In this example there are 7 priorities, each with a score out of 1.00. The higher the score, the higher the priority. General Summary Overall, approximately 1,500 respondents took part in this particular engagement exercise via the Citizens’ Panel network, SurveyMonkey™ and the various community engagement events held throughout Aberdeenshire. All individual rankings of the priorities and the near 3,700 open-ended comments were documented and categorised. Generally speaking, residents throughout the six Administrative areas tended to rank the priorities similarly and a majority were in favour of apportioning the council’s budget in order to deliver on them. A number of participants at the community engagement sessions wanted to see more detail on how the priorities were to be delivered before agreeing to the budget spend. Of the four Themes, Theme 1 – Successful and Sustainable Communities garnered the most support among residents; Theme 4 - Public Service Excellence – garnered the least support (although a majority still supported the priorities so far as the budget was concerned). This latter outcome could be due to the fact that a carbon focus formed part of the survey question and the priority Minimising Aberdeenshire’s carbon footprint was consistently ranked lower than the other priorities by the various respondent groups. Residents appeared least sure about supporting the priorities under Theme 3 – Caring for Communities. Although there’s no definitive reason for this, a number of respondents were of the opinion that certain priorities overlapped one another or didn’t necessarily fit within the particular Theme. In terms of the explicit feedback a number of key themes emerged, which are also pertinent in the context of Buchan:

Communication. Communication needs to be at least maintained but ideally improved. This is pertinent both in terms of communication between the council and community members as well as among partner agencies, including internal council services. A number of residents desired open and honest two-way communication. Specific methods on how this can be achieved were generally not forthcoming.

Community Involvement. A number of residents were of the opinion that communities should somehow be more involved in the decision-making process. This generally came in the form of consulting and engaging with communities prior to implementing policy. Some respondents expressed a belief that even when consulted their views were not taken into account.

‘Real’ Partnership Working. A number of respondents stressed the importance of ‘real’ partnership working to deliver shared outcomes. This tended to take the form of integrated / holistic planning and effective communication between services, agencies, and communities.

Maintain / Improve Infrastructure / Facilities / Services. This theme encompassed a number of related issues. Respondents generally mentioned the need to improve transport infrastructure and/or transport links, the need to build (or make accessible) affordable and/or appropriate housing, and to generally improve internet and broadband coverage. A number of respondents also mentioned the need to ensure equitable access to community facilities (e.g. making them more affordable) and high quality and consistent service delivery regardless of geographic location.

Buchan Summary Overall, approximately 116 residents of Buchan took part in this particular engagement exercise via the Citizens’ Panel network and SurveyMonkey™. All individual rankings of the priorities and over 250 open-ended comments made by residents of Buchan were documented and categorised. Comments made by those attending the various engagement sessions in the area (approximately 54 individuals) were also documented and summarised. This document therefore presents an overview of these datasets as they pertain to Buchan. Generally speaking, there is little to separate Buchan residents from Aberdeenshire residents in terms of the top priorities per Theme, and a majority of residents were in favour of apportioning the council’s budget to deliver on them. Of the four Themes, Theme 3 – Caring for Communities garnered the most support among residents of Buchan; Theme 4 – Public Service Excellence – garnered the least support (although a majority still supported the priorities so far as the budget was concerned). Buchan was the only area that did not apportion the greatest support to Theme 1 – Successful and Sustainable Communities. This latter outcome may be due to the fact that Buchan residents were generally less certain about the priorities under this Theme than the population as a whole. This lack of certainty tends to have the effect of reducing the proportion of respondents that explicitly support the priorities. In terms of the open-ended responses, Buchan residents were of a similar mind as Aberdeenshire residents as a whole, i.e. the same key themes emerged as per the previous page. With regards to the Community Involvement theme specifically, the community groups felt a lot was demonstrably achieved when the community works together. Peterhead, they said, is made up of various communities and they need to work towards a common goal. Some expressed concern that ‘red tape’ and council processes may be acting as an anchor to progress in that regard. In addition, a number of Buchan residents raised the following issues:

Access to Affordable Facilities / Amenities. A number of Buchan residents specifically mentioned the need to ensure equitable and affordable access to community facilities (village halls, sports, centres, etc.). Residents generally linked greater affordability of such facilities to an increased likelihood of their leading active / healthy lifestyles. (Some residents were also of the opinion that active / healthy lifestyles should be imbued in young people from a very early age.)

Environmental Issues. A number of respondents in Buchan highlighted the importance of maintaining clean and tidy neighbourhoods, particularly town centres. Some also mentioned the need to improve recycling facilities in the area, or to encourage more recycling.

Housing. A number of respondents mentioned the need to ensure housing is both affordable and appropriate. Survey respondents in Buchan apportioned a slightly higher score to the priority dealing with the provision of appropriate housing than the general population. Those attending the community engagement sessions saw housing as a major issue. Some specifically mentioned the lack of affordable housing, the lack of wardens in sheltered housing, and the poor standard of private accommodation in town centres. One respondent noted that private house owners allow their properties to become run down and neglected. If this is the case, and if it’s a view shared by a wider group of residents, it may add to a feeling among some in Buchan that town centres may lack aesthetic appeal.

Thematic Overview

The following table presents data on the top 3 priorities per Theme for residents of both Buchan and Aberdeenshire, and shows the proportion of residents explicitly in favour of apportioning the council’s budget to deliver the stated priorities.

There is little to separate Buchan residents from Aberdeenshire residents in terms of the top priorities per Theme: Buchan residents mirrored Aberdeenshire residents exactly with regards to Themes 1 and 3. The only difference in Theme 2 is the order of the priorities – Buchan residents were apt to rank working with parents as their top priority. With regards to Theme 4 Buchan residents opted to prioritise managing assets over good governance, whereas Aberdeenshire residents ranked managing assets as their 4th highest priority, out of a total of 7.

Buchan residents were generally supportive of the stated priorities, more or less in line with Aberdeenshire residents as a whole – with the exception of Theme 1. This is largely due to a higher-than-average proportion of respondents stating they were unsure as to whether the budget should be used to deliver these particular priorities. In actual fact, relatively few residents were explicitly unsupportive. Citizens’ Panel members were generally far more explicitly supportive of the priorities than respondents utilising SurveyMonkey™.

Geographic Spread of Respondents (Residents) Over 850 individuals (residents) provided postcode details throughout Aberdeenshire via the two main engagement exercises (SurveyMonkey™ and Citizens’ Panel). The diagram below presents the approximate number of respondents per Administrative Area. Buchan accounted for approximately 116 respondents. Approximate Number of Respondents (Residents) per Administrative Area The greatest number of respondents resided in Garioch (191), followed by Kincardine & Mearns, and Formartine (186 and 148 respondents respectively). The fewest number of respondents hailed from Banff & Buchan, with Buchan registering the 2nd lowest number of respondents. The following pages highlight pertinent information per each of the four Themes. The majority of data relates to feedback from residents of Buchan.

Buchan residents and Aberdeenshire residents ranked the priorities within this Theme

exactly the same. Top 3 priorities for residents in both areas are as follows:

and enhance our built and historic environment

Buchan residents were more likely than Aberdeenshire residents to favour connected

communities and were slightly less in favour of protecting the natural landscape, etc.

However, the differences are not too significant. The open-ended responses didn’t

provide too many clues as to why that would be the case although a number of

seemingly rural residents spoke about improving transport links.

Buchan residents were supportive of the priorities but the proportion that explicitly

provided their support (75.2%) was the lowest out of the six Administrative areas in

Aberdeenshire. The proportion of residents that were ‘unsure’ was the highest out of

the six areas, – and by a considerable margin, – which may explain why the explicit

support was relatively low compared to the rest of Aberdeenshire.

Open-ended/area-based responses tended to coalesce around the following themes:

Banff & Buchan residents and Aberdeenshire residents ranked the priorities within this

Theme similarly but not exactly. Top 3 priorities for residents in both areas are as

follows:

1. Work with parents and carers to support children through every part of their educational journey

2. Raising levels of attainment, ensuring equity and excellence 3. Build a sustainable workforce through an innovative teacher recruitment

strategy.

Buchan residents were more likely than Aberdeenshire residents to prioritise working

with parents and carers, etc. A couple of open-ended responses suggest that

affordable child care may be an issue for local residents.

Buchan residents were slightly less supportive of the priorities than Aberdeenshire

residents as a whole. However, there is very little to choose from either of them.

The map shows these priorities received less support in the AB42 postcode district than

most other districts in Aberdeenshire. AB42 residents were also more likely to be

explicitly unsupportive of the priorities than the population as a whole.

Open-ended/area-based responses tended to coalesce around the following themes:

“There needs to be something to bring communities together. We in Peterhead have huge financial splits in the community and also huge cultural splits!" – AB42 Resident

“Need to feel that what we say will be done. Apathy currently because we feel out of touch. Let us decide how to spend the money for our community – one size does not fit all, and people in Aberdeen making decisions don’t necessarily understand our community needs.” – AB42 Resident

Buchan residents and Aberdeenshire residents ranked the priorities within this Theme

similarly, although slight divergences are evident. Top 3 priorities for Buchan residents

are as follows:

1. Long term, responsible financial planning

2. The right people in the right places doing the right things

3. Manage assets that maximise benefits for communities

Aberdeenshire residents ranked “Good governance and local scrutiny” in the top 3 but

Buchan residents ranked it their 4th most important priority. Buchan residents instead

included the managing assets priority in the top 3.

Buchan residents were slightly more supportive of the priorities than the population as a

whole, but the difference was slight. As with other areas, a larger proportion of

residents were more likely to be explicitly unsupportive of the priorities within this

Theme relative to other Themes.

The community engagement exercise suggest some members felt the priorities were

too broad. Some also believed the priorities do not necessarily incentivise or facilitate

communities to work collaboratively.

Open-ended/area-based responses tended to coalesce around the following themes:
