• Established in 1993 as a response to concerns over global deforestation.

• FSC is an independent, non-governmental, not-for-profit, international organization.

• Mission: Promote environmentally appropriate, socially beneficial, and economically viable management of the world's forests.

FSC Accreditation

FSC does not issue certificates itself – independent certification bodies

SCS is one of the three original CBs to be accredited in 1996

FSC has an integrated accreditation program that systematically checks its certification bodies


How FSC Certification Works

Two parallel systems:

Chain of Custody (COC): Certification of the supply chain to make accurate claims

Forest Management: Certification of well-managed forests


FSC: The Gold Standard of Forest Management


Chain of Custody (COC) The succession of ownership of wood products from the forest

through each stage of manufacturing and distribution to the final consumer.


Each organization in the chain must hold a valid certificate to ensure:

Chain of Custody (COC)

It has a system of accountability in place.

It is in fact buying certified inputs.

It is accountable for tracking material.

It is making accurate and verifiable claims.


What can be FSC COC certified?

Products: Timber and wood based products Wood fiber products such as paper,

cardboard, packaging, brochures etc. Non-timber forest products

(mushrooms, rubber, etc.)

What is an FSC claim?

A claim made on sales and delivery documents for FSC-certified material or FSC Controlled Wood that specifies the material category and, for FSC Mix and FSC Recycled products, an associated percentage or credit claim.

Types of FSC claims: FSC 100% FSC Recycled Credit FSC Recycled XX% FSC Mix Credit FSC Mix XX% FSC Controlled Wood


What is FSC Controlled Wood?

Wood that meets FSC’s requirements for avoiding trading in: illegally harvested wood wood harvested in violation of traditional and civil rights wood harvested in forests where high conservation values are

threatened by management activities wood harvested in forests being converted to plantations or non-forest

use wood from forests in which genetically modified trees are planted

Percentage System Used by organizations manufacturing a product that includes wood/fiber with different FSC claims Where the transfer system cannot be used (e.g., FSC Controlled Wood is

being used as an input to a finished product)

Credit System

A credit account is a record of entries and withdrawals of volume credits for the purpose of selling products with FSC claims Credit accumulates for eligible inputs received.

Credits are withdrawn when products are sold with an FSC claim or labeled.

Products can only be sold as FSC Mix Credit (or FSC Recycled Credit) if there are enough available credits.

FSC Recycled Credit = Inputs from FSC Recycled %/Credit, post-consumer reclaimed, and/or pre-consumer reclaimed material.


The FSC claim and COC code must be included on sales and delivery documents to demonstrate that it is a certified product.

FSC and Green Building

Green building represents about half of all new non-residential construction.

More than 3 billion square feet of building space is LEED certified.

FSC-certified wood is the most specified green-building product.


Green Building projects containing FSC certified material include: London Olympics:

Velodrome, park benches, tickets, etc.

City Center Casino, Las Vegas

One World Trade Center, New York

Many other international projects from Canada to India.

FSC and Green Building


LEED

LEED is a third-party certification program and the nationally accepted benchmark for the design, construction and operation of high performance “green” buildings.

The categories include Location and Transportation, Sustainable Sites, Water Efficiency, Energy and Atmosphere, Materials and Resources, and Indoor Environmental Quality.


FSC and LEED

FSC is the only forest product certification standard recognized in LEED.

To count towards LEED credit, FSC certified products must comply with FSC COC requirements for claim declarations and invoicing.

Products that contain some FSC certified material but were not sold with a FSC claim are not eligible for LEED credit.

FSC 100% and FSC Mix Credit products are valued at 100% of their cost. FSC Mix XX% products are valued at XX% of their cost. FSC Controlled Wood products do not contribute to LEED credit.


FSC and LEED

For LEED projects, an exemption to the requirement for itemized invoicing of FSC products is for FSC-certified architectural woodworkers who produce custom manufactured wood products.

These woodworkers must: install the products on the project site; include their COC code on their invoices; and include a supplemental document that includes the total cost of wood

materials and the total cost of the FSC certified materials and their FSC claim(s), if their invoice has only the total project cost.


Who Needs FSC COC Certification?

For LEED projects, an exemption to the requirement for certification is general contractors or subcontractors (e.g., flooring installers) who do not modify the products away from the project site (i.e., what is required for installation).

Effective April 2009 through June 2015 Effective November 2013

Relevant credit is Credit 7 (Certified Wood) in the Materials and Resources category (MRc7) in the standard for New Construction and Major Renovations.

Relevant credit is Credit 3 (Building Product Disclosure & Optimization: Sourcing of Raw Materials) in the Materials and Resources category (MRc3) in the standard for Building Design and Construction.

FSC Recycled products are not counted under Credit 7 (Certified Wood), but rather under Credit 4 (Recycled Content).

FSC Recycled products count under Credit 3, but they count as recycled; they cannot be double-counted as both FSC and recycled.

• 1 point if at least 50% (by cost) of permanently installed wood products are FSC certified.

• 2 points if at least 95% (by cost) of permanently installed wood products are FSC certified.

• 1 point if at least 25% (by cost) of permanently installed building products meet “leadership extraction practices.”

• FSC certified wood is one option that meets this criteria.

• Products with extended producer responsibility, bio-based materials, and reused and recycled materials also meet the criteria.

• Locally-sourced products (whose raw material originated within 100 miles of the project site) are valued at 200% of their cost.

Finding FSC Products: FSC Marketplace The FSC Marketplace (http://marketplace.fsc.org/) is an

international platform designed to bring together buyers and sellers of FSC certified products in the FSC supply chain.

It provides information on thousands of different FSC certified products and materials.

Certified companies in the FSC supply chain can present information about their production capacities, volumes and species relating to both finished and unfinished products.
