for new arrivals and visitors. The costvaries from $30 to $87 a night, depend-ing upon the location, the number ofpeople and type of room. Fort Belvoirhas 539 rooms available and 13 distin-guished visitor rooms. Reservationsmay be made 6 months in advance forpersonnel with official orders, TDY andPCS. Military PersonnelAll military personnel should report

to the unit to which they are assignedupon arriving at Fort Belvoir. Once theyreport, they will be given two check-lists. The first is an in-processing

checklist for their unit and the second isfor the installation. These lists cover allof the facilities that the service memberneeds to visit.

Military personnel can go to theDirectorate of Human Resources officefor in/out processing, to obtain commonaccess cards (CAC) or identification(ID) cards, or for Defense EnrollmentEligibility Reporting System (DEERS).Other services provided by this officeinclude: military records update; retireeservices; 30/180 day retirement/transi-tioning briefing; survivor benefit plan(SBP) counseling; passport services;casualty assistance; and levy briefings,including processing orders. Assistancewith medical boards, promotions andawards are also available at this office,located in Bldg. 213, 5815 20th Street.Hours are Monday through Friday, 7:30a.m. to 4 p.m. Phone: (703) 805-1026

FinanceThe Defense Military Pay Office is

located in Bldg. 219. Hours of opera-tions are Monday, Tuesday, Thursdayand Friday, 8 a.m. to 3:30 p.m. (closedfor lunch noon to 1 p.m.), andWednesday, 8:30 a.m. to noon. Soldiersseparating or retiring from the servicemust have an appointment, which isgiven at the 30-day briefing. All othersshould schedule an appointment withcustomer service. Please call the cus-tomer service desk at (703) 805-2501.Reservists must call (703) 805-5321/2501 for an appointment. Soldiersin processing must report to their unitsto schedule an appointment.

Identification CardsIdentification cards for Soldiers, fam-

ily members and civilian employees canbe obtained at the ID Card Section inBldg. 213 on 20th Street. Soldiers mayrenew ID cards by reporting with sup-porting documents, such as promotionorders for E-5 and above or enlistmentcontracts. Civilian employees will beimbedded into the DEERS system bytheir civilian personnel office and con-tractors will be verified in the DEERSsystem through the contract verify sys-tem (CVS).

Wait times are longest for walk-inpatrons, especially during the peakoperating hours from 11 a.m. to 2 p.m.To minimize wait times and increaseconvenience, schedule an appointmentonline at the following web address:

Military family members must meetone of the following criteria to obtainan ID card:

a. Be accompanied by their sponsor;b. Present a signed and notarized DD

Form 1172;c. Present a DD Form 1172 verified

by any ID card-issuing facility; ord. Present a general power of

attorney.Initial DEERS enrollment requires

mandatory disclosure and verificationof Social Security numbers of all bene-ficiaries of the uniformed services'health care system. Failure to disclose aSSN when enrolling in DEERS willresult in loss of eligibility for medicalcare benefits in military treatment facil-ities.

Additionally, you must have certifiedcopies of your marriage certificate forspouse, divorce decree if beneficiarywas previously married, certified birthcertificate for children/step-children,and a final adoption decree if the familymember was adopted. A hospital confir-mation of birth letter can be used inplace of a birth certificate for a childunder the age of one year. Everyonemust be enrolled in the DEERS database before an ID card can be issued, orbefore medical treatment can be given.

Dependents 21 through 23 years ofage remain eligible for an ID card ifthey are pursuing a degree full-time atan accredited college. Dependent musthave a letter from the registrar's officeon the school's letterhead stating thatthat the dependent is a full-time student,how many hours they are attending, andan anticipated graduation date, alongwith a point of contact.

Dependent ID cards can be renewed90 days from the card's expiration date,with the exception of a dependent that

is turning 65 years of age. These IDcards can be renewed on the first of themonth of the 65th birthday or any daythereafter. (Don't forget your MedicarePart A and B Card for sponsors anddependents turning 65.)

The ID card facility is located at theDEERS office, 5815 20th Street FortBelvoir, Va. 22060, (703) 805-5578.Hours are Monday thru Friday, 7:30a.m. to 4:30 p.m. (doors close at 3:30p.m.) On the third Wednesday of eachmonth the facility closes its doors at 3p.m. Phone: (703) 805-5578.

Vehicle and Firearm RegistrationThe Visitors Processing Operation

Center at Tulley Gate conducts vehicleand firearm registrations. The centeroperates from 8 a.m. to 5 p.m. Mondaythrough Friday.

All personnel assigned or attached toFort Belvoir and its tenant organizationsmust register their vehicle. To register aprivately owned vehicle, military orcivilian personnel must provide proof ofinsurance, driver's license and military,dependent or civilian identificationcard. Eligible visitors may obtain along-term pass.

Military members and their familieswho are assigned, attached or residingat Fort Belvoir billeting or quartersmust register all privately ownedfirearms within 72 hours of beingbrought on to the installation.Registration is not required for firearmsthat are permanently stored off post.Firearms are not allowed to be stored inFort Belvoir billeting. You will need tosee your unit for storage of weapons.

Motorcycle SafetySuccessful completion of a

Motorcycle Safety Foundation Courseis required to register a motorcycle atFort Belvoir. Evidence of course com-pletion from other areas will be accept-ed. Training is conducted at FortBelvoir, March through September.Only ten people can be enrolled percourse and enrollment is on a first-come, first-served status. Phone: (703)806-3305

Speed LimitsThe speed limit on post varies, but is

15 mph in all housing areas unless oth-erwise posted. Speed limits are enforcedusing radar, especially in housing areas,due to the presence of children.

Individuals cited for moving viola-tions will receive a United StatesMagistrate ticket, requiring either thepayment of a fine or appearance inMagistrate Court. Please obey all speedlimits, traffic laws and signs.

Household GoodsHousehold goods movements

(inbound, outbound and non-temporarystorage) and personal property entitle-ments matters are handled by the JointPersonal Property Shipping Office,Washington Area (JPPSOWA). Thisoffice moves more than 63,000 ship-ments of household goods annually formembers of all five branches of the

armed services and Department ofDefense employees.

Standards and CourtesiesAll military members assigned to any

organization at Fort Belvoir are expect-ed to comply with service regulationsand directives concerning personaldress and appearance, and to adhere toall military customs and courtesies.

Fort Belvoir is accessible to the gen-eral public, under the restraints ofaccess control. Residents of nearbycommunities are frequent visitors.Military bearing should always be away of life for service members. Thewearing of appropriate uniform is animportant element of military life atFort Belvoir.

Wearing the dress uniform is encour-aged for attendance at social events.Civilian clothing may be worn off duty.Utility uniforms, specifically the BattleDress Uniform and the Army CombatUniform, are authorized for wear offpost during duty hours (6 a.m. to 6p.m.), for essential personal businessthat must be accomplished during duty

hours when an establishment is notopen on weekends or after the normalduty day. Examples include car repairs,licensing, dropping off or picking upchildren from day care and for lunch atfast food establishments.

After normal duty hours, utility uni-forms may be worn during travel direct-ly to and from work, and emergency oressential stops such as automobilerepairs or fuel. Under no circumstanceswill utility uniforms be worn to night-clubs, bars or other entertainment facili-ties off post.

Severe WeatherFort Belvoir has an emergency plan

to respond to severe weather and informthe community of changes to operatingstatus. A 24-hour hotline provided bythe Fort Belvoir Public Affairs Officecan be reached by dialing 703-805-3030. The installation also has agree-ments in place with several radio andregional television stations that willannounce any changes in Fort Belvoir'soperational status. Fort Belvoir housing is privatizedunder the Army's ResidentialCommunities Initiative program. Theprogram's goal is to improve the qualityof life for military families by offeringsafe, affordable and attractive residen-tial communities. The intent of the pro-gram is to provide military families thesame quality of life in housing as thecivilians they defend. Clark PinnacleFamily Communities is Belvoir's devel-opment partner. The Army and ClarkPinnacle came together on Dec. 1,2003, to form a new entity that ownsthe housing - Fort Belvoir ResidentialCommunities LLC (FBRC). WhileFBRC is the owner, various members ofClark Pinnacle handle all of the day-to-day construction and operations activi-ties.

Clark Pinnacle's years of nationalexperience in developing, constructingand managing residential communitieswill ensure that the military families at

Fort Belvoir receive modern homes andamenities as well as exceptional servic-es. Clark Pinnacle is a partnershipbetween developer Clark Realty Capitalof Bethesda, Md., and property managerPinnacle of Seattle, Wash. Clark RealtyCapital and affiliates are providing thedevelopment, design, construction andasset management of the housing atFort Belvoir. Pinnacle is providingproperty management services for FortBelvoir housing.

Housing RegistrationAll military members with families

are required by the Department of theArmy to report to the Family HousingOffice as part of in-processing. Militarypersonnel must have their permanent-change-of-station orders before they canapply for on-post housing. Fort Belvoirhomes are available to active duty mili-tary members from all service branchesassigned to Fort Belvoir and the

National Capital Region.As new families arrive at Fort

Belvoir, they will be directed to theWelcome Center where they will begreeted by a team of professionallytrained housing consultants. A housingconsultant will provide new familieswith a tour of Fort Belvoir and theirpotential new home. The tour includes adiscussion of the history of the regionand the post, and the activities andamenities residents will enjoy while liv-ing on post.

The new homes offer at least three bed-rooms and two full baths, dishwashers,and nine-foot ceilings on the first floors.Each home also has a two-car garage.They are ENERGYSTAR™-certified,computer ready and include manyupgraded features such as cabinets andflooring. The neighborhoods promotepedestrian-friendly living through walk-ways and alley-accessible garages.

Fort Belvoir ResidentialCommunities also include several hand-icap-accessible, ranch-style homes, anew welcome center and some smallretailers. There are also 25 townhomeslocated above the shops in the FortBelvoir Town Center that are availableto all rank structures.

Service RequestsResidents should place a call to the

centralized maintenance phone numberat (703) 454-9797 in order to requestmaintenance service. Maintenancerequests can also be submitted via e-mail or on the Web site at www.village-

satbelvoir.com. Service requests areplaced into one of three categories:emergency, urgent or routine. A workorder number is issued at the time ofrequest for tracking. Residents shouldclearly state their name and address andthe nature of the problem when submit-ting a service request to ensure a properresponse. Residents should also providepermission to enter their home, orrequest a morning or afternoon appoint-ment. Clark Pinnacle strives to respondto all routine maintenance requestswithin 72 hours.

In addition to 24-hour maintenanceservice, Clark Pinnacle provides yardmaintenance for each home. Militaryfamilies no longer have to cut grass,rake leaves or shovel snow from publicsidewalks in front of their homes.

Residential CommunitiesLiaison Office

The Fort Belvoir ResidentialCommunities Liaison Office (RCLO)was established Dec. 1, 2003. As the

Army's liaison to FBRC partnership, theRCLO mission is to represent the fami-ly housing residents in dealing with thehousing and installation staffs at FortBelvoir. In general, and under normalconditions, residents will interact rou-tinely with Clark Pinnacle's propertymanagement office for day-to-day itemsrelated to family housing. However,from time to time, the residents mayhave a need to contact the RCLO toshare their opinions about family hous-ing or discuss other issues that mayarise. The RCLO may act as a mediatorbetween the residents and the propertymanagement team on any unresolvedissues or concerns. RCLO also handlesthe Housing Services Office (HSO) andthe Set Aside Program. Those on activeduty orders more than 30 days areauthorized care, however, they mustprovide a copy of orders or any amend-ments.

The DeWitt Health Care NetworkFort Belvoir's DeWitt Army

Community Hospital is the central facil-ity of a comprehensive health care net-work serving active and retired militarypersonnel and their families residing in

Northern Virginia. The DeWitt HealthCare Network is recognized as the pri-mary care base for the Walter ReedHealth Care System.

In addition to the 45-bed hospital,DeWitt operates four primary care clin-ics called family health centers. TheFamily Health Care Clinics of FortBelvoir and Fort Myer are located onmilitary installations. The FamilyHealth Centers of Fairfax andWoodbridge are community-based.

The DeWitt Health Care Network iswellness oriented and patient focused. Itserves more than 86,000 beneficiaries.Active-duty personnel, with their unitcommander's approval, can choose toenroll in TRICARE Prime at any mili-tary medical facility in the area. Servicemembers are strongly encouraged tohave all of their health care needs man-aged by the clinic where they areenrolled. Calling for a same-dayappointment is the preferred method ofreceiving care for urgent medical condi-tions. Active duty members who cannotcall ahead for a same-day appointmentmust sign in no later than 7:15 a.m.,Monday through Friday.

Mental health services are co-locatedwith each family health center.

Outpatient mental health and access tothe specialized mental health services inlocal military medical centers is one ofthe benefits available to military fami-lies in Northern Virginia. DeWitt is thedesignated site for Adolescent PartialHospitalization, an innovative programdesigned for teens who do not needlong-term residential treatment but whodo require more intensive and struc-tured care than outpatient therapy. Adultinpatient and partial programs are pro-vided through Walter Reed ArmyMedical Center. National NavalMedical Center, in Bethesda, Md., pro-vides adolescent inpatient services.Malcolm Grow Medical Center atAndrews Air Force Base offers sub-stance abuse inpatient and partial hospi-talization programs.

Patients who come to the EmergencyTreatment Room with a life-threateningmedical condition will always receivepriority care. The Acute Minor IllnessClinic (AMIC), also located in the hos-pital, is an extension of the EmergencyTreatment Room. Patients who aretriaged with an urgent rather than anemergency medical condition may bereferred to the AMIC. Specialty services at DeWitt includeallergy, audiology, aviation medicine,cardiology, dermatology, gastroenterol-ogy, general surgery, neurology, nutri-tion, ob/gyn, optometry/ophthalmology,orthopedics, physical therapy, podiatry,respiratory therapy, sports medicine andurology.

As a partner in the Walter ReedHealth Care System, DeWitt is a com-ponent of a larger, integrated health caredelivery system offering access to themost sophisticated, high-tech specialtycare. Some physicians assigned toWalter Reed also have office hours atDeWitt, providing expertise in areassuch as adult and pediatric cardiology,pulmonary, pediatric endocrinology,gastroenterology, rheumatology andcomplicated adolescent medicine. TRICARETRICARE began in this area in June

1998. All military clinics and facilities,including the four family health centers,provide priority care to those whoenrolled in TRICARE Prime. Constructing the New Hospital: TheNational Capital Area (NCA) BRACplan calls for merger of Walter ReedArmy Medical Center and the NationalNaval Medical Center and constructionof integrated medical facilities andfunctions at Bethesda (North) and FortBelvoir (South). There will be a worldclass, 345 bed medical center onBethesda campus (Walter Reed NationalMilitary Medical Center), and a premier120-bed robust community hospital onFort Belvoir. The new construction con-sists of 870,000 square feet (three timesthe size of the current DeWitt facility)with expanded inpatient and outpatientservices.

All planning for the new hospital atFort Belvoir is directly tied to theBRAC plan and the planning forBethesda and WRAMC in the North.The new DeWitt BRAC hospital willreplace the current fifty year old facili-ty, which was dedicated May 1957.Planning continues from a joint per-spective headed by the Multi-ServiceMarket Office and Office of Integration.

The first vertical construction at thehospital began in June, 2008.Completion is scheduled for August,2010.

RECYCLINGFort Belvoir has an active, award

winning recycling program in whicheach person living or working here canbe proud to participate. Recycling ismandatory per Fort Belvoir policy forall residences, office buildings, and ten-ant organizations.

Recyclables are collected from fami-ly housing areas every Monday (exceptfederal holidays). Residents shouldplace newspapers; clear, green andbrown glass; aluminum and metal cans;and #1 and #2 plastic bottles in thegreen bins provided with quarters at thecurb by 7 a.m. Please rinse food con-tainers and remove lids from glass andplastic containers. No additional sortingis required.

Office building collection operatesMonday through Friday in more than215 buildings. Look for the collectionboxes in each building for white paper,mixed paper, newspaper, aluminumcans, glass containers and plastic bot-tles. As with family housing, pleaserinse all beverage and food containersand remove all lids from these contain-ers.

Cardboard can be deposited in anyone of the green cardboard collectiondumpsters located across post - pleasemake sure that the cardboard is brokendown and inserted through the slot. TheRecycling Center, Bldg. 1089, collectsall of the items listed above, as well ascardboard, phone and other old/usedbooks, plastic bags, laser toner car-tridges, waste motor oil, and scrapmetal. Additionally, the Recycling

Center is the household hazardouswaste collection point. Materials col-lected through this program are lead-acid batteries, oil based paint, herbi-cides and pesticides. Please make sureall materials are in their original con-tainers and that waste oil does not con-tain any fuel or other contaminants.

Jackson Miles AbbottWetland Refuge

In 1988, Fort Belvoir established asecond refuge, the Jackson MilesAbbott Wetland Refuge, to protectanother sensitive wetland area and toprovide opportunities for wildlifewatching. This refuge has a one-mileasphalt trail with an observation deckoverlooking the wetland area. It alsooffers fishing (including handicap-accessible fishing piers) in MulliganPond. A Virginia state fishing license isrequired. The refuge is open to the pub-lic from dawn to dusk, seven days aweek.

Fort Belvoir's history is interwovenwith the founding of Fairfax County,the settling of Virginia and the birth ofour nation. The 8,656-acre tract alongthe Potomac River that is now FortBelvoir was once part of a grant from a17th century English king. Control ofthe land, known as the Northern Neck,was handed down through the Culpeperfamily to Thomas, the sixth LordFairfax, who, in 1734, persuaded hiscousin, Col. William Fairfax, to come toVirginia and oversee the family's hold-ings.

In 1741, Col. Fairfax built his homeon 2,000 acres of what is now much ofthe South Post peninsula. The mansionsat on a high bluff overlooking thePotomac. Col. Fairfax named the estateBelvoir, which is French for "beautifulto see".

Col. Fairfax's eldest son, GeorgeWilliam, befriended young GeorgeWashington, who at age 16, came tolive with his elder half-brother

Lawrence at nearby Mount Vernon. TheFairfax family made Belvoir a center ofculture and aristocratic elegance in theVirginia wilderness, and the family fre-quently entertained members of colonialVirginia society. Washington was a fre-quent guest at Belvoir.

Col. Fairfax died in 1757, and he andhis second wife, Deborah, are buried onthe estate grounds. George WilliamFairfax and his wife, Sally, returned toEngland in 1773, and the Fairfax familyrented out the land and home until1783, when it was mostly destroyed byfire. The mansion was further damagedby British cannons when U.S. militaryforces on the peninsula engaged Britishships leaving Alexandria after the burn-ing of Washington on their way to FortMcHenry in September 1814.

The Philip Otterback family pur-chased the Belvoir peninsula in theearly 1840s and made it one of thelargest fisheries on the Potomac River.The District of Columbia purchased1,500 acres from the Otterback familyin 1910 for a proposed prison. Localcitizens objected to the plan, and the

land was transferred to theWar Department in 1912. In1915, engineer troops fromWashington Barracks, nowFort McNair, established"Camp Belvoir" as a riflerange and training camp.The name was changed

to Camp A.A. Humphreys Dec.23, 1917, when the Corps of Engineersbegan construction of a major campduring an unusually bitter winter totrain engineer replacements for WorldWar I.

The post was renamed FortHumphreys in 1922 to indicate its per-manent status. In recognition of itscolonial-era significance, it was redesig-nated Fort Belvoir in 1935. From itsestablishment until 1989, Fort Belvoirwas home to the Army's EngineerSchool, training more than 700,000 offi-cers and enlisted soldiers for service inall major wars and peacekeeping forcesworldwide.

In 1988, the post was transferredfrom the U. S. Army Training andDoctrine Command to the MilitaryDistrict of Washington. In 1989, the lastEngineer School class graduated fromBelvoir and the school completed itsmove to its new home at Fort LeonardWood, Mo.

Today, Fort Belvoir serves as astrategic sustaining base as part of theNational Capital Region District of theInstallation Management Command.The post retains strong ties to theMilitary District of Washington formany operational matters.

Overview:The 2005 Base Realignment and Closure legislation was

signed into law on Nov. 9, 2005. Under BRAC law, FortBelvoir will have a net gain of approximately 19,300 militaryand civilian employees - the largest net gain of any DoDinstallation.

BRAC 2005 will nearly double the size of Fort Belvoir'sworkforce to a total population of 43,000 by September 15,2011 - the federally mandated date by which BRAC must becompleted.

The cost of construction for new facilities, renovated facil-ities, and infrastructure projects related to the implementationof BRAC at Fort Belvoir is forecasted to cost more than $4billion.

With all of the BRAC projects now fully under construc-tion, the future appearance of Fort Belvoir is beginning totake shape. The post will expand to include a total of threenon-contiguous sites or substations in the region. Non-con-

tiguous Fort Belvoir property includes Rivanna Station inCharlottesville, Va, the Fort Belvoir North Area inSpringfield, Va., and a portion of the Mark Center inAlexandria, Va., that are now home to three BRAC realignedorganizations at Fort Belvoir. They are the DefenseIntelligence Agency's Joint-Use Intelligence Analysis Facility,the National Geospatial-Intelligence Agency's New CampusEast, and the multiple Defense Department agencies formerlyin leased space in the National Capital Region, respectively.

To support the increased workforce and mission require-ments, the installation will invest $157 million into roads,utilities, communications and base support facilities whilerenovating existing space, building new buildings for incom-ing tenants, reconfiguring the installation, and implementingincreased traffic demand management practices to mitigatetraffic concerns. During 2010-2011, Gunston, Belvoir, andPohick Roads will be expanded to four lanes to accommodateBelvoir's growth.

AMERICAN RED CROSSProvides the emergency communica-

tion line between soldiers and their fam-ily members, access to financialassistance in times of emergencies, disas-ter assistance and information and refer-ral services. A full range of health andsafety courses are available to all mem-bers of the community, to include CPRand first aid training, babysitter's training,swimming and lifeguard training.

U.S. ARMY ACQUISITIONSUPPORT CENTER

The U.S. Army Acquisition SupportCenter (ASC) is a field-operating agencydirectly supporting the Army AcquisitionExecutive/Assistant Secretary of theArmy for Acquisition, Logistics andTechnology (AL&T) and the Director ofAcquisition Career Management. ASC:

• Provides oversight for the ArmyAcquisition Corps (AAC) and theAL&T Workforce by ensuring theprofessional development of theentire workforce as mandated in theDefense Acquisition WorkforceImprovement Act of 1990.

ARMY AERONAUTICALSERVICES AGENCY

This agency is the single Army repre-sentative for airspace, air traffic controlprocedures and aeronautical information.It represents the Army with national andinternational aeronautical matters, servesas the Army's primary interface with theFederal Aviation Administration and pro-vides Army representatives at each FAAregional headquarters.

ARMY ENTERTAINMENT DIVISIONThis Fort Belvoir-based division of the

U.S. Army Community and Family Sup-port Center is an Army Morale, Welfareand Recreation program that offers sol-diers and families opportunities to partici-pate in a variety of performing artsonstage, backstage and as spectators.There are six AED program areas. TheU.S. Army Soldier Show is a high-en-ergy, MTV/Broadway-style musical vari-ety show staged and performed by up to30 soldiers selected by audition. Theshow tours worldwide between May andOctober. The Army Concert Tour bringstop-name entertainers to a dozen installa-tions around the U.S. each summer. Sol-dier music activities include theAll-Army Battle of Bands, the Stars ofTomorrow talent search, and USA Ex-press, an all-soldier show band that toursannually, taking musical entertainment tosoldiers deployed and stationed at remotesites, which civilian entertainers cannotvisit. The Army Community Theater pro-gram makes the Army the largest pro-ducer of plays at the community theaterlevel, with 26 active community theatersat Army installations staging shows formore than 200,000 people a year.Launched in 2000, BRAVO! CENTER (ERDC), TOPOGRAPHICENGINEERING CENTER

The ERDC, Topographic EngineerCenter provides the warfighter with a su-perior knowledge of the battlefield andsupports the nation's civil and environ-mental initiatives through research, de-velopment and expertise in topographicand related sciences.

ARMY FORCEMANAGEMENT SCHOOL

The Army Force Management School(AFMS) was established as the Army'scentral educational institution for prepar-ing senior analysts and leaders for assign-ment in the Force Managementcommunity worldwide. The school pro-vides force management training to se-lected Army officers, noncommissionedofficers and Department of Army civil-ians serving in or selected for force man-agement or related assignmentsArmy-wide. The school provides updatedforce management publications and con-solidated force management support to

ARMY FORCE MANAGEMENTSUPPORT AGENCY

Part of a field operating agency of theArmy's Deputy Chief of Staff for Opera-tions and Plans, this agency is responsiblefor managing and modernizing force doc-umentation (Modification Table of Equip-ment, Table of Distribution andAllowances, Mobilization Table of Distri-bution and Allowances) of all personneland equipment requirements and authori-zations for the Army. ADD, USAFMSA,builds and maintains the database for allMTOE and TDA documents for theArmy. USAFMSA also provides analyti-cal support to the Army's force integra-tion and management community, from

installation level through the major com-mands to the Department of the Armysenior leadership.

ARMY INSPECTOR GENERAL SCHOOLConducts the Army Inspector General

Course. Created in 1983, this three-weekcourse is for commissioned officers, De-partment of Army civilians, warrant offi-cers and NCOs assigned to Armyinspector general offices worldwide. Thecourse teaches concepts, techniques andissues relating to the IG system. It exam-ines basic policies and procedures per-taining to the mission of IGs, includingassistance, investigations, inspections andteaching and training. The course devel-ops and reinforces the qualities, behavior,knowledge and skills required of IGs toenable them to be functioning, knowl-edgeable and contributing members ofthe IG system once they arrive at their as-

signments. Army IGs are required to at-tend this course before performing IG du-ties. There is also space available forsister services and DoD agencies.

AREA MAINTENANCE SUPPORT AC-TIVITY 91 (GROUND/WATERCRAFT)Provides maintenance for Army Re-

serve ground and watercraft units in theWashington, D.C., area.

We offer six courses of study, includ-ing the Sustaining Base Leadership andManagement resident and non-residentprograms. SBLM teaches the business ofthe Army with development of key skillssuch as leadership, communication andproblem solving. Personnel Managementfor Executives I and II focus on a leader'sskill in dealing with the "people" issuesof any organization. Our Command Pro-grams prepare incoming installation andgarrison commanders and their sergeantsmajor for new command assignments.These courses focus on the issues ofblending people with resources, facilities,environment, logistics, mobilization,training, personnel and security. TheGeneral Officer Installation Course andthe Garrison Precommand Course aremandatory for incoming installation andgarrison commanders. The GarrisonSergeants Major Course is highly encour-aged for installation and garrison ser-geants major.

ARMY MANPOWERANALYSIS AGENCY

The Army manpower analysis Agencyprovides the Secretary of the Army withan independent assessment capability oftotal Army requirements in the generatingforce, by reviewing and validating estab-lished manpower requirements proce-dures, models and concepts, anddeveloping requirements based on vali-dated missions and workload.

ARMY MATERIEL COMMAND:ESSENTIAL IN PEACE,

INDISPENSABLE IN WAR.AMC is the Army's premier provider

of materiel readiness - technology, acqui-sition support, materiel development, lo-gistics power projection, and sustainment- to the total force, across the spectrum ofjoint military operations. If a Soldier

shoots it, drives it, flies it, wears it, oreats it, AMC provides it.

The command's complex missionsrange from development of sophisticatedweapon systems and cutting-edge re-search, to maintenance and distribution ofspare parts.

AMC operates the Research, Develop-ment and Engineering Centers, Army Re-search Laboratory, depots, arsenals,ammunition plants, and other facilities,and maintains the Army's prepositionedstocks, both on land and afloat. The com-mand is also the DoD Executive Agentfor nuclear, chemical and biologicaldefense.

To develop, buy and maintain materielfor the Army, AMC works closely withProgram Executive Officers, the ArmyAcquisition Executive, industry and aca-demia, the other services and other gov-ernment agencies.

The command's main effort is toachieve the development, support, andsustainment of the future Army while atthe same time, supporting and sustainingthe current Army. Its maintenance depotsrestore weapon systems needed as theArmy makes its way to full transforma-tion. The command's overhaul and mod-ernization efforts are enhancing andupgrading major weapon systems - notjust making them like new, but insertingtechnology to make them better and morereliable.

AMC handles diverse missions thatreach far beyond the Army. For example,

AMC manages the multi-billion dollarbusiness of selling Army equipment andservices to friends and allies of theUnited States and negotiates and imple-ments agreements for co-production ofU.S. weapons systems by foreign nations.AMC also provides numerous acquisitionand logistics services to the other compo-nents of the Department of Defense andmany other government agencies.

AMC is headquartered at Ft. Belvoir,Va., and is located in about 149 locationsworldwide, including more than 40 statesand 38 countries. Manning these organi-zations is a work force of about 50,000dedicated employees, both military andcivilian, many with highly developedspecialties in weapons development andlogistics.

ARMY SECURITYASSISTANCE COMMAND

This U.S. Army Materiel Commandmajor subordinate command is theArmy's one-stop focal point for SecurityAssistance, a major element of U.S. for-eign policy, which includes the sale,grant, loan or lease of U.S. defense arti-cles and services to State Department-ap-proved international partners andmultinational organizations such asNATO and the UN. USASAC's main mis-sion is Foreign Military Sales (FMS), agovernment-to-government programwhich engages the U.S. Army with thedefense organizations of our allies andfriendly nations. The Army's multibillion-dollar FMS effort includes planning, de-livery and life-cycle support ofequipment and training, negotiating theinternational coproduction of U.S. Armysystems, and management of Army ex-port licenses for the transfer of materieland technology by U.S. firms to our inter-national partners. USASAC also servesas prop nent for Army security assistanceinformation management and financialpolicy, and provides logistics guidance tothe Army Security Assistance community.Additionally, the command

Office executes system safety engi-neering, health hazard, and environmen-tal programs for life cycle managementof systems developed, managed and sup-ported by CECOM, PEO C3S and PEOIEW&S. CORPS OF ENGINEERSOFFICE OF HISTORY

This office researches, writes, andpublishes on the history of the Corps'combat engineering, military construc-tion, and civil works missions, datingfrom the American Revolution to thepresent. The office also responds to in-quiries and maintains extensive researchcollections consisting of documents, pho-tographs, and artifacts.

CRIMINAL INVESTIGATIONCOMMAND

As the Army's primary criminal inves-tigative organization, CID is responsiblefor the conduct of criminal investigationsin which the Army is, or may be, a partyof interest. Headquartered at Fort Belvoirand operating throughout the world, CIDconducts criminal investigations thatrange from death to fraud, on and off mil-itary reservations, and, when appropriate,with local, state and other federal inves-tigative agencies. CID supports the Armythrough the deployment, in peace andconflict, of highly trained soldier andgovernment service special agents andsupport personnel, the operation of a cer-tified forensic laboratory, a protectiveservices unit, computer crimes special-ists, polygraph services, criminal intelli-gence collection and analysis, and avariety of other services normally associ-ated with law enforcement activities. DAVISON ARMY AIRFIELDLocated on 500 acres on the northwest

side of Fort Belvoir, this fully instrumen-tal airfield operates 24 hours a day, with5,500 feet of runway and two helipads.The airfield is home to two unique Armyaviation commands: the headquarters ofthe Army's fixed-wing Operational Sup-port Airlift Agency, a Department of theArmy field operating agency under theArmy National Guard with its co-locatedoperational command headquarters (OS-ACOM); and the rotary wing 12th Avia-tion Battalion, under the Military Districtof Washington. OSAA's mission is toprovide high priority, scheduled and shortnotice air transport of passengers andcargo for the Army and Department ofDefense. Personnel assigned to OSAA in-clude Soldiers from the Army's active andreserve components. tion of many Corps of Engineers waterresearch and resource functions. The in-stitute's scientists and engineers conductand manage national studies, provide re-search to the Corps on special studies andlend technical and data management sup-port to other Corps offices in mattersdealing with water resource management.Studies undertaken at the institute areused to analyze and assess emergingwater resources issues and to plan for fu-ture water resources development work.

INTELLIGENCE ANDSECURITY COMMAND

The U.S. Army Intelligence and Secu-rity Command (INSCOM) is chargedwith synchronizing the operations of allINSCOM units to produce multi-disci-plined, operationally relevant intelligencein support of the Army, Army ServiceComponent Commanders and intelli-gence community requirements. Thecommand conducts dominant intelli-gence, security and information opera-

55th ORDNANCE COMPANY,EXPLOSIVE ORDNANCE DISPOSALThe company provides routine and

emergency explosive ordnance disposalsupport to military installations, opera-tions and exercises, and to civilian andfederal authorities, in Virginia and theDistrict of Columbia, on a 24-hour-a-daybasis. The unit supports the U.S. SecretService, Department of State and Depart-ment of Defense for presidential, vicepresidential and foreign dignitaries.

249th ENGINEER BATTALION(PRIME POWER)

Provides advice and technical assis-tance in all aspects of electrical powerand distribution systems and generates

and distributes electrical power in supportof Army operations worldwide. In peace-time, the unit participates in contingencyexercises, deploys in support of disasterrelief efforts, manages the PowerplantLoan Program and provides technical as-sistance to directorates of public works atinstallations worldwide. The commanderalso is commandant of the U.S. ArmyPrime Power School. The battalion per-sonnel are stationed at eight different lo-cations worldwide with Headquarters andHeadquarters Company at Fort Belvoir;Company A at Fort Lewis, Wash., withplatoons at Fort Lewis (active and Re-serve), Hawaii, Korea and Attelboro,Mass. (Reserve); Company B at FortBragg, N.C., with platoons at Fort Bragg,Germany, Attelboro (Reserve), and Kit-tanning, Pa. (Reserve). 299th ENGINEER COMPANY,MULTI-ROLE BRIDGE COMPANYOn order, the 299th Engineer Com-

pany will mobilize and prepare for war.Upon validation, the company will de-ploy to the theater of operation to conductassault float rafting, and/or bridging oper-ations and be prepared to plan and directforward-area fixed bridge construction,Medium Girder Bridge. The unit alsoprovides engineer support to MDW, andassists operations in the support of mili-tary and federal contingencies, and gen-eral military and civilian rescue missionsin the National Capital Region.

398th FINANCE GROUPOne of five finance groups, two active

and three Reserve components presentlyin the Army force structure. The group'smission is to train and maintain a com-mand capable of providing all financeand accounting operations in support ofthe 99th Regional Support Command, itsmajor subordinate command, as well asother units located within the 99th RSC

area of responsibility. The 398th is nor-mally deployed as a corps area asset.

464th TRANSPORTATION COMPANY(MEDIUM BOAT)

The 464th Transportation Company(Medium Boat) is one of two mediumboat companies in the U.S. Army inven-tory, and the only Reserve componentunit of its kind. The 464th provides logis-tics-over-the-shore inland waterway oper-ations and harborcraft supportcapabilities utilizing LCM-8 landingcraft. The 464th is a subordinate elementof the 359th Transportation Battalion, lo-cated at Fort Eustis, Va.

911th ENGINEER COMPANYTECHNICAL RESCUE

Conducts confined space rescue opera-tions in support of military and federalcontingencies and general military andcivilian rescue missions in the NationalCapital Region. Also provides engineersupport to MDW.
