Norwegian National Committee NBK in cooperation with Slovak National Committee / IAA Europe

Office Slovak Union of Visual Arts and EC IAA Europe - organized during the first week of October 2O13 (Oct

3 – Oct 5) regular meeting of the Executive Committee, Conference Free Art in a Free Europe as well as

10th General Assembly of IAA Europe. Artists House (Kunstnernes Hus), conference centre

HÅNDTVERKEREN and Association of Norwegian Sculptors (Norsk Billedhoggerforening) welcomed 25

delegates and observers from 15 European countries, 1 official guest from European Council of Artists and

local guests from host NC (see list of participants below).

Executive Committee meeting was held in Artists House and dealt mainly with preparation of conference and GA. After this meeting all delegates took part at the private preview of exhibition Høstutstillingen 2013 and later enjoyed joint dinner at Kunstnernes Hus Bar & Kafé.

Congress “Free Art in a Free Europe” held on October 4 was opened with speech of Tora Aasland,

Leader of the Norwegian UNESCO committee and presentations of local artists and intellectuals followed.

Present delegates discussed in 4 working groups (Art and Autonomy – discussion leader Pavol Kral, Visual

arts and freedom of expression - discussion leader Bedri Baykam, Politics and society - discussion leader

Pontus Raud, The state of Art in Europe - discussion leader Hilde Rognskog) on the current situation of

artists, seeking ways how to solve the most pressing problems, conceived proposals for further resolutions.

After the Congress day present delegates visited the first part of exhibition 150 years Anniversary

Eduard Munch in National Gallery and then gathered for joint dinner at Restaurant Eik.

At 10th General Assembly of IAA Europe held on October 5, specific recommendations and

statements have been approved (see full version below with transcript of recorded discussions).

Official meetings were finished with guided tour of second part of Munch exhibition and reception

at the Munch Museum and discussions continued at informal level at good bye evening party at Sculptors

House.

On October 6 guided Oslo museum and galleries tour were organized for those who were

interested and some delegates accepted kind offer by Grete Marstein to visit her studio.

………………………….. INTRODUCTION

IAA Europe and IAA World (International Association of Artist) are a nongovernmental organization

for visual artist, and was recognize as such in UNESCO in year 2010. IAA co-operates with UNESCO and co-ordinates its activities with those of other organizations concerned with the arts and culture. Main objectives of IAA Europe are the exchange between artists and organizations engaged in the fields of art and culture in Europe and beyond. The work of IAA Europe is concerning the discussion and elaboration of artistic matters within Europe, as well as the promotion of the flow of information regarding working conditions, social security systems, authors' rights and free flow of artworks.

Tora Aasland is leader of the Norwegian UNESCO committee opened the seminar with an introduction of UMESCO work. Tora Aasland is former minister of research and higher education, and has been county governor in Rogaland until autumn 2013.

STATE OF VISUAL ART IN EUROPE –”Never the twain shall meet”.

A glimpse into the experience with art and politics work, internationally. What could the art politics looks like in the future, and is it possible that the artist’s intention and the political aims in the society are the same? What measurements are possible to addressing? Based on the “Ballad of East and West” the poem of Rudyard Kipling, we want to set the tone for the seminar.

Oh, East is East and West is West, and never the twain shall meet,

Till Earth and Sky stand presently at God's great Judgment Seat;

But there is neither East nor West, Border, nor Breed, nor Birth,

When two strong men stand face to face, though they come from the ends of the earth.

Grete Marstein is a visual artist and vice president in IAA World. She has in several years worked

with international art politics, and has been representing Norwegian visual artist's associations (NBK) work in IAA Europe and IAA World. Hilde Rognskog is a visual artist and former chairman of Norwegian visual artists associations (NBK) from 2009 to 2013.

COPYRIGHT ON DIGITAL PLATFORMS

The use of images as a result of the digital technology is increasing. The same technology also allows the use of images in a different way than before. Visual artists have new opportunities to create and disseminate their art, and those who want access to images and information about art can do this in a much larger scale than before. New opportunities also create new approaches to problems. What are the challenges at the international level? What is the difference between individual and collective rights? Hence, we will also ask the questions if authors- and copy-rights are under pressure.

Hans-Petter Fuglerud is Deputy Executive Director of Kopinor, the Norwegian Reproduction Rights Organization and gave us an insight in the challenges. Kopinor is empowered by its member organizations to negotiate and conclude collective agreements on photocopying and digital uses of copyright protected works in all areas of society. Trough Kopinors agreements, all users of protected works are secured simply and legal use of copyright protected works same time as the rights holders get paid and new works of art would be created.

Productions of visual art in Europe have never been fully financed by a clean, market based economy. In variety degrees, it exist governmental founds and ways of funding art, that are not based on the logic of the marked. As opposed to public support, that is primarily substantiated to correct deficiencies, when the market does not work. However, when the economies are in crisis, these founding’s become vulnerable. How does this work?

Questions we want to ask is: To what extent are there cultural-political intentions/regulations on public funding for art and artists? Is it so that states and governments misuse these founding for own purposes? Is founding art from the private sector preferred, and is that kind of money apolitical and unfettered? The question is, makes it a difference for the artist, if the founding’s come from the government or the market? Is it only one answer in front of the question of what best secure the artist’s autonomy? In witch way should this kind of discussion be articulated? Do we have to distinguish between founding’s? Are art politics foremost a question about welfare, or is it also about business, artistic recognition or reputation?

Tore Slaatta is professor at the Institute of Media and Communication at University of Oslo. Tore Slaatta is also the head of a national research program about the conditions for making contemporary art in Norway today.

VISUAL ARTS AND FREEDOM OF EXPRESSION STATE IN EUROPE Over the last decade, censorship of artists and attacks on art exhibitions has occurred in Europe, as well as in the rest of the world. We also see an increasing tendency that artists are imprisoned (recent in countries like Russia and Turkey). What is the state of freedom of expression for visual artists in Europe today? Where do we begin to visualize the condition?

The aim of this input is to continue work on freedom of expression in IAA - world, and possibly kick-start efforts to create a website where violations of freedom of expression in the visual arts field are documented. Furthermore, we are able to get a glimpse of The Norwegian PEN work in this field for writers and other artists.

Norwegian PEN is the Norwegian division of International PEN founded in 1922. Like several European and North-American centers, Norwegian PEN works primarily with freedom of expression-issues, mostly internationally. Norwegian PEN is active in International PENs Writers in Prison Committee and the IFEX (International Freedom of Expression exchange) network.

POLITICS AND SOCIETY

Visual art in the modern society have strived for autonomy and freedom of expression. But isn’t it also so, that visual artists, to a greater extent than other art fields, is inextricably linked to the socio-economic, political and ideological currents that at any given time is dominant in the community? Which political and ideological thoughts inflicting on the visual art in our times? How is the political situation in Europe reflected in the future of art politics, in front of the four freedoms?

Arne Johan Vetlesen, professor in philosophy, Department of Philosophy, Classics, History of Art and Ideas, University of Oslo, gives us a summary of the essay “Neoliberalism, a revolution to consolidate the capitalism”. This input will hopefully be a platform for further discussion and work in groups.

The seminar continues the work of IAA Europe meeting in Istanbul 12th

October 2012 with the theme «Art in

Service of Freedom and Professional Artist NOW». The conference is initialized by IAA Europe with Office IAA Europe in

Slovakia. Results from the seminar will be summed up in a publication, and make a platform for further work in IAA

Europe.

Election of two discussion leaders

Grete Marstein and Ingibjőrg Gunnlaugsdottir were

appointed for leaders of discussion.

Approval of delegates and agenda 16 valid votes were approved according to paid member´s fees and transferred votes. Agenda was unanimously approved.

Approval of the minutes of the GA in Istanbul – October 2012

Andrea Kozarova presented hardcopy of minutes from GA Istanbul 2012 available also in PDF form. Minutes were unanimously approved.

Presidents report on activities of IAA Europe

Pavol Kral summarized in his speech what has been done in recent year and outline what tasks still lie ahead:

I want to underline first of all that IAA is not

just a summary of activities of a few members of the

EC, but the summary of activities of all of us, of all

NCs. Some of the activities of NC are rather

independent, the other need effective cooperation

with EC, or cooperation with other NCs, or even wider

international cooperation beyond the IAA. That is why

I am glad that we can welcome here also Gudrun Gisladottir, representative of ECA with about 200 000

members, artists from European countries.

A/ The first part: The main goals of IAA, to

which we have focused on

1/ IAA card: It is the most important issue for many

of us.

IAA Cards exist, most of technical questions

about their production have been answered

already, UNESCO support is a reality. We have

developed a concept of their implementation in

practice. Real life has proved their effectiveness for

more visible.

We have brochure „Travelling with IAA card – how to produce, promote and use the card”

- in hard copy for all National Committees printed before GA last year

- we have it also in PDF with list of accepting institutions from 11 countries.

But there are still blank pages.

We recommended last year in Istanbul to all NCs to continue with process of implementation of card

to the real life, to make it more precise, to add information about still missing countries.

It is a task that can be fulfilled only by NCs, not by EC and this task is still current. We would be

happy to add new information about institutions and countries accepting IAA Cards and to share this

information with you.

It is still challenge for all of us.

2/ Improvement of social and legal status of artist is and should be one of the most important tasks of IAA.

The most important is what is done at individual countries but IAA can help with sharing

information, as a inspiration, as well as examples of good practices.

I am persuaded that the most effective way is to focus on one problem in one period. I did it in

period of last 12 months with Status of the artist – summary has more than 70 pages, I will present it in

agenda item number 11. I summarized the opinions, information and examples of related laws from more

than 20 countries from 4 continents. Issues we are facing in the discussion often repeat and are very similar

– now we can find answers from many countries so it is easier to compare. I believe that it can be useful for

artists. You got it by e-mail in PDF form too.

There is lot of problems in the field of social and legal rights of artists:

Pontus will open topic The percentage rule today: at least one percent of the cost of new public

construction and redevelopment should go to artistic expression - in agenda item number 11

We do a lot in Slovakia in this field:

- the same proposal is prepared in Slovakia already: legal inclusion of artworks in new public

constructions (Act on Construction)

- legal regulation for the protection of works of art in public buildings during reconstruction

- ongoing changes in tax and social insurance laws

- Copyright Act issues

- legal changes that would recognize purchasing artworks as tax deductible costs

- financing of culture

- laws related to sponsorship, etc.

- strategy of development of culture at Slovakia for 2014 – 2020

3/ World Art Day

Number of countries participating in World Art Day event is slowly increasing, we still need more

promotion and global campaign to spread worldwide and motivate NCs to join.

Two years of activities is not long tradition, there is still open discussion how to continue, but WAD

has the potential to be one of the most important action of IAA with a chance to enhance the visibility of IAA

in the public eye.

Special thanks to Bedri Baykam and Turkish NC – they are undoubtedly the leaders in WAD activities

and they do it really with enthusiasm. Bedri will tell us more later today, and I hope that also other

delegates will tell us about their experiences.

B/ The second part: IAA Europe in the wider international context

1/ Cooperation IAA / IAA E - goes on. Positive examples:

- Marta Mabel Pérez from Puerto Rico is active member of working group of IAA Europe for Status

of the Artist, she helped with translation to Spanish and by contacting NCs from Latin America

- European members of EC IAA took part at Latin America meeting (Antofagasta, November 2012 –

see below: delegates creating logo of IAA in Atacama desert, Chili) and Paris (June 2013), also Secretary IAA

Europe Andrea. Anders Lidén, main coordinator of EC IAA for Europe, Andrea and might others members of

EC will tell us more about it.

2/ UNESCO cooperation is still a challenge:

- not only IAA Card

We had meeting with representative of UNESCO for education – Mr. Grippay; we prepared info for

this department about education focused IAA projects and activities.

Question is what they can do for us, what we can and want to do for them.

Anne and Anders might tell you more about it.

3/ Pilsen – European Capital of Culture 2015

There is a chance for IAA to be part of this important event and to make IAA more visible. I discussed

already with the organizers possibility to organize there event of IAA or IAA Europe: conference? GA IAA

Europe? GA IAA W?

It is still open, I am meeting the main organizer in Pilsen probably this months. After getting more

information about conditions and ideas of organizers we can decide:

- if we want to take part on it,

- if we want to take part with European or Worlds event of IAA.

Question is, if we are interesting in it. Opinions of EC´s – both IAA and IAA E are positive, they

recommended to continue in negotiations.

There is long and diverse cooperation with International Biennial of Drawing Pilsen, IAA is one from

founders of event, representatives of IAA are members of jury (Werner Schaub, Pavol Kral), there is regular

price awarded on behalf of the IAA Europe and I had a lectures on symposium there.

4/ IAA at international forum, activities

Andrea and Alex will inform you about symposium in Kehl and Culture Action Europe meeting

In Bratislava, we organized ECA Executive committee meeting this year, cooperating with its

Executive Secretary Gudrun Gisladottir, who is here as an observer experienced in EU grants applications

and we would welcome her in one of our working groups focused on one of our key goals - international

financial resources for international culture activities.

Next international cultural event was organized in Frankfurt, Germany in April 2013 - annual

consultation of UNESCO. I was present on invitation of German commission of UNESCO as one of the main

speakers. The topic of my speech: Implementing the Convention UNESCO - promoting the status of the

artist.

C/ IAA internal affairs

1/ Finances:

Rob has prepared the treasurer report – it is next point, just brief comment:

After years of misunderstandings we can say that IAA is probably already on the right track. Special

thanks to our treasurer Rob and treasurer of world EC Anne. Good cooperation, really well done.

On the other hand there still remain problems such as unpaid fees, missing consensus on the

acceptance of new system of fees, there are members insisting on corrections.

Current system of sharing the payments IAA/IAA Europe approved for the years 2011 and 2012 was

prolonged on meeting of EC IAA at Antofagasta (Nov 2012) – for years 2013 – 2014.

There is also still open question and space to try to find the ways how to finance international

activities from international resources.

European grants: I am persuaded that matter of European grants is challenging proposal, we should

discuss it but if we want to join project like that we cannot do it without approval of GA: it is question of lot

of energy, time and money. And we need reasonable time for preparing the project and person (or two –

three?) who wants to be responsible for project like this and do nothing else for IAA focusing just on this,

with agreed remuneration.

We discussed it at EC meeting at Berlin, this are the crucial questions:

1/ Do we have a person?

2/ Do we have an interesting project? Werner Schaub promised to prepare it

3/ Are we able to approve finance from IAA E? And how much?

The other question is might new proposal of members fee? Rob/Anne?

Might we will have one more from UK - Colleagues from UK are interested in membership and their

representatives are present as observers here – might they tell us more about their association, goals and

ideas.

Responsibility of Anders Lidén: main coordinator for Europe should recommend membership after

investigating and examining compliance with the required criteria of IAA and then EC IAA W can decide.

Long-term problem - issue of associated membership is still open – we have not reached a solution

acceptable for all of us.

3/ Newsletter and website

Thank to Andrea and Rob we can use this new information tool.

4/ EC meeting and efficiency of IAA Europe

EC IAA Europe offered to Werner Schaub position of Senior Advisor to EC because he was

experienced representative of strong German NC and we knew that his cooperation was for years very

useful for IAA. We hope that cooperation could be fruitful also in the future. Werner Schaub accepted and

proposed the symposium for next year.

We continued with online meetings and we had one EC meeting personally – Berlin, May 2013.

It would be perfect if every member of EC was really active and responsible for 1 event or issue, it

partly works: special thanks to Andrea, Rob, Bedri – WAD, human rights and freedom, Hilde with GA, Pontus

– 1%, WAD, Anne finances and UNESCO cooperation.

Treasurer's and Auditor's report

Prepared by Rob den Boer, Treasurer of IAA Europe, 1 October 2013: Treasurer's report was approved.

Budget was approved with condition that Executive Committee will supervise if it correspondences with reality. In order to keep member-ship fees as transparent as

possible, request from Netherland was accepted as follows: NC Netherland will pay standard member fees (1 000 Euros as calculated according to valid formula) and Treasurer's office will get higher remuneration (difference between standard fee and requested reduced sum). General Assembly does not approve reducing fees to avoid creating precedents.

Based on the decision of the Executive Committee, the financial reports are provided upon request in Office IAA Europe.

Symposium Are Artists Rich? (November 21, 2012, Kehl, Germany)

Symposium and parliamentary evening organized by German NC IGBK offered unique opportunity

for meeting, networking and discussing this sneaky question face to face with EU parliamentarians.

Participants (IAA represented by delegates from Germany, Liechtenstein, Netherlands, Norway and

Slovakia) went through the intensive whole day program divided into two working groups:

*first one doing an activity workshop closed with performance of remake of ABBA song Money

Money with text adapted to artists need to the audience of participants and parliamentarians, this was

quite fancy, they promised me to post it on Youtube, really worth a click☺

*second one doing think tank led by Precarious Workers Brigade from London (focused on right of

interns) trying to explain what artists confirm, condemn, demand, encourage and commend to EU.

After presentation of working groups results presentation of the handout ‘Working Conditions,

Rights and Demands of Visual Artists in Europe”, comments by the Members of EU Parliament and open

discussion followed. There were two important moments for IAA Europe – I did short presentation who we

are and how we work (published in written form in handout) and I was convinced to ask Mrs. Doris Pack

(German representative in EU Parliament) if in the past mentioned fact that EU spends more money on one

cow than on one artists (as was discussed at GA IAA Europe at Istanbul 2012) corresponds to reality or if it is

a myth. The lady got pale and in this moment I knew they would never invite me again ☺. She replied that

this is not the truth and we cannot compare two different fields of economy… but she did not reveal the

figures. Anyway in this moment real open and direct discussion without undue favours started. At the very

end she offered me consultations in financial issues whenever I will need it. More events like this!

Exhibition project Slovakia – Lithuania – Latvia

Closure of three years exhibition exchange project between above mentioned three countries which

started in October 2010 and ended in November 2012 at opening ceremony of Slovak sculptor's exhibition in

Riga. There would be no cooperation without IAA Europe and its network and contacts. Organization was

promoted all the time in all printed materials. I know that exhibitions are not the key aim of IAA Europe but

still might be the interesting side activity for all NCs. If you are interested in reciprocity projects (venue for

venue) and Slovakia sounds attractive to you, let me know by the end of the year, application for grant is a

need.

Inform us please if there are more events like this. We can promote your projects (web, Facebook,

emails) with one or more NCs involved.

ECA Executive meeting

Another important plus from Kehl for me was meeting with Mrs. Gudrun Gisladottir (Secretary of Euroepan

Council of Artists) who I find not only really nice person but extremely skilled and experienced culture

worker. She went through labyrinth of EU grants three times and kindly offered me help and advisory if we

decided to apply for EU money. She asked our NC (which is through Pavol as President of Slovak Coalition for

Cultural Diversity associated in ECA) to host ECA EC meeting in March, where Pavol presented his work on

General Assembly of IAA Europe 2013 FREE ART IN A FREE EUROPE? Status of Artist issues and I did present how our EC works via Skype meetings. If we want to build a network

with other European organizations, this is the chance and her presence here might help us to start IAA - ECA

further cooperation.

Meanwhile in the first quarter of the year we were working on Istanbul minutes and on Spanish

request to reconsider their debts on fees.

In April, Pavol participated in Frankfurt at German UNESCO Commission meeting of Coalitions for

Cultural Diversity presenting Slovak one and talking again about crucial issue – status of artists.

Executive Committee meetings

Trying to save money and time we continue with online meetings via Skype. EC “meets” almost

every month to discuss urgent issues. Skype is for free, allows us to make multi chat conference and this

helps us solve exact issues effectively and continuously through archiving texts so I can go back to any topic

or decision in online backup.

Personally we did meet on May 10-12 in Berlin where we offered advisorship to Werner Schaub. HE

accepted and immediately contributed to year activity plan for next year with draft symposium (we will talk

about it later). Whole assembly met in Berlin and conclusions are available in minutes.

In June 4 - 6 me and Pavol participated at World EC meeting where I finally met World Secretary

Martine Pasquet and the rest of World delegates. Once in my Secretary period I wanted to be part of this

meeting to discuss things such as more members from outside Europe to get more fees, more cooperation

between World and Europe and more sharing information between World and Europe. This was probably

my only chance because World EC meeting are often held outside the Europe and our NC cannot afford to

pay all those travels. At this meeting World EC had meeting with Mr Roman Grippay – UNESCO

representative for educational issues whom we presented our organization. IAA report on educational was

later prepared by Martine Pasquet.

Summertime was fortunately less busy than the rest of the year and at the end of August this

Conference and GA appeared on agenda to be prepared, finalized and shared.

There are some fields of activities where I would like to ask you for help:

*IAA card – last year we did produce the Travelling with IAA card booklet – since then no more

countries added new institutions accepting the card, at least they did not inform me… are there any

updates?

*newsletter – thanks to Rob we issued three if you have anything important to be spread

worldwide, please be so kind to inform me and fill the content (in special cases such as news containing

politics we should have exact procedure how to deal with it, me myself cannot decide this)

*missing contacts – there are still some mysteries within European NCs, as an example Hungary –

they appeared in March with urgent request to get invoice and few weeks after, email and phone number

stopped working, few days before GA I received mail from Armenia in my personal inbox… but there is no

permanent contact with some countries… if you know anything about Portugal, Finland, Italy, Greece,

Romania, Bulgaria, please let me know. There is also silence from countries where we know delegates

personally – Austria, Belgium, Czech Republic, Israel, Lithuania, Poland…

forward), without ties to government

*Columbia seems to be preparing application for membership

*African coordinator communicates with many African countries

*people from European EC are also in World EC, so they are informed about all topics

*main topics from June EC meeting (Paris): simplifying fee system, change of statutes, new printing

serves of IAA cards established in Paris office – you can order IAA cards for 0,50 Euros / card – this would be

helpful for smaller associations, discussion of new and updated definition of artist, WAD (impressed with

activities in Turkey and Mexico – people from all spheres of art participating for weeks, fiestas and carnivals

in Mexico ☺),

*situation in USA – in the last years individual artists seem to be interested in becoming members

of IAA in United States, where culture is not the federal issue. There is no such thing as National American

Artists association and each state has its own cultural policy. Question is how we shall react if group of

artist from one state applies for membership. Canada with 15 provinces has achieved to form NC – CARFAC.

Canadian membership and engagement to IAA is beginning to weaken, they did not pay fees. President of

Canadian NC points out that many European countries do not pay and Europe is focused on specific EU

issues. She thinks that linking to Latin America or old Commonwealth countries would be better if possible.

There are also problems with Australia and New Zealand which are brought together with Japan but also

connected to countries like Mongolia and it is a problem to find common cultural denominators between

these countries. This system of cultural division inherited from UNESCO does not reflect our view on the

world anymore. This is also not GA of IAA Europe, but GA of IAA Europe and North America (according to

UNESCO it is the one cultural region)

*thanks to World Secretary we are much more informed about UNESCO activities, UNESCO needs

NGOs like our as partners (in May, week of education – art in schools), we could join and collaborate on

more their projects

*one of the UNESCO projects is focused on the water issue – problem with water supplies which

are not unlimited in the world, climate changes and other environmental topics. Artists are not isolated

from these problems and have responsibility, could deal with this issue in more persuasive ways than the

scientist. As an example, American artist's project called Global River Art Exchange – collecting artworks to

educate people about value of our rivers, utilizing art to heal the water in the world – was mentioned.

Grete Marstein added information about last week's UNESCO art education conference an IAA

World President was present there.

Questions on National reports and discussion All the national reports were circulated via email before the GA and are listed as the annexes in this

document. Hrafnhildur Sigurdardottir pointed out the new right wing governmental cuts of cultural funds in

Iceland, which is devastating for visual artist. She asked GA to support resolution (point 12).

Joseph Young from AIR (UK) asked for opportunity to make a quick presentation about his

organization (Paying Artists Campaign initiation and survey as a key issue now, interviewing artists and

galleries, case studies, launching campaigns, workshops, creating international networks).

Noel Kelly from Ireland added that it might be good to have a structure within IAA to share not only

our reports but also the methodology and guidelines showing the best practice (Get Together events,

national days, meeting in colleges, three strands to break the feeling many artists have – isolation,

information share, academic strand, sister cities).

Vano Alsallu from Estonia underlined the need of sharing information via social networks.

President IAA Europe Pavol Kral highlited three steps of effective work:

Future IAA Europe activities

a/ Implementation and promotion of IAA Cards

Anne Pourny informed about opening of a printing service for the IAA cards at the Paris Office.

Following the decision voted by the IAA Executive Committee in Antofagasta, Chili, in November

2011, a service is created at the Paris office for the printing of the International ID Card of Professional Artist

for the members of IAA. This service, dedicated to all National Committees of all Regions, has been designed

in such a way that the collection through internet of the data specific to each member (name – picture –

signature) is highly simplified and an automatic printing process reduces the labor task before the sending of

the cards by Postal Office.

The goal is to provide to all National Committees an easy and not too expensive way to deliver a

true ID card to their members and insure a better visibility and recognition of the IAA card, throughout the

world, by a single format with high quality material.

The cards are made in laminated plastic, identical in terms of size and quality to the standard

banking cards. They are printed in quadri color, on both sides. The name of the National Committee with its

logo and address is printed on the front together with the references of the Member, and the presentation

of IAA is done on the back together with an asking to museums to grant free access to the holder of the card.

Two languages, English and French, are used on both sides of the card. A line is reserved on the

front side to allow any additional info desired by the National Committee, in any language.

The unit price per card is 0,50 euro, all included, plus postage, for quantities from 10 to 2.000 cards.

Cards can be ordered by batches, with a minimum quantity of 10 cards by batch. The card is valid for the

calendar year and each following year is validated by a holographic stamp which is provided by IAA for free.

For large quantities orders (over 2000 cards) the Paris Office can study special conditions, according to the

quantities per batch and the timing of the order.

It is also possible to assist the National Committee in studying the investment in a printer for a local

printing process.

Delegates then discussed the easiest way how to collect personal data (name, signature and

photos) and process them in software system, especially from older members who have not very good digital

skills. In Iceland they send list of names and pictures – combine list of members and pictures in the same

order, two separate files are sent to print shop and they print it out without problem. In Slovakia it takes two

minutes in NC office. Grete Marstein mentioned that the blue back side is the most important thing, front

side can be more flexible.

Janis Spalvins commented that situation in museums is different. Latvian NC with Latvian UNESCO

had a meeting with former president of ICOM – really respected organization, they discussed cooperation.

Bedri Baykam made a short presentation about WAD for new delegates at GA (history, idea,

activities, events, impact, way how to promote it and spread) showing the report with pictures (available in

digital form in IAA Europe office).

partner organizations. It includes definition of UNESCO and positive and negative experiences from worldwide.

e/1 Draft project on external financing of IAA projects from European resources

Andrea Kozarova reported that as she promised at EC meeting in Berlin she tried to research European

money resources. Unfortunately she got lost in PDFs, rules, directions, regulations etc. This is the very top of

bureaucracy and it is a real full time job for one person to go through it and complete a project. If we really want

to apply, we have to answer following questions first:

*do we have an exact project?

*do we have enough money to co-finance it?

*do we have a person / team to be responsible for that?

Andrea Kozarova is interested and willing to do part of it for next period (2014-2020), new terms

and conditions are about to appear at the beginning of next year. We are planning to apply for Nordic

grants in Slovakia this year, perhaps there is a chance to gain some usable experience. Fact is, nobody

cannot do it alone, especially when he / she is snowed under the work every day at his / her full time job.

Delegates then discussed who is interested to be part of working group to race an extra fundings

for IAA Europe and two delegates – Ruth Gschwendtner from Liechtenstein and Hilde Rognskog from

another NCs.

e/2 New fee system proposal

There is a working group on financial issues: Anne Pourny (World Treasurer), Rob den Boer

(European Treasurer) Grete Marstein (World Vice-President) and Anton Loubser (Coordinator for Africa)

established in Antofagasta to study new approach in calculation of annual fees. The main goal of this group

is to build a more equitable way to fix the fees in specific cased around the world. For example African

countries cannot pay as much as European countries. Working group came to set of three rules:

1. To keep the present formula from Guadalajara as a main guideline for all feature fee calculation

in order not to disturb the fee collection process and concentrate the communication effort

with NCs on two issues: first an obligation for every NC of the definition of the number of

members at the beginning of each year and second, to pay annual fee during the first quarter of

each year

2. To negotiate case by case exceptional situation falling in 2 different categories: NCs who are in

the phase of creation, then the fee is reduced at half price for the first year and NCs having the

very small number of member (Italy)

3. To follow the economic situation in each country.

Every NC could consult its specific situation with Rob den Boer – Treasurer of IAA Europe, who is

sending the fee calls at the beginning of each year (counting number of members plus UNESCO

classification).

There was a proposal to pay membership fees in the first quarter of the year by working group

Finances and in the first half of the year by Bedri Baykam. Decision was postponed to the next meeting.

there are no special expenses except the payment to Maria Moroz for creating small metal award.

A proposal to initiate efforts to influence the EU's art and artist policy Through the European

Parliament elections.

The European financial crisis has pulled the carpet from under the feet of artists, art and culture.

At a time when the need for art is most acute, there are cuts in cultural budgets across Europe. Individuals

and businesses are cautious and want smaller arts and culture. Meanwhile, the public spaces are

increasingly homogenized and become poor mans’ commercial venues. Citizens are turning into consumers

and society becomes a market. We need an art that questions, problematizes and helps create meaning

and context. An art that creates bridges between time and space.

Since 21% VAT on cultural events was introduced in September 2012, Spanish culture has

witnessed significant cuts. Protests cut through the entire community. We have similar situations in Greece,

Portugal, etc. All over Europe artists live on the verge of starvation. Even in a country like Sweden, which is

not similarly affected by the financial crisis, the economic situation is difficult for artists. Artists are the

occupational group in the country with the lowest and most irregular income, even though it is one of the

most educated professions in the country. Of the Swedish state cultural budget less than 1% goes to the

plastic and visual arts. Of the EU's cultural budget 0.05% goes to culture, and a little bit possibly ends up

supporting plastic and visual artists.

We need an arts and artist policy in Europe worth the name. Politicians' role is to create favorable

conditions for art and culture so that it can develop and prosper on its own terms. Art's content is not and

cannot be swayed by political decisions. In the report “The Right to Freedom of Artistic Expression and

Creativity (2013)”, Faria Shaheed, the UN Special Rapporteur on Cultural Rights, states that "artistic

creativity is essential for the development of living cultures and the functioning of democratic societies".

But a vital and exploratory artistry also requires that society's artists can work under reasonable

circumstances. In the UN's words, a free art requires "states to take responsibility for protecting, defending

and supporting artists and their artistic freedom".

← IAA IAA sections within the EU can influence the EU Commission to develop concrete policy proposals that affect artists' economic and social conditions. Then we lobby the Council of Ministers and the European Parliament to adopt the proposals. Even artists in IAA countries outside the EU can benefit from the EU adopting a better artists’ policy, for example at art fairs in Europe, exchange programs, refuges, etc.

IAA Europe is uniquely placed to influence the EU. IAA Europe has something unique. We bring

together artists and artists’ organizations in every country in Europe and therefore we have a strong

possibility to influence EU bureaucracy. Our spokespeople can, if we can agree on a political art program,

speak with a unified voice. "I/we represent artists in all 28 EU countries and we have UNESCO behind us…."

It creates bargaining power. Each section can monitor and affect each nation's cultural negotiator in the EU.

In order to have something to discuss, IAA Sweden proposes the following art policy program for

the humanistic, aesthetic and artistic development of the EU (we are no experts on the EU system; the

proposal needs to be discussed with people with expertise in EU bureaucracy):

1. The EU to establish a comprehensive investigation of artists' economic and social situation and

conditions in Europe. The study shall also identify policy measures directed at visual artists to find good

practices and describe their effects. This includes, inter alia, analyzing the impact of the percentage rule for

artistic representation in new construction works, renovation and extension of public buildings, public

spaces and other public infrastructure. The effects of the Swedish Agreement on Exhibitions Payment that

pays an artist to show their art and for the time an artist spends working on an exhibition will also be

analyzed. The investigation must conclude by proposing arts policies to the EU and its Member States. The

study should be presented at an art and artists’ conference.

2. The EU to develop a strategy with concrete tools to implement art policy, including funding, to

strengthen plastic and visual artists' intellectual property rights, employment opportunities and economic

and social conditions.

3. 0.5% of the total EU budget to be spent on direct support for arts and culture (currently 0.05% of

the total EU budget) and that at least 10% of the EU's cultural budget directed toward stimulating the visual

arts and its creators.

4. The EU to adopt a recommendation for a uniform ceiling on art and culture taxes of 6%.

5. The EU to encourage the Member States to establish tax deductions for businesses that purchase

contemporary art for the first time.

6. The European Commission, the European Parliament, the Council of Ministers, EU Offices

(EACEA) and Member States’ governing bodies to bring artists into socio-political reference groups and

ongoing discussions about visions for the development of society.

7. The EU to adopt a program for threatened artists, including examining the concept of refuges.

Suggested strategy for the European Parliament elections 2014

Goal

1. The IAA sections within the EU adopt a political platform and perform a number of coordinated

activities to influence European elections.

2. That as many actors as possible in the EU become aware of IAA Europe's art policy proposals

before the EU Parliament, and preferably support those proposals.

3. IAA Europe has a permanent artists’ representative to the European Commission in Brussels to

promote art and artist policy proposals.

4. That as many as of IAA’s sections as possible within the EU eventually has contact with their

respective country's cultural representative to the EU a few times a year.

5. The EU implements our art and artist policy programs.

Activities

1. That as many IAA Europe sections as possible perform a context analysis and adopt a short arts

policy before the European Parliament elections.

2. IAA Europe does a pre-election survey that can be used by the national sections of the country to

reach as many actors and stakeholders as possible before the European Parliament elections. The questions

are to be based on IAA Europe’s program proposals. The questions are also to be posed each country's

Minister of Culture.

3. The art policy proposals take the form of a press release resulting in articles published in as many

European countries as possible on World Art Day 2014. This could possibly include a country-specific

paragraph on the response to the pre-election survey in each country. The article could be signed by the

chairman of the respective IAA Section, the President of IAA Europe, a nationally known artist and an

internationally known artist (applies to all countries).

4. A panel discussion with the respective country's biggest political parties held in connection with

World Art Day.

5. The responses are used to monitor MEPs during the lifetime of the next parliament.

6. IAA Europe seeks external financing for arts policy exchanges between artists in Europe and for a

permanent artists’ representative in Brussels to lobby EU Commission to adopt our policy proposals.

7. The EU Culture Commissioner, Androulla Vassiliou (Cyprus), to be invited to IAA Europe’s next

meeting.

j/ IAA World cooperation There were no comments to IAA World cooperation except already mentioned EC World meeting in

Paris and cooperation on Status of Artist. k/ Proposals of NC´s for organizing next General Assembly 2014 An offer by Hedva Shemesh from Israeli NC to organize next General Assembly in 2014 was

approved. Executive Committee will be responsible for co-organizing of this event and for search of the new organizer in case of cancellation. There will be conference with main topic Status of the Artist held day before the GA (if there will be no other preferred topic by the host NC).

l/ Symposium 2014 on digitalization and copyright within the European Union Andrea Kozarova read the first draft of Symposium 2014 on digitalization and copyright within the

European Union organized by the International Association of Art (IAA) Europe, by Werner Schaub.

The technical development in digital media sees an explosive and sometimes awesome growth. The

pace is contrary to a necessary adjustment of law, as a change of law and accompanying procedures are

complex and time consuming. For the visual arts this is especially true for copyright aspects.

As activities related to the internet do not acknowledge national frontiers, national laws are of

limited suitability to accommodate developments. Therefore the European Commission is urged to

elaborate harmonized and future oriented regulations for the EU member states. Only that way the

copyrights of artists related to the internet can be safeguarded.

This process should be accompanied by an artists’ organization in order to bring in the interests of

the sector.

Schedule

The symposium – organized by the IAA Europe – is composed of 3 parts.

Part 1: Lectures on the described topic, examining various perspectives: an artist’s point of view as

well as the perspective of collecting societies, of users, of providers, of hard and software producers, of

politicians and administration. The number of lectures should be limited, it has to be examined which

experts should be invited to take part. As for the collecting societies Anke Schierholz of the VG BILDKUNST

(collecting society BILDKUNST) in Germany will be at disposal.

Part 2: Panel discussion. Participants are artists, politicians, and administrative personnel, users etc

as described in part 1.

Part 3: Discussion involving the audience.

The symposium will be opened by a lecture which compares national copyright laws (resp. the

implementation of EU regulations into national laws) of 3 or 4 EU member states.

Place

Useful would be Brussels, also Paris could be of interest (as regards the UNESCO and other

organizations based there). Berlin would also be possible (premises of the European Commission

Representation in Germany). In case the event takes place in Brussels, the Commission will be asked to

provide premises there.

As many national committees of the IAA Europe as possible will take part. Also Members of the

European Parliament and personal of the administrative EU bodies from different countries will be invited.

Date

The symposium should take place within a session week of the European Parliament notably in case

the event is organized in Brussels.

Partners

First of all the European Visual Artists (EVA) – the umbrella organization of European collecting

societies for visual artists – will be invited. Also some IAA national committees will be involved as co-

organizers as well as the European Council of Artists (ECA).

Finances

The IAA Europe office shall apply for EU funding. Therefore the Cultural Contact Point in Bratislava

should be contacted for advice. Financial support will be necessary for fees, travel and accommodation

costs and eventually costs for premises and technique.

Executive Committee together with working group European fundings will try to research the

possibilities for this project.

There are no precise proposals now, NCs should think about it. Pavol Kral will continue with

discussions with EC Pilsen offering to organize GA 2015 as a part of European Cultural Capital.

Regine Helbling asked if the IAA Europe would support recommendation on resale right.

Recommendation was approved. Hrafnhildur Sigurdardottir presented proposal of Icelandic recommendation: The General Assembly of IAA-Europe protests the total budget cut of Althing, The Icelandic

Parliament, of the Icelandic Visual Arts Fund in the State Budget for the fiscal year of 2014.

The Icelandic Visual Arts Fund (VAF) was founded by a new Visual Arts Law in 2012. The funding for

the VAF in the State Budget for the fiscal year of 2013 came from the Government Investment Fund

(Fjárfestingaáætlun ríkisstjórnarinnar). The total budget cut of the Visual Arts Fund from 45 million IKR to 0

IKR is a breach of that law, as well as discrimination against artists in one field of art in Iceland. Other fields

of art have enjoyed their art funds for years or even decades, with funding directly from the ministries, and

will therefore only be cut nominally in the 2014 State Budget.

The General Assembly of IAA-Europe urges Althing and the Ministry of Finance and Ministry of

Culture to fully reinstate the fund for the coming years State Budget, thereby giving visual artists the same

opportunities and support as other artforms in Iceland.

As we know the situation of intellectuals, journalists and artists, as well as the one of masses aspiring for a democratic World in Turkey, has been worsening.

What the world has seen in Turkey since last May, are unacceptable scenes of police oppression. Six

young protesters have died, 12 have lost their eyes, and thousands have been injured while millions

marched peacefully against the anti-democratic measures. Also the heavy censorship on the press, the fact

that Turkey is the country with the most journalists in prison, the barriers brought to freedom of

expression, the attacks brought to the situation of women and to contemporary life-styles are all elements

that lead to a dramatic situation upon which the World must react.

Therefore, as IAA Europe, we demand that

1. May they be a member of the EU or not, every IAA delegation should inform its own country’s

government about the situation of Turkey and ask for the due pressures to stop the aggressions

against Turkish democratic citizens while European Union countries should remember that

democracy, secularism and freedom of expression are the sine qua non conditions of any country

that wants to become a full member. It’s not acceptable that any dialogues are led in any other

discussion field while these unacceptable conditions last.

2. Turkey should immediately stop all brutality and harassment against its own citizens. The

government should fulfil all the requirements of a democratic state in appliance with the United

Nation’s Declaration of Human Rights (1945), European Convention of Human Rights (1950), the

Helsinki Accords/Final Act (1975), Copenhagen Criterias for the European Union (1993), each of

them undersigned by Turkey.

We wish the country to solve those very important issues in the best pacific and democratic

manner. Recommendation was approved.

Pavol Kral read Slovak / Latvian recommendations:

IAA Europe recommend to NCs to join discussion about the statute of an artist, support rational

solution about frame proposal defining it and use it in negotiation with the responsible representative of

states with the aim to improve social and legal rights of artists.

IAA Europe recommend to call upon Member State Governments to take into account the positive

experiences with specific law like statute of an artist and implement the best idea in process of

improvement social guarantees, creative working conditions, work and taxation conditions of Artists taking

into consideration the Artist’s creative contribution to each nation’s cultural development.

Recommendations were approved.

Vano Alsallu from Estonia read the proposal:

In addition to the creative industries that are supported by the state, attention should also be paid

to those fields of art which do not always generate a tangible, easily marketable product. As we know, the

successful development of design, architecture and applied arts is dependent on the efficiency of arts

education and fruitful influences from other fields of art, such as painting, graphic arts, installation, video,

etc. In the same way that modern interdisciplinary research areas need to be based on the indispensable

foundation of fundamental science, the interdisciplinary fields of art and applied arts need a solid basis in

the form of 'fundamental arts'. Explaining the need for the existence of and support for this very kind of

'impractical' art is one of the most important challenges for artists' organisations today. Numerous positive

examples from Europe prove that high-end culture and rich cultural life are factors that help attract tourism

and enhance a country's reputation.

Hilde Rognskog read the Norwegian resolution on Turkey: General Assembly of IAA Europe express its deep concern about the Norwegian governments plans for a state visit to Turkey in this time of oppression of the human rights and especially the freedom of speech in Turkey. Turkish resolution will be merged together with this sentence as an annex. Resolution was approved.

Hilde Rognskog summarized conference results. All the summaries will be sum up after the GA, leaders of the group will send their outputs. She called on EC to put topic Freedom of expression on agenda for the next year.

Suggestions for EC

Anders Liden asked all NCs and IAA Europe Office to contact National Committees and countries who are no more active now and have been before (Montenegro, Ukraine, Moldova, Romania, Bulgaria, Kazakhstan) and to invite them back. Elena Gryaznova mentioned that she knows delegates from these countries, key thing which excludes them from participating at IAA Europe meetings and activities is lack of money.

Miscellaneous

Alex Meszmer recommended support the initiative Culture as a goal in the post 2015 development agenda. He will also participate at the European Culture Forum in Brussels in November 3-5 on behalf of IAA Europe.

After that Pavol Kral thanked to all participants for their attendance, time, ideas and

fruitful meeting and stated that General Assembly of IAA Europe is over.

Grete Marstein invited on behalf of Norwegian NC everybody to the guided tour to

Munch Museum and then to reception to Munch Museum Café where discussions continued at

In what kind of environment and atmosphere do Estonian artists work today? As we know, there are no

serious problems with freedom of speech or freedom of the press in Estonia. However, what restricts

artists in their expression of opinion and creative self-expression is the economic environment and the level

of art awareness, or tolerance and cultural literacy among the general public.

Creative industries

For several years now, 'creative industries' has been one of the most important keywords in the

relationship between the state and culture in Estonia. The state hopes that artists will become more

efficiency and profit-minded and will thus be able to produce art products that people living in Estonia as

well as tourists visiting the country would like to buy.

The recently presented study 'Mapping and Analysis of Estonian Creative Industries' highlighted some

positive developments as well as challenges. Over the past eight years, the number of people employed in

the creative industries in Estonia has grown by almost 50%, and in 2011 they accounted for 4.8% of all

those employed. An average creative enterprise provides work for four people. It should be emphasised

that in addition to Arts, Music and Literature, the study also covered Design, Architecture, Entertainment

IT, National Museums and other sectors, or briefly, culture and the areas related to it. The smallest total

revenue was generated by the Arts sector (6 million euros) and the largest by the Publishing sector

(292 million euros). It is worth remembering that Estonia has a population of 1.3 million.

According to the Estonian Statistical Office, the average gross monthly wage in Estonia in the second

quarter of 2013 was 976 euros, having risen by 8.5% compared to one year earlier. In the sector 'Arts,

Entertainment and Recreation', the average gross wage was 753 euros. Thanks to severe budget cuts,

Estonia has recovered from the major economic crisis that hit a few years ago; nevertheless, current

economic growth is far too modest to generate enough optimism that would encourage people to consume

more art.

Despite these fairly poor circumstances, Estonian artists are able to create world-class professional

artworks.

Foundations of cultural policy until 2020

An important document which sets the priorities of the Republic of Estonia for the coming years in

developing the Arts sector is 'Foundations of Cultural Policy until 2020'. This document states, "The

objective of the cultural policy is to develop a society that values creativity, while maintaining national

identity, passing down cultural memory and creating favourable conditions for the development of a viable,

open and diverse cultural environment."

With regard to visual and applied arts, it is said that the state:

- stresses the importance of the internationalisation of Estonian art and considers it important that

Estonian artists, curators and critics participate actively in the international art world, and that

international exhibitions and art projects are organised in Estonia;

- supports the activity of exhibition halls, including the modernisation of their technical equipment, and the

training of specialists in exhibition management;

- encourages the aspirations of Estonian artists and galleries to enter international markets and supports

their joint marketing for that purpose;

- supports a more efficient implementation of the Placing Orders for Works of Art Act (i.e. the '1% rule').

The above document sees exports as the main driver of the development of the visual arts in Estonia.

However, the development of the local art market would also need to be supported as much as possible.

The main obstacles here are the slow growth of the wealthy middle class and, first and foremost, the low

level of art awareness. This brings us to the importance of arts education. Here we can fortunately see

several positive developments, such as the modernisation of the state curriculum for arts education in

general education schools. It is planned that the Estonian Academy of Arts will acquire a modern building in

2016. Currently, the faculties are housed separately on temporary premises all over the city.

I would also like to stress the need for improving working conditions for artists. On behalf of the Estonian

Artists' Association, we proposed to add to the above draft document the following paragraph: "The artists

can realise their ideas, create and produce works of art on a modern, competitive and sustainable level.

The state supports the modernisation of workshops, studios, project rooms and other creative spaces, and

the systematic development of the infrastructure of the creative industries."

We are faced with the situation today where most of the artists' workspaces have been built over the

period from 1930 to 1970. Such premises and equipment that is often obsolete do not allow the artists to

meet the challenges of today's art world and art market.

Estonian Artists' Association

Today, the Estonian Artists' Association unites more than 900 professional artists and is an umbrella-

organisation for 19 professional artist unions. From 1 August 2013, the activities of the Association are led

by its new Management Board, which was elected at the General Meeting last May. President of the EAA is

Vano Allsalu and Vice-President is Elin Kard. The former President Jaan Elken resigned from office after

having led the organisation for 14 years.

What was written in previous annual reports of the Association also holds true today: the Estonian Artists'

Association is one of the few artists' organisations in Europe that is required to earn the funds required for

running the organisation itself. The EAA earns its income, which is used for financing its art programmes, its

social programme for members, its staff costs and building maintenance costs, mostly from renting out its

property.

The members of the EAA can rent the rooms and studios located in the buildings of the EAA at a

considerably lower price than they could on the open market. In addition, they can organise exhibitions in

the four galleries of the EAA for a token rent. It should be emphasised that in the context of the

underdeveloped art market in Estonia, even renowned private galleries still charge artists an amount

similar to the average monthly wage to host their exhibition, as running a gallery on the basis of

commission fees from the sale of art is not feasible.

and office space for the Tallinn Art Hall Foundation free of charge. The Tallinn Art Hall was established in

1934 and its annual programme includes more than 30 art exhibitions, which are organised in its main

building and two galleries and which are visited by more than 50 thousand people annually.

Although the EAA intermediates support and grants for artists via a national support programme, it does

not receive any support for its main activities from the state or from the local municipality (i.e. Tallinn city

authorities). The membership of the EAA includes artists from all over Estonia, but its property and

activities are inevitably concentrated in the capital.

The new Management Board of the Estonian Artists' Association sees as one of its main challenges the

development of the EAA not only as the artists' 'trade union' with the main focus on the protection of the

interests of its members, but also as a non-profit organisation acting in the public interest. The EAA also

aims to be a more prominent opinion leader and decision-maker than before in all issues related to the arts

sector in Estonia. It is very positive that both the Ministry of Culture as well as other state institutions

accept the position and views of the EEA as the largest artistic association in Estonia on issues regarding

legislation on cultural policy and creative individuals. A good example here is the Creative Persons and

Artistic Associations Act, which is currently being simplified in order to cut red tape and render the

procedure for paying tax on the support received less stressful for artists.

Objectives for 2014–2020

In addition to the creative industries that are supported by the state, attention should also be paid to those

fields of art which do not always generate a tangible, easily marketable product. As we know, the successful

development of design, architecture and applied arts is dependent on the efficiency of arts education and

fruitful influences from other fields of art, such as painting, graphic arts, installation, video, etc. In the same

way that modern interdisciplinary research areas need to be based on the indispensable foundation of

fundamental science, the interdisciplinary fields of art and applied arts need a solid basis in the form of

'fundamental arts'. Explaining the need for the existence of and support for this very kind of 'impractical'

art is one of the most important challenges for the new Management Board of the Estonian Artists'

Association. Numerous positive examples from Europe prove that high-end culture and rich cultural life are

factors that help attract tourism and enhance a country's reputation. There is no need to standardise and

package it like fast food in order to make it more consumer-friendly.

The contribution of the state and the business sector in supporting the arts should increase. Continued

attention is needed to improve the social guarantees for creative individuals. To achieve better mutual

understanding, entrepreneurship training for artists should be complemented by training in the arts for

businessmen. Arts education in its broadest sense – promoting creativity and expanding the 'coverage' of

art – creates the preconditions for a mutually rewarding relationship between the creator and the

consumer and for their cooperation.

The Estonian Artists' Association stands ready to initiate cross-border and cross-sectoral cooperation

projects, and to act as a partner in projects, the aim of which is to enhance the understanding of art and

the welfare of artists in Europe.

ACTIVITY REPORT OF CNFAP - France FOR THE PERIOD of JANUARY TO SEPTEMBER 2013

1-Search for fundings of the next IAA GA in Paris

An intensive program of calls to governemental agencies, Paris City Hall, and private companies such as Air

France and Accor, ended up in a totally negative answer. It appeared that any organism was ready to bet on

a better global situation of economic not only in France for 2015.

As a consequence, in spite of all the work done CNFAP had to announce the impossibility of organizing the

next GA in Paris

Implementation of the second phasis for the South African-French Seasons.

As part of the DIALOGUES program of CNFAP which is confrontation and dialogue between artists and

countries through the works of art, an event was organized in Pretoria last year where SANAVA did a great

job for exhibiting French CNFAP artists.

For the reciprocated event in France, CNFAP had the responsability this year for finding a prestigious

location and organizing an exhibition with the participation of 37 South African artists and a similar number

of French artists. CNFAP had also to plan ahead a program of visits and meetings for the artists who came

from South Africa.

CNFAP succeeded in getting the Orangerie hall of the French Senate in Paris.

The opening took place on June 5th, with the presence of the President of the Senate himself and members

of the IAA Executive Committee because the meeting of the IAA world executive committee has been

planned accordingly on June 5th and 6th in Paris.

The Senate making every year only one press conference concerning its cultural activities. It was held on

June 5th, precisely during the IAA exhibition and this was an excellent opportunity to make IAA more visible

in France.

The Senate informed us at the end of the exhibition that they were very satisfied because they had had

over 22.000 visitors during the 15 days of the show : a reccord setting since the start of the Orangerie’s

program several years ago.

2- New presentation of the CNFAP website

With the assistance of Rob den Boer a new website is being implemented. The goal is to facilitate the

presentation of works and activities of individual members of CNFAP and make a more attractive outlook of

the site. This job should be terminated by end of year.

3- WAD

This topic is the main development under completion at present time.

The goal is to duplicate what has been achieved last year in the south of France (Marseille) where an

organization of art teachers used the WAD opportunity to set up specific activities among their schools such

as discussions on Leonardo da Vinci, talks on History of Art, and application works.

For that purpose we are recruiting in leading schools already performing activities in the visual arts domain

some volonteers to which we provide documentation on WAD as defined.

4- New NCs in Tunisia and Algeria

The Tunisian member of the CNFAP, Khédija Ennifer-Courtois, was of great help to conclude the signature

of SMAP as the new NC of Tunisia.

Similarly, the presence at the CNFAP’s board of Mohamed Haddad has been instrumental to build up the

proposal and facilitate the exchange of information with Algeria and the new NC was approved at the end

of August.

NATIONAL REPORT Germany

Internationale Gesellschaft der Bildenden Künste (IGBK) The Internationale Gesellschaft der Bildenden Künste (IGBK) unites Germany's three most important supra-regional artist associations: Bundesverband Bildender Künstlerinnen und Künstler (Federal Association of Artists), Deutscher Künstlerbund (German Artists' Association) and GEDOK, Verband der Gemeinschaften der Künstlerinnen und Kunstförderer (Federation of Women Artists and Patrons of the Arts). The association was founded in 1957 as the German National Committee of the International Association of Art (IAA).

Important activities since the GA of IAA Europe in Istanbul, July 2012

Information and service

IGBK councils visual artists on the possibilities of working opportunities and grants, both in Germany and abroad. Information and contact details for international exchange is provided at the IGBK webpage (www.igbk.de). Also the IGBK office helps with formalities with respect to projects abroad and provides advice regarding legal and administrative issues. It issues the ‘Certificate for the Customs Authorities for the free flow of works by living artists’ for artists based in Germany as well as the ‘International Identity Card’ of the IAA. www.touring-artists.info – The information portal for artists working internationally

Since April 2013 www.touring-artists.info, a joint project of IGBK and the German Center of the International Theatre Institute (ITI) has been online. The website offers artists profound knowledge of the topics visa/residence, transport/customs, taxes, social insurance, other insurances, and copyright related to cross-border mobility. A database of German support schemes for international projects as well as check lists and sample documents etc complement the information.The topics have been examined for both the visual and the performing arts. The portal is available in English and German language and is addressed to artists living in Germany and working abroad for a limited time as well as to foreign artists who come to work in Germany temporarily. On April 18, 2013 the webpage was launched. The Federal Government Commissioner for Culture and the Media Bernd Neumann - who initiated and supports the project - presented the information tool to the public. The launch was accompanied by a symposium: In lectures and panels experts focused on issues like the granting of visas, subsidy programmes and information services. About 150 artists and other experts as well as 20 speakers took part. Michel Magnier, Director for Culture and Media at the European Commission, was invited for a keynote speech. Since May IGBK, together with cooperation partners, has been organizing diverse workshops and presentations throughout Germany in order the make touring artists known to the artist’s scene. This activity will be continued in 2014.

Representing artists’ interests: workshops, symposia and membership

IGBK represents the interests of visual artists at international and European level, seeking to improve their legal and social status. With its engagement with several organisations and networks, IGBK attempts to

Together with partner organisations IGBK organises symposia and workshops on topics of relevance to artists. Art education, communication, self-image, conditions and perspectives of artistic practice are topics of discussions in order to propose possible solutions and to increase awareness for future-oriented concepts. Workshop ‘Are Artists Rich? The value of artistic work’, November 2012

The workshop ‘Are Artists Rich?’, organised by IGBK in Kehl in November 2012, focused on the value and the production conditions of artistic work in Europe, also questions of contemporary art and cultural funding were addressed. Representatives of national and European artists’ associations and of the umbrella organizations IAA Europe and the European Council of Artists (ECA) were invited to collabotare, as well as independent artists’ initiatives such as ‘Precarious Workers Brigade’ (London) and ‘Haben und Brauchen’ (Berlin). A lecture by the Dutch artist and sociologist Hans Abbing introduced the subject of the special ‘economy of art’. In the evening a summary of the results was presented to Members of the European Parliament. Doris Pack, Chairwoman of the Committee on Culture and Education of the European Parliament took up the patronage of the evening. A handout was submitted, which includes presentations e.g. by Hans Abbing and by the European umbrella organisations and initiatives as well as a collection of current topics related to contemporary working conditions of visual artists in Europe. The handout (in English language) can be downloaded from the IGBK webpage. Also a video documentation is available. Symposium on digitisation and copyright within the European Union in 2014

For the year 2014 a symposium on questions of digitisation and copyright within the EU is planned in cooperation with the German collecting society VG BILD-KUNST, the Brussels based organisation European Visual Artists (EVA) and the IAA Europe. Activities related to digital media do not acknowledge national frontiers; national laws are of limited suitability to accommodate developments. For the visual arts this holds especially true for copyright aspects. The European Commission is urged to elaborate harmonised and future oriented regulations for the EU member states. IGBK, other artists’ organisations together with visual artists’ collecting societies seek to contribute to the process in order to bring in the interests of the sector. The IAA Europe’s NCs will be informed early enough about the further planning. Membership at European and international level

NATIONAL REPORT - Iceland

2013 Annual Report of The Icelandic National Committee of IAA

to the 10th General Assembly of IAA in Oslo, Norway in October from SÍM - The Association of Icelandic Visual Artists

The Association of Icelandic Visual Artist - SÍM was formed in 1982. It is an umbrella organization

of eight visual artist associations and has its offices in the capitol of Reykjavík. The chairman of SÍM

holds the position of the president of the Icelandic National Committee of IAA, as there is not a

separate NC body in Iceland. The present offices of SÍM are located in Hafnarstræti 16, right in the

city center of Reykjavík.

SÍM works for the visual artists in Iceland, working for and defending their rights and

interests and representing them in communication with local and municipal authorities. Besides

these important tasks SÍM has laid strong emphasis on two main areas in the last decade. One is to

supply artists with affordable studio spaces and the second to build up an International residency

for Artists in Reykjavík and abroad.

Copyright

This year we have had a breakthrough in Copyright matters. Myndstef – The Copyright Association of

Iceland was founded about ten years ago. Myndstef has tried to get the museums of the Municipality of

Reykjavík to sign a contract regarding fees for exhibiting visual material on the Internet at the Reykjavík Art

Museum. The last talks in 2006 were not successful, and an attempt at new negotiations was delayed until

May 2010. These negotiations have been very slow, but in April this year a contract was finally signed

between Myndstef and the city of Reykjavík or Reykjavík Art Museum. That contract ends a seven year

battle of Icelandic artists for the recognition of copyright when visual material is displayed on the Internet.

Government Stipends to artists

One of the main jobs of SÍM is to work towards a better working environment for artists both physically

with better studios but more importantly financially with better agreements with the government. In the

year 2012 ,,The Visual Arts Bill” (Myndlistarlög) was finally passed in the Althing regarding the Ministry of

Culture and visual art. This bill has been in the making from the year 2006. With the bill the Government

founds a new institution ,,The Visual Arts Fund” (Myndlistarsjóð). The main object of this fund is to increase

project stipends to visual artists, and the first application deadline was announced this fall. It is our hope

that this will greatly improve the living conditions of artists in Iceland, although the government has

announced a big cut in the funding for the arts. The chairman and director of SÍM have met with officials

from the Ministry of Culture to discuss this situation, as other artists have had a fund like this for years. It

would be unfortunate if the fund almost disappeared in its second year.

The Swedish MU - Contract in Iceland.

Since the year 2010, when the current chairman of SÍM heard about the Swedish MU - Contract at the

annual IAA meeting in Bratislava SÍM has been working towards implementing a similar contract here in

Iceland. The government is reluctant to sign such a contract, but still we are working towards that goal. SÍM

has already translated the contract and is now looking for funding to print a booklet about it. The good

news is that within ECA – The European Counsil of Artists a group has been formed, and has received

funding for.

In the last few years SÍM has laid an emphasis on supplying the demand for cheap studio spaces, as the

members of SÍM have called for more studio spaces with affordable rent. SÍM has answered that call by

increasing the number of studios for artists from ten in 1996 to about 200 studio spaces in 2012. The SÍM

studios are now situated in six buildings at Korpúlfsstaðir, Hafnarstræti, Seljavegur, Nýlendugata and

Súðavogur in Reykjavík, and at Lyngás in Garðabær. These include workshops for wood, iron, textile,

ceramic and printmaking. Two of these building are rented from the Municipality of Reykjavík and one from

the Icelandic Government. Two of those also include an International residency for foreign artists. As all six

building have a waiting list of artists, which shows us that there is constant demand for the studios.

SÍM International Residency at Seljavegur, Korpúlfsstaðir and the Hafnarstræti motel.

The residency program at SÍM started in 2002 with one guest apartment in our office building at

Hafnarstræti 16. Little by little we have added more rooms for the residency and we can now

accommodate a total of thirteen artists each month in two different venues.

The SÍM Residency for foreign artists is now situated at Korpúlfsstaðir and Seljavegur. The residency at

Seljavegur was expanded in the beginning of 2009 from five rooms to ten and we can therefore house

thirteen artists in the SÍM residency each month. In addition the former rooms of the residency at the SÍM

house of Hafnarstræti have now been changed into the cheapest motel in Reykjavík reserved for artists

only. This is used by artists who have short term projects in Reykjavík as well as the rest of the country.

Every year we receive more than 100 artists in the residency, as well as numerous guests that stop

for shorter periods. The deadline for the residency is twice a year. Reykjavík is a popular destination for

artists and we are able to fill the residency the whole year, with waiting list for the summer months. We

believe it is important for SÍM to be able to make it possible for International artists to work in Reykjavik,

thereby making Reykjavik the venue for International art and Iceland a more culturally diverse country.

The SÍM Residency in Berlin.

About a year ago SÍM formally opened four residency apartments in Berlin, but the first guests had already

arrived in the beginning of that year. SÍM can accommodate two artists each month in one apartment

rented for this purpose and about 100 artists have already made Berlin their home during the roughly three

years that have passed. The apartment is situated at Neue Bahnhofstrasse in Friedrichshain in a really nice

neighbourhood with many sidewalk restaurants and as the name of the street implies a subway close by.

The residency is intended for members of SÍM and friends of SÍM who have stayed in our International

residency in Reykjavík.

Payments for visual artists

After a year long research and consultation process Visual Artists Ireland, the all Ireland organisation

representing professional visual artists, is delighted to launch the Payment Guidelines for Professional

Visual Artists. For the first time in Ireland, venues and artists will be able to properly calculate equitable

levels of payments, properly budget for their programmes and for the variety of work that professional

artists undertake in not for profit spaces.

As a result of our 2012/13 research and consultation process we realised that not only was there no

consistency in the type of remuneration that institutions provided to artists but that in many cases no fee

was paid to the artist for their participation at all. Case studies show that artists at the pinnacle of their

career are expected to work at a level that no other profession would tolerate. Examples include those

working for nothing or paying to have their work shown. The small minority who are being paid for their

creative skills earn in the region of only € 1 200 Euro per annum. In any industry this is inequitable when

taking into consideration the salary levels of other art professionals such as arts administrators, managers,

curators and technicians who rely on visual artists for their jobs.

In follow up, VAI undertook a series of conversations with the sector to find the cause for the non-

payments. Along with reasons such as insufficient funding, one of the main reasons given for non-payment

was that, unlike other professions, there was no national scale of payments available for reference.

Visual Artists Ireland has collaborated with artists, organisations and our international partners to create

this set of guidelines. The guidelines are based upon international best practice, and are scalable for

different sizes of organisations as well as the experience/reputation of artists. They also take into

consideration the different work undertaken by artists within the context of exhibitions and supporting

services.

It is intended that these Guidelines will become the national go-to resource for calculating artists’

payments and become the first step towards the development of a sustainable model for best practice

between artists and the institutions that contract their labour.

The Payment Guidelines for Professional Visual Artists were announced at our recent AGM (17th

September 2013), and will be launched as part of The Workers Café, a collaborative event to mark the

centenary of the 1913 Dublin Lock-Out, at Temple Bar Gallery and Studios at 6pm on 17 October 2013.

Dear Friends,

I would like to welcome you to the General Assembly of IAA in the name of Israeli & Palestinian Artists.

Despite the desperate economic situation and constant financial hardship of artists worldwide, in addition

to the political situation in our region, we are destined and determined to continue our path, without

official and governmental support and without political censorship and pressure. We are proud of the

independent and unique road we have chosen to take.

In the last four years, we have created a unique program of Education through Art for Youth in Distress,

young people from all sectors of society living in our region: Palestinian Israelis, Jewish Israelis and

immigrants from all corners of the world (Ethiopia, Russia, Eastern Europe, South America, etc.). The

program is based on close guidance through professional artists from the whole range of visual and

performance art: cinema, animation, painting, sculpture, installation, performance, theater, photography,

music, video art etc. Every young person experiences all of these media. The program is accompanied by

psychological consulting, and is wide-ranging and multi-disciplinary, preparing the youth for future career

choices. With the end of the program, i.e. graduation from high school, they will be prepared for further

academic studies, where we continue to guide them. The program's scale is national, with branches in all

major cities and the periphery. The joint meetings of the youth challenge us a new each time: Despite the

difficult political situation, we provide our students with culturally highly valuable tools. More than

anything, love and understanding of the arts is our main guideline, something we are committed to pass on

to the next generation. As a result of the program, deep and meaningful connections are created between

all sectors of society, of youth that would have otherwise never met. These young men and women are our

main hope for passing on the values of tolerance to a new generation. We can proudly say that art

education has proven itself to be groundbreaking in crossing boundaries, into a better future.

I would like to conclude by wishing you the best of success in the general assembly. Warm greetings to all

Latvian National Committee arrange regular exhibitions with Art Academy MA – painters -students in Social

Rehabilitation Centre in Jurmala town. Each exhibition goes together with discussion about art with

Rehabilitation Centre patients. Human and well don work. It is one of the Latvian National Committee, Art

Academy and Social Welfare Ministry projects.

Latvian National Committee arrange together with Senior Artists Club exhibitions - selling for lonely artists.

Idea - help with finances. Artists donate art things /paintings, graphic, water/col. , ceramics, glass/.We ask

some popular company to obtain art. It is very important for old artists. Young artists was very active and

productive, some of them now are members of IAA Latvia.

Latvian National Committee together with students from Art Academy, Culture Academy, Liepajas

University, Daugavpils University and Rezeknes Hight School organize master class and cooperation with

Šaulai University, Kaunas Academy and Klaipedas University /Lithuania/. The students and the teachers

work together on the creative platform - experimental laboratory. All media are under one theme - one

week. Artists from variety disciplines - painters, designers, actors, dancers, music, folk art, linguists, screen

artists and teachers work together. Finally - travelling exhibition.

Brief release of the activities

of the National Committee of the A.I.A.P Monaco,

Honorary President: S.A.S. the Prince Albert II

Headquarters Committee: 10 Quai Antoine ler in Monaco

130 m2 (hundred and thirty square meters) on the first floor of a building in the port of Monaco: office,

workshop and showroom 100 (one hundred) artists and fifty members support.

Activities:

One or two personal exhibitions per month for a project of our artists at the Committee once a

year, a group exhibition of selected works by artists of the Committee from a theme, this year the water,

with a group of foreign artists invited, this year coming from Spain, in a large exhibition hall (800m2) made

available by the Department of cultural Affairs.

Once a year, an exhibition hall and a convention center with a selection of works by artists from the

Committee with a combination of Japanese artists »Dating Monaco / Japan ' seventh meeting this year.

(Partnership with the Department of Tourism and Cultural Affairs)

Once a year, an exhibition of sculptures by artists from the Committee in the Exotic Garden of

Monaco (partnership with the City of Monaco).

Once a year, an exhibition at the Committee as part of the European Heritage Day (partnership with

the Department of Cultural Affairs ).

Every two years the government organizes a "forum of artists " that the artists of the Committee

are invited to participate.

Every two years, the government organized a forum of associations in which we stand exposure.

We also have two windows of large exposures on a course of tourism (in partnership with the

Service Areas of the Principality).

Outside the Principality we organize or participate in exhibitions:

In 2011 we organized an exhibition in Potsdam, Germany, in partnership with the Embassy of

Monaco.

In 2012 we organized an exhibition in Madrid, Spain, with the partnership of the Embassy of

Monaco.

This year, we participated in an exhibition in Osaka, Japan, and we are invited to participate soon to

two exhibitions: one, again in Potsdam, Germany, and another in Vaduz in Liechtenstein.

I was invited to sit on the board of the National Commission for UNESCO Monaco and the

Commission Support for independent professional artists; it allows artists to benefit after reviewing the

case, free of social security contributions for a period of up to two years. The Committee also allocates aid

project for an artist after studying the file submitted.

Finally at our annual thematic exhibition in Monaco several awards are:

- A jury prize for art professionals (gallery owners, critics, artists ....)

- A price support for members (art collectors)

- An award from the National Council of Monaco (elected chamber)

- Two awards by the National Commission for UNESCO

- A price of the public

BBK Netherlands 2013,

for the General Assembly of IAA-Europe in Oslo, October 2013

Resale right

Resale right means the right of the artist to get a percentage when a work of art made by her or him has

been resaled. This obtains only if the work has been sold by a professional art dealer. In the Netherlands

the artist will get a percentage when the price exceeds 3.000 euro. In other parts of Europe this limit is

mostly lower, around 1.000 euro.

Therefore BBK Netherlands is trying, in co-operation with some other organisations, to convince the

government to change this limit into 1.000 euro for the Netherlands too. There is contact with the

ministries involved and BBK Netherlands will join meetings with them about this subject.

Public Lending Right

Stichting Leenrecht (Public Lending Right Foundation) collects and pays remunerations concerning the

public lending right. Paul Dikker represents BBK Netherlands at Stichting Leenrecht in the board of the

section Visual Works.

Because of public lending right, libraries can lend books unrestricted. They don't need permission from the

makers. The libraries just have to pay the tariffs agreed to Stichting Leenrecht, that will take care of

payment to the right holders. De kunstuitleen (art library) works also this way. It does not matter if the

works are hired, commissioned or purchased, lending is permitted without permission of the artist. The

only obligation to the lender is paying the statutory compensation. The public lending right in the

Netherlands works well for both parties: as lending body you can meet your author's rights obligations very

easily. As an artist you get a reasonable compensation for the use of your work, also if you don't know the

lending organisation.

After a long and hard process Public Lending Right is on the map now. The independent chairman of StOL,

Stichting Onderhandelingen Leenrechtvergoedingen (Negotiations Public Lending Compensation

Foundation), has fixed the tariff per lending to 1.50 euro, two years ago. Some art libraries refused to

declare any numbers of lendings and/or to pay. Stichting Leenrecht has the assignment to enforce the law

and she already had announced the implementation of legal procedures to force the court to speak out. All

art libraries that received such a summation did declare and pay in the end. Stichting Pictoright takes care

of transferring the money. Over the last year a large number of artists that had work in art libraries, got

public lending right compensation by Pictoright. Membership of Pictoright is not required to apply for that.

Entrepreneurship

Artists in the Netherlands have more and more to become entrepreneurs. In the meantime the position of

entrepreneurs became more and more under pressure because of financial cuts by the government and

adjustments of the tax system. A planned cut of 500 million on self-employed workers is reduced to 300

million. The self-employed-arrangement for self-employed workers in the Netherlands will not be

abolished, but reduced, starting 2015. Also a cut of 300 million on self-employed workers is still too much.

Therefore BBK Netherlands will continue to bring it under the attention and has joined the initiative

blijfjijzzper.nl.

THE NORWEGIAN VISUAL ARTISTS ASSOCIATION

Norwegian Visual Artists Association (NBK) is the national organization for visual artists in Norway. NBKs

long-term commitment is to promote and secure the intellectual, social, legislative and economic interest

of the professional visual artist. The government and parliament recognizes the organization as a

negotiation and consultative body. The association have existed since 1882.

There are approximately 2,700 members in NBK (out of 5 million inhabitants). NBK is composed of 20 sub

organizations: 14 regional organizations, 5 nation-wide skill-based associations and a society for the

younger artists. Artists will normally be member of one regional organization and one or more skill-based

organizations depending on their artistic expression. An executive Committee of 6 members and a

chairperson, which are elected by the General Assembly every second year, govern NBK. The

administration consists of 9 employees.

NBK is responsible for the annual state exhibition – Høstutstillingen – the major national contemporary art

show held every year since 1882 at The Artists house (Kunstnernes Hus).

A national jury, elected by the members for a two years period, selects the artwork for the exhibition. This

year it’s the 126th autumn exhibition and show 109 works of 95 artists/artist groups, based upon 2300

applications. The autumn exhibition is the far most visited art exhibition in Norway.

NBK also publish an art magazine (Billedkunst). This is a professional artist magazine, a journal and an art

magazine for a broader public. The magazines include news, art criticism, and are an important

professional, economic and political point of reference in Norwegian art scene.

NBK also allocates grants from the government-grants for artists programs as well as from funds controlled

by NBK.

In addition to the activities carried out by NBK centrally, the sub organizations carry out extensive

exhibition programs in their own galleries as well as programs with travelling exhibitions on a regional or

national level. The skill organizations publish their own specialized magazines; and the regional

organizations run art centres with an extensive program aimed to promote art throughout their region.

Some also manage their own pre college art education institutions.

NBK has made several notable achievements in recent years: It has secured a special tax legislation for the

visual artist, increased grant budgets, legislation for the public display of art, and initiated a new state

institute for the promotion of Norwegian contemporary art abroad (OCA). Today’s pressing issues are, to

preserve the grants, improve the social security scheme; sustain peer review, work for better studio

conditions for the artists in the pressed urban areas and expanding the studio capacity, and to facilitate

international exchange in the visual arts.

The major issues for NBK in the recent years has been lobbying towards government and politicians. NBK

has actively contributed to the “Visual artists” and ”Cultural report 2014”, both initialized by The Ministry

of Culture.

General Assembly of IAA Europe 2013 FREE ART IN A FREE EUROPE? NBK also work with a program to raise awareness of visual artist’s economy. Based on this, we have made a

site at internet with information about how artist’s economy works, also with samples of contracts and

agreements.

One goal for NBKs work is to improve the artist’s economy in exhibitions. These issues have been fronted as

collective agreements, remuneration and fees, not as a question about production of art. However the

Ministry of culture have been more occupied with a program to sharpen the possibility to get grants. The

guaranteed income grant, are no gradually converted to, long term grants.

For the last eight years we have had a social-democratic government in Norway. The Governments goal for

the cultural politics has been to raise the economy in the cultural field, - up to 1 percent of the national

budget. This has resulted in a heavier budget for culture, doubled in the last eight years. However this

increased budget has not improved the conditions for the visual artists. As the cultural economy increases,

we see that the money goes to houses for culture, festivals and salary for cultural workers employed in

institutions. Freelance work in visual art field and individual support are impaired.

Having said this, NBK delivered an exhaustive commentary report called “Arts politics or Artists politics” to

the State’s Cultural report 2014. We have also got approval to our suggestions about increasing purchase of

artworks in institutions, remunerations and payment in exhibitions and project founding, as well as to

better research programs for the field of visual artists.

After the election this year, we got a right wing coalition parliament. Here the progress party want to

downsize the cultural budget, and the right wing party (conservatives) in further degree, want to marked-

base the culture - Artists as foremost creative industry.

NATIONAL REPORT Slovakia General Assembly of IAA Europe, Oslo, Norway, Oct 2013

1/ Summary

- A lot of work has been done; Board members specifically devoted a lot of time and energy to

activities on the field of social and legal right of artists. A wide range of collaborating volunteers is also

involved in the preparation of specific events and activities.

- The Slovak Union of Visual Arts and Slovak Coalition for Cultural Diversity that are linked in the

person of the President, have gained a lot of acknowledgement and are now a well-respected

organizations both at home and abroad. SCCD is younger, was founded in 2005, but bigger than any other

culture organization in Slovakia: it has actually 215 subjects and 10 173 individual members, artists on the

field of art and culture at Slovakia. Even though the Coalition has had no official financial support at its

disposal and all people work for free (except for the membership fee grant from the Ministry of Culture),

over a short period of time it has become a partner to major state authorities and has been able to

attract media attention.

- On the other hand, in spite of the partial successes the coalition has achieved, there are tasks yet

to be finished. The major issue is “improving the legal and social status of artists in Slovakia”. That

remains to be the main goal of the SCCD, as there exist many persistent legal issues that have not been

solved for more than two decades.

2/ Review of activities and future goals

- The World Art Day – April 15th, 2013: event organized by the Slovak Union of Visual Arts

on Leonardo da Vinci´s birthday. This event was organized within the 2011 initiative of International

Association of Art which declared da Vinci´s birthday a World Art Day. The action caught the attention oft

he media, we have seen many responses.

Please see the report on the second annual event World Art Day, which took place on April 14 in

SUVA Gallery and its Garden Umelka. Except association of SUVA participated also following organizations:

Club of photographers, Theatre Institute, Academy of Fine Arts, School of Applied Arts, Department of Fine

Arts Pedagogical University, Department of Architecture-Department of Design and many individuals.

Varied program lasted throughout the day and continued with two openings in the coming days. In terms of

media response, Vice-president of SUVA and A.Kozárová informed about WAD in live broadcast FM radio

and flyer appeared in the daily magazine SME: Video and photos are on the Facebook page of SUVA and

published on the web of SUVA. Regarding sponsorship support, this year we again did not get a grant

neither from the Ministry of Culture nor support from municipality. The only sponsorship was from private

company which printed 300 pieces of A4 format invitations and 15 pieces of posters. Of course, there was a

priceless help of all the people who helped us to organize and run this event.

- Cooperation with the Office of the Government in preparing a small grant scheme (Norwegian

grants)

In the middle of the year an initiative and request for cooperation was offered from Government

Office of Slovak Republic to Pavol Kral. There is a new working group on the Norwegian funds - a small

grant scheme, which in this case means 50 to 200,000 Euros. Slovak Union of Visual arts have never before

applied but now there are two interesting programs for us: restoration of monuments and cultural

diversity. This option gives us the chance to formulate the requirements of artists, to model the operation

of the scheme. It is a paid position and offers to influence crucial things. Pavol Kral refused to be a member

of organizing team – if he is involved in preparation it would block accessibility of SUVA to it because of a

Andrea Kozárová is prepared as an alternate. We will monitor the situation, we cannot guarantee the

outcome, but there is a chance to break into the next grant structure.

- We continue efforts to increase efficiency in sharing information with its members as well as with

- We continue cooperation with the Governmental Council for Non-profit Organizations – Vice

President of SUVA is a member (on the initiative of the Minister of Culture).

- President SCCD Pavol Kral is a member of the Governmental Council for Culture of Slovak

Republic. To solve specific problems, committees and working groups have been created:

- Committee for preparation of analytical and conceptual report called “The strategy of cultural

development in Slovakia for period 2014 – 2020”

- Committee for art

- working group for the Status of the artist

- working group for Copyright Act issues

- working group for legal inclusion of artworks in new public constructions (Act on Construction)

- working group for financing of culture

We have our representatives in all of this. The SCCD and SUVA are represented by its President.

The other still open questions:

- ongoing changes in tax and social insurance laws

- legal changes that would recognize purchasing artworks as tax deductible costs

- laws related to sponsorship, etc.

- Increasing international collaboration:

We continue cooperation with the European Council of Artists (ECA). We organized meeting of

Board of ECA at Bratislava, March 2013.

- We continue cooperation with IFCCD and ECCD. Frankfurt, Germany, April 2013: On invitation of

German commission of UNESCO Pavol Kral participated as one of the main speakers on annual consultation

of UNESCO. The topic of speech: Implementing the Convention UNESCO - promoting the status of the artist.

- We continue to work with our main international partners – IAA Europe and IAA/AIAP.

- We continue on organizing the exhibitions of visual art at national (about 25-30 /year) and also

international level (exchange of exhibitions – common project with NC of Latvia and NC of Lithuania,

exchange with Czech republic art association, exhibition from Austria, Russia, Croatia, Slovenia, etc).

Last but not least we are doing our best to save the beautiful building where we have a honor to be

based. Many of you remember this seat of SUVA and IAA Europe office – beautiful exhibition venue – first

one cultural monument of functionalism built in 2Os of 20th century. For us as the owners of this gem, the

main task is to save it for next generation what in praxis means provide all reconstruction and preservations

works. In 2012 there was a fire in garden of Umelka and one of the side walls was destroyed by flames and

smoke. As being non-governmental organization without state support we mostly finance everything from

our own resources without public finances. In this year we finally gained money from Ministry of Culture

(strand called “Renovate your house”) and with these resources we were able to reconstruct façade step by

step this year. Crucial parts were fixed and we will apply also next year for more money to continue

(windows, heating, roof…). Wish us luck ☺
