I am somewhat confused by your response because the House Committee on Foreign Affairs is responsible for oversight and legislation relating to:

development assistance and HIV/AIDS in foreign countries;

national security developments affecting foreign policy;

strategic planning and agreements;

treaties, international law;

promotion of democracy;

Broadcasting Board of Governors;

public diplomacy,

other matters related to international economic policy with respect to international organizations,

including the US contribution to the World Bank's capital increase.

The House Committee on Foreign Affairs certainly does not bear sole responsibility for oversight on these rule of law issues affecting the US credit rating and continuation of the US dollar as an international currency. However, the House Committee on Foreign Affairs has concurrent jurisdiction over these matters. The Representatives on the Committee are accountable to their electorate for remaining engaged on these issues, also before the National Governors' Association and the National Association of Attorneys General. The Clerk of the DC Circuit was notified on December 20, 2012 that the above-referenced appeal was settled. The World Bank's General Counsel had a conflict and was no longer directing the appeal. Robert Zoellick fired me after I informed the Senate Committee on Foreign Relations that the World Bank was out of compliance with the securities laws in providing inaccurate financial information to the Board of Executive Directors. An April 8, 2005 letter to the Bank stated: "[t]he Joint Economic Committee has received credible evidence indicating that the World Bank has experienced accounting problems involving its borrowing, investment, and lending activities." I warned the US Treasury Department that Robert Zoellick would cause the US to lose the Gentlemen's Agreement to unilaterally nominate the president of the World Bank.
