    Management, or IPM, STARcertification, demonstratingtheir commitment to the healthand safety of children and staff.

    Fort Greely CYS received therecognition during a recentceremony at the Child Develop-ment Center.

    Lt. Col. Sandra Alvey, Chair,Department of Defense ArmedForces Pest Management Board

    and Dr. Tom Green, IPM Insti-tute of North America, pre-sented the award.

    The Army works diligentlyto ensure both public health andenvironmental protection

    reaches every facet of the in-stallation, said Alvey. In thiscase, each of you has made acommitment to protecting ourchildren through the safe andeffective use of pesticides.

    Fort Greely has practicedIPM in all facilities for morethan 20 years.

    There will always be lots ofhealth and environmental regu-

    lations, but here at Fort Greelyyou have taken the steps to gobeyond compliance, saidAlvey. Youve reached a newlevel of community stewardshipby empowering yourselves toachieve the highest standard ofprotection for our children.

    This is another stamp ofexcellence on Fort Greely,said Garrison Commander Lt.Col. Chris Chronis. This con-firms what I already knewTeam Greely is leading thecharge in quality of life initia-tives for members and familieswho live, work, learn, and playhere.

    Thanks to the IPM process,

    the use of chemicals for pestcontrol at Fort Greely has beenreduced by more than 50 per-cent in the past 10 years.

    Fort Greely has challengedtraditional approaches to pestmanagement and pest control,said Alvey.

    Fort Greely works diligentlyto increase pest surveillanceand monitoring, eliminatingunnecessary pesticide applica-tions, and reducing the risk ofpotential pesticide exposure theimplementing IPM and usingonly the least toxic pesticideswhen necessary, she said. Itisnt about regulations but acommitment to community.

    Ive been in command of this installation for alittle more than 90 days now and Im very im-pressed with the Fort Greely Team.

    There is a lot of hard work being accomplished. Ive wit-nessed a lot of dedication, mission focus, enthusiasm and greatattitudes. Thank you for all that you do.

    In this Command Corner I want to address some issues thatcame up during our recent Town Hall, some complaints fromvarious individuals, and from some personal observations.

    I dont sugar-coat things, so I will address the good, the badand the ugly. Remember, the bottom line is whether or not anissue affects mission accomplishment, good order and disci-pline, and quality of life.

    CashGetting cash on Fort Greely is about to get much easier. Mt.McKinley Bank in Delta Junction is coming to us. They haveagreed to place an ATM on post by mid-October. We are stilldetermining the best location for the machine, but the bottomline is we will have one very soon. Additionally, the PX willnow cash personal checks with a name imprint for $300 perday, per customer and personal checks without a name imprintfor $100 per day, per customer. AAFES policy does requireindividuals to provide their social security numbers in order tocash checks.

    Housing

    Ive received several complaints about dogs in the housingarea, including aggressive dogs, residents not cleaning up aftertheir dogs, and dogs digging up yards. According to the instal-lation Residents Handbook, animals must be kept under con-trol at all times and will not be allowed to become a nuisanceor menace to other persons, animals or property. A dog thataggressively charges when people walk by on the sidewalk,and is only restrained by its leash/tether, will be considered anaggressive threat. If you own a dog which exhibits this behav-ior, either bring it inside the house, or prepare to be visited byboth the housing office and/or the police. As you know, smallchildren often dont walk on sidewalks, and if your dog bitesor mauls anyone, the consequences will be profound. You are

    responsible for the actions of your pets. Pet deposits will bepicked up immediately. You are also responsible for cleaningup after your pets when you walk your pet.

    Another issue is housing area appear-ance. For example, residents cannot

    park ATVs in their front yard as long-term storage. We have the most relaxedATV policy in the Army they cannotbe ridden on any other installation orstored outside at quarters please dontabuse this. POVs must remain on pave-ment at all times, and no major POVrepairs my be done in housing areas ordriveways. Lets keep the housing arealooking sharp and professional. This isnot only about looking good, but is a morale, quality of life,and safety issue.

    Remember, living on the installation is a privilege - not a

    right. The Residents Handbook spells out the requirementsfor living in Fort Greely Housing. If you need a handbookcontact the Housing Office at 873-4658. Please take time toreview it. If a resident is in violation of the handbook repeat-edly, the result can be eviction from housing. So please followthe policies and respect your neighbors they may not com-plain to you, but they do complain to me.

    In format ionOne of my most important duties of a commander is to effec-

    tively communicate with members of the organization withtimely, accurate and relevant information. Effective internalcommunications is not just about providing information and

    creating awareness, but more importantly, it can enhance mo-rale, readiness, safety and quality of life.

    Here at Fort Greely Im fortunate to have numerous commu-nication tools at my disposal to explain policies, programs andoperations; recognize achievements; provide avenues for feed-back; and more. As you know we have a Command Channelon GCI channel 6, an MWR newsletter, a Garrison newsletter,a centrally-located marquee, post-wide email distribution, nu-merous bulletin boards and regular Town Hall meetings.

    Im happy to announce that we now have a re-designed, pro-fessional-looking, public webpage. Now Fort Greely residentsand other personnel across the world have yet another meansof garnering information about this installation. Check out the

    website at www.greely.army.mil. There are plenty of links andnews available on the site.

    The Fort Greely Safety Officewill conduct Cold WeatherTraining, Oct. 8 and 9 at theChapel Annex from 9 to 11 a.m.and 1 to 3 p.m. on both days.

    The class will cover winterclothing, how to winterize yourvehicle, things to carry in yourvehicle to help you survive ifyou get stuck or your car breaksdown away from home and lotsmore.

    The instructors have been inAlaska for a long time and theyare very knowledgeable. We willalso have handouts. If you canattend please call the Safety Of-fice at 873-5239 and let us nowwhat day you can attend.

    Medica lAnother area I have received several

    inquiries about is travel expenses forFamily members medical trips to Fair-banks.

    The Defense Finance and AccountingService has required Family members tofile required receipts for gas, meals, etc.,for reimbursement since Oct. 1, 2007. Inthe past, DFAS has not been strictly en-forcing this policy but they are now.

    Family members are authorized up tothe per diem rate for travel, but they mustsubmit a receipt proving what they spenton gas and will be reimbursed for thatamount and that amount only.

    Family members used to get $96 for atrip to Fairbanks, but that is no longer the

    case. They will get back what theyspend but only up to the maximumamount allowed by per diem. To get paidthey will need to fill up at the end of thetrip even if they filled up before leaving.

    This only applies to Family members.Military members must do their travelthrough the Defense Travel System, or

    DTS, and do not need receipts for gas orofficial expenses under $75. Militarymembers receive reimbursement basedon mileage and per diem.

    Several families have also asked aboutreimbursement for dental travel ex-penses. The Army and State NationalGuard Dental Point of Contacts haveresponded to our queries, and their uni-fied position is that we have adequatedental care here, there is no regulatoryrequirement to provide dental travelfunds, and thus there are no funds avail-able to compensate for dental travel toFairbanks or Fort Wainwright.

    WeatherWinter is not officially here until in

    December. Plan accordingly and takecare of yourself. PMCS your equipment- Dress appropriately to avoid coldweather-related injuries. Take care ofyour vehicle and carry emergency sup-plies. Let people know where you aregoing, when you will get there, and callthem when you arrive just like a Flight

    Plan. Breaking down in extreme coldweather can be life-threatening if you arenot prepared. Take care of your homefurnace, wood stove, pellet stove, base-board heatwhatever you use to heatyour home, make sure its in good oper-ating condition and have emergency sup-plies on hand.

    If you live on-post, make sure yourTemperature Sensitive Light - the redlight is serviceable and ready to installin a window facing the street. As youmay know, this light will come on if thetemperature within your quarters drops toa point where a freeze up could occur,and it alerts the Public Works and Hous-ing staff to investigate immediately inorder to prevent damage to your quarters.

    Commentary by Lt. Col. Mark Murphy

    354th Maintenance Group deputy commander

    Eielson Air Force Base, Alaska

    Ilearned a big lesson on ser-vice Aug. 4, 2008, whenEielson had the rare honor of

    hosting President Bush on a refu-eling stop as he traveled to Asia.

    It was an event Eielson will never forget a hangar full of Airmen and Soldiersgetting to see the Commander in Chief upclose, and perhaps even shaking his hand.An incredible amount of effort goes intopresidential travel because of all of thelogistics, security, protocol, etc ... so it was

    remarkable to see Air Force One land atEielson on time at precisely 4:30 p.m.--however, when he left less than two hourslater, the President was 15 minutes behindschedule.

    Thats a big slip for something so tightlychoreographed, but very few people knowwhy it happened. Heres why.

    On Dec. 10, 2006, our son, Shawn, was aparatrooper deployed on the outskirts ofBaghdad. He was supposed to spend thenight in camp, but when a fellow soldierbecame ill Shawn volunteered to take his

    place on a nighttime patrol in the con-voys most exposed position as turret gun-ner in the lead Humvee. He was killedinstantly with two other soldiers when anIED ripped through their vehicle.

    I was thinking about that as my familyand I sat in the audience listening to thePresidents speech, looking at the turret onthe up-armored Humvee the explosiveordnance disposal flight had put at theedge of the stage as a static display.

    When the speech was over and the Presi-dent was working the crowd line, I felt atap on my shoulder and turned to see aWhite House staff member. She asked meand my wife to come with her, because thePresident wanted to meet us.

    Stunned, we grabbed our two sons thatwere with us and followed her back into aconference room. It was a shock to gofrom a crowded, noisy hangar, past all ofthose security people, to find ourselvessuddenly alone in a quiet room.

    The only thing we could hear was a cellphone vibrating, and noticed that it was

    coming from the jacket Senator Stevensleft on a chair. We didnt answer.

    A short time later, the Secret Serviceopened the door and President Bushwalked in. I thought we might get to shakehis hand as he went through. But instead,he walked up to my wife with his armswide, pulled her in for a hug and a kiss,and said, I wishI could heal thehole in yourheart. He thengrabbed me for ahug, as well aseach of our sons.Then he turnedand said,Everybody out.

    A few secondslater, the four ofus were com-pletely alonebehind closeddoors with thePresident of theUnited States and not a Secret Serviceagent in sight.

    He said, Come on, lets sit down andtalk. He pulled up a chair at the side ofthe room, and we sat down next to him. Helooked a little tired from his trip, and he

    noticed that his shoes were scuffed upfrom leaning over concrete barriers toshake hands and pose for photos. Heslumped down the chair, completely re-laxed, smiled, and suddenly was no longerthe President - he was just a guy with ajob, sitting around talking with us like afamily member at a barbeque.

    For the next 15 or 20 minutes, he talkedwith us about our son, Iraq, his family,faith, convictions, and shared his feelingsabout nearing the end of his presidency.He asked each of our teenaged sons what

    they wanted to do in life and counseledthem to set goals, stick to their convic-tions, and not worry about being the coolguy.

    He said that hed taken a lot of heat dur-ing his tenure and was under a lot of pres-sure to do what's politically expedient, butwas proud to say that he never sold hissoul. Sometimes he laughed, and at othershe teared up. He said that what hell missmost after leaving office will be his role asCommander in Chief.

    One of the somber moments was whenhe thanked us for the opportunity to meet,because he feels a heavy responsibilityknowing that our son died because of adecision he made. He was incredibly hum-ble, full of warmth, and completely with-out pretense. We were seeing the man hisfamily sees.

    We couldnt believehow long he was talk-ing to us, but heseemed to be in nohurry whatsoever. Inthe end, he thanked usagain for the visit andfor the opportunity toget off his feet for afew minutes. He then

    said, Lets get somepictures. The doorsflew open, Secret Ser-vice and the WhiteHouse photographercame in, and suddenlyhe was the President

    again.We posed for individual pictures as he

    gave each of us one of his coins, and thenhe posed for family pictures. A few morethank yous, a few more hugs, and he wasgone.

    The remarkable thing about the wholeevent was that he didnt have to see us atall. If he wanted to do more, he could'vejust given a quick handshake and said,Thanks for your sacrifice. But he didnt he put everything and everyone in hislife on hold to meet privately with the fam-ily of a Private First Class who gave hislife in the service of his country.

    What an incredible lesson on service. Ifthe President of the United States is will-ing to drop everything on his plate to visitwith a family, surely the rest of us can do

    it. No one is above serving another person,and no one is so lofty that he or she canttreat others with dignity and respect.

    We often think of service in terms ofsacrificing ourselves for someone in a po-sition above us, but how often do we re-member that serving someone below uscan be much more important?

    If youre in a leadership capacity, take agood look at how youre treating your peo-ple, and remember that your role involvesserving the people you rely on every day.

    United States is willing todrop everything on his

    plate to visit with a family,surely the rest of us can doit. No one is above serving

    another person, and noone is so lofty that he or

    she cant treat others with

    dignity and respect.

    The recent first snowfall signals the

    arrival of one the most dangeroustimes of the year for vehicle accidents inAlaska.

    Every year at this time traffic accidentsincrease dramatically. The most commonaccidents are not being able to stop at in-tersections and front end sliding wide oncorners. Both can be prevented by adjust-ing your speed to road conditions.

    Newcomers to Alaska and old-timersalike need to mentally adjust to the newdriving season.

    Winter driving requires a conscious ef-

    fort to adjust to the lack of traction and theforgotten or never learned driving stylerequired for driving on ice and snow-packed roads.

    Driving on ice and snow can require upto three times the stopping distance com-pared to normal dry road surfaces. Whatthis means is that if you can normally stopyour car or truck in 300 feet on a dry roadsurface it can take you up to 900 feet thats almost a quarter mile on an icy orsnow-packed surface. You need to in-crease your following distance by at leastthree times to compensate for the increasedstopping distance. Along with driving onicy and snow-packed road surfaces alsocomes driving in increasing darkness.

    Because increased stopping distance is

    required, it is easy to overdrive yourheadlights. Overdriving your headlightssimply means, by the time a hazard ap-pears in your headlights, you may be tooclose to stop or avoid the hazard. To helpavoid these situations, allow for extra stop-ping distance, keep your headlights andtail-lights clean.

    Adding to the hazardous road conditionsare moose. Moose are every where in

    Alaska and can pop up in front of you atany time. In spite of their size they arevery difficult to see because of their col-oration and they are very agile. Manyroads around the state are secondary roadswith narrow cleared areas on either side. Ifyou are distracted or driving too fast yourvehicle and the moose dont stand achance. Several people are killed everyyear in collision with moose.

    Winter: New driving season at hand

    Warm your car up before departing.

    Clean all of the snow and ice from your windows and lights before you drive off.

    Allow extra time for your trip.

    Begin stopping, prepare for lane changes or turns well in advance.

    Avoid sudden braking, turns and acceleration.

    Watch traffic in front, behind and on all sides of you and anticipate what the otherdriver might do.

    Allow three to six times the normal following distance.

    Do not use cruise control.

    Use extreme caution when driving into blowing snow.

    Above all slow down.

    Many roads around the state are secondary roads with narrow cleared areas on either side.

    Aquick stick in the arm or a sprayin the noseORA week of headaches, coughing,

    sneezing, chicken soup and misery, whileyour unit works shorthanded.

    Not that hard a choice to make.Influenza is a contagious respiratory

    disease that can have serious, even fatal,effects. It threatens military readiness,with the potential to put many servicemembers on sick call instead of on duty.Therefore, all military members are re-quired to be vaccinated against the flueach year.

    The Centers for Disease Control and

    Prevention estimated an average of36,000 Americans died annually in the1990s due to influenza-related complica-tions. Each year 5 to 20 percent of theUnited States population gets the flu,resulting in about 200,000 people beinghospitalized. Vaccination is your bestprotection against influenza infection,said Army Lt. Col. Patrick M. Garman,deputy director for scientific affairs atthe Department of Defense Military Vac-cine Agency.

    DoD will offer its beneficiaries in-

    fluenza vaccinations during the flu sea-son in accordance with national guide-lines. Certain groups take priority, suchas active duty or individuals with chronicdiseases like diabetes, and after thesegroups are adequately taken care of thevaccine will be available to any benefici-ary who wishes to be vaccinated,Garman added.

    Flu immunizations are mandatory forall active duty, National Guard and re-serve personnel. The DoD has estab-lished a goal of having 90 percent ofthese people vaccinated by Dec. 31.Vaccinations also are mandatory for ci-vilian health-care personnel who providedirect patient care in DoD medical treat-ment facilities, and for emergency-essential DoD civilian personnel. Thevaccine is available by injection or intra-nasal spray.

    Influenza viruses change from yearto year. Protection that develops after aperson is infected or is immunizedagainst the circulating viruses of oneseason does not provide adequate cross-protection when a new influenza strain

    develops, Garman said.This years influenza vaccine compo-

    sition in the U.S. is recommended for theNorthern Hemisphere by the WorldHealth Organization. When the vaccineis well matched to the circulating virusstrain, immunization of healthy adultshas been 70 to 90 percent effective inpreventing influenza illness.

    We stress that influenza vaccinationshould continue until the supply is ex-hausted or until the expiration date isreached for the vaccine. The highest inci-

    dence of disease is usually in February,but influenza can be contracted yearround, Garman said.

    More information about influenzaand influenza vaccinations is availableon the Internet from the Military VaccineAgency at www.vaccines.mil/flu andfrom the Centers for Disease Control andPrevention at www.cdc.gov/flu/protect.

    Influenza is spread through aerosol-ized respiratory droplets during closecontact with an infected person or ani-mal, or through contact with a contami-nated object. In addition to vaccination,experts recommend frequent handwash-ing and avoiding close contact with peo-ple who are sick. Also, people who aresick should avoid others if possible, washhands often and cover the mouth andnose when coughing or sneezing to pre-vent the virus from spreading.

    Most people who receive influenzavaccine experience no serious problems.Side effects of the injectable vaccinesuch as soreness, redness or swelling atthe injection site, fever, weakness, head-ache or muscle aches may last one or two

    days. More serious problems such assevere allergic reactions are rare. Sideeffects of the intranasal vaccine can in-clude runny nose, headache, fever, coughand sore throat.

    People in a few categories, such aschildren less than 6 months old, thosewith sensitivity to eggs or egg products,or those with a history of Guillain-BarreSyndrome, should not receive the influ-enza vaccine.

    There are several options availablefor Fort Greely members. The Aid Sta-

    tion will begin giving flu vaccinations toactive-duty personnel Oct. 1. If there isvaccine remaining once all Soldiers havereceived vaccinations, the Aid Stationwill be able to offer vaccines to eligibleDoD civilians. For vaccinations in DeltaJunction, call the Public Health Center,895-4292, or Family Medical Center,895-5100.

    Vaccination best protection against flu

    All personnel are required to

    perform the following simpleenergy and water conservationpractices in both the workplaceand at their residence:Turn off lights when leav-

    ing the office or workplace.This simple act can save sig-nificant amounts of energy.Installing Compact Fluores-

    cent Light Bulbs at home andin the office can save 75 per-

    cent of the energy used by

    similar incandescent bulbs.A small drip from a leaky

    USDA Child and Adult Care Food ProgramThe Fort Greely Child and Youth Services Program announces its participation in the USDA Child and Adult Care Food Program

    administered by the Alaska Department of Education and Early Development. Meals will be made available to enrolled children atno separate charge without regard to race, color, national origin, sex, age, or disability. Parents income determines the amount ofmoney USDA will reimburse us to provide meals to enrolled children. The income eligibility guidelines listed below are used todetermine our reimbursement from the USDA. Children from households whose monthly income is at or below these levels areeligible to be counted for free or reduced-price meal reimbursement.
