ABSTRACT As part of the Mussel Coordination Team’s 2007 Higgins eye pearly mussel (Lampsilis higginsii) relocation plan, Lucille A. Carver Mississippi Riverside Environmental Research Station (LACMRERS), The University of Iowa, and the Iowa DNR Fairport Fisheries Management recommended that juvenile Higgins eye pearly mussels be released in the Mississippi River near Fairport, Iowa in Pool 16. Such a proposed action must fulfill regulatory requirements stipulated under the provisions of the federal Endangered Species Act (ESA) of 1973, as amended and associated regulations. A multi-agency team, comprising the Illinois DNR, the Iowa DNR, the U.S. Army Corps of Engineers Rock Island District, and LACMRERS, conducted detailed quantitative field surveys on the mussel population and its diversity during 12-13 September 2006. Sixteen different live freshwater mussel species were found in the mussel survey area along the right bank of the Mississippi River near Fairport, extending riverward approximately 160 m from the Iowa shoreline and encompassing streamwise approximately 800 m. The most common species found out of 253 live mussels sampled was Threeridge (Amblema plicata: 17.8%) followed by Pimpleback (Quadrula pustulosa: 17.4%), Threehorn wartyback (Obliquaria reflexa: 15.8%), Washboard (Megalonaias nervosa: 12.3%), and Mapleleaf (Quadrula quadrula: 12.3%). Frequencies of the other eleven species were less than 6.3%. The highest age count occurred at age four (55 counts), followed by age six (43 counts) and age five (40 counts). An age group between 4-yrs old and 6-yrs old occupied 54.5% of the total population; that between 3-yrs old and 7-yrs old 78.2%; that between 2-yrs old and 9-yrs old 97.5%; and that between 1-yr old and 10-yrs old 99.6%. High live-mussel population densities were found in three quadrat samples out of five samples, where mussel densities were 26, 30, and 31 mussels/m2, respectively. Mussel densities at the other two sites were 7 and 8 mussels/m2, respectively.
ACKNOWLEDGMENTS The field mussel-survey investigation reported herein was conducted in cooperation with multiple agencies, including the Illinois Department of Natural Resources (ILDNR), the Iowa Department of Natural Resources (IADNR), the U. S. Army Corps of Engineers, Rock Island District (COE-RID), and Lucille A. Carver Mississippi Riverside Environmental Research Station (LACMRERS), The University of Iowa. The authors thank Bob Schanzle, Rich Lewis, and Ed Walsh of the ILDNR; Eric Giebelstein of the IADNR; and Steve Johnson and Nicole McVay of the COE-RID for their unfailing cooperation throughout the course of the field surveys. The authors also thank Bob Schanzle for reviewing the manuscript. Bob Schanzle and Rich Lewis were principal divers to collect freshwater mussel samples.

FRESHWATER MUSSEL SURVEY IN POOL 16, THE MISSISSIPPI RIVER, NEAR FAIRPORT, IOWA:
R.M. 463.5 – R.M. 464.1, APPROXIMATELY
I. INTRODUCTION
1. Background In May 2002 the U.S. Army Corps of Engineers (COE), St. Paul and Rock Island Districts, initiated a 10-year effort to re-establish the federally endangered, native freshwater mussel called Higgins eye pearly mussel (Lampsilis higinsii: LH) in the upper Mississippi River System (UMRS). Photographs of adult LHs are shown in Photo 1-1. Such re-establishing efforts are currently being pursued at ten sites in Illinois, Iowa, Minnesota, and Wisconsin. In July 2002, the St. Paul COE District, in cooperation with the inter-agency Mussel Coordination Team (MCT), issued a Relocation Plan, called “Definite Project Report and Environmental Assessment for Relocation Plan for the Endangered Higgins Eye Pearly Mussel (Lampsilis higginsii), Upper Mississippi River and Tributaries, Minnesota, Wisconsin, Iowa, and Illinois.” The recent decline in the LH population has been partly attributable to zebra mussels (Dreissena polymorpha), and the MCT routinely conduct zebra-mussel cleaning operations along the UMRS. LH mussels infected by zebra mussels are shown in Photo 1-2(a) and those cleaned in Photo 1-2(b). As part of the MCT’s 2007 LH relocation plan, Lucille A. Carver Mississippi Riverside Environmental Research Station (LACMRERS), The University of Iowa, and the IADNR Fairport Fisheries Management recommended that juvenile LH mussels be released in the Mississippi River near Fairport, Iowa in Pool 16. Such a proposed action must fulfill regulatory requirements stipulated under the provisions of the federal Endangered Species Act (ESA) of 1973, as amended, and associated regulations. Section 7(a)(2) of the ESA requires federal agencies to insure that actions authorized, funded, or carried out by them are not likely to jeopardize the continued existence of endangered or threatened species. Juvenile LH mussels have been raised in cages in Lake Pepin in Pool 4 of the Mississippi River by the U.S. Fish & Wildlife Service (see Photo 1-3). 2. Study Objectives As part of the Environmental Assessment (EA) for a relocation plan for the endangered Higgins eye pearly mussels (LH), it was necessary to conduct a field survey characterizing the mussel habitat surrounding the proposed release site and assessing diversity in mussel species.

4. Survey Methods Prior to the mussel surveys a brailing operation was conducted to determine survey boundaries as well as to identify tree snags (see Photo 1-5). Freshwater mussel surveys were conducted primarily by diving with a few pollywogging operations and a muskrat midden survey. There were two pollywogging sites, identified as P1 and P2 in Figures 1-2 and 1-3; fifteen dives, typically 5-min. dives, identified as D1 through D15 in Figures 1-2 and 1-3; and five quadrat sites, identified as Q1 through Q5 in Figures 1-2 and 1-3. Live mussel samples collected were identified for species, and their lengths and ages were determined (see Photo 1-6). Furthermore, live zebra mussels attached to live native mussels were counted and their sizes were also recorded.

II. PRESENTATION OF INDIVIDUAL SURVEY RESULTS 1. Pollywog 1 (UTM: NAD 27 and Zone 15 - 676074E/4589311N) This site, shown as P1 in Figure 1-2, was located just upstream from a small deltaic island formed at the mouth of a small unnamed creek adjacent to the east side of IADNR’s Fairport Fish Hatchery ponds. A 10-min. long pollywog yielded a collection of nine live mussels, as shown in Photo 2-1. Five species of mussels were identified, including Giant floater, Mapleleaf, Mucket, Plain pocketbook, and Threeridge. Their sizes and ages were also recorded and they are shown in Table 2-1. The mussel age varied from 4 to 7 years, and the substrate consisted of sand and gravel. No live zebra mussels were found on these mussels.

9. Dive 7 (UTM: NAD 27 and Zone 15 - 676191E/4589397N) This site, shown as D7 in Figure 1-2, was located approximately 169 m north east from Dive 1 near the Iowa shore where flow depth was 9.3 ft. A 5-min. dive yielded a collection of eleven live mussels of eight species, including Hickorynut, Mapleleaf, Mucket, Squawfoot, Threehorn wartyback, Threeridge, Wabash pigtoe, and Washboard, as listed in Table 2-9. The mussels collected are shown in Photo 2-10. Close-up views of Mucket exteriors are shown in Photos 2-11 and 2-12. One 3-mm long zebra was found attached to the 5-year old Threeridge; and two 3-mm long zebras to the 8-year old Threehorn watryback, and one 3-mm long zebra to the Squawfoot. The age of these mussels ranged from 3 to 9 years. The substrate material was sand and gravel. This could be an excellent candidate site for Higgins eye relocations because of the excellent substrate and the diversity in species.

10. Dive 8 (UTM: NAD 27 and Zone 15 - 676209E/4589372N) This site, shown as D8 in Figure 1-2, was located approximately 30 m south east from Dive 7 where flow depth was 10.5 ft. A 5-min. dive yielded a collection of eighteen live mussels of seven species, including Mapleleaf, Monkeyface, Pimpleback, Threehorn wartyback, Threeridge, Wartyback, and Washboard, as listed in Table 2-10. The mussels collected are shown in Photo 2-13. Four 3-mm long zebras were found attached to the 142-mm long Washboard; three 3-mm long zebras to the 132-mm long Washboard; ten 3-mm long zebras to the 148-mm Washboard; one 3-mm long zebra to the 81-mm long Mapleleaf; one 3-mm long zebra to the 74-mm long Mapleleaf; one 3-mm long zebra to the 67-mm Threeridge; and one 3-mm long zebra to the 35-mm Threeridge. It should be noted that more zebras were found in elder mussels, particularly in Washboard. The age of these mussels ranged from 3 to 9 years. The substrate material was sand and silt. This could also be an excellent candidate site for Higgins eye relocations because of the excellent substrate and the diversity in species.

11. Dive 9 (UTM: NAD 27 and Zone 15 - 676245E/4589311N) This site, shown as D9 in Figure 1-2, was located approximately 71 m south east from Dive 8 where flow depth was 13.2 ft. A 5-min. dive yielded a collection of only two live mussels of one species which was Threeridge, as listed in Table 2-11. The mussels collected are shown in Photo 2-14. Three 3-mm long zebras were found attached to the 81-mm long Threeridge. The ages of these mussels were 4 and 9 years, respectively. The substrate material was sand and gravel. It should be noted that despite the excellent substrate material only a few live mussels were found at this site. It could be due to large flow depth (13.2 ft) at this site as compared to Dive 7 (depth: 9.3 ft) and Dive 8 (depth: 10.5 ft).

During the mussel surveys, five quadrat samples (Q1 through Q5) were collected by divers using 0.5-m by 0.5-m square samplers in order to evaluate both the live mussel population density and the density of the zebra mussel population in the substrate. Each sample was spread evenly and divided into four quadrants. Individual live mussels in each quadrant were identified and any zebra mussels attached were recorded. Furthermore, dead mussel shells in each quadrant were classified as “recently dead: RD” and “weathered dead: WD.” Lengths of live zebra mussels that were not attached to live freshwater mussels were also measured. 18. Quadrat 1-A (UTM: NAD 27 and Zone 15 - 676567E/4589650N) This site, shown as Q1 in Figure 1-2, was located near Sec 6, where flow depth was 8.3 ft. A quadrat sample was obtained by a 15-min. dive which was divided into four quadrants. Quadrat 1-A was the first quadrant sample which had neither live mussels nor dead shells, as shown in Table 2-18. The substrate material was not recorded. 19. Quadrat 1-B (UTM: NAD 27 and Zone 15 - 676567E/4589650N) This site, shown as Q1 in Figure 1-2, was located near Sec 6, where flow depth was 8.3 ft. A quadrat sample was obtained by a 15-min. dive which was divided into four quadrants. Quadrat 1-B was the second quadrant sample which had three live mussels, including Mapleleaf and Threehorn wartyback mussels, as listed in Table 2-19. No live zebra mussels were found attached to the live mussels. There was one Fragile papershell (half shell) found in this sample. The substrate material was not recorded. 20. Quadrat 1-C (UTM: NAD 27 and Zone 15 - 676567E/4589650N) This site, shown as Q1 in Figure 1-2, was located near Sec 6, where flow depth was 8.3 ft. A quadrat sample was obtained by a 15-min. dive which was divided into four quadrants. Quadrat 1-C was the third quadrant sample which had two live mussels, including Mapleleaf and Monkeyface mussels, as listed in Table 2-20. One 3-mm long live zebra mussel was found attached to the 56-mm long Mapleleaf. There were four dead shells, including a full Washboard (132-mm long and 8-years old), one Fragile papershell (half shell, 110-mm long), one Pimpleback (2-years old and 61-mm long: RD), and Fragile papershell (half shell, 60-mm long: WD). The substrate material was not recorded.

A Quadrat sample was obtained by a 15-min. dive which was divided into four quadrants. Quadrat 5-A was the first quadrant sample which had eight live mussels, including Hickorynut, Mapleleaf, Pimpleback, Threehorn wartyback, and Threeridge, as listed in Table 2-34. One 3-mm long zebra mussel was found attached to the 78-mm long Mapleleaf. There were six dead mussel species, including Butterfly, Giant floater, Pimpleback, Threeridge, Wabash pigtoe, and Washboard, which were all noted as WDs. Neither their lengths nor ages were recorded. The substrate material was not recorded. 35. Quadrat 5-B (UTM: NAD 27 and Zone 15 - 676218E/4589403N) This site, shown as Q5 in Figure 1-2, was located near Sec 3, where flow depth was 9.5 ft. A Quadrat sample was obtained by a 15-min. dive which was divided into four quadrants. Quadrat 5-B was the second quadrant sample which had eight live mussels, including Hickorynut, Mapleleaf, Pimpleback, Threehorn wartyback, and Washboard, as listed in Table 2-35. Three 3-mm long zebra mussels were found attached to the 50-mm long Threehorn wartyback. There were six dead mussel species, including Fawnsfoot, Fragile papershell, Mapleleaf, Plain pocketbook, Threeridge, and Washboard, which were all noted as WDs. Neither their lengths nor ages were recorded. The substrate material was not recorded. 36. 38. Muskrat Midden Site (UTM: NAD 27 and Zone 15 - 676418E/4589598N) During the mussel surveys on 12 and 13 September 2006, a muskrat midden was discovered on the Iowa shore between Sec 5 and Sec 6 (see Figure 1-3). The authors of this report visited the midden site on 14 September 2006 to find out the number of mussel species in the midden. We found seventeen species of freshwater mussels that are listed in Table 2-38. The shells collected in the midden are shown in Photo 2-21. Only three species in this list, Round pigtoe (Pleurobema coccineum), Slough sandshell (Lampsilis teres teres) and Yellow sandshell (Lampsilis teres anodontoides) were not found in the river mussel surveys which are described in Section 1 through Section 37. Although five Muckets (Actinonaias ligamentina) were found in the river surveys, no Mucket was found in the midden.

III. SUMMARY OF OVERALL SURVEY RESULTS The overall results of the present mussel surveys can be summarized as follows:
1. Sixteen different live freshwater mussel species were found in the mussel survey area along the right bank of the Mississippi River near Fairport, extending riverward approximately 160 m from the Iowa shoreline and encompassing streamwise approximately 800 m (see Figure 1-2).
2. Seventeen freshwater mussel species were identified in a muskrat midden located on the Iowa shoreline, approximately 150 m downstream from the upstream-most survey boundary (see Figure 1-2 and Photo 2-21). Only three species, Round pigtoe (Pleurobema coccineum), Slough sandshell (Lampsilis teres teres) and Yellow sandshell (Lampsilis teres anodontoides) were not found live in the river mussel surveys. Mucket (Actinonaias ligamentina), five of which were found in the river surveys, was not found in the midden. It is believed that those adult Mucket mussels are large and difficult to be harvested by muskrats.
3. The river mussel surveys, including two pollywogs, fifteen dives, and five quadrats, yielded a total of 253 live mussels. The number of live mussels collected at each survey site is shown in Table 3-1.
4. The most common species found was Threeridge (Amblema plicata: 17.8%) followed by Pimpleback (Quadrula pustulosa: 17.4%), Threehorn wartyback (Obliquaria reflexa: 15.8%), Washboard (Megalonaias nervosa: 12.3%), and Mapleleaf (Quadrula quadrula: 12.3%). Frequencies of the other eleven species were less than 6.3%, as can be seen in Table 3-1. The frequency and percentage distributions of the live mussel species identified in the surveys are shown in Figures 3-1 and 3-2, respectively.
5. Age counts of the 253 live mussels sampled were obtained, as shown in Table 3-2, and their distribution is shown in Figure 3-3, in which individual percentage occurrences are also included.
6. The youngest, 1-yr old, live mussels were found at Q3 (one Threehorn wartyback (Obliquaria reflexa)) and at Q5 (two Threehorn wartybacks (Obliquaria reflexa)). The oldest live mussel was found in Dive-1, which was a 14-yr old Plain pocketbook (Lampsilis cardium). The peak age of 4-yrs old indicates that river hydraulic conditions and host-fish populations for the sixteen mussel species found were very favorable to the mussel reproduction in 2002. A lack of older mussels in the samples makes us speculate that zebra mussels could have had something to do with it. River stage records near Fairport, Iowa at River Mile 463.5 that were available from the U.S. Army Corps of Engineers, Rock Island District web site were downloaded and plotted in Figure 3-4. Extended spring floods occurred in
72
Pool 16 in 2002. However, it is extremely difficult to relate simply these flood events to the high mussel production because spring floods occur on an annual basis.
7. Rather high live-mussel population densities were observed at three Quadrats, Q2, Q3, and Q5, which were 26, 31, and 30 in 1 m2, respectively, as shown in Table 3-3. Flow depths at these three Quadrat sites were very similar, and were 9.4 ft, 9.7 ft, and 9.5 ft, respectively. The average flow depth at these three sites was 9.53 ft. This flow depth corresponded to a river-bed elevation of 535.32 ft above mean sea level (MSL 1912) or 163.17 m above MSL. Population densities at Q1 and Q4 were only 8 mussels/m2 and 7 mussels/m2, respectively, and the flow depths were 8.3 ft and 11.8 ft, respectively. The river stage was very stable during the surveys and the water-surface elevation was 544.85 ft above MSL or 166.07 m above MSL.
8. Either of Quadrat sites, Q2, Q3, and Q5, would be an ideal site for relocating Higgins eye (Lampsilis higginsii) mussels because of the high population density. Their UTM locations are
Q2: UTM: NAD 27 and Zone 15 - 676324E/4589471N; Q3: UTM: NAD 27 and Zone 15 - 676400E/4589532N; and, Q5: UTM: NAD 27 and Zone 15 - 676218E/4589403N
9. Furthermore, two additional sites, D7 and D8, would be the candidates for
relocating Higgins eye (Lampsilis higginsii) mussels because of the high population density. Their UTM locations are
D7: UTM: NAD 27 and Zone 15 - 676191E/4589397N; and, D8: UTM: NAD 27 and Zone 15 - 676209E/4589372N
10. It is advised that substrate samples be collected at these sites, Q2, Q3, Q5, D7, and
D8, prior to the relocation to ensure that the river bottom is suitable for young Higgins eye (Lampsilis higginsii) mussels. Fine sediment substrate sites should be avoided.
