The AGM is a milestone during the year and the discussions there influence the General Committee agenda well into the future. Perhaps this is stating the obvious, yet despite this, it is always slightly surprising

to note how many members decide to take no part in the AGM, not even offering a proxy vote. In the aftermath of the meeting, the perennial post-meeting comments tend to revolve around the amount of time available for each item and the need (or otherwise) to return to the meeting in the afternoon. Again this is largely outside of the Kennel Club’s control for attendance is a member’s personal choice and the length of time needed for discussion on any topic is dictated by their desire to speak. The order of the agenda is dictated by the Articles of Association (ref Art 42.3) and thus novel items tend to be discussed in the latter half of the meeting.

The decision to become a Limited Company would appear to be providing members the opportunity to consider the need for changes to the way we govern our organisation. There is a proposal this year for the General Committee to form a working party to consider future Governance arrangements. Benchmarking our Governance against other limited companies with similar business models will provide insight and allow us to consider the merit of changing the way we direct the business of the Kennel Club. The remit suggested is broad although mostly seeks to focus attention on the structure and operation of the General Committee.

A proposal is made for another working party to review the Kennel Club’s approach to communication. This may be considered timely given the rising tide of online social networks which have a significant potential for influencing public perception of pedigree dogs. There are some considerable challenges for organisations in adapting to this major change in society, not least how we can best address what can either be regarded at one extreme as ‘mob rule’ and at the other, a democratic approach to expressing opinion.

For my part on occasions the term ‘social network’ is a misnomer as many seem to discard the good manners and social norms when on-line yet we cannot avoid the fact that this method of communication is increasingly influencing opinion and perceptions of dogs across the spectrum.

Social networks seem to dominate the agenda for the press and there is little doubt that the Kennel Club must adapt its approach to communications to ensure its voice is heard before opinions become entrenched. As an organisation we have much to be proud of and yet so much good news gets lost in the plethora of down-beat, on-line communication to the extent that it is overwhelmed by immediate, yet uninformed, reaction to events as they are reported. We saw the effects of this with the tragic poisoning of the Irish Setter, Jagger (Thendara Satisfaction), an event that was immediately associated with its attendance at Crufts. Despite being able to secure some reasonable press coverage of the facts once they emerged just a few days later, the public memory is likely to always link this appalling event with Crufts, however unfair that may be.

There is a call for a third working group to look at registration. From the notes available this would seem to be more about the Kennel Club attitude to the crossbred dog than about the registration process. Nevertheless, aspects of this proposal have been considered before and we should question if this needs another review at this time. Three proposals asking for working parties,

all with the remit for reporting within twelve months, raises the important issue of available resources. We already have considerable input on the various property projects and there are a number of initiatives in process at the moment using working parties to lead their progress. This is a logical approach to dealing with complex issues but members should give some thought to the resources required to deliver an even wider programme of change.

The organisation and support of a burgeoning number of working parties places further pressure on our professional staff, who already have demanding responsibilities for delivering our business objectives, and there is a finite number of willing members to volunteer to work on new proposals. In voting for the proposals at the AGM I would ask members to consider the workload and the availability and willingness of General Committee and KC members to undertake additional work. The fact that those who are engaged in strategy groups are almost without exception unpaid volunteers should not be taken for granted, neither should this resource be assumed to be inexhaustible.

Reporting back to the members is an important function of the AGM and this

year there is much to be said. Property has dominated the year and the visible progress on the building destined to be our new home in Clarges Street will be evident to all those who attend the meeting and take the opportunity to visit the Club premises. Plans for obtaining a new freehold premises in Aylesbury for our service operations

(principally the Breed Register and Petlog) will be part of the update as well as information on what is proving to be a challenging search for suitable sites to support canine activities.

The headline results from the membership survey will provide an overview of the data that will be used in the next phase of the Board’s work in developing recommendations for addressing the call for a widened Kennel Club membership.

The re-launch of the Kennel Gazette is also eagerly awaited. The four members of the editorial group have remained focused on the core mission to produce a magazine of interest to the members. This is a task of some magnitude and despite inevitable diversions and disagreements, good progress has been made. We are now entering the final phase and expect to be able to provide some good news to the members at the AGM.

The Committee imposed the following penalties:

1 To disqualify her from exhibiting at, taking part in, attending and/or having any connection with any event licensed by the Club. If any person disqualified under this sub-paragraph shall attend any canine event whilst disqualified the General Committee shall have the power to increase the period of disqualification [A11 j (4)]

2 To disqualify her from being or becoming a member of any canine club or society registered with or affiliated to the Kennel Club [A11 j (5)]

3 To disqualify her from acting as an Officer or serving on the committee of any canine society [A11 j (6)]

4 To disqualify her from taking part in the management of any event licensed by the club. [A11 j (7)]

5 To disqualify her from judging at any event licensed by the Club [A11 j (8)]

6 To disqualify her from effecting registrations of any or all dogs and/or progeny of such dogs which are owned and/or registered by her (whether or not jointly owned and/or whether or not owned and/or registered in the name of a nominee). [A11 j (9)]

The above listed disqualifications are to be for Life from 26 March 2015.

The Committee, following the imposition of these penalties, would draw the attention of the Respondent to the effect of Rule A11 sub-section n.

The Committee noted that the fraud was systematic and was clearly designed for profit.

The Committee has seen no remorse for the manipulation of the registration system,

the impact on the purchasers of the dogs and the defrauding of the dog owning public out of hundreds of thousands of pounds.

*Fraudulent Business Practices

Period 1 September 2009 to 14 October 2012

Mrs Walsh carried on a dog breeding business for a fraudulent purpose outside the scope of Companies Act 2006;

• Advertised puppies sold as Kennel Club registered when they were not

• Advertising parents of puppies offered for sale as available for inspection when they were not

• Falsely registering new litters with the Kennel Club

• Falsely providing names of dams to the Kennel Club for new litters

• Falsely representing to purchasers that the dams of puppies had died in order to disguise the absence of breeding by her

AMENDMENTS TO BREED STANDARDS

At its recent meeting the General Committee approved the following amendments:

SWEDISH VALLHUNDColour Steel grey, greyish brown, greyish yellow, reddish yellow, reddish brown with darker guard hairs on back , neck, and sides of body. Lighter hair same shade of colour as mentioned above is desirable on muzzle, throat, chest, belly, buttocks, feet and hocks. Instead of these lighter shades, white markings are acceptable, but never in excess of one-third of total colour.

Any colour other than the above, including white and blue or any non-standard colour, is highly undesirable (see Introductory paragraph).[Addition underlined]

CATALAN SHEEPDOGColour Fawn, sable and grey in all shades. Black with fawn or grey shadings at the extremities. May be frosted with white. From a distance, the dog can appear to be self-coloured. Seen close up, it is apparent that this comes from a combination of the different shades. White or black spots/patches highly undesirable. A few white hairs or small white marking on the chest are permissible. White permissible on the upper part of the toes, but must not be accompanied by white nails.[Amendment underlined]

Secretaries of Registered and Affiliated Societies and Breed Councils are reminded that 2015 Annual Returns must be submitted to the Kennel Club (Canine Activities Department) by 31 July 2015. Please email documents to [email protected] or post and mark your envelope ‘annual returns’.

The items required to complete the Annual Returns are listed in the Kennel Club Year Book 2014/2015, under Regulation C 4.a. Secretaries of Breed Clubs,

Breed Councils, General Canine Societies, Training Clubs and Agricultural/Municipal Societies should note that all items must be forwarded each year, even if there are no changes from the previous year. Any proposed changes to rules must be clearly indicated. In the case of a Breed Club which uses its Breed Council's judges lists, this fact should be clearly notified in a covering letter.

For Breed Clubs and Councils, criteria for inclusion on judges lists must also be submitted. Any proposed amendments to the criteria must be highlighted and approval sought.

Breed health declaration. As part of their Annual Returns, Breed Clubs are required to submit a health declaration.

Breed Clubs are also required to submit the Kennel Club Code of Ethics with any additional clauses as part of the Annual Returns.

The safe receipt of complete Annual Returns will be acknowledged and failure to receive a receipt within 6 weeks should be queried with the Canine Activities Department.

A2 APPROVED JUDGESAt its meeting held on 14th April 2015 the General Committee approved the following application for the promotion of judges on to the nominating club’s A2 Judges List. Any other relevant club/council may if they so wish include the judge’s name on their A2 lists without further reference to the Kennel Club.

Judges approved for inclusion on A2 Judges Lists, when nominated to judge the relevant breed with Challenge Certificates need not complete a further Judge’s Questionnaire.

RALLY & LISTED STATUS AGILITYThe fees for Rally & Listed Status Agility are both £60. Listed Agility also has an additional fee of 5p per dog over 1000 dogs (maximum £100).
