Synergistic Activities 1. Dr. Thomas Birkland served as co-director of the Biodiversity and Conservation Policy Program at

the University at Albany, State University of New York, from 1996 to 2006. The Biodiversity program is a multidisciplinary master's program that combines classes from the Department of Biological Sciences and the Rockefeller College of Public Affairs and Policy to prepare students for careers that require knowledge of both ecology and public policy. Students learn the basic concepts in conservation biology, politics, policy and planning and how these fields interact in the real world. Biologists with a basic understanding of how policy relates to the goals of preservation and conservation are essential to conservation efforts.

2. Dr. Birkland is currently PI for an NSF-funded project, “Enabling the Next Generation of Hazards and Disasters Researchers.” This is the third offering of this fellowship program, which was initiated in 1996 and which restarted in 2002. Its goal is to recruit and mentor junior faculty with an interest in studying the broad range of issues in the social sciences that surround hazards and disasters. We are particularly interested in exposing scientists and engineers to the field, particularly those with an interest in the intersections of social science, science, and engineering.

Coordinate the Risk Analysis Mentoring Program; hosted 19 scientists from 11 different countries (2006-2007); responsible for organizing their visits, identifying appropriate mentors, providing an overview to the APHIS Pest Risk Analysis process and facilitating access to appropriate Agency resources.

5. Presented lectures and seminars, developed and delivered laboratory and field training exercises/ workshops to foreign politicians, growers, and scientists on different aspects of area-wide pest management for moth pests, including the sterile insect technique, insect mass-rearing, quality and process control, the need for quarantine and regulatory components, and communication with stakeholders.

D. Synergistic Activities Undergraduate research: Mentored dozens of undergraduate researchers and trained them in modern

molecular techniques. Many attended national and international conferences and were authors on manuscripts. Most were Hispanic and 7 recent graduates from my lab are now in graduate school. Currently, there are two undergraduates working in my lab at NCSU.

Research and training: Founder of the Molecular Ecology, Evolution and Genetics program at UPR-RP. Program was developed as part of the CREST-Center for Applied Tropical Ecology and Conservation and was designed to stimulate collaborative research integrating high-resolution molecular and ecological data.

Outreach and education: Participant in the Genetic Outreach-NCSU (GO-NCSU) program. The GO-

NCSU provides a mechanism for researchers to visit classrooms and present hands-on learning experiences in genetics and development.

Extramural Service: Associate Editor Evolution. Reviewer for a large number of peer-reviewed

journals, and granting agencies such as NSF, NOAA, National Geographic, and NERC (British).

Synergistic Activities 1. Science, Planning and Biodiversity Conservation. This graduate level course addresses the practical

and theoretical challenges of integrating science with planning and policy to protect biodiversity. Co-taught with Dr. George Hess this course takes a collaborative research and teaching approach to learn about the dynamics associated conservation planning and open space protection. In 2006 the course resulted in a survey of all the open space planners in the Research Triangle region along with an evaluation of all the open space plans. In 2007, the course (taught in conjunction with Iowa State University and the University of Washington) surveyed all the comprehensive planners in the Research Triangle region, Des Moines region and Puget Sound to better understand the barriers to using conservation science more effectively in the conservation and development of land. In 2008, the course, (taught at Simon Fraser University in conjunction with University of Washington while I am on sabbatical), is evaluating the Vancouver Regional Biodiversity Strategy.

2. Community Based and Collaborative Environmental Management. This graduate course provides a systematic investigation of the theory and practice of community based and collaborative approaches to natural resource and environmental problems. The goal is to develop students’ ability to evaluate critically and apply appropriately these relatively new approaches in environmental and natural resource governance.

3. Community Roles in Adaptive Policy Change. Various research projects with the United State Forest Service that contribute to understanding community and public reaction to wildfire and how to craft more adaptive responses to wildfire.
