In January 2012, WMUR Political Scoop published an editorial that said Guinta should distance himselffrom Washington, but noted his close affiliation with GOP leadership.

In July 2011, the Concord Monitor criticized Guinta in an editorial over his unwillingness to compromiseduring debt ceiling negotiations. Guinta has said that he won't vote for any package that includes a taxincrease or fails to include a vote on a balanced budget amendment to the Constitution, the paper opined,calling for a construct deal to be made. Concord Monitor: Guinta Holding Gun to the Head of the Global Economy

In July 2011, the Concord Monitor criticize Guinta for playing games with the debt ceiling and imperilingthe economy.

Sen. Kelly Ayotte and Reps. Charlie Bass and Frank Guinta, are among those holding a gun to the headof the global economy, the paper opined. Ayotte, Bass, Guinta and their fellow Republicans haveessentially said, "Put tax cuts in the mix and we'll pull the trigger." They want to hold the rich harmless

and have all savings to come from the spending side, primarily through cuts in the social safety net.Worse, all three insist on including a constitutional amendment requiring a balanced budget. Guinta Op-Ed: Balanced Budget Amendment Will Restore Responsibility

In November 2011, Guinta wrote an op-ed in support of the balanced budget amendment, which would

have required Congress not to spend more money than it collected in revenue, unless approved by asupermajority.

Guinta wrote, While I'm always ready to work with any member on either side of the aisle to advancecommon goals, Democrats simply refuse to work with us on this issue. The spirit of bipartisanship thatpassed the balanced-budget amendment in the House in 1995 is gone now. The positions are clear andunmistakable: Republicans want to pass a balanced-budget amendment to keep the U.S. from joining theranks of nations whose out-of-control spending has pushed them to the edge of bankruptcy; Democratsrefuse to budge from their business as usual attitude as a tidal wave of red ink threatens to wash overCapitol Hill. Opposed Minibus Legislation to Prevent Government Shutdown

In November 2011, Guinta opposed the $245 billion minibus legislation that included threeappropriations bills and a continuing resolution to keep unfunded parts of the government running untilDecember 16.

Guinta said that the resolution called for too much spending. He said, The Washington mentality ofvoting for a bill because a few sweeteners are included in it must end. Listened To Voter Concerns on Medicare Cuts

In October 2011, Guinta visited an adult day rehabilitation center and listened to concerns over Medicarecuts.

Under the Ryan plan, which Guinta voted for, Medicaid expenses would be shifted to states in the form ofblock grants. Guinta said, Right now we are looking at a lot of different options on Medicaid. This isexactly the challenge we have. At the federal level, with respect to Medicaid, we have 8 percent increasesin expenditures every year and the math suggests we can only afford 4 percent. Refused To Say Whether He Would Accept a 10:1 Spending Cuts To New Revenue

In August 2011, Guinta dodged a question in a Greenland town hall about whether he would accept adeal that included 10:1 spending cuts to new revenue.

In responding to the question, Guinta said that new revenue did not necessarily have to come from raisingtax rates . He said, I dont feel that raising taxes has to be the first option, there have to be many otheroptions and alternatives before you raise tax rates. [thinkprogress.org, 8/18/2011]

Guinta Debt Vote Criticized by Dover Seniors

In August 2011, Guinta received criticism over his debt vote during a visit to the Dover Senior Center inDover, N.H. Several seniors voiced their strong discontent with Guintas vote, saying he had fumbled theball with his vote.

According to the Daily Democrat, Guinta agreed he has seen the same frustration expressed in Dover inother towns and cities. He said he's received many phone calls and e-mails about and against therecent decision. [Fosters Daily Democrat, 8/09/11]

Guinta Gets Earful on Debt at Hooksett Town Hall

On August 4, 2011, Guinta was criticized by attendees at a town hall meeting in Hooksett, N.H., over hisvote to raise the debt ceiling. According to the Concord Monitor, the 100-person audience applauded asseveral different citizens voiced their displeasure with Guintas vote for the compromise bill. [ConcordMonitor, 8/05/11]

According to WMUR, Conservative activists like Skip Murphy of Granitegrok.com said it's too early totell if this will become a wedge between Guinta and the tea party activists, but the congressman's vote iscertainly putting him under greater scrutiny. [WMUR, 8/04/11]

Voted for Final Debt Ceiling Compromise Legislation

In August 2011, Guinta voted for the final debt ceiling compromise legislation, the Budget Control Act of2011.

The framework would cut $917 billion in spending over a decade, raise the debt limit initially by $900billion and assign a special congressional committee, with members from the House and the Senate andappointed by congressional leadership, to find another $1.5 trillion in deficit savings by late November.

If Congress met that deadline and deficit target, or voted to send a balanced budget amendment to thestates, the debt ceiling would be raised an additional $1.5 trillion. The plan guaranteed a vote on thebalanced budget amendment between October and the end of 2011.

If Congress failed to take either step, or debt savings of at least $1.2 trillion were not produced, the planallows the president to obtain a $1.2 trillion debt ceiling increase. That would trigger automatic spendingcuts across the government including in defense and Medicare to take effect starting in 2013. The

Medicare cuts would only affect Provider reimbursements. The legislation included no revenue increases.

The bill was passed by the full House, 269-161. [Bloomberg,8/01/11; S 356,8/01/11]

Voted Against Reids Debt Ceiling Plan

In July 2011, Guinta voted against Sen. Harry Reids plan to raise the debt ceiling.

Reids plan called for raising the debt limit by $2.4 trillion, requiring no additional debt ceiling vote untilafter the 2012 election.

The plan included $1.2 trillion in discretionary spending cuts over 10 years, mandatory spending cuts of$100 billion, $1 trillion in savings from winding down combat operations in Iraq and Afghanistan, and$400 billion in interest savings. The legislation included no revenue increases.

The CBO score of Reids plan said it would reduce the deficit by $2.2 trillion. The bill was rejected by thefull House, 173-246. [New York Times, 7/25/11; HR 2693,7/30/11]

Voted in Favor of Boehners Debt Ceiling Plan

In July 2011, Guinta voted in favor of Speaker John Boehners plan to raise the debt ceiling.

Boehners plan called for an immediate debt ceiling raise of $900 billion, spending cuts of $917 billionover 10 years, and an additional debt ceiling vote in six months. The legislation contained no revenueincreases.

Under Boehners plan, the second debt ceiling raise was conditional on the passage of a balanced budgetamendment by both Houses of Congress and the creation of a select joint committee on deficit reduction.

Supported Boehner Debt Ceiling Plan, Said Default Would Have Real Costs

In July 2011, Guinta said he supported Boehners debt ceiling proposal because short of Cut, Cap andBalance, it is the strongest cap on spending that we can actually pass.

Guinta also said he didnt agree with Michele Bachmann, who again said she did not support raising thedebt ceiling at all. Asked about the potential for default, Guinta said, There are real costs to averageAmericans, and I dont know if people realize that. Its hard for me to fathom that the Senate, theCongress and the President of the United States would allow that to happen. [Union Leader, 7/26/11]

Said He was Frustrated with Debt Ceiling Standoff

In July 2011, the Sacramento Bee reported that Guinta was one of many freshman Republicans caught

squarely between hard-line conservatives with tea party allegiances in their district and the politicalreality of Washington.

Guinta has been careful not to say never. Hes said that with any debt ceiling increase, he would need tosee significant spending cuts and budgetary reforms. Hes rejected higher tax rates.

Guinta said House Republicans are getting blamed already for the debt ceiling standoff. He said,People are rightly so frustrated with what theyre watching. Im here, and Im frustrated. [Los AngelesTimes,7/25/11]

Voted in Favor of Cut, Cap and Balance Plan

In July 2011, Guinta voted in favor of the Cut, Cap and Balance Act, legislation requiring deep spendingcuts, a federal spending cap and a balanced budget amendment in order to raise the federal debt ceiling.

Under Cut, Cap and Balance, discretionary spending in fiscal year 2012 would be reduced below fiscalyear 2008 levels except for Defense, Homeland Security and Veterans affairs. The plan provided auniversal spending cap after 2012. The legislation contained no revenue increases.

Said He was Sent to Washington to Cut Spending, Regardless of Potential Job Losses

In July 2011, the Federal Highway Administration said that if the House-passed budget were signed intolaw around 2,000 construction workers in New Hampshire would lose their jobs. Guinta said that even ifthe number was correct, he was sent to Washington to cut spending.

would, however, phase in a less costly voucher system when people now younger than 55 retire. Guinta Voted To Eliminate Federal Funds for Memorial Bridge

In February 2011, Guinta voted against an amendment which would cut $450 million in building a back-up engine for F- 35 Joint Strike Fighter. Guinta spokesman J. Supported Ionbonds Decision to Open Plant in Portsmouth

In November 2011, Guinta praised Ionbonds decision to open up a new plant in New Hampshire, andsaid it showed that New Hampshire was still a competitive place to draw businesses.

Officials from Ionbond said that it was not New Hampshires business friendly tax structure that

Regarding the road, Guinta said, It's been a real pleasure to see this project come to fruition. So manypeople here have had so much to do with this project.
