Island Manager’s Comments Greetings Everyone,
I hope everyone had a safe and healthy winter and,
hopefully, we will have a great Island season.
Island Opening: As most of you know, it is standard
practice to open the Island on the last Friday of April,
weather permitting. This year the Island is scheduled to
open for the public on Friday April 25th.
However, as I
write this, the prognostication doesn’t look too good.
There is still a couple feet of snow on the Island and
almost about 20” feet of ice in the gut. It generally takes
the Public Works and Ferry crews a couple of weeks to
prepare the systems and the infra-structure for service.
So all I can say at this time is to keep an eye on the web-
site and as we get closer to the scheduled opening I will
try to keep you informed of the progress. Best guess now
is around the first of May?????
Recreation Director: Bobbie Thomas has decided to
resign as Recreation Director so we are seeking
applications / resumes from those that might be
interested. I have been working closely with the
Recreation Commission to find a replacement. If you are
interested or know of any one that might be please have
them contact me at [email protected]. We would
like to get this position filled by the end of April so
please let me know as soon as possible.
Charter Amendment: It has been suggested that we
consider changing the Annual Town Meeting date from
Columbus Day weekend in October to a date on or before
Labor Day weekend. This has been suggested in an effort
to get a larger turn out at the meeting. However, the current
Columbus Day weekend meeting date is required by the
Town Charter and requires an amendment to the Charter in
order to make the change. In addition, State statutes are
very specific in the process required to amend a Charter.
The first required step is for the Board of Selectpersons to
agree that an amendment to the Charter should be
considered and if they so agree, a Public Hearing must be
scheduled to discuss a proposed amendment and a Town
Meeting scheduled to vote on the amendment. At the
regularly scheduled meeting of the Executive Committee
held on February 13th
, 2014 the Select Board voted to
consider an amendment to the Town Charter to change the
meeting date of the annual Town Meeting and to hold a
Public Hearing at 2:00PM Saturday May 24th
, at the
Community Center, and to hold a Special Town Meeting
on Saturday July 5th
to vote on a Charter amendment.
Time and place of this special town meeting will be
determined at a later date. This schedule has been
established in order to meet the time requirements of State
statutes.

updates on the opening we may have only one ferry
available for the opening weekend.
Manager’s Search: A Search Committee consisting of
John Nun (Chair), Brian Walker, Celeste Beaulieu, Dave
Bond, Tim McCarthy, Bob Sutherland, Michelle Carr
and Roger Stenz was established to select a new Town
Manager as I will be retiring on June 30th. The position
was advertised last fall and we received 22 applicants.
Since that time the Search Committee has conducted a
number of meetings to review the candidate’s resumes
and has narrowed the field down to three. The Search
Committee has conducted telephone interviews, and will
be scheduling in-person interviews as required. The plan
is to have a recommendation for the Executive
Committee so that a new manager can be appointed by
the time the Island opens to help insure a smooth
transition.
Proposed Ring Road: As you probably know, the Town
of Frye Island submitted a proposal to the Town of
Raymond Planning Board (RPB) for a Ring Road,
including parking for approximately 40 vehicles, on
property Frye Island owns on the Raymond Cape Road.
The motive for this proposal was to provide an area for
Islanders, guests, employees and contractors to park
without having to park on the shoulders of the Cape
Road and to provide a place for vehicle to queue when
Island traffic exceeded the capacity of the ferries. The
plans for the Ring Road were initially submitted to the
RPB in July 2012 for review. As a result of the review
by the RPB a number of revisions were made to the plan
in order to address all of the concerns of the RPB. At the
February 2014 meeting, the RPB took an unofficial vote
to deny the application with 4 votes to deny and 1 in
favor. Raymond’s attorney has prepared the “Finding of
Fact” to support the RPB’s reason(s) for denying the
application. On Wednesday March 19th the RPB voted to
deny our application. Frye Island has not made any
decisions yet as how to proceed.
Town News
Gift/Donation Committee: It has been suggested that a
committee be formed to consider the disposition of gifts
received by the Town, how special projects might be
funded other than through the budget or reserves, how
requests for memorials might be handled etc. This
committee will be formed under the new Manager but if
you are interested in serving on this type of committee
please let me know.
Re-Registrations: I want to remind everyone again that
you can re-register your boats, cars and trailers on line.
Just log on to the Frye Island website, click on the link at
On Line Registrations, and follow the prompts. This
provides an easy way for you to re-register your vehicles
and boats from the comfort of your home. Please note,
this is for re-registrations only, all new registrations
must be done at the Town office or one of the regional
motor vehicle offices.
Winter News and Annual Report: For cost saving
purposes, we will not be sending paper copies to
Islanders. The report will be published on the
FryeIsland.com website and we will have copies
available when the Island opens.
Fourth of July Fire Works: This year the fire works
have been scheduled for Saturday July 5th.
Ferry Fees: Please take note of this. Years ago an
Islander had to be “In good Standing” to receive the
discounted ferry ticket price. This meant that all taxes
and fees had to be paid. The Executive Committee has
voted to re-establish this practice. When it relates to
property taxes, the determining factor will be if a
property is placed in lien because of delinquent taxes. So
if a property owners property is placed in lien because
the property taxes are not paid the owner will not be able
to purchase discounted ferry tickets.
Passing: I received word this winter that Mr. Ralph
Welter passed away this winter. Mr. Welter was a long
time resident of Frye Island He was 96 years old. I also
just heard that Paul Dysenchuk and Larry Gardini passed
away this winter. Our condolences go out to the families
of all three men..
Opening: It appears that we will have a part-time
opening available in the Town Office this season. If

Selectmen’s Report
Last year, Mark Thomas said in this report “I’m sitting here thinking that we have seen the last snow of the season in the
northeast.” As I am sitting here writing this year’s report it is snowing again and the forecast is for another week of cold.
I am ready to feed that rodent in PA to my neighbor’s dog. Even so, it is already time to again think about Island opening
again this spring.
Budget: Frye Island is the only community in Maine, and quite possibly the only community in the country, whose sole
purpose for existence is recreation. This comes with a downside: TAXES. Last October the town voters approved a
$2.5M budget, of which 60% is allocated to the county (very small amount) and the local school district (over 55%). The
downsides – (1) we do not use the school system, and (2) since we have no commercial property on the island, the
entire burden falls upon private property owners. The Selectmen worked with Standish in 2013 in an attempt to remove
ourselves from SAD-6; that failed when Standish voters would not approve funds to start the process. We could not
carry on that approach by ourselves so we also pulled out. We will try again!
Swimming Pool: We could not afford to replace the pool last year so we did the next best thing by replacing the
plumbing, replacing the decking and repairing the pool interior finish.
Safety: We are about one step shy of combining Police, Fire and EMS into a single entity. Police and EMS are now fully
integrated and providing 24/7 support. Fire is still somewhat separate but, with volunteers, is able to respond 24/7 also.
Fire is still in need of additional volunteers, especially during weekdays when coverage is still somewhat light.
Ferry Maintenance: Sand-blasting and re-painting will be complete this coming spring; there will be a need to keep this
up generally on an annual basis. We replaced engines and transmissions in one ferry a couple of years ago; will probably
have to do the other ferry in 2014.
Water Lines: DPW and the Trench Monkeys have done a bang-up job on replacing water lines over the past 4-5 years.
The north end of the island is completely done now. We still have North and South Beach Roads and most of the Loop
Roads to do but these will be completed on a more relaxed schedule, mostly in concurrence with leaks as they occur,
and should be completed within the next 2-3 years.
911 Addresses: Wayne has been working this with Cumberland County and State officials this winter and we should be
in a position to convert in 2014.
Town Admin Building(s): Work has started on re-siding and replacing windows in the Town Office/Frye’s Leap Store and
will be completed in early spring 2014. The Town voters also approved funds for a new building, in the DPW/Golf
Course area for Town Administration, Police and EMS use. We expect the building to be finished in 2014
Willis Property Improvements for Ferry Safety: I saved this for last. We spent a lot of time and some significant dollars
trying to obtain a permit from Raymond for the improvements. As of this writing, the Raymond Planning Board still had
not made a final decision on issuing the permit. We have responded to all their requests but controversy remains. If
and when the permit is issued the town will go through a formal approval and budgeting process for implementation.

Treasurer’s Report The 2013 financial result for the Town of Frye Island was good. The Government Operation, Golf Club Operation and the Yacht Club Operation ended the year with a “profit”. The Ferry Operation had a loss, projected to be about $11,000, which will be covered by the Ferry Operations Reserve.. An audit will be done in the spring by an outside CPA firm that will finalize all of the figures presented below. All of the financial information for the Town of Frye Island is available on the Frye Island Website.
The information in Table 1 summarizes the Revenue & Expenses of the Town Government. The $19,984 annual profit, shown as YTD Net Income in Table 1, is deposited into the Unreserved Undesignated Fund Balance for the Town.

The information in Table 2 summarizes the Revenue & Expenses for the Town Enterprise Operations. As can be seen, the Golf Club and the Yacht Club Enterprise Operations made a profit. Ferry Operations had a loss of $11,833 which is taken from the Ferry Operations Reserve fund. The profit, shown as YTD Net Income is deposited in the respective Operations Reserve Fund for that operation

The Town continues to follow good fiscal management by regularly placing money into Reserve Funds to cover major future expenses. The information in Table 3 and Table 4 details the amount in each reserve fund as of the end of 2013.

All of the Reserve Fund monies are held in FDIC insured CDs with maturity periods varying from one to six years. All of the interest earned is credited back into the appropriate Reserve Fund accounts.
Frye Island Inc. Report 2013 saw a number of changes to the Board of Directors of FII. David Lowe was elected as president replacing Joe Potts.
David later resigned from FII and Joe Potts, who had been the President for many years, agreed to serve as president until
a replacement could be elected. Following the Annual Stockholders meeting, Jacquie Ossi was elected president and
Nancy Donio was elected Secretary. The year-end 2013 financial picture is summarized below:
The FII Stockholders at their Sept. 2013 meeting reelected Neill Bovaird, Ed Charrette, Nancy Donio, and Jacquie Ossi, to
the Board of Directors. The Board elected Jacquie Ossi as the President of FII. The 2014 FII Stockholders meeting is
scheduled for the Saturday morning of Labor Day weekend. Please mark your calendar for the August 30, 2014
Stockholders meeting so you can be a participant in the operation.

If anyone had dreams of snowmobiling on the lake this year, you were not disappointed. Ice formed early and caught, cold weather came in and the rest is history. Big Bay usually freezes once every five years and this was that fifth year. As I write this report there is an average of 12-18 inches of quality ice covering the entire Big Bay portion of the lake and the ice is even thicker elsewhere. In my experience working on the lake, I estimate at least three more weeks of safe lake access. The snow cover is a different story. At least half of the snow cover is gone and I expect to see patches of open ground within the next two weeks. Now that I’ve given you the FIPD version of the Farmer’s Almanac, let’s move on to wrapping up the 2013 season.
Your police department responded to 291 calls for service ranging from welfare checks to weapon offenses, burglary to personal injury accidents and forgery to firework complaints. Frye Island is our community which we all treasure, although it has many of the same issues that we read about in many of our home towns. We are such a small community or what I like to describe as a big neighborhood, so I prefer to handle all calls for service discreetly. This is why I do not often write about specific types of calls, nor do I provide dates or give addresses. This discreet nature of handling police business is something I insist upon with the police officers that work for the town. Our goal is to keep and maintain a safe environment for all residents.
Your police department has routinely traveled out to the island during the winter months to check on island infrastructure and your homes. Many of you will find residence check cards in between your doors, under car windshields, or wherever we could securely place them. These resident check cards let you know when your police department was on the island and in which neighborhood. Numerous pictures of island homes and island scenery were posted on Facebook (Frye Island’s group) by your police department and other members. These pictures along with the residence check cards are intended to reassure you that all is well on Frye Island during the long winter months.
FYI-Frye Island has a Facebook group with almost 400 members. This site was created about 1 year ago to help islanders stay in touch during the offseason, plan activities, organize contractors for home improvement, and to sell/swap items. All are welcome to join the Frye Island group on Facebook. Check it out and ask to join!
The year 2013 brought a lot of important changes to EMS. The town’s rescue service transitioned from a non- transport service to a transport service. Police and per diem EMTs hired to work for the town’s rescue service were required to possess a national EMS license. This important change in staffing and training provided a nationally licensed EMS employee to give patient care to all island residents. The State EMS office mandates that each rescue service completes a patient care report each time contact is made with a patient. The state’s EMS office has validated the Frye Island Rescue Service patient care reporting at 98.7% for content.
As a result of the 2013 EMS changes, the Frye Island Rescue Service calls for patient care were averaged over the entire season. I am pleased to report that the average amount of time for a licensed EMT to respond to a medical call, from tone out to patient care, was 2 minutes 21 seconds. This is a significant improvement from 2012’s average time, from tone out to patient care, of approximately 25-30 minutes. In 2012, we relied on mutual aid from other communities to provide patient care with their licensed EMTs.
Last October 2013, the town voted to expand EMS coverage to 24/7, beginning with the first ferry in April to the last ferry in November. Additional EMT training over the winter months has been completed and police/EMS/EMT staffing is nearly finalized for the 2014 season.
I want to thank the Frye Island Police & EMTs for these impressive improvements in our first year as a patient transport service. I also want to give out a special thanks to all the volunteer rescue drivers who without their efforts none of these improvements would have been possible.

Marina News Winter 2014
The Frye Island Marina Committee consists of nine elected Frye Island Yacht Club members who represent a cross
section of the boating community at both the Long Beach Marina and Quail Circle Tie-up Facility. The Committee is
active and plans to continue that effort. The Committee has public meetings throughout the season which are advertised in
the FINS.
There is a weekly section in the FINS on Marina/Boating related issues. Boater safety and education is a high priority for
us.
As stated in the past, boaters who use either of the marinas for the entire season should be made aware that if your boat or
watercraft is moored or docked in Maine for more than 60 consecutive days, by law, it should be registered in Maine.
Reciprocity from other states only applies for less than 60 days. If you choose not to register in Maine, be sure to get your
milfoil sticker at the Town Office.
If you choose to fuel your boat in either the Quail Circle Tie-up or Long Beach Marina, please exercise extreme caution.
This practice is extremely dangerous and poses a significant hazard to the environment, including water quality.
Emergency Spill Kits are available at both facilities in case of a large spill. They are large yellow barrels. If in doubt, call
the Fire Department. The Marina Committee strongly recommends against the practice of fueling at either marina.
Several slip holders continue to store multiple watercraft in the same slip. In doing so, the channel in between slips has
become narrower, causing a navigation problem for boaters. The slips are designed for a maximum boat size of 24 feet.
Total usable space must not exceed this limit. PWC slips are available for a reduced fee in an effort to help alleviate this
problem.
The Long Beach Marina is at full build-out. In 2013, we were able to satisfy all of the requests on the waiting list. There is
still an active list and with some members choosing to defer assignment for a period of time the chances are a slip will be
available if you want one. If you wish to have a slip assigned, you must contact the Town Office to have your name
placed on the list. Slips are assigned in accordance with Yacht Club Policy. You must become a member of the Frye
Island Yacht Club to be placed on the waiting list. The entire Yacht Club policy is available on the Town website.
In order to comply with the Frye Island Yacht Club Policy, all boats and watercraft are required to have proof of insurance
and a current Frye Island boat sticker. Please have your proof of insurance available when you obtain your sticker or
register your boat at the Office.
Please obey the signs in the parking areas that are golf cart only at the end of Marina Road and Causeway Road. This
greatly improves access for islanders as well as improving emergency vehicle access.
During the 2013 season, we continued the process of replacing some of the decking on the slips and docks at Long Beach
Marina. This project should be completed this coming season.
The Town and the Marina Committee have been monitoring the milfoil situation at Long Beach Marina. We are working
with a couple of different groups on Sebago in an effort to get the Diver Assisted Suction Harvester (DASH) boat here to
help us combat the situation. We are also considering a contractor who places plastic mats on the bottom to eradicate the
invasive plant at the root. Watch for updates in the weekly FINS throughout the season.
In closing, the Marina Committee would like to thank the Town Manager and the Board of Selectmen/Executive

2014 WINTER NEWS LETTER
I hope you have all had a safe and healthy winter season.
Let’s hope the winter season ends soon! Opening day is
scheduled for April 25th. During a normal winter/spring
the Public Works & Ferry crews with our volunteers
need about two weeks to prepare the roads, water
system, ferries etc. If we were able to arrive on island by
April 11th we would be able to get the island ready for
25th opening. Historically we have been able to land on
the island somewhere around April 14th or 15
th. On
March 10th I sent DPW employee Eric Berube to drill a
hole in the ice one half of the way to the island in the gut
area, Eric recorded 21” of ice. Your guess is as good as
mine as to when we will be able to land on Frye.
NEW TOWN HALL
As you know the Town Meeting voted to approve funds
for a New Town Hall that will be built on Fairway Lane,
with back door access on Putting Hill Circle. Islander
Tom Sibley has graciously volunteered to be the non-
paid “General Contractor” and Chief Hammerman on
this project. The Public Works crew has cleared most of
the trees and grubbed out the building area and septic
field area. We hope to have the cellar hole and
foundation completed in May and framing will start
immediately thereafter. We are now in the process of
soliciting bids for the complete exterior of the building
from three area lumber yards.
We will be looking for volunteers for this project,
carpenters/wana-be carpenters, laborers, gophers or
lunch providers/cooks are encouraged to call or email
Tom or myself [email protected] , so we can put you
on our list.
Pete and Nanci Salinger have volunteered to help, they
will be designing and helping install data, voice and
security systems for the Town Hall, Pete and Nanci will
also help in the building of this project.
Islander Al Cuevas has donated his expertise as
architect/designer on this projector, as our budget is tight
we are not sure that all of Al’s plans will be
implemented, but it sure looks great!
The Public Works Crew will also be doing some
drainage work and installing a level lip spreader at the
old Recreation Tennis Courts. Cumberland County Soil
has provided a grant for this work but it must be
completed this spring. We will also be repairing the
fence around the courts and installing a beach volleyball
court using sand dredged from the Long Beach Marina.
FERRY
I have spoken with Assistant Ferry Director Ronnie Ilich
several times over the winter; it looks like all of our last
year’s Captains will be returning and most of the Mates.
Ronnie and I have worked on updating the Ferry
Operations Policies and Procedures and we will be
presenting this to the Executive Committee for approval.
Thanks Ronnie, for all of your help!
We left the Leisure Lady II on the haul out over the
winter after having the paint touched up and the bottom
welded in several places. When we arrive on the island
we will splash the LLII and haul the Ellie Corliss for
inspection and paint touch up.
SOLID WASTE
I have completed the Towns Annual Solid Waste report
to the State of Maine for 2013. My calculations show
that Frye Island has a 78% recycling rate which is far
above the 50% that the State asks towns to achieve. I am
waiting for the State to verify my figures. As you know
we recycle trash, leaves, brush, metal, construction
debris and cans and bottles.
Last year Public Works employees Deb Edwards and
Trish Flynn recycled approximately 77,000 cans and
bottles and bagged them up, Deb with her husband Bob
DeFelice’s help brought them to the redemption center
and all the proceeds went to the following; Boston
Children’s Hospital $3535.00, The Barbara Bush
Foundation $335.00. It’s amazing what these ladies have
accomplished while keeping our Transfer Station clean
and running smoothly.
I know you are all anxious to get on the island. I want to
assure you that we will be on island the first day that we
can safely cross.

The Winter Golf Committee Meeting was held on February 21. Complete details of the minutes will be posted online. Feel free to review to see a consolidated list of course and Leisure Lounge improvements and 2014 plans.
Overall, the course continues to be in good shape. Many members and guests participated in the tournaments which contributed to a 5.6% increase in revenues. The Golf Course/Leisure Lounge continued to generate a positive cash flow, though much lower than in years past. Expenses increased close to 9%. A significant investment was made by the Town to renovate the Leisure Lounge in which the cost was kept to a minimum based on the hard work of our dedicated volunteers. A review of the financials indicated that employee expenses related to salary was not in alignment with the budget. The Committee will work closely with Town Management to identify causes and take corrective actions.
Helping to generate income is a responsibility of both the Committee and its Membership. Social activities, such as Ice Cream Socials will continue and we plan to host several dinners as well. Stay tuned for the schedule, which will be announced once the Season officially opens and posted on the Frye Island Calendar of Events. We also invite existing Members to recruit new members and will be hosting an exciting ‘Superintendent’s Revenge’ golf tournament with a social gathering immediately following. Anyone (Member or non-resident) is invited to sponsor a golf tournament or social gathering, including using Sue’s Kitchen for any food-related activity.
Our rental clubs are in sad shape; many are mismatched and incomplete. Before committing expense dollars to replacement sets, we are asking for Membership assistance. Do you have a complete, quality set of men’s and/or women’s golf clubs to consider donating them to the Club? This would be tax-deductible donation.

ANNUAL REPORT 2013
The Frye Island Volunteer Fire Department (FIFD) consists of 23 volunteer firefighters who give freely of their “island
time” to serve the residents of Frye Island. The FIFD, past and present, is a dedicated and committed group of your
friends and neighbors.
The Department operates out of the Fire Barn located adjacent to the DPW garage. We currently operate one
tanker/pump truck, one pumper truck, and a Utility truck which is a retired ambulance. We are assisted and backed up,
if necessary, on all calls by Raymond Fire/Rescue.
The Fire Department underwent a significant reorganization in 2013. On behalf of the FIFD, I would like to personally
thank, former Chief Steve Persson for his years of service. The FIFD and all of the great equipment that it has, often at
reduced or no cost is truly “the house that Steve built”. Several longtime members of the FIFD have left the department
and, in some cases, left the island to move onto the next chapter in their lives. Having said that, numerous islanders
have stepped up and volunteered their time to serve you.
FIFD members have undergone many hours of training this past year. In addition to mandatory CPR/AED training,
several members attended AVOC and EVOC classes which are required by Maine State Law in order to operate
Ambulances and Fire apparatus. These classes were taught by Standish Fire/MMS Chief Brent Libby. Many of our
members are cross trained in ambulance operations to assist the Frye Island Police Department with EMS services. As
you are probably aware, the FIPD now handles all EMS calls including patient care and transport.
Calendar year 2013 also included numerous needed repairs to both Engine 6 and Engine 1. Both trucks were sent to
have their annual pump test and certification performed. With the support of the Executive Committee, the necessary
funding for these repairs was appropriated from the Fire Department Equipment Reserve. With a few exceptions, all of
the turnout/bunker gear was outdated and did not meet today’s standards. Several sets of new gear have been
purchased. Hose testing was completed in July. A joint training session on water supply and relay pumping was
conducted with Raymond in late June. This gave us an opportunity to transport several Raymond vehicles to the island
and that gave the ferry crews a chance to practice loading the trucks and what works best in an emergency.
In 2013, the FIFD responded to 20 calls for service. Additionally we assisted the FIPD/EMS Service on 8 calls. The most
significant of these calls was a structure fire on Lancaster Loop on Sunday June 23rd. The fire was likely caused by a
lightning strike. It was the first structure fire on the island in well over ten years.
In closing, I would like to thank all of the volunteers that make the island the special place that it is. Thank you to the
BOS/EXCOM for their support of our activities.
