Persons, Director of Public Works From: Dan Biermann, Water Superintendent Date: March 14, 2019 Re: Lake Michigan Water Station VFD Replacement Background Findings All of the drinking water that is utilized by our community is received and distributed by the 127th Street Lake Michigan Water Pumping Station. Within this station we have seven pumps and each pump/ motor is powered by a Variable Frequency Drive ( VFD) unit that will allow the motor to spin faster or slower depending on the needs of the system. By utilizing this VFD equipment the Village receives a significant savings in electrical costs, the life of motors are extended, and a smooth water pressure transition is experienced when the pumps are started. Four of the VFD units were replaced in 2017. The remaining units are scheduled to be replaced this year. Policy Considerations The replacement of the VFD units is consistent with direction provided by the Board during the development of the budget. According to the Village Code of Ordinances, the Village Administrator shall make a recommendation to the President and Board of Trustees on purchases over the $ 10, 000 statutory limit. The Board has the right to accept or reject any or all proposals. Financial Considerations Funding for this equipment has been included within the budget. Recommendation It is our recommendation that the Village Board authorize Morse Electric, Inc., the low bidder, to complete the 127th Street Lake Michigan Water Pumping Station VFD Replacement— Phase 2 at a cost of$ 171, 900.

Our opinion of probable cost for this Project was$ 197, 000.

We have analyzed each of the bids and find Morse Electric, Inc. to be the lowest, responsible and

responsive bidder. Based on our prior experience with this bidder, we believe that Morse Electric

Inc. is qualified to complete the project.

We recommend award of the Contract to Morse Electric Inc. in the amount of$ 171, 900.00. The

original bid bonds and bid forms are enclosed for your files.
