CANINE UNIT

The Michigan State University Canine Teams saw a slight increase in activity during 2013. The unit

retired Canine Semtex after the final football game. Canine Semtex was replaced by Canine Koda,

a two year old German Shepherd. Canine Koda is Officer Mike Cantrell’s second dog and adds an

additional narcotics detection dog to the unit.

The canine teams assisted the following departments with calls for services.

Eric Acevedo is a graduate of the Michigan State University School of

Criminal Justice. While completing his four year undergraduate degree,

Eric worked in our parking division attending to parking meters on campus.

In 2012, he completed a summer internship with us. During his spare time,

he enjoys watching sports and hanging out with friends and family. He said,

“my two favorite passions are sports and cars. I enjoy playing baseball and

golf in the summer and an occasional pick up game of basketball. I’m a

huge Michigan State and Tiger’s fan. I try to make it out to a Tiger’s game

every year and watch most of the games on TV with friends.” He also said,

“on my days off, I like to create little projects on my car.”

WELCOME ABOARD

Eric Acevedo

Kelsey Eisen

Kelsey Eisen grew up on the west side of Michigan near Grand Rapids and is the eldest of six children.

Both of her parents attended MSU and the entire family “bleeds” green. She is a 2006 graduate of Forest

Hills Central High School. While attending FHC she ran cross country and track & field. She went to the

state championship her senior year for the 300m hurdles in track and field.

She graduated from Grand Valley State University in December 2010,

with a bachelor’s degree in physical education, with an emphasis in

coaching and a specialty in sports management. While completing her

last two semesters she was dually enrolled in Grand Rapids Community

College’s Police Academy. She graduated from the GRCC Academy

in November 2010 with the Charles Wells Physical Fitness and

Top Shot Awards.

After graduation she worked as a Special Events Security Greencoat here at

MSU until she was hired by the Oscoda Township Police Department, in

June 2011. She worked for the OTSPD for almost two years before, “I

landed my dream job here at MSU Police on May 20, 2013,” said

Kelsey. When asked about her new job, Kelsey said, “I work as a

patrol officer and love my job. I love working with the college students

and getting to meet new people everyday. My dream would to one

day become a K9 officer.”

Kelsey said she is very family oriented and loves spending time with her

family any chance she gets. She said, “We are a big family and I love participating in fun activities with

them and supporting them. I was lucky enough to find the love of my life early and married my high school

sweetheart. He is a high school science teacher and wrestling coach. We live in the Mason area and have

two spoiled pups. Logan is 10 pound Minpin/Pom mix who thinks he is a giant and Chloe is 90 pound

WELCOME ABOARD

Old English/Sheepdog mix who thinks she is a lap dog. We do not have any kids, unless you count

these two, which we do. In my spare time I love hanging out with my family and friends; working out;

playing with my dogs; any outdoor activities and cheering on MSU!”

In May, Luke Silver graduated from the 92nd Mid-Michigan Police

Academy at Lansing Community College. During the summer he

worked for the Ingham County Sheriff’s Office and was hired by

our department on October 7, 2013.

While an undergraduate at MSU, Luke worked two years as a Special

Events Security employee for our department while completing

his bachelor degree from the School of Criminal Justice.

In his spare time, Luke enjoys spending time with family and friends

and training dogs for PAWS with a Cause. He said he enjoys

bowling and spending time with this dog Callie.

Officer Matthew Thorne graduated from Hope College in 2005, with

a Bachelor of Arts degree in business management. He attended and

graduated from the 79th Mid-Michigan Police Academy at Lansing

Community College.

Upon graduating he worked part-time for the Village of Bellevue until

April 2006, before leaving to work full-time with the City of Mason

Police Department. He joined our department in June 2013.

He spent four years as a member of the Mason PD Special Response

Team and also received training in defensive tactics, later becoming a

DT Instructor for the Mason PD. Matt is married, and has three children. When he is not boarding horses

and providing surgical rehabilitation for race horses, he is out hunting,

Fishing and riding dirt bikes.

RETIREMENTS

Mike Rice

Sally Carl’s last date of employment with MSU Parking

Office was on January 11, 2013. She worked as an on-call

employee for many years helping out during fall registration prior

to being hired full-time in 2008.

Sally said she and her spouse own a firearms business and they

plan to host several gun shows, travel a lot and enjoy their new

place up north. She said she looks forward to learning how to

drive and park their new Pontoon and golf cart. She said she

looks forward to playing golf with her husband, Doug (the serious

one). She said as much as she’s going to miss all of her friends at

the Parking Office, that she is going to enjoy just living life day by

day.

Sally Carl

Assistant Chief Michael A. Rice began his career at the Michigan

State University Police Department on September 2, 1969 and retired

on January 10, 2013.

During his 43 years, he held a variety of positions within the depart-

ment including Shift Commander, Training Coordinator for the Mid-

Michigan Police Academy, Operations Commander and 17 years as a

Patrol Commander. Thirteen of his years in the patrol division were

served as a shift commander. For six years he was Captain of the

Police Bureau and served the department in charge of the

Investigations Division. Mike is a graduate of the FBI’s National

Academy.

For many years he worked as the Parking and Safety Bureau Captain.

When promoted to the rank of Deputy Chief he continued as com-

mander of the Parking and Safety Bureau. Mike was promoted to

Assistant Chief in 2006.

PARKING ADMINISTRATION

Nicole Holton

Services Bureau

Nicole is no stranger to the MSU Parking Office. She first started working in 2006

as a student employee for the MSU Parking visitor pay lots as a booth attendant.

Later she was promoted to Student Supervisor responsible for all parking booth

attendants. She worked as a temporary employee before being hired full time as a

Parking Office Clerk on August 5, 2013.

She attended Lansing Community College for general studies and attended MSU,

taking classes in the College of Communication Arts and Sciences. She enjoys

traveling, spending time with her family and friends. She also likes walking her

Chihuahua, listening to music and biking.

SUPPORT SERVICES DIVISION

Emergency Management and Special Events Unit Highlights

In March a satellite Dish Network package was purchased and installed in the mobile command vehicle.

This allows the vehicle to have real time local weather and news.

August 4-6, 2013 the Big 10 Emergency Managers Conference was hosted by MSU at the Emergency

Operations Center. Representatives from all 14 current and future Big 10 schools were in attendance.

In August, Officer Jamie Fadly joined the unit in a new position to supervise student traffic workers.

Officer Fadly is working on new training materials and equipment for these workers.

Officer Steve Beard spent a lot of time this year getting the new evacuation maps put up in all buildings

across campus. This is a three phased project taking place to accomplish this critical objective.

Two successful evacuations of all patrons from Spartan Stadium for severe weather. Over 70,000 patrons

were safely evacuated from a lightning storm that occurred during the first two home football games.

Officer Melissa Congleton travelled to Oak Ridge National Lab in Oak Ridge, TN in September. This

was to better understand their security and homeland security protocols.

Officer Congleton also facilitated a tabletop exercise in November for the Cyclotron Operators to help

them better prepare and respond to emergencies and communicate with first responders.

The MCV was utilized at Common Ground Festival in July and Lansing’s Silver Bells in the City event

during November as a reunification center for lost children.

Officers Beard, Congleton and J. Fadly successfully tested the accountability system at the Shiawassee

County drill for fire response in July and continue to use it at all home football.

Broad Art Museum Highlights

Officer Sue Putman provided new enhancements to the security operations at the new Edyth & Eli Broad

Art Museum.

Fire Marshal Unit Highlights

Fire Marshal Denis Zitlow and Officer Tom Miller completed fire inspections at all of the MSU facilities

required and worked on response protocols to the MSU Power Plant.
