Sehr geehrte Messebesucherin, sehr geehrter Messebesucher,

das Thema Holzkohle bleibt ein Dauerbrenner. Bei Gartenmöbeln geht es aber oft nicht

weniger heiß her. Deshalb ist der FSC Deutschland natürlich auch in diesem Jahr bei der

spoga+gafa in Köln präsent. Wie bereits im Vorjahr wird der FSC-Stand im BBQ-Bereich der

Messe zu finden sein. An der diesjährigen Messe nehmen 145 FSC-Aussteller teil.

Wie relevant Zertifizierung und Absicherung der Lieferkette derzeit sind, zeigt das hohe

öffentliche Interesse, welches Holzkohle bei Medien, Umweltverbänden und Verbrauchern

genießt. In den vergangenen Monaten wurde infolge einer Marktanalyse des WWF vermehrt

über Funde von falschen Holzartenangaben bei Grillkohle berichtet. Der FSC erklärte den

europäischen Holzkohlemarkt als Risiko-Lieferkette und führt seit Ende 2016 besondere

Sicherungsmaßnahmen durch, damit die FSC-Aussagen zu Holzkohle halten, was sie

versprechen. Zahlreiche Suspendierungen und Terminierungen von Zertifikaten belegen das

Ergebnis. Anekdotisch wird dem FSC berichtet, dass mehr Holz für Holzkohle bei den FSC-

Waldbetrieben nachgefragt wird und der Preis für FSC-Holzkohle steigt. Erfreulich ist, dass

immer mehr Endkundenhändler auf FSC-Ware umstellen wollen.

Die FSC-Nachfrage bei Gartenmöbeln, Geräten und Sportartikeln verbleibt auf hohem Niveau.

Der Markt kann allerdings weitere Nachfrageimpulse gut aufnehmen, um Anreize für

Waldzertifizierung zu erzeugen und letztlich den Waldverlust durch schlechte Forstwirtschaft

oder illegale Holznutzung zu stoppen. Der Handel mit FSC-zertifizierten Produkten bietet den

Verbrauchern und dem Handel die Sicherheit,

verantwortungsvolle Waldwirtschaft zu fördern.

Hektar Wald in 85 Ländern und mehr als 59.000

Betriebe in der Produktkette zertifiziert. Mehr als 800

Dear visitor,

the “charcoal topic” stays a long runner. Nonetheless, outdoor furniture is often just as

relevant. Therefore, FSC Germany will of course be part of spoga+gafa 2018 in Cologne. Like

last year, the FSC booth will be located in the BBQ-section. On the trade show we found 145

FSC exhibitors this year.

The huge public interest demonstrated by media, environmental organizations

and consumers in charcoal proves how relevant certification and the protection

of the supply chains are at the moment. In the past few months there have

been increased reports about findings of incorrect declarations of wood

species, especially as a result of a WWF market analysis.

FSC declared the European charcoal market as a high-risk supply chain and has been

conducting particular safety measures to ensure compliance with FSC values and standards.

Many suspensions and terminations of certificates can be seen as result.

Anecdotally, FSC receives reports that the demand for wood from certified forest operations to

make charcoal is constantly increasing and that the price for FSC-certified charcoal is rising. It

is especially pleasant that more and more retailers want to switch their products to FSC-

certified products.

The FSC demand for garden furniture, wooden tools and sport articles remains at a high level.

However, the market can take in more demand impulses in order to stop deforestation through

unsustainable forest practices or illegal use of wood. Trading with FSC-certified products offers

consumers and businesses the affirmation that responsible forestry is promoted.

Some market figures on FSC: There are more than 200 million hectares certified forest area

in 85 countries and more than 59,000 CoC-certified operations. There are over 800 retailers

that use the FSC trademarks.

Vom Wald zum Produkt

Überprüfung des Forstbetriebes

Unabhängige Zertifizierungsstellen überprüfen jährlich im FSC-Forstbetrieb, ob die

Standards eingehalten und vor Ort umgesetzt werden. Das FSC-Zertifikat erhalten nur

verantwortungsvoll bewirtschaftete Wälder, die nach den Umwelt-, Wirtschafts- und

Sozialstandards des FSC geprüft wurden.

Kontrolle der Verarbeiter und Händler

Unabhängige Zertifizierungsstellen überprüfen im Verarbeitungsbetrieb oder beim Händler,

ob die FSC-Standards eingehalten und umgesetzt werden. Ist dies der Fall, erhält das

Unternehmen das FSC-Zertifikat. Nur Holz oder Holzprodukte aus überprüften

Audit of the forest operation

Independent certification bodies verify yearly that the forest operation adheres to and

implements the FSC certification requirements. Only responsibly managed forests, which

are FSC-certified according to the environmental, economic and social standards, will

receive the FSC certificate.

Audit of manufacturers and retailers

Independent certification bodies verify if the standards are observed and implemented by

the manufacturer or retailer. If this applies, the company achieves the FSC certificate. Only

certified companies have the right to label FSC products.

Die FSC-Warenzeichen

Überprüfung der Kennzeichnung

Die zugelassenen Zertifizierungsstellen geben die ordnungsgemäße Verwendung des

FSC-Logos mit Angabe der Lizenznummer auf Produkten frei. Zusätzlich wird

sichergestellt, dass die jeweilige FSC-Kennzeichnung, die aus dem Rohstoffeinsatz

hervorgeht, auf dem Produkt verwendet wird.

Überprüfung der Werbung mit dem FSC-Zeichen

In Werbematerialien wie Katalogen oder auf Webseiten dürfen Verarbeiter und Händler mit

einer eigenen Lizenznummer für FSC-zertifizierte Produkte werben.

FSC 100%: Das Holz dieses Produktes stammt ausschließlich aus FSC-zertifiziertem Wald. Dieses Holz muss von nicht-zertifiziertem Holz stets getrennt gelagert, gehandelt und verarbeitet werden. Eine Vermischung darf nicht stattfinden.

FSC RECYCLED: Für dieses Produkt wurde ausschließlich Gebrauchtholz oder Altpapier verwendet. Kennzeichnungsrechte entstehen durch „Post-Consumer“-Material- beispielsweise Holz aus dem Sperrmüll. Bei Papier wird auch Industrieabfall aus der Weiterverarbeitung anerkannt, sog. „Pre-Consumer“-Material.

FSC MIX: Bei der Produktion wurde Holz aus FSC-zertifizierten Wäldern, kontrollierten Quellen und Recyclingmaterial verwendet. Bei Holz wird FSC-zertifiziertes Material oder „Post-Consumer“-Recycling entweder zu mindestens 70% eingesetzt, bei Papier auch „Pre-Consumer“-Recycling, oder es wird eine mindestens äquivalente Menge im Prozess verwendet, um die gekennzeichneten Waren herzustellen.



The FSC trademarks

Monitoring of the labeling

The accredited certification bodies monitor and approve the correct use of the FSC labels

with the license code on products. Only such products are labeled that meet the

requirements in relation to the input of raw materials coming from well-managed forests,

controlled sources or recycling.

Monitoring of promotional use with the FSC label

In promotional material such as catalogues or websites, manufacturers and retailers can

use an own license number that indicates their commitment, fosters credibility and

strengthens the contribution to the own branding.

FSC 100%: This product contains 100% material from FSC-certified forests. The wood has to be strictly separated from non-certified material in storage, processing and trade. No mixing is allowed.

FSC RECYCLED: This product contains only recycled fibers. Claim contributing material must have served its purpose for which it was produced, for example timber from demolition debris - in case of paper also industrial waste of secondary processing is recognized.

FSC MIX: To manufacture this product, timber from well-managed FSC-certified forests, Controlled Wood avoiding unacceptable practices as well as reclaimed material has been used. In the production of timber products the input of FSC-certified, post-consumer reclaimed material or a combination of both was at least 70%. In the case of paper also pre-consumer reclaimed material is accepted, or an equivalent input amount was purchased to produce this labelled product.

nachdem Vorwürfe geäußert wurden, dass manche Unternehmen Holz aus nicht-FSC-

zertifizierten Wäldern nutzen und dieses nicht-zertifizierte Material in FSC-

gekennzeichnete Säcke mischen.

Um die Integrität dieser Lieferketten sicherzustellen, haben FSC und Accreditation

Services International (ASI) eine Transaktionsverifizierung aller FSC-zertifizierter

Unternehmen eingeführt, die mit Kohle handeln oder produzieren und zusätzliche

Labortests auf Holzarten mit Proben der größten Einzelhändler in Auftrag gegeben.

FSC analysiert derzeit die Ergebnisse, die von Zertifikatsinhabern eingegeben wurden und

wird die nötigen Maßnahmen ergreifen, falls die aktuellen Vorwürfe absichtlichen Falsch-

handelns von Holzkohlehändlern und –herstellern bestätigen oder wenn angemessene

Kontrollmaßnahmen nicht angewandt werden, um Fehlern in Zukunft vorzubeugen.

Labortests zur Bestimmung der Herkunft und Holzarten

Um seinen Nachforschungen weiteren Nachdruck zu verleihen, hat das

FSC-Projektteam zur Absicherung der Lieferketten im Frühling und Sommer

2018 Fasertests von Holzkohleproben der auf dem europäischen Markt

verkauften Marken durchgeführt. Dies geschieht in Zusammenarbeit mit

dem Forest Products Labor des US Forest Service. Manche Proben wurden zur Analyse

an das Thünen-Institut in Hamburg verschickt.

Erste Ergebnisse von 2018 weisen darauf hin, dass manche Holzkohlesäcke tatsächlich

Holzarten enthalten, die nicht in Geltungsbereich des Zertifikats oder zur

Produktbeschreibung passen. ASI überprüft nun, ob diese von FSC-zertifizierten

Herstellern aus tropischen Regionen wie Namibia, Mozambique oder Paraguay stammen

oder aber von nicht-zertifizierten Quellen. Außerdem wird nachgeforscht, ob diese Proben

zu subtropischen Familien gehören, die in der Mittelmeerregion in Europa wachsen

können.



Wird allerdings nachgewiesen, dass diese Produkte nicht-zertifiziertes Material enthielten,

so wird unsere Organisation strenge Strafmaßnahmen für diese Organisationen

aussprechen.

Ergebnisse der Untersuchungen in 2017

Als Folge der Analyse im Jahr 2017 wurden insgesamt 21 Zertifikate im Holzkohlesektor

sofort entzogen oder suspendiert. Beweise hatten gezeigt, dass diese Betriebe die

Kontrollmaßnahmen in ihrer FSC-Produktkette, die verhindern sollen, dass nicht-

zertifiziertes Material als zertifiziert verkauft wird, nicht korrekt anwenden. Das bedeutet,

dass diese Unternehmen nicht mehr FSC-zertifizierte Produkte verkaufen können und

auch keine FSC-Aussagen zu Produkten mehr machen können.

Die Absicherung der FSC-Lieferkette verstärken

Der revidierte COC-Standard (FSC-STD-40-004 V3-0), veröffentlicht im April 2017 und

weltweit ab März 2018 gültig, hat die Transaktionsverifizierung als wichtiges Element

eingeführt, um Betrug in hochriskanten Lieferketten wie der Holzkohle zu verhindern. Die

Absicht dieser Anforderung ist, dass FSC systematisch hochriskante Produktarten,

Holzarten und Regionen untersucht und die Anzahl fehlerhafter Transaktionen beschränkt.

Die Transaktionsverifizierung verlangt von Zertifikatsinhabern, dass Verkaufs- und

Einkaufsvolumen je nach Handelspartner den Zertifizierungsstellen, die die Unternehmen

auditieren, gemeldet werden. Dies ermöglicht es zu belegen, dass die Mengen, die von

einem Unternehmen als gekauft gemeldet werden, den vom Lieferanten verkauften

Mengen entsprechen.

Stimmen diese Zahlen nicht überein, ist es wahrscheinlich, dass das Unternehmen mit der

Fehlmenge Produkte, die nicht FSC-konform sind, mit dem entsprechenden Produkt

gemischt hat. Falls die Nicht-Konformität bestätigt wird, erwarten den zertifizierten Betrieb

strenge Maßnahmen, die zum Entzug oder der Suspendierung des Zertifikates führen

können. Zusätzlich wird FSC mithilfe von ASI mit den Zertifizierungsstellen in Kontakt sein,

um sicherzustellen, dass jeglichen Hinweisen auf Nicht-Konformität sorgfältig

nachgegangen wird.



FSC Conducts Investigations on Charcoal Producers

FSC has been carrying out exhaustive investigations of European charcoal producers and

traders following allegations that some companies could be sourcing from non-FSC-

certified forests and mixing non-certified material in FSC labelled bags.

To ensure the integrity of these supply chains, FSC and Accreditation Services

International (ASI), have been conducting mandatory transaction verification of all FSC-

certified companies that trade or produce charcoal with additional fiber tests on samples

from major retailers to determine accurate species identification.

FSC is currently analyzing the results obtained from the trade reported by certificate

holders and will decide on the actions to take if the current allegations confirm intended

wrongdoing by charcoal traders and producers or if adequate control measures are not put

in place to prevent this in the future.

Fiber Testing to Determine Species Origin

To reinforce its investigation, FSC’s Supply Chain Integrity Project

team has been carrying out fiber testing of charcoal samples from

brands sold on the European market in the spring and summer of

2018. This is done in collaboration with the Forest Products Lab of the

U.S. Forest Service, with some bags also sent to the Thuenen Institute

in Hamburg (Germany) for analysis.

Initial results from 2018 have indicated that some bags of charcoal

products do contain species that do not fit to the certificate scope or the description on the

product. ASI is now determining whether these were sourced from FSC-certified producers

from tropical regions such as Namibia, Mozambique or Paraguay or originate from non-

certified sources. It is also confirming if these samples belong to sub-tropical families that

can grow in the Mediterranean region of Europe.

However, if proven that these products contained non FSC-certified species, our

organization will apply strict punitive measures to these companies.



Results of 2017 Investigations

As a result of our 2017 analysis, a total of 21 FSC-certified companies had their

certificates immediately terminated or suspended after evidences have shown that these

companies did not have the control measures in place in their FSC chain of custody supply

chain to prevent non-certified material being sold as certified.

This means that these companies can no longer trade FSC-certified products nor can they

make a claim of FSC-certified material.

Reinforcing the Integrity of the FSC Supply Chain

FSC’s enhanced Chain of Custody Standard (FSC-STD-40-004 V3-0), launched in April

2017 and fully implemented globally in March 2018, introduced

transaction verification as an important element to prevent fraud

from occurring in high risk supply chains, such as charcoal.

The intention of this criterion has been to ensure that FSC

systematically investigates high-risk product types, species and

regions, and limits the amount of inaccurate transactions.

Transaction verification requires certificate holders to report sales

and purchase volumes by trading partner to the certification bodies

auditing them to FSC standards. It enables to accurately verify that

the volumes reported as purchased by a given company match the volumes sold by its

supplier.

If these numbers do not coincide, there is a high probability that the company with the

mismatch has added products that do not conform to FSC certification with its claimed

product. If the non-conformity is confirmed, the certified company will face strict

disciplinary measures which can lead to suspension or termination of its certified status.

Additionally, through ASI, FSC will be closely following-up with certification bodies to

ensure that any current non-conformities are diligently addressed.
