The farewell memorial for Leland Kelly was well attended for a Friday. Starting at Eagle Leather, it was a nice ride to the cemetery and the attendees had many good and kind words to say. He will be greatly missed.

Thanks to American Steel for the ride they put on to benefit ABATE Spring Opener. There were many people there that I recognized from several chapters, as well as several clubs. Overall I estimate about 100 bikes. I could not stay for the entire ride, but I was there for several hours and had some nice conversation with many people. I hope they raised a lot of money for ABATE. This was a wonderful idea for a club to show support for ABATE. I would welcome all the club members to attend an ABATE Chapter meeting in their area, and then join with us in our quest for freedom of the road. Membership is a small price to pay for the rewards of the freedom we gain. Come be a part of history.

Spring is upon us and summer is just aound the corner, which means that better riding weather is coming soon. It’s time to fire up the bikes and get them ready for a long riding season. There are so many rides and events for May and June that nobody will be able to make them all. There are flyers throughout this newsletter as well as a list on page 39. If your chapter does not have an event for

one of those dates, make a chapter ride to go to an event for another chapter. It’s great fun to see all our old friends and supporting other chapters is a great way to build lasting relationships with all our ABATE brothers (and sisters). I am already making plans to support several other chapters’ rides this year, so don’t be surprised if I show up.As you might have guessed, May is Motorcycle Awareness Month throughout most of the nation. Thanks to Glenyce Jackson, it is also observed in Washington. A couple of years ago, Glenyce prevailed upon the legislature to pass a resoloution for Washington to officially observe May as Motorcycle Awareness Month. This allows us to request messages about this issue be posted on the reader signs on highways all over the state, like “Share the Road”, or “Think Twice, Save a Life”. I hope to see messages like this all over the state as I travel around this year.

Hello Everyone, I hope everyone enjoyed the swap meet, we had an abundance of vendors and was very well attended by people looking for good deals and things they just could not live without. Rona did an excellent job at organizing the event along with the help of Scott and Micki Robinson, Holly Ferguson, and all the other volunteers. Greg Hansen and Mike Campbell manned the table signing up new members and renewing old ones, Jimmy George brought the bike to be raffled off at spring opener sold tickets and promoted spring opener, Roxy Kelly had our state products for all to see and buy and she also sold some raffle tickets. That was also the first day that spring opener tickets went on sale, some people checked out spring opener tickets to take back their chapters and sell and others will be able to get them at the next BOD. We also have the election for state secretary, ballots will be mailed out May 1 and must be received back by the second Saturday in June, if you have not received a ballot by 15 May contact the state membership person to make sure we can get you a ballot. I would like to thank some special people out there, one of whom is our newest chapter the Spanaway Chapter who had event and donated all the proceeds to help pay for ABATE of Washington’s spring opener and then American Steel M/C had a run where they donated the proceeds to help pay for

ABATE of Washington’s spring opener. And in May Tacoma Chapter is going to have an event where the proceeds will go to the legislative fund. It is my hope that all the chapters will do something similar so ABATE of Washington can grow and go on to bigger things. The April BOD is now history and one sad note is that there were some chapters that had no representation at the BOD as nobody showed up to represent them. When your chapter coordinator cannot make it and the deputy coordinator cannot make it they can designate a responsible person from the chapter to go to the BOD in their place all they need to do is send a letter with the designated person signed by two of the elected chapter officers. It is very important that your chapter is represented at these BOD’s there are things that are voted on and if your chapter is not present your vote doesn’t count so please attend your chapter meetings and make sure he that your chapter is represented at the BOD.

Hello to all of ABATE of WashingtonI know it has been quite some time since

I sent in a State Officer Report!

I have been very busy with my newState Position as the State Ambassador at large.

My new Job in ABATE of WashingtonIs to promote and build new chapters

in the State of Washington.I am very proud to say our newest chapter

I organized in Spanaway, WA is doing very well.They are currently about 70 members and growing.

I just recently attended their first chapter poker run. The turn out and supportwas very Good. They have also had several membership drive events at thereHome bar and meeting place Uncle Sam’s Bar and Grill in Spanaway, WA.

This is a strong chapter with a lot of support from the community!

I have also been working on a new chapter in the Elbe, WA area.This is going very slow due to the weather, not a lot of bikes on the road yet.

Anytime any of you see me “Dragoni” and Virginia sitting at a table in Bar or RestaurantWith my Laptop Computer and ABATE applications on the table stop by and say hello!

This is how I meet new people in different areas to help growABATE of Washington by building new chapters!

I just Attended American Steel M.C. Rain or Shine Support Run for ABATE of Washington!It started at: Haven in Tacoma, WA – 2nd Stop: City Hall Saloon Cumberland, WA

3rd. Stop: Kapowsin Tavern, Kapowsin, WA – 4th. Stop: Oak Tree 2 Spanaway, WAThe Last stop was at the Roy Tavern in Roy, WA this is the home of A.S.M.C...Good run but very wet about 100 bikes in group. This was a very special bike

run and it was good to see all of the support by ABATE of Washington for this event.The proceeds for this Non ABATE of Washington event are going to support theABATE of Washington 2013 Spring Opener State event in Easton Washington.

A big thanks to the A.S.M.C. for there support of ABATE of Washington!Some of the Members of American Steel M.C. are also ABATE members.

My goal is for all of the A.S.M.C. members in the area to join ABATE of Washington!

Soon I will be traveling to Yelm, WA I have some interest and support in building a New Chapter in the Yelm area. If you see me “Dragoni” sitting at a table with my

Laptop computer stop by and shake my hand. Then other people might do the same!

This will grow interest and conversation aboutABATE of Washington and who we are.

I would like to thank all of the people who made this years bike blessing a success. They were numerous members from the Olympia chapter of abate, the Christian Crusaders for ensuring everyone had hot coffee, and the members of the Society's Deviants for providing road guards. It started out a very rainy day and a slow start, staging started at 10:30am and the blessing was conducted at 11:30 by Abbot Neil Roth of St. Martins Abbey. Upon rolling out we had 75 bikes, some just stopped by to support. About 30 bikes made the whole ride. The rain was light then turned into heavy down pour. We took some back roads thru Olympia and Tumwater, ending up at the Office Tavern for a bike show and raffle for numerous door prizes. All in all was a very good day. ABATE OF WASHINGTON FOLLOWS UP 2011 SUCCESSES BY PASSING 3 BILLS IN THE 2013 LEGISLATIVE CAMPAIGN!

Although motorcyclists will have to wait yet another year for the RedLight Bill to be passed, one can hardly label the 2013 anything but a success. ABATE authored 3 bills and gave direct support for 2 more bills.

SB5263 – “Sharrow” passed unanimously by both the Senate and the House. This new law will correct a glitch that exists that made it illegal to pass a bicycle in the same lane of travel. New ABATE member Tim McCall brought this bill forward, researched the data and testified to the Transportation Committees to make this bill into a law.

HB1334 – Conversion Kits. Rep. Matt Shea sponsored this legislation as a bill that would benefit veterans. This new law will make it legal to use ‘voyager’ type conversion kits to make a motorcycle have more wheels in contact with the ground. ABATE testified and lobbied to have this bill that was proposed by a group out of Spokane.

SB5142 – Transportation Planning. This is perhaps the most important piece of legislation that passed this year. State agencies will have to have motorcycles and motorcyclists in mind when they plan road improvements, HOV lanes, construction areas, guardrail systems, pavement repair etc. Legislators have finally acknowledged that we are a viable means of transportation that need to be considered before a problem is created.

The table is set for 2014. We still have work to do to get SB5141, the Red Light Bill, through a

vote on the House Floor. It is unknown at this time why it was not forwarded for a vote as we had been promised. We will have to wait one more year, however we do have the right bill and support to complete this job next January.

The Helmet Bill got a lot of attention this session. It is likely to be on the front burner next session. Looking forward to seeing a large turnout at BLACK THURSDAY on January 23, 2014.

Sky Valley ChapterThe 17th annual Sky Valley ABATE Bike show is a go! So mark your calendars for Sunday, May 19th in Snohomish! Seattle Cossacks/ life music/ vendors… so bring your show bike and register from 9am til noon! It’s always the biggest and the best bike show in the state.Hope everyone had fun at the Spring Swap meet in Monroe. That was one packed house! So many things to look at and so many bikes and parts and people! It was fun.Thanks to all who came to the Shakin’ the Winter Blues party at the Monroe Eagles the night before the swap meet. Good food, great music with Tony and the Tigers and lots of cool stuff at the silent auction. The food you all brought was appreciated by the Sky Valley Food bank. Greetings and Salutations from your ABATE brothers and sisters in beautiful North East Washington! Our riding season got off to a nice start this year with clean roads and clear skies in mid-March, but as the saying goes “April showers bring May flowers” and this April seems to be no exception. Regardless of how soggy our region has been in the last few weeks, we are looking forward to an active riding season for 2013 and would like to share some of the events we have planned for this year. May 18th is our annual Fishing Derby! This is our third year sponsoring this family friendly event where parents and guardians can bring their children to participate in a keep-what-you-catch fishing competition on Diamond Lake. In June we will be holding our Spring Dart Run. Proceeds of this event will be going to support our Chapter Crash Fund, which was established in 2011 after two members of our Chapter laid their bikes down during a Mystery Run. The Crash Fund is designated to help cushion the blow to Chapter members who suffer unexpected accidents while on the road and is a way for us to better assist our members in times of crisis. June is also the month of our St. Jude Benefit Ride, “Cruising for St. Jude,” and will be held on the 22nd. This will be our third year sponsoring this ride in Eastern Washington and all proceeds and donations will go to the St. Jude Hospital and Research Center.This July marks our four-year anniversary and we will be celebrating with a ride and BBQ (dates still to be determined). And be sure to visit our information booth at the fourth annual “Run Whatcha’ Brung” street drags July 5, 6, and 7th being held in Oldtown, ID (which, if you’ve never seen Oldtown, ID, it is literally on the other side of the ONLY street light in Newport, WA). Good day friends and family, hope everyone has had a awesome few weeks, I know i did!!! Spent a few days riding, shooting, partying and visiting friends and family in the Boise area. Abate of Southern Idaho held their annual JAMR while I was visiting and it was a great ride that ASI put on. which if you have forgotten SKCC is putting on our annual James Adams Memorial Ride (JAMR) on May 11Th, I hope to see you all there to remember a great man and raise funding for one of his biggest passions, motorcycle rights. In march we had our Dart Run, if you missed the Dart Run you seriously missed out on a great ride. beautiful weather all day, Tyler picked out a great route and there was a large turn out of riders, 89 i believe (forgot my binder in Washington, oops). the Christian Crusaders were at our April meeting thanking SKCC for the donating the proceeds from our Dart Run to them. i hope everyone took my advice and took a moment to visit another chapter, drop in and say hi, granted, my family is here in Boise but the ASI members down here sure know how to PARTY! ride safe everyone, enjoy the weather Sam WalkerSKCC coordinator

As I write this up for this May issue, we are in progress of preparing for our Liberty Ride event the weekend of April 20th. Will have pics and a complete report in the June issue. We have so many to Thank. The chapter has been totally focused on making the event a good one.By the time many of you get this newsletter, you will know how it went.

TCC raised more money for our Jefferson school kids that we adopted and Cari Roy has been bringing all of their thank you cards and messages, to the meetings.

Many of us will be attending the 50 Calibers Pig Roast and Poker Run on May 11th. Hope to see you there. It is a great time that raises money for our local Tri CIties Cancer Center. Then on the weekend of May 24th thru the 26th, we are heading out to the ABATE of Oregon Fossil Run. Also, we still have the Harley motorcycle raffle tickets available. Hello, my name is Darcy Mugartegui, I am running for the State Secretary position of ABATE of Washington. I have been with the Olympia Chapter since 2003 and currently hold the treasurer, legislative affairs officer and membership positions. I was the secretary for over four years before that. I have been the stand in State Secretary when a substitute was needed. I have been both the State Parliamentarian and State Audit officer for about five years. I have enjoyed going to the Board Meetings. I belong to the Harley Owners Group since 2003 and was the Olympia chapter secretary 3 years and membership secretary for two

years. I will continue to be involved in our Legislative process as I believe this is one of the most important things we do as a organization.

I think that in any organization it is important to have a shift of officer positions every few years so we can have new ideas. I am very thankful for Rona’s commitment and hard work for our organization and hope if I am elected I can show my commitment to ABATE as well.

About myself, when I was a kid my dad bought my brother a trail 50 however, he was too small and scared of it. I don’t think my dad counted on me liking it so well. When I was 18 living in Tacoma I met what is now the Tacoma Chapter of ABATE and enjoyed many years with the Tacoma Chapter including being at the first several Spring Openers. I left Tacoma in 1985 and moved south raised my children but, missed riding. I moved back to Olympia in 1993 and one day met the Olympia Chapter coordinator and was hooked. I did not officially join until I got my own endorsement in 2003 with my husbands support. I love riding my purple dyna and my recently acquired Volkswagen trike.

So, as you may have heard I was nominated again for the position of statesecretary at our last Board of Directors meeting. I accepted the nomination withenthusiasm.

For our new members who may not know me, I would like to introduce myself.I have been the State Secretary for ABATE of Washington since August 2006. Ilive in Milton and I am a member of SKCC. My duties as secretary are to recordthe minutes of our ECOM and BOD’s meetings, keep the corporate records, takecare of updates, and whatever else our board of directors tasks me with. I feelI have successfully fulfilled these responsibilities for the last 6 years. For moreinformation on the job description, please see state bylaw 6.4.3

I do want to say that I am excited with the direction we are heading in. I am stilldedicated to my position and I would appreciate your vote of confidence in meto continue to serve ABATE of Washington.

Going into the hearings on the helmet bill it was pretty much assured that this would not pass. We do our fighting on a more lobbyist approach spending many hours all session making sure our presence is seen. The respective votes on this bill were House: Yeas 123 - Nays 21 - Absent 7 - Excused 0; Senate; 26 -Yeas, 8 -Nays, 0 -Excused, 1 –Absent.This leaves Maine as having adults able to chose whether to wear a helmet or not since 1974.Also yesterday the Transportation Committee struck down the use of SAE J2825 testing procedures. The initial vote is 11 for the Bill with two Senators not having voted. They have 48 hours to vote. At this time it was a unanimous vote in Committee. Eric Fuller

ABATE of Michigan releases multi-year motorcycle fatality analysis, calls for increased education, enforcement and penalties

With one of the longest and hottest riding seasons on record, higher gas prices and a slight increase in motorcycles registrations, 2012 saw a small increase in motorcycle fatalities with over half of those being fatalities being riders not endorsed to operate a motorcycle. The year also saw an increase in motorcycle tourism since the enactment of the rider choice law on April 12, 2013 allowing adults to choose whether or not they want to wear a helmet.Recently, reports from the Michigan Office of Highway Safety Planning (OHSP) analyzing the fatality and fatality rate increases since the helmet choice law went into effect have been presented in an erroneous and biased manner.“Our primary concern about the accuracy of the data from OHSP is that two single points of data are being compared, when a multi-year comparison will give the clearest and most accurate depiction of motorcycle fatalities,” said Vince Piacenti, Statistician, for ABATE Michigan. “The average fatality rate on motorcycles from 2005 – 2011 is 119.7 with a standard deviation of 8.4 (+/- 3% to make statistically significant). This means that the normal year-to-year fatality rate can vary from 95 to 145. Anything within this range is normal variation; the fatalities would have to be above 145 or below 95 to make a statement with statistical confidence. Fatalities in 2012 were 129, which fall within the normal range of variation and proves conclusively that the helmet-law amendment has had no adverse effect on motorcycle safety.”What should concern the Michigan State Police, OSHP and the public is the fact that more than half of the fatalities involved riders NOT endorsed to drive a motorcycle. “Losing a member of our motorcycle family is devastating. To know that a death could be prevented from motorcycle education and increased enforcement from State Police is unimaginable. Our mission at American Bikers Aiming Toward Education, or ABATE Michigan, as we approach Motorcycle Safety Awareness month in May is motorcycle safety. ABATE encourages the Michigan State Police to be proactive this coming riding season by focusing on car driver/motorcyclists awareness and motorcycle education,“ added Vince Consiglio, President, ABATE of Michigan. “But we also want to make sure

those that ride without an endorsement face stiffer fines and we also support limiting Temporary Instructional Permits (TIP) to two per adult. If you need more than two TIPs, you shouldn’t be riding.”

Because more than half of Michigan motorcycle fatalities are unlicensed—or unendorsed— motorcyclists, ABATE’s goal in teaching motorcycle rider education classes and going into the drivers’ education classrooms is to ensure that everyone arrives home safely. “A motorcyclists has a responsibility to know how to handle his or her bike,” Consiglio added. “However, a motorcyclist is much more vulnerable than a passenger vehicle occupant in the event of a crash. The majority of Michigan 2012 fatalities were wearing helmets.”A motorcycle endorsement on a driver's license is required by law to ride on public roads and can be obtained by attending and passing a motorcycle rider education class, which are available statewide for a fee. A list of Secretary of State approved Michigan Motorcycle Safety Program instructors, along with their locations and contact information can be found the Secretary of State’s website. ABATE Michigan supports public and private rider education. A current list of ABATE Michigan motorcycle rider education classes locations and times can be found on ABATE Michigan’s website. On April 12, 2012 the requirement for motorcycle helmets was amended to allow adult choice for motorcyclists 21 and older, providing they completed an accredited motorcycle-safety course or had a minimum of 2 years riding experience.“Our members have reported an increase in motorcycle tourism since the enactment of the rider choice law,” said Scott Ellis, Executive Director of the Michigan Licensed Beverage Association, which represents more than 1,800 restaurant, bar, party store, hotel, and casino establishments across the state. “From Monroe to Muskegon to the Keweenaw Peninsula, more out-of-state motorcyclists are stopping, staying and spending money at our restaurants, hotels and attractions.”At least 20 different state license plates were counted on motorcycles at last year’s sixth annual Muskegon Bike Time. With the increase in participants, planners are already concerned how many bikes and vendors can fit in the downtown area for this year’s event.ABATE is a non-profit organization dedicated to preserving the overall rights and promoting the safe operating practices of all Michigan motorcyclists.ABATE Michigan has partnered with public schools and private driving instructors to teach more than 75,000 new drivers about motorcycle awareness, using resources donated by ABATE members. # # #

Hello all.It's been awhile. My computer is very slow, and I haven't had the time to sit and wait on it. However I got off early today so here I am. Hope, I Make the deadline. It's been a long winter it seems like, probably just the crappy weather. Not a whole lot going on right now in Lewis County, Getting ready for our 10th charter party. Wow doesn't seem like we've been a chapter that long, but the calander does'nt lie. It is also going to be our 10th annual Kickback Campout. This year as the entire chapter is acting as the Kickback Campout committee. At least those that come to meetings. As a chapter, and committee we deciced to have Saturdays’ dinner catered. We are still going to roast a pig, it's just not going to be the ground. After 10 years we decided it was time for us to enjoy the party a little bit. Other than Saturdays’ dinner nothing has changed. Hope to see you all there. Anyway that is about all there is going on here, just waiting for the weather to warm up so we can get some riding in.

Looking forward to Spring Opener, seems like a lot of us are going to come this year, that would be awesome for our chapter as well as ABATE of Washington. We plan on attending many other chapter events this year as a chapter. which helps everyone. It's always nice to see how other chapters do things. It's also nice to see people that we don't see on a regular basis. Just as long as the weather coooperates it will all be good.

MT. VERNON, TEXAS … WHOREHOUSE SUES LOCAL CHURCH OVER LIGHTNING STRIKE!

Diamond D’s brothel began construction on an expansion of their building to increase their ever-growing business. In response, the local Baptist Church across the street started a campaign to block the business from expanding -- with morning, afternoon, and evening prayer sessions at their church. Work on Diamond D’s progressed right up until the week before the grand reopening when lightning struck the whorehouse and burned it to the ground!

After the cat-house was burned to the ground by the lightning strike, the church folks were rather smug in their outlook, bragging about “the power of prayer.”

But late last week ‘Big Jugs’ Jill Diamond, the owner/madam, sued the church, the preacher and the entire congregation on the grounds that the church ... “was ultimately responsible for the demise of her building and her business -- either through direct or indirect divine actions or means.”

In its reply to the court, the church vehemently and voraciously denied any and all responsibility or any connection to the building’s demise.

The crusty old judge read through the plaintiff’s complaint and the defendant’s reply, and at the opening hearing he commented, “I don’t know how in the world I’m going to decide this case, but it appears from thepaperwork, that we now have a whorehouse owner who staunchly believes in the power of prayer, and an entire church congregation that thinks it’s all bologna!”

Hello Everyone from Columbia Gorge Chapter. Here comes summer and we are so ready,no more cold weather would be nice.

Our Chapter has a Poker Run planned for July 6th we will be having it during our community event here in Goldendale they have a car show and some other activities to go along with the Poker Run.

I just spent sometime going over the old newsletters and noticed that some folks have been doing this Thankless job for a long time so.... Thanks to all the Coordinators and State officers who continue to wade through the B.S. to make ABATE of Washington continue to grow. There is a continued effort to keep the wheels turning going on,without it we would be riding solo.

Looking forward to attending some of the ABATE events this summer it comes at you fast,make your plans now. Spring Opener should be a great event this year with all the work that has been done.be nice to unwind.

Well old or young the riding season is on with numerous rides going on every weekend.

I’d like to give a big thank you to American Steel MC for putting on their Rain or Shine Ride April 13th with all proceeds going to ABATE Spring Opener Fund. We got wet but all had a good time. The $ amount will be presented at ABATE’s BOD April 27th.

Tacoma Chapter has our Tattered Flag Run May 4th starting at Car’s in Lakewood at 9:30 for breakfast.

Mark was the lucky winner last time so come on out and have some great food with a good ride of our chose to follow.

Tacoma Chapters 31st annual Dice Throw is the following weekend Mat 11th starting at Uncle Sam’s at 9:30 for breakfast. Lyle (Tacoma Road Captain) has a nice long ride planned if the weather will cooperate.

Our government procedures have and will threaten our freedoms; our legislatures and courts are also often the mosteffective means for defending and growing our rights base and liberties. In real life, many of the main dangers to ourliberties come from private sources. Groups of people in complete opposition of the guaranteed rights we haveestablished for our purpose can also be used in opposition to us. Thus a court’s decision is necessary. Acontemporary example is the Second Amendment to Our United States Constitution. This creates a unique situationwhere Private and Public establishments are linked together attacking our right to keep and bear arms. How do wedefend such attacks? We the People would be naive to ignore the fact that opposing forces use our government’sunique structure to pass laws that do violate people’s basic rights and civil liberties. We must always find the sourceof resistance. A united citizenship with a common goal is the solution. The goal is to protect our Constitution. It isimportant to identify the source of the threat to our rights as they come in many forms for example: executive order,poor “in service” training, a legislative bill, public influence, an association or group of people. There is strength innumbers. But consider this: Who comes to the rescue when a violation to our rights occurs? To whom do Americansturn to remedy those actions and to make sure that it will never happen again legally? We ask “The government” forhelp. The government acts impartially in this protective role. Often it is citizens themselves who use one part of thegovernment, usually the courts, to stop another part of the government from infringing on our freedoms and rights.Citizen organizations like the American Civil Liberties Union have been particularly active in using the courts toprotect our freedom of speech, freedom of religion, the right to vote, etc. In the end, then, we depend heavily on thetools of our type of government to protect people’s rights. When we want to limit the abusive activities against ourfreedoms such as: unreasonable searches, unfair appropriations of our property, “illegal enforcement” (due process),we need to rely on the positive actions of another part of the government to do so. Yes there are threats that violateour rights, but the American form of government also operates as the main protector of our rights and freedoms aswell and it has often done so very effectively. Our government has a constitution and establishments that enable usto effectively protect our rights and freedoms. Our rights depend heavily on active citizens motivating positivegovernment actions. In fact, the very existence of rights depends on government coupled up to active citizens. In avery real way, rights and civil liberties are actually political concepts establishments of government. Proper rights arenot real until they are created by law or recognized in a constitution. We only have the right of a fair trial because itis guaranteed in our constitution the 6th Amendment. If we didn’t have our constitution, or if we didn’t havegovernment, our civil liberties would literally not exist. Our rights and liberties are not only created by people workingthrough government, we also rely on government to lawfully enforce them and create remedies for their violation.When our rights are violated what do we do? How do we know? Without a well­functioning legal and court system,for instance, our rights would be unenforceable and meaningless. Rights and freedoms, if they are to mean anything,require a forceful reply by government whenever they are violated. Every effort to prevent our government orprivate organizations from violating our rights must be supported by court rulings, injunctions, damage awards, i.e. acourt’s decision. We as Americans need to embrace our governmental system! Protecting and enforcing ourindividual rights in this way is no small job. As members through ABATE we have real opportunities to be classiccitizens patriotic by association, Americans Proud of our Faith, Family, Flag, and Freedoms of the road. ‘Let ThoseWho Ride Decide” to unite to conquer all who attempt to tread on our God given rights guaranteed by the MagnaCharta documents of this country! Tri Cities Hydroplane Races to the LIBERTY Ride

The day of the horrible school shootings in Connecticut, was a shock to us all. I picked up the phone as soon as I heard the news, and called fellow TCC member and friend, Joni Hamann. The two of us began to discuss the past three years and how crazy it has been all across America, with more mass shootings than we could remember. We were so sad for those poor children and their families. We remembered the other schools and theaters, and even Gabrielle Gifford. What the heck is going on?? The very same day, our government began to use this shooting as an example, of a need to have more gun control. As the conversation went on, and our suspicions began, out of the mouth of Joni Hamann, came the words “benefit for the NRA”, and it was on that day, we put a plan into action!. Many of you were part of it, and participated in our 1st Annual LIBERTY RIDE - Benefit for the NRA.

We decided to take the idea to the chapter for a vote, and Tri Cities chapter voted unanimously to do this benefit for the NRA. As luck would have it, we had invited a board member of the Friends of NRA, Dotty Rickards, to our chapter meeting. Dotty offered us not only a gun raffle, but the use of the Rattlesnake Mountain Gun Range. Dotty was manager there for many years. We formed a committee and the rest is history! This ride was to be one of the most unusual motorcycle events of it’s kind, with a shooting competition, political speakers, the works! The response from riders all over Tri Cities was huge and expanded all across the state. We were so glad to see how much everyone supported this event and the fight to preserve our Second Amendment rights.

Joni and myself, co chaired the event, and with the help of the committee, put together a fabulous plan. As co chair with Joni, every day was an adventure. To watch how this long time business owner in Tri Cities, organized every minor detail, was astonishing! But no wonder, with the history of her family here in Tri Cities. What many of you may not know, is that Joni’s Dad, ‘Jack Hamann, actually started the famous Tri Cities Hydroplane Boat Races, that helped to put the Tri Cities on the map! Jack Hamann raced some of the first racers back in the early 1950s with a 12 foot, one seater, outboard racing boat. When his friends progressed into hydroplane boats in 1962, Jack began

to put together the Hydroplane boat races, and the rest is history. Jack actually paid for and worked on, the removal of an island in the Columbia River, to open a clear path for the racers. Thanks to that removal, the Tri Cities has one of the longest mileage racing paths in the world, and is a worldwide favorite place for Hydroplane boat racing, to this day. The first Hydroplane Boat Race was in 1963 and is the biggest event in the Tri Cities each year. Joni helped her Mom and Dad build the first 15 boeys for the boats! They have since been updated to the balloon type boeys you see out there today. Jack Hamann was also instrumental in the building of the Benton / Franklin County Fair Grounds Horse Racing Track,, where Joni enjoyed showing and competing with her quarter horses. Jack Hamann, had Joni pheasant shooting at 4 years old, with her first 410! So guns and Joni go back a long way and this Liberty Ride planning meant alot to her.

Joni and her husband Jim Crume, our TCC Coordiantor, have lived here in Tri Cities all of their lives. With their family history it is no surprise that they are ‘movers and shakers’, after all, it’s in their blood! Joni has owned a successful Tattoo shop here in Kennewick, for 23 years. Jim is a union carpenter and completely refurbished their shop, as well as help build up much of the Tri Cities area. The two of them were the brains behind the brilliance of our Liberty Ride. They insist that we all are a great team and that they could not

have done it without us, but we have to give them the credit for this amazing idea! We are all amazed at how many businesses and good folks from our community, supported our efforts. As I am writing this on April 17th, the Liberty Ride is coming upon in just 3 days. There are so many to thank. There will be photos and pics in the next June issue, with honorable mention to all who sponsored, supported and participated with this event. I hope you enjoyed learning more about our good friends, Joni and Jim. Ya never know who your neighbors are, huh? Hoping the Liberty Ride went as well as it was planned! I have a good feeling....See you in the June issue...

“Motion Induced Blindness” In a motor accident, wherein a speeding car hits a slower moving vehicle coming from the side, the speeding car drivers often swear that they just didn't see the vehicle coming from the left or right.

Well, they aren't lying. They really don't see the vehicle coming from the side, in spite of broad daylight.

This phenomenon, on the car drivers, part is known as 'Motion Induced Blindness'. It is definitely frightening.

Once airborne, pilots are taught to alternate their gaze between scanning the horizon and scanning their instrument panel, and never to fix their gaze for more than a couple of seconds on any single object. They are taught to continually keep their heads on a swivel and their eyes always moving. Because, if you fix your gaze on one object long enough while you yourself are in motion, your peripheral vision goes blind.

Till about three decades ago, this 'heads on swivel & eyes moving' technique was the only way to spot other aircraft in the skies around. Now-a-days they have on-board radars, but the old technique still holds good.

Let me give you a small demonstration of motion induced blindness. Just click on the link below. You will see a revolving array of blue crosses on a black background. There is a flashing green dot in the centre and three fixed yellow dots around it. If you fix your gaze on the green dot for more than a few seconds, the yellow dots will disappear at random, either singly, or in pairs, or all three together. In reality, the yellow dots are always there.

Just watch the yellow dots for some time to ensure that they don't go anywhere!

*So, if you are driving at a high speed on a highway and if you fix your gaze on the road straight ahead, you will not see a car, a motorcycle, a buggy, a bicycle, a buffalo or even a human being approaching from the side.

*Now reverse the picture. If you are crossing a road on foot and you see a speeding car approaching, there's a 90% chance that the driver isn't seeing you, because his/her peripheral vision may be blind! And you may be in that blind zone!!

NCOM CONVENTION HONORS FALLEN RIDERS; INVITES NAMES FOR TRIBUTE

With the 28th Annual NCOM Convention in Reno just weeks away, the National Coalition of Motorcyclists is requesting that MROs, motorcycle clubs, and ridingassociations submit the names of those members and supporters who have died since May 2012, so that we may honor their memories during the traditional “Ringing of the Bell” tribute to fallen riders during the opening ceremonies. Dedications can be hand-delivered at the Convention to “Doc” Reichenbach, NCOM Chairman of the Board, or e-mailed in advance to Bill Bish at [email protected].

Attendees are also encouraged to bring an item on behalf of their organization for the Freedom Fund Auction, with proceeds benefiting the motorcyclists’ rights movement nationwide through Getting Our People Elected donations, NCOM Speaker Program, lobbying activities and other pro-motorcycling projects as determined by the NCOM Board of Directors.

The 28th annual NCOM Convention will be held Mother’s Day weekend, May 9-12, 2013 at the Silver Legacy Resort-Casino located at 407 N. Virginia St. in Reno, NV 89501.

OKLAHOMA!

Oklahoma is the only state that Obama did not win even one county in the last election...

While everyone is focusing on Arizona ’s new law, look what Oklahoma has been doing!!!!

An update from Oklahoma :

Oklahoma law passed, 37 to 9 an amendment to place the Ten Commandments on the front entrance to the state capitol. The feds in D.C., along with the ACLU, said it would be a mistake. Hey this is a conservative state, based on Christian values...! HB 1330

Guess what.......... Oklahoma did it anyway.

Oklahoma recently passed a law in the state to incarcerate all illegal immigrants, and ship them back to where they came from unless they want to get a green card and become an American citizen. Theyall scattered. HB 1804. This was against the advice of the Federal Government, and the ACLU, they said it would be a mistake.

Guess what.......... Oklahoma did it anyway.

Recently we passed a law to include DNA samples from any and all illegal's to the Oklahoma database, for criminal investigative purposes. Pelosi said it was unconstitutional SB 1102

Guess what......... Oklahoma did it anyway.

Several weeks ago, we passed a law, declaring Oklahoma as a Sovereign state, not under the Federal Government directives. Joining Texas, Montana and Utah as the only states to do so.

More states are likely to follow: Louisiana, Alabama, Georgia, Carolina's, Tennessee, Kentucky, Missouri, Arkansas, West Virginia, Mississippi and Florida. Save your confederate money, it appears the South is about to rise up once again. HJR 1003

The federal Government has made bold steps to take away our guns. Oklahoma, a week ago, passed a law confirming people in this state have the right to bear arms and transport them in their vehicles. I'm sure that was a setback for the criminals The Liberals didn't like it -- But....

Guess what........... Oklahoma did it anyway.

Just this month, the state has voted and passed a law that ALL drivers’ license exams will be printed in English, and only English, and no other language. They have been called racist for doing this, but the fact is that ALL of the road signs are in English only. Ifyou want to drive in Oklahoma , you must read and write English.

Really simple.

ABATE releases multi-year motorcycle fatality analysis, calls for increased education, enforcement and penalties

With one of the longest and hottest riding seasons on record, higher gas prices and a slight increase in motorcycles registrations, 2012 saw a small increase in motorcycle fatalities with over half of those being fatalities being riders not endorsed to operate a motorcycle. The year also saw an increase in motorcycle tourism since the enactment of the rider choice law on April 12, 2013 allowing adults to choose whether or not they want to wear a helmet.

Recently, reports from the Michigan Office of Highway Safety Planning (OHSP) analyzing the fatality and fatality rate increases since the helmet choice law went into effect have been presented in an erroneous and biased manner.

“Our primary concern about the accuracy of the data from OHSP is that two single points of data are being compared, when a multi-year comparison will give the clearest and most accurate depiction of motorcycle fatalities,” said Vince Piacenti, Statistician, for ABATE Michigan. “The average fatality rate on motorcycles from 2005 - 2011 is 119.7 with a standard deviation (sigma) of 8.4. Standard practice is to add +/- 3 sigma to be statistically significant. This means that the normal year-to-year fatality rate can vary from 95 to 145. Anything within this range is normal variation; the fatalities would have to be above 145 or below 95 to make a statement with statistical confidence. Fatalities in 2012 were 129, which fall within the normal range of variation and proves conclusively that the helmet-law amendment has had no adverse effect on motorcycle safety.”

What should concern the Michigan State Police, OSHP and the public is the fact that more than half of the fatalities involved riders NOT endorsed to drive a motorcycle.

“Losing a member of our motorcycle family is devastating. To know that a death could be prevented from motorcycle education and increased enforcement from State Police is unimaginable. Our mission at American Bikers Aiming Toward Education, or ABATE Michigan, as we approach Motorcycle Safety Awareness month in May is motorcycle safety. ABATE

encourages the Michigan State Police to be proactive this coming riding season by focusing on car driver/motorcyclists awareness and motorcycle education,” added Vince Consiglio, President, ABATE of Michigan. “But we also want to make sure those that ride without an endorsement face stiffer fines and we also support limiting Temporary Instructional Permits (TIP) to two per adult. If you need more than two TIPs, you shouldn’t be riding.”

Because more than half of Michigan motorcycle fatalities are unlicensed-or unendorsed- motorcyclists, ABATE’s goal in teaching motorcycle rider education classes and going into the drivers’ education classrooms is to ensure that everyone arrives home safely.

“A motorcyclists has a responsibility to know how to handle his or her bike,” Consiglio added. “However, a motorcyclist is much more vulnerable than a passenger vehicle occupant in the event of a crash. The majority of Michigan 2012 fatalities were wearing helmets.”

A motorcycle endorsement on a driver’s license is required by law to ride on public roads and can be obtained by attending and passing a motorcycle rider education class, which are available statewide for a fee. A list of Secretary of State approved Michigan Motorcycle Safety Program instructors, along with their locations and contact information can be found the Secretary of State’s website. ABATE Michigan supports public and private rider education. A current list of ABATE Michigan motorcycle rider education classes locations and times can be found on ABATE Michigan’s website.

On April 12, 2012 the requirement for motorcycle helmets was amended to allow adult choice for motorcyclists 21 and older, providing they completed an accredited motorcycle-safety course or had a minimum of 2 years riding experience.

“Our members have reported an increase in motorcycle tourism since the enactment of the rider choice law,” said Scott Ellis, Executive Director of the Michigan Licensed Beverage Association, which represents more than 1,800 restaurants, bar, party store, hotel, and casino establishments across the state. “From Monroe to Muskegon to the Keweenaw Peninsula, more out-of-state motorcyclists are stopping, staying and spending money at our restaurants, hotels and attractions.”

on motorcycles at last year’s sixth annual Muskegon Bike Time. With the increase in participants, planners are already concerned how many bikes and vendors can fit in the downtown area for this year’s event.

ABATE is a non-profit organization dedicated to preserving the overall rights and promoting the safe operating practices of all Michigan motorcyclists.

ABATE Michigan has partnered with public schools and private driving instructors to teach more than 75,000 new drivers about motorcycle awareness, using resources donated by ABATE members.

NHTSA To Bypass Public Comment, Adopt Rules Directly

The US Department of Transportation is looking to fast track adoption of rules, bypassing the public comment process. The National Highway Traffic Safety Administration (NHTSA) last week proposed to give itself “direct final rulemaking” authority which would allow the agency to declare a regulatory proposal, which carries the force of law, to be non-controversial and rush it into effect.

“NHTSA is proposing to use the direct final rulemaking process when the action to be taken is not anticipated to generate adverse comment, and therefore, providing notice and opportunity for comment would not be necessary,” the agency’s proposed rule states. “NHTSA believes this procedural option would expedite the issuance of, and thereby save time and agency resources on, rules that are not controversial.”

NHTSA is responsible for a number of major rules,

including the corporate average fuel economy (CAFE) mandates that direct automobile manufacturers to meet certain mileage requirements. It also plays a major role in the design of vehicles by mandating various “safety” features -- most recently it has published a tentative rule mandating video screens and rear-view cameras be installed in every vehicle. The agency also develops lesser-known rules. In 2000, NHTSA published a “trunk entrapment” rule, requiring every vehicle to have an escape latch to prevent kidnappers from storing people in the trunks of automobiles. The administration’s “quiet car” rule would require electric vehicles and hybrids to make loud noises so that they will not run over blind pedestrians.

Such rules cost the automobile industry billions of dollars in compliance costs. Lobbyists for manufacturers closely watch the Federal Register for publication of any item affecting the industry, but proposals affecting only consumers could escape notice under procedures that allow a measure to take effect within sixty days of its publication in the Federal Register as a final rule. The public would have just thirty days to file an adverse comment to slow the process down, otherwise the final rule would become effective.

“NHTSA would not consider frivolous or irrelevant comments to be adverse,” the fast-track proposal states. “NHTSA would also not consider a comment recommending additional actions or changes to be adverse, unless the comment also stated why the direct final rulemaking would be ineffective without the additional action or change.”

The direct final rulemaking proposal is subject to the standard procedures. Anyone wishing to have his view considered has until May 28, 2013 to submit a comment. Source
