of Vietnam.

THE FULBRIGHT PROGRAM

The Fulbright Program was established in 1946under legislation introduced by former Senator J.William Fulbright of Arkansas to increase mutualunderstanding between the people of the UnitedStates and those of other countries. The FulbrightProgram is administered by the Bureau of Educationaland Cultural Affairs of the United States Department

of State. Approximately 310,000 “Fulbrighters,”116,900 from the United States and 192,800 fromother countries, have participated in the Programsince its inception more than sixty years ago. TheFulbright Program awards approximately 8,000grants annually. Currently, the Fulbright Programoperates in over 155 countries worldwide.

The primary source of funding for the FulbrightProgram is an annual appropriation made by theUnited States Congress to the Department of State.Participating governments and host institutionsin foreign countries and in the United States alsocontribute nancially through cost-sharing andindirect support, such as salary supplements, tuitionwaivers and university housing.

The J. William Fulbright Foreign Scholarship Board(FSB), composed of 12 educational and publicleaders appointed by the President of the UnitedStates, formulates policy for the administration ofthe Program, establishes criteria for the selection ofcandidates and approves candidates nominated forawards.

The United States Department of State, Bureau ofEducational and Cultural Affairs, develops policiesto assure fulllment of the purposes of the Program

and administers it with the assistance of bi-nationaleducational commissions and foundations in some50 countries that have executive agreements withthe United States for continuing exchange programs,United States embassies in 90 other countries and anumber of cooperating agencies in the United States.

The Institute of International Education (IIE), aprivate nonprot organization, has been contractedby the United States Department of State, to placesuccessful Fulbright candidates at suitable programsat different U.S. universities and colleges. IIE alsoassists and maintains contact with Fulbright grantees

and their academic advisers for the duration of theirstay in the United States.

THE FULBRIGHT PROGRAM IN VIETNAM

The Fulbright Program in Vietnam started in 1992before the U.S. re-established the diplomatic

relationship with Vietnam. The Program administeredand coordinated by the Public Affairs Section (PAS) ofthe U.S. Embassy in Hanoi, works with appropriateVietnamese and American educational andgovernmental organizations to provide opportunitiesfor study and research in the social sciences andhumanities to all candidates who qualify throughopen competition on the basis of academic andprofessional merit, without regard to race, religion,gender or afliation.

The Fulbright Program in Vietnam has four corecomponents:

OVERVIEW

The Fulbright Vietnamese Student Program (also knownas the Fulbright Foreign Student Program) is an open,competitive, merit-based scholarship program. TheProgram recruits and nominates young Vietnameseprofessionals for Master’s degree programs at U.S.universities. Approximately 20 to 25 fully-fundedscholarships are granted on an annual basis.

The mission of the Fulbright Program is to increasemutual understanding between the people of the UnitedStates and people of other countries. It aims to provideeducational exchange experiences to a maximumnumber of individuals not previously afforded suchan opportunity. The experience should be of intrinsicvalue to the student, the recipient’s home institution,as well as to the U.S. host institution. Fulbright studentsserve as cultural ambassadors and should be preparedto speak about their countries, cultures and study toacademic and community groups.

The Program has provided thousands of studentswith the opportunity to return home personallyinvigorated and professionally stimulated.

GRANT BENEFITS

The Fulbright Grant is a full-scholarship that coverstuition and fees, monthly stipend, round-trip airfareto the U.S. and health insurance. The monthly stipendrates are set by the U.S. Department of State. Theserates are the estimated costs established to covera grantee’s cost of living, including housing, food,transportation and incidental expenses. The rates foreach location may vary according to the standard ofliving in a given locality.

The Fulbright grants are for the full length of themaster’s study program, and are renewable onan annual basis. Students are eligible to apply forgrant renewal on the condition that they are in“good academic standing” (has a “B” average). Uponsuccessful completion of the program, students willearn a Master’s degree in 1-2 years, depending onthe length of each academic program.

A grant may be revoked, terminated, or suspended.

Grounds for revocation or termination include, butare not limited to: (1) violation of any law of the UnitedStates or the home country; (2) any act likely to giveoffense to the United States; (3) failure to observesatisfactory academic or professional standards; (4)

physical or mental incapacitation; (5) engaging in anyunauthorized income-producing activity; (6) failureto comply with the grant’s terms and conditions; (7)material misrepresentation made by any grantee inthe application form or grant document; (8) conductwhich may have the effect of bringing the U.S.Department of State or the Fulbright Program intodisrepute; and (9) violation of the policies of the J.William Fulbright Foreign Scholarship Board (FSB).

A grant may be suspended if (1) the grantee ceasesto carry out the project or academic program duringthe grant period or (2) the grantee leaves the UnitedStates for more than two weeks without authorizationof the Fulbright Commission/U.S. Embassy orsupervising agency.

 FULBRIGHT GRANTEES’ PROFILES

The Fulbright Program has been able to selectdiverse groups of grantees to participate in the

Program. Since 1992, more than 500 Vietnamesestudents have been awarded Fulbright grants topursue their graduate studies in the United States.They have a broad representation of elds of study,age, geographical areas and afliations.

• Diverse elds of study in social sciences andhumanities

• All areas of Vietnam: An Giang, Can Tho, QuangTri, Nghe An, Hue, Da Nang, Thanh Hoa, KienGiang, Lang Son, Ninh Binh, Lam Dong, TayNguyen, Bac Lieu, Khanh Hoa as well as Ho Chi

Minh City and Ha Noi• All types of companies, institutions, organizations:

universities, high schools, NGOs, privatecompanies, state-owned companies, governmentministries, etc.

ELIGIBILITY REQUIREMENTS FOR APPLICANTS

All candidates must meet the following minimumrequirements to be eligible to apply for a Fulbrightgrant:

1. Be a Vietnamese citizen (no dual citizenship)

2. Have at least one undergraduate degree

3. Have at least two years of work experience aftergraduation by the time of application

4. Have a valid minimum TOEFL iBT score of 79 orIELTS 6.5

(These requirements must be strictly followed.)

Ineligibility factors:

The following persons are ineligible to apply for aFulbright student grant:

1. Candidates who already received one FulbrightStudent Program grant

2. Candidates who are currently living or studying inthe United States

3. Candidates who have earned a Bachelor’s orMaster’s degree from a U.S. college or university

within the last 3 years (from the date on the diplomato the application deadline)

4. Local employees of the U.S. missions in Vietnamwho work for the U.S. Department of State and theirimmediate dependents are ineligible for grants

during the period of their employment and for oneyear following the termination of employment

SELECTION CRITERIA

Competition will be based on academic andprofessional merit, without regard to afliation, race,religion, or gender. Preference is given to thosewithout recent experience in the United States. Asuccessful applicant is someone who can:

• Demonstrate a clear and detailed descriptionof the study objectives, and show a clearconnection between their study objectives andfuture goals through a compelling set of essays

• Have a depth and breadth of work experiencein their intended eld of study, and a fullunderstanding of the eld

• Show dedication to Vietnam & potential impactupon return

• Contribute to the mutual understandingbetween the people of the United States andVietnam based on the participation in academic,extra-curricular, community and professionaldevelopment activities, and personal attributes

• Obtain excellent letters of reference that reect/ 

cite/support the qualities above

• Have academic excellence and strong Englishprociency

PLACEMENT AT U.S. UNIVERSITIES

Applicants do not need to obtain an admissionoffer from a U.S. university before applying to theFulbright Program in Vietnam. If you are selected asa nalist, the Institute of International Education (IIE)will apply to the universities on your behalf. IIE hasyears of experience in placing international graduatestudents at U.S. institutions of higher education.The knowledgeable placement specialists are

dedicated to matching each student with the bestpossible academic program.

Each IIE Placement Ofcer specializes in a eld ofstudy and conducts extensive research, seekingthe best academic “t” for each candidate. IIE, withconsultation from the Fulbright Program in Vietnam,will apply for each student to four universities tocreate a balance submission plan. We take intoaccount Fulbright program priorities, cost-sharingneeds, the candidate’s competitiveness, and thecandidate’s preferences. Ofcers advocate on thestudent’s behalf to acquire admission and universitycost-sharing. IIE will conrm nal placements forthe students at a certain university upon receivingapproval from the Fulbright Program in Vietnam.

The application form itself is a generic Fulbrightform for all countries. Some of the requirementsfor Vietnamese applicants will vary from thisgeneric form, so please follow the Vietnam specicinstructions below.

STEP 2 – Application registration process:

You will be asked to create a user name andpassword – the username is your email address. Anemail will be sent to you conrming your User IDand Password.

If you have applied for a Fulbright Scholarship in the

previous year, you will need to create a new accountusing a new email address and password.

NOTE:

• When registering, you will be asked to selectthe program to which you are applying. Pleaseselect Fulbright Foreign Student Program andthe cycle is 2017-2018.

• To nominate the state in which you live, pleaseselect “Other / outside of U.S.” from the dropdown menu

• When registering, you will be asked to contactthe Fulbright Ofce prior to commencing yourapplication. This is NOT a requirement of theFulbright Program in Vietnam, so there is noneed to call. Please select “yes” in answer toquestion 3.

• Question 4 will ask at which level you will bestudying - please select “graduate” (this is theU.S. equivalent of postgraduate.) Please note,Fulbright scholarships are not available forVietnamese applicants looking to undertakestudy at the undergraduate level in the U.S.

You should take great care to writea clear and very detailed description of the programyou want to pursue. Clearly identify the area(s) withinyour eld of study in which you want to specializeor concentrate. If there is specic research that youwant to accomplish, please describe. It is a requirement by the Fulbright Program inVietnam that you attach a one page essay describingyourself as an individual outlining your personalhistory, inuences on your intellectual development,the educational and cultural opportunities to whichyou have been exposed, and the ways in which theseexperiences have affected you. Also include yourspecial interests and abilities, career plans and lifegoals etc.

It should not be a record of facts already listed onthe application or an elaboration of your statementof proposed study. The Personal Statement shouldbe uploaded to your application.

Again, remember to leave 4 cm margin at the topof every page to allow room for the header that will

appear on the PDF view. Preview your essay to checkthe formatting before submitting your application.

attach the degrees, your application is incompleteand won’t be reviewed.

You can scan copies of your diplomas & transcriptsinto one le and upload it into your application atthis point.

If your degrees and/or transcripts were issuedin English or bilingual, you just need to uploadthe scanned copies of the original documents. Ifyour degrees and/or transcripts were issued inVietnamese only, you need to upload the certiednotarized translations of the documents.

STEP 5: Recommendations

IMPORTANT - You must click on theRecommendations button in the left- hand sidemenu of this application to register your referees.

You MUST have three letters of recommendationsubmitted on your behalf. Letters ofrecommendation are an extremely important aspectof your application. An application will be consideredincomplete without three letters of recommendation.All letters of recommendation should be writtenby teachers/supervisors under whom you havestudied or pursued research, or by someone whohas supervised you in work related to your proposedeld of study. Letters of recommendation should notbe written by persons related to you either by bloodor marriage or by personal friends. At least oneacademic and one professional or work related lettershould be included among the letters. The letters

must be written in English.

Your recommenders can complete the forms onlineand submit electronically. You must register youronline recommenders by providing their namesand email addresses, then press submit. The systemwill automatically send each recommender anemail and a set of links and instructions on how tocomplete and upload their recommendation to yourapplication. Please note that your recommendersmust complete all parts of the Fulbright ReferenceForm.

Your recommenders can work on their letters

of recommendations while you are working onyour application. These are the two independentprocesses. You will not be able to view yourrecommendation; however you will receive emailnotication that your recommender has uploaded

Late recommendations will not be accepted. It isyour responsibility to ensure that three letters ofrecommendation are submitted by the deadline.

What does the Fulbright scholarship provide?

The scholarship provides grantees with theopportunity to pursue a master’s degree at a

university in the United States. The grant providesfull tuition and fees, a living allowance, round-triptravel and health insurance.

How long is the program?

Most M.A. programs take 2 academic years tocomplete, although in some cases, the M.A. coursewill only be 10-12 months. Law students will takeone academic year to complete their degrees. Allgrantees must remain in good academic standing tocontinue their program.

How many awards are there?

The number of scholarships depends on the amountof funding allocated by the US Department of State.Approximately 20-25 new grantees go to the U.S.each year.

Is there a certain number of scholarships for acertain elds of study?

No. There is no quota for each eld of study. Thecompetition is based on merits.

Eligibility requirements

What are the minimum eligibility requirements

for a Fulbright scholarship?

Vietnamese citizens from all regions in Vietnam arewelcome to apply. Applicants must have at least aBA degree and have two years of work experienceby the time of their application. All applicants mustbe procient in English, as measured by a minimum79 on TOEFL iBT or 6.5 on IELTS. Finally, the eld ofstudy that an applicant intends to pursue must besupported by the Fulbright Program.

The Program requires two years of workexperience since graduation. I graduated recentlybut I had worked full-time for more than two years before graduation. Can that experiencesatisfy the requirement?

Unfortunately, the Fulbright Program counts thework experience based on the date of issuance ofyour rst bachelor’s degree. For example, to beeligible for the academic year 2017-2018 of whichthe application deadline is April 15, 2016 your rstbachelor’s degree must be issued before April 15,2014. The experience you gained before graduationonly add bonus to your competitiveness but doesnot necessarily meet this requirement.

Does the Fulbright Program require applicants tosubmit contracts of employment and certicatesof extra-curricular activities?

No. Contracts of employment and certicates ofall kinds are not required. You just need to list your

work history and extra-curricular activities in your CV.

Do I need an offer of admission from a universityin the US prior to applying for a Fulbright award?

No. All grantees will be placed at universities by theInstitute of International Education after attainingnalist status.

Which elds of study are supported by theFulbright program?

In general, most elds in the Humanities and SocialSciences are supported by the Fulbright Program.Please contact the program ofce if your desiredeld of study is not listed.

Is there a minimum GPA for applicants?

No. Applicants will evaluated based on the meritsof their entire application, including their GPA, workexperience, references, essays, and TOEFL/IELTSscore.

Is there an age limit for applicants?

No, although most successful candidates are at anearly or mid-point in their careers.

Do I need a Bachelor’s degree in the same subjectthat I want to study for a Master’s degree?

No. Master’s degree programs in the U.S. do not

require that applicants have a Bachelor’s degree inthe same subject. However, it is recommended thatapplicants have substantial work experience relatedto their intended eld of study. One exception isLaw: candidates for a Master’s in Law must havea B.A. in Law. A master’s in Economics may alsorequire an academic background in economics ornance.

When should I apply for a Fulbright award?

Applicants who wish to obtain the scholarship to for

the fall of 2017 should submit an application by April15, 2016.

What are the components of an application?

All applicants are required to apply online.A complete online application consists of anapplication form, three condential lettersof reference, diplomas and transcripts fromundergraduate and graduate degrees, and TOEFLiBT/IELTS score reports.

I applied last year and was not successful. Can Iresubmit that application for the new cycle?

Unfortunately, once the application is submitted, youcan no longer have access to it. You need to createa new log-in account using a new email address andpassword.

When I register online, the Embark system asksme to contact the Fulbright Ofce prior tocommencing my application. What should I do?

This is NOT a requirement of the Fulbright Programin Vietnam, so there is no need to call or email theFulbright ofcer. Please select “yes” in answer toquestion 3 and start your application.

I do not have much work experience in mychosen eld. Will my application be at adisadvantage?

Work experience in the eld you wish to pursue is anindication of your commitment to that eld and isconsidered additional preparation for graduate work.Work experience can often make up for any academicexperience you may lack. While it is not a mandatoryrequirement, a lack of relevant work experience maydiminish your chances to earn the scholarship.

Is there another way to submit the reference

letters if my referees cannot submit them online?

Online references are preferred; however, if by nomeans your referees can submit online letters,you can go to “Supplemental Form” on our onlineapplication system, download the FulbrightReference form and forward it to your referees forcompletion. Your referees should complete bothparts of the Fulbright Reference Form (rating chart &recommendation). The reference form must be sentto the Fulbright Ofce in a closed envelope with thereferees’ signature on the seal.

InterviewsHow many interview slots are there?

It depends on the number of qualied applicants.In general, we usually interview 50-55 applicantsper year.

When are interviews held?

Interviews are held in the fall in Hanoi and Ho ChiMinh City.

How long is an interview session?

An interview session lasts approximately 30-40minutes.

Is the interview conducted in English orVietnamese?

The interview is entirely in English. Applicants areencouraged to improve their English speaking skillsfor the interview.

 What is the purpose of the interview?

The purpose of the interview is to more fullyunderstand the candidate’s overall goals and studyobjectives, their reasons for wanting to study in theUnited States, as well as their professional, academic,and personal experiences. The interviewers wantto learn more about the candidate as a person andwhat they hope to accomplish if they are selected asa Fulbright grantee.

Who is on the selection panel?

The selection committee is composed of Vietnameseand American experts in a variety of elds of study.

Receiving the scholarship

What happens after I am chosen as a nalist?

You will be required to sit for the ofcial TOEFL(Internet-based) and GRE exams. MBA studentswill take the GMAT exam instead of the GRE, andLaw students will only take the TOEFL exam. TheFulbright Program will provide you with testvouchers for these exams, as well as transportationto and from the test site if necessary.

Your application will then be sent to the Institute ofInternational Education (IIE) in the United States. TheIIE Placement ofce will review your application andsend your dossier to a variety of universities. TheFulbright Program and IIE will make the nal decision

regarding your placement at a university, based onwhether the program ts your academic needs andwhether your qualications meet the requirementsof the university.

Will my score on the TOEFL/GRE/GMAT affect myplacement at a university?

Yes. Each university in the U.S. has differentadmissions criteria, and therefore a low TOEFLscore may make your application less competitive.Therefore, the Fulbright Program encourages naliststo prepare carefully for these exams. In general, theProgram is able to successfully place Vietnamesegrantees at appropriate university programs.

The application instructs applicants to namethree-four universities of their choice. Will IIEhonor my choice?

IIE will try to honor your choices. However, if there isno match between you and your choice, IIE will ndother universities where you have a better chance ofgaining admission.

Can I defer or delay the scholarship to thefollowing year?

No. You should plan to apply for the year that youwill be able to participate fully in the program.

Does the Fulbright Program provide anyorientation for grantees before leaving for the U.S.?

Yes. The Program will organize a pre-departureorientation in Vietnam for all grantees in May 2017.

Are there any requirements attached to theFulbright grant?

As part of a U.S. government-funded study program,all Fulbright grantees are subject to a 2-year home

country residency requirement. This means thatgrantees may not apply for a work or immigrantvisa to the U.S. until after two years of residence inVietnam upon the completion of the Fulbright grant.
