The Board of the University has resolved:

A. Introduction

§ 1. This framework ordinance governs the double degree Master's programs at the Faculty of Law, University of Zurich (Faculty of Law) and the foreign partner faculties (partner faculties) in accordance with the appendices.

§ 2. 1 Faculty Assembly issues program regulations. 2 The Faculty Assembly resolves questions that are not covered by this

framework ordinance or by the supplementary provisions. 3 In individual cases, the Dean is responsible for the decision. 4 Special provisions may be defined with a partner faculty.

Exceptions and changes to the framework ordinance based on the cooperation agreements with the individual partner faculties are set out in the appendices.

5 The partner faculties' regulations apply for their study programs.

Regular curriculum

Language of instruction

3 A double degree Master's program can be taken with English as the main language of instruction with one of the following concentrations: a. General studies, b. European and international law, c. International business law.

4 The Faculty of Law may define further concentrations.

§ 4. 1 The program regulations establish the regular curricula for the double degree programs, including specifications on the standard period of study.

2 The regular curriculum enables full-time students to earn at least 30 ECTS credits per semester.

3 The study program at the Faculty of Law, University of Zurich and at the partner universities is designed for a standard period of study of two semesters.

§ 5. Courses are held in German or English at the Faculty of Law; the language of instruction at the partner faculties is defined by their own regulations.

C. ECTS Credits and Modules

European Credit Transfer and Accumula- tion System

§ 6. 1 The scope of academic achievement is measured using the

European Credit Transfer and Accumulation System (ECTS). 2 ECTS credits are awarded only for modules that have been passed. 3 ECTS credits for a module are awarded in their entirety; partial credit is

not given. 4 Full-time study requires an average course load of 30 ECTS credits per

semester. 5 One ECTS credit corresponds to an average of 30 hours of work. 6 The number of ECTS credits required for compulsory and core

elective modules is set forth in the program regulations. 7 The number of ECTS credits to be obtained in elective modules

is defined in the course catalogue.

§ 7. 1 Course content is divided into learning units, so-called modules,

that are harmonized in terms of content and schedule. 2 A module may consist of one or more courses and normally lasts one

semester. 3 Admission to a module may be made contingent on the fulfillment of

prerequisites. 4 To pass a module, students must pass an assessment. No credit is

awarded on the basis of mere attendance. A module is passed if the student earns at least a grade of 4.0, or if their work is marked as “passed”.

5 A module that has been passed may not be repeated.

§ 8. A distinction is made between the following module types: a. Compulsory modules, which all students in a degree program must attend, b. Core elective modules, to be selected from a list of courses (core elective

pool) provided for a subject area, c. Core elective modules in the form of written work (case studies,

Bachelor’s or Master’s theses), to be selected from a list (core elective pool),

d. Elective modules that can be freely selected from the entire Master's curriculum at the Faculty of Law, University of Zurich.

§ 9. 1 Students must observe the deadlines for registering for modules. Registration for the assessment takes place automatically when modules are booked.

2 Registration and cancellation deadlines are binding. 3 Registrations and cancellations that do not comply with the deadlines

will be accepted only when there are justifiable and verifiable reasons. Students must send requests to the Dean’s Office.

4 Individual modules, especially seminars, may set a registration deadline that is earlier than the generally applicable deadline. Such deadlines will be announced in good time using appropriate channels of communication.

§ 10. 1 Credit earned in coursework completed as part of a study program at a partner faculty is counted toward the final degree; a fixed total of 30 ECTS credits will be transferred.

2 Credit earned at other universities cannot be counted toward the final degree.

3 The Faculty Council issues regulatory provisions on the recognition and transfer of ECTS credits.

4 Earned ECTS credits can be counted toward a Master’s degree for ten years, starting from the semester in which they were acquired.

§ 11. Each participating faculty is free to decide how to

implement the study program at their university and is responsible for ensuring correct procedures.

§ 12. 1 A joint committee is established for each double degree Master's program. It consists of two representatives from each faculty.

2 The joint committee is responsible for coordinating the relevant double degree Master's program. It addresses matters that do not fall within the exclusive competence of one of the two faculties and that have not been transferred to any other body.

§ 13. 1 The UZH representatives in the joint committee make up the committee of the Faculty of Law (Steering Committee).

2 They are responsible for the following tasks: – Assisting with oversight of the relevant double degree Master's

program, – Providing regular information on the activities carried out for the

attention of the Faculty Assembly, – Regulating quality assurance and evaluation of the relevant double

degree Master's program for the attention of the Faculty Assembly, – Making decisions on admission to the relevant double degree

Master's program.

§ 14. 1 The Faculty of Law’s coordination office for the double degree Master's programs (Double Degree Coordination Office) is responsible for administrative matters, in particular the application procedure and supporting students in the double degree Master's program at the Faculty of Law. It also assists the committee of the Faculty of Law in performing its duties.

2 The Double Degree Coordination Office coordinates the final degrees and the procedures for issuing degrees.

E. Matriculation and Admission

§ 15. 1 Participation in a double degree Master's program requires matriculation either at the University of Zurich or at the relevant partner university as the home university.

2 For matriculation at the Faculty of Law, the conditions for admission apply in accordance with the Framework Ordinance on Bachelor's and Master's Degree Programs at the Faculty of Law, University of Zurich.

3 For admission to individual concentrations, additional conditions and requirements may apply in accordance with the program regulations.

4 Students must be matriculated at both universities for the duration of the study program at the partner faculties.

§ 16. The tuition fee is determined in accordance with the prevailing agreement with the relevent partner faculty. When they matriculate at the University of Zurich, students from the partner faculties pay the tuition fees for foreign students as set by the University of Zurich.

§ 17. 1 Students who successfully pass through all steps of the application procedure at the Faculty of Law are admitted to a double degree Master's program.

2 Admission is subject to approval of the partner faculty. 3 Students from the partner faculties must be nominated by their

home faculty to participate in a double degree Master's program and do not take part in the application procedure at the Faculty of Law.

§ 18. 1 The application procedure for a double degree Master's program is held once per academic year. It is usually held at the start of the fall semester.

2 Admission to a double degree Master's program is granted based on the candidate's qualifications. The following criteria are key in the selection process: – Academic achievement, – Knowledge of the language of instruction, – Specific motivation, and – Subject-relevant additional qualifications. The partner faculties’ special conditions for admission are taken into account during the selection process.

3 The Steering Committee of the Faculty of Law selects students on the basis of the written applications and individual selection interviews. The selection interview is not mandatory.

4 Students who fail to complete the study program at a partner faculty in the stipulated time must re-apply for admission to a double degree Master's program.

5 Students are not automatically entitled to be admitted to the program. 6 Students who are unsuccessful in the application procedure may

complete the Master's degree program at the Faculty of Law, University of Zurich in accordance with the framework ordinance on Bachelor's and Master's degree programs.

F. Double Degree Master's Programs

Program goals § 19. The double degree Master's programs organized jointly with the partner faculties offer students the opportunity to expand and deepen their knowledge of the Swiss legal system, the legal system of the country of the relevant partner faculty, and of international law.

Structure of the degree program

§ 20. 1 The double degree Master's programs consist of the study program at the Faculty of Law and the study program at a partner faculty. The study program at the Faculty of Law consists of 60 ECTS credits. The study programs at the partner faculties are governed by their own provisions.

2 A double degree Master's program lasts four semesters of full-time study.

3 As a rule, the degree program at the Faculty of Law consists of compulsory, core elective, and elective modules.

4 Students must write a Master's thesis (one or more papers, work done in moot courts, etc.) comprising a total of 18 ECTS credits. The Master’s thesis must receive a grade of 4.0 or higher.

§ 21. 1 Students admitted by the Faculty of Law to a double degree

Master's program usually start their study program at the Faculty of Law.

2 The double degree Master's programs begin in the fall semester. 3 Studies at a partner faculty can only be started in the fall

semester.

§ 22. The study program at the Faculty of Law consists of modules from the Master's degree program, in accordance with the Study Regulations for the Master of Law at the Faculty of Law.

§ 23. A Master's degree is conferred if 60 ECTS credits have been earned at the University of Zurich in accordance with the study regulations, and after the study program has been successfully completed at the partner faculty, resulting in 30 ECTS credits being awarded in accordance with § 10 para. 1.

§ 24. 1 Upon successfully completion of a double degree Master's program, the Faculty of Law awards the academic title of Master of Law UZH and the partner faculties award the equivalent title as listed in the appendix.

2 The Master of Law UZH title is abbreviated as MLaw UZH.

§ 25. 1 Assessments of student work are generally designed as:

a. Oral or written examinations; b. Written work; c. Presentations; d. Projects in the framework of a moot court or an eLearning event.

2 The Dean’s Office is in charge of organizing the examinations. 3 At oral exams, an expert holding a law degree at the licentiate or Master’s level must be present. 4 The duration of the exams is governed by the program regulations.

Language § 26. The work on which assessments are based must, as a rule, be

completed in the language in which the relevant modules are offered.

Repeating assessments in Master’s degree programs

§ 27. 1 Students who are unable to take an assessment due to urgent, unforeseeable, and unavoidable reasons – either prior to or during the assessment – must submit a written request to withdraw from the assessment, including rationale and appropriate evidence (for example, a doctor’s note) to the Dean’s Office as soon as possible, but no later than five business days after the absence begins.

2 If a candidate fails to take an assessment and has not been excused, the corresponding module is registered as failed.

3 After students complete an assessment, problems that had, or might have had, a negative effect on performance will not be considered.

§ 28. Candidates with disabilities or chronic diseases may submit a request for assessment-related compensatory measures to the Dean’s Office up to five days prior to the cancellation deadline.

§ 29. 1 Assessments are graded using a numerical system or on a “pass/fail basis.” The study regulations govern which assessments are graded, or this information is given in the course catalogue. 2 For graded assessments, grades from 6 to 1 are awarded, with 6

being the highest and 1 the lowest grade. A mark below 4 is a failing grade. Half and quarter grades may be given; half grades are preferred.

3 If partial grades are awarded, they must be given as half or quarter grades. When calculating partial grades, half or quarter grades must be used.

§ 30. 1 In the double degree Master's programs, failed attempts in assessments worth a total of 24 ECTS credits are allowed.

2 Each time an assessment is failed, it is registered as a failed attempt. This rule does not apply to core elective modules in accordance with § 8, lit. c.

3 Assessments in the double degree Master's programs that receive a failing grade may be repeated one time, subject to section 4.

4 Core elective modules as defined in § 8, lit. c that are failed may be replaced by other passed modules of the same type as desired.

5 Core elective modules and elective modules that are not passed may be replaced by other modules from the same core elective pool, respectively by other elective modules.

§ 31. Instructors determine whether and under what conditions insufficient Master’s theses may be revised a single time within a specified period of time.

§ 32. Students who fail an assessment select the repeat date and are responsible for registering on time.

§ 33. 1 Students who take inadmissible aid to exams are given a failing grade, and the assessment is registered as a failed attempt.

2 The right to initiate disciplinary proceedings is reserved. 3 If dishonest conduct, as defined by section 1, comes to light after

conferral of an academic degree, the Faculty Assembly will revoke the degree; all diplomas will be rescinded.

§ 34. After each semester, students are sent a transcript of records on the coursework completed up to that point. The transcript provides an overview of all modules attended to date, including the ECTS credits awarded and, where applicable, the grades earned. It lists the passed and failed modules. For work that was not completed at UZH, it also states at which university the student assessment was held.

§ 35. 1 Students who fail the repeat examination for a compulsory module or who exceed the allowed number of failed attempts will be definitively excluded from studies.

2 Students who can no longer meet the core elective pool r equirements will be definitively excluded from studies.

3 Students who do not complete the double degree Master's program within five years of starting will be definitively excluded from studies.

4 The definitive exclusion from studies is enacted by means of a Faculty Assembly resolution.

§ 36. Master’s degrees are conferred by the Dean in the name of the

Faculty upon application by the student.

§ 37. 1 The degree is awarded with a weighted overall grade. The graded modules are included in the weighted overall grade based on the weighting of their ECTS credits. The weighted overall grade is calculated using non-rounded initial values.

2 Coursework completed at a partner faculty is graded on a pass/fail basis.

3 Calculation of the average grade is exact; the result is rounded to one decimal point.

4 The grading scale ranges from 1 to 6, with 6 being the highest and 1 the lowest grade. A mark below 4 is a failing grade.

5 Particularly good performances (based on the weighted overall grade) are awarded the following distinctions: a. 5.5 and above: summa cum laude, b. 5.0 and above: magna cum laude.

§ 38. 1 When awarding credit, completed modules are generally considered in chronological order, starting with the earliest.

2 If it is not possible to take all modules into consideration, the modules designated by the student from among the modules that were completed during the same semester will be credited to the degree.

3 Superplus modules are modules that are, in accordance with the program regulations, not needed to earn the ECTS credits necessary for the degree.

4 Superplus modules are marked as “not counted toward the degree” in the Academic Record and are not relevant for the final degree.

§ 39. Graduates of the Double Degree Master’s Program receive the following degree documents: a. the diploma, b. the diploma supplement, c. the Academic Record.

Diploma § 40. 1 The diploma bears the seals of the University and the Faculty of Law as well as the signatures of the President of the University of Zurich and of the Dean of the Faculty of Law.

2 The diploma states the weighted overall grade and, where applicable, the concentration and the distinction awarded.

3 The diploma is printed in German. An English translation is provided.

§ 41. The Diploma Supplement is a standardized description of the final degree. It is issued in German and English.

§ 42. 1 The Academic Record (final transcript of records) lists all coursework counted toward the degree as well as coursework recognized but not counted toward the degree, including all grades. It also lists the grade and the title of the Master's thesis. Recognized coursework is registered in the Academic Record as "Not Considered Achievements". For assessments not done at the University of Zurich, the name of the university where the assessment took place is provided.

2 The Academic Record is issued in German.

§ 43. 1 Students may file an appeal with the Faculty Council for newly

listed credits on the transcript of records and new decisions on transfer of credit. The appeal must be submitted in writing to the Faculty Council within 30 days of opening the transcript of records. It must contain a request and the rationale thereof.

2 The Faculty Council makes a decision on the appeal; if necessary, it obtains an opinion from the examiner.

3 The evaluation of student work is controlled for any violations of the law or procedural provisions. Objections of inappropriate evaluation are excluded.

4 Decisions by the Faculty Council and the resolution by the Faculty Assembly on definitive exclusion from studies are subject to an appeal to the Appeals Commission of the Universities of the Canton of Zurich in accordance with § 46 of the University Act4 and §§ 19 et seq. of the law on administrative procedure (Verwaltungsrechtspflegegesetzes3).

5 The remaining appeal procedures against written decisions are guided by the law of the issuing faculty or university.

J. Concluding Provisions

Transitional provisions

§ 44. 1 The following transitional provisions apply for students who started a double degree Master's program at the Faculty of Law, University of Zurich before this framework ordinance entered into force, but who have not yet completed studies, and who have not been definitively excluded from studies: 1. As of the fall semester 2013, a change takes effect in the corresponding

double degree Master's program in accordance with the new regulations. This change is subject to the condition that no student may be excluded from studies on the basis of failed assessments prior to the spring semester 2013 (including the spring semester 2013).

2. As of the fall semester 2013, no assessments may be repeated in accordance with the old regulations.

3. Credits that have already been earned will be transferred when the transition is made to the new degree program.

4. The number of failed attempts registered under the former regulations of the Master's degree program is transferred when switching to the Master's degree program governed by the new regulations. This information is added to the number of allowed failed attempts under the new regulations, but has no impact on the repeat examination options under the new regulations. Failed repeat examinations from study programs governed by the old regulations are not transferred.

5. Modules passed in a degree program in accordance with the old regulations may not be completed again in the double degree Master's program governed by the new regulations. 2 The regulatory statutes issued by the Faculty Assembly also

apply.

Appendix 1: The Dickson Poon School of Law at King’s College London (§ 1; § 2(4), § 25(1))

1. Partner faculty of the Faculty of Law, University of

Zurich As a partner faculty, the Dickson Poon School of Law organizes

a double degree Master's program with the Faculty of Law, University of Zurich in accordance with § 1 of this framework ordinance.

2. Agreement

The Faculty of Law at the University of Zurich has concluded the following agreement governing collaboration with its partner faculty, the Dickson Poon School of Law, in accordance with § 2 para.4:

Agreement of 14 December 2005 governing collaboration between the Law School of King’s College London and the Faculty of Law at the University of Zurich.

3. Academic degree

Under § 24 para.1 of this framework ordinance, King’s College awards the academic degree of Master of Laws (LLM) on behalf of King’s College London upon successful completion of double degree Master's program.

4. Special regulations

There are no special regulations under § 2 para. 4 of this framework ordinance for the double degree Master's program.

Appendix 2: Faculteit der Rechtsgeleerdheid van de Universiteit Maastricht (§ 1; § 2(4), § 25(1))

1. Partner faculty of the Faculty of Law, University of

Zurich As a partner faculty, the Faculteit der Rechtsgeleerdheid van de

Universiteit Maastricht organizes a double degree Master's program with the Faculty of Law, University of Zurich in accordance with § 1 of this framework ordinance.

2. Agreement

The Faculty of Law at the University of Zurich has concluded the following agreement governing collaboration with its partner faculty, Faculteit der Rechtsgeleerdheid van de Universiteit Maastricht, in accordance with § 2 para. 4:

Agreement of 12 October 2007 governing collaboration between the Faculty of Law of Universiteit Maastricht and the Faculty of Law at the University of Zurich.

3. Academic degree

Under § 24(1) of this framework ordinance, the Faculteit der Rechtsgeleerdheid awards the academic degree of Master of Laws (LL.M.) on behalf of the Faculteit der Rechtsgeleerdheid successful completion of double degree Master's program.

4. Special regulations

There are no special regulations under § 2 para. 4 of this framework ordinance for the double degree Master's program.

Appendix 3: Faculty of Law of the University of Hong Kong (§ 1; § 2(4), § 25(1))

1. Partner faculty of the Faculty of Law, University of

Zurich As a partner faculty, the Faculty of Law of the University of Hong

Kong organizes a double degree Master's program with the Faculty of Law, University of Zurich in accordance with § 1 of this framework ordinance.

2. Agreement

The Faculty of Law at the University of Zurich has concluded the following agreement governing collaboration with its partner faculty, the Faculty of Law of the University of Hong Kong, in accordance with § 2 para.4:

Agreement of 3 November 2008 governing collaboration between the Faculty of Law of the University of Hong Kong and the Faculty of Law at the University of Zurich.

3. Academic degree

Under § 24(1) of this framework ordinance, the University of Hong Kong awards the academic degree of Master of Laws (LLM) on behalf of the University of Hong Kong upon successful completion of double degree Master's program.

4. Special regulations

There are no special regulations under § 2 para.4 of this framework ordinance for the double degree Master's program.

Zurich As a partner faculty, the Faculté de Droit, de Sciences Politiques

et de Gestion de l’Université de Strasbourg organizes a double degree Master's program with the Faculty of Law, University of Zurich in accordance with § 1 of this framework ordinance.

2. Agreement

The Faculty of Law at the University of Zurich has concluded the following agreement governing collaboration with its partner faculty, the Faculté de Droit, de Sciences Politiques et de Gestion de l’Université de Strasbourg, in accordance with § 2 para.4:

Accord de Cooperation et d’Echanges entre l’Université de Strasbourg (France) représentée par son Président, agissant pour le compte de la Faculté de Droit, de Sciences Politiques et de Gestion, représentée par son Doyen, M. 4. Special regulations

There are no special regulations under § 2 para.4 of this framework ordinance for the double degree Master's program.

Zurich As a partner faculty, the Berkeley Law School, University of

California organizes a double degree Master's program with the Faculty of Law at the University of Zurich in accordance with § 1 of this framework ordinance.

2. Agreement

The Faculty of Law, University of Zurich has concluded the following agreement governing collaboration with its partner faculty, Berkeley Law School, University of California, in accordance with § 2 para.4:

Agreement of 13 January 2011 governing collaboration between Berkeley Law School and the Faculty of Law at the University of Zurich.

3. Academic degree

Under § 24(1) of this framework ordinance, the Berkeley Law School, University of California awards the academic degree of Master of Laws (LL.M.) on behalf of the Berkeley School of Law, University of California upon successful completion of double degree Master's program.

4. Special regulations

Under § 2 para. 4 of this framework ordinance, the following provisions apply in derogation from the framework ordinance: The degree program at the Faculty of Law, University of Zurich is designed for a standard period of study of two semesters. Contrary to the rules set out in § 4 para.3, § 21 para.2 and § 22 para.3 of this framework ordinance, two 10-week summer courses are completed at the partner faculty.

Appendix 6: 5 Graduate School of Law, Doshisha University, Kyoto (§ 1; § 2(4), § 25(1))

1. Partner faculty of the Faculty of Law, University of Zurich

As a partner faculty, the Gaduate School of Law at Doshisha University organizes a double degree Master's program with the Faculty of Law at the University of Zurich in accordance with § 1 of this framework ordinance.

2. Agreement

The Faculty of Law at the University of Zurich has concluded the following agreement governing collaboration with its partner faculty, Graduate School of Law at Doshisha University, in accordance with § 2 para.4:

Agreement on a collaborative program leading to the Double Degrees awarded by the University of Zurich and Doshisha University.

3. Academic degree

Under § 24(1) of this framework ordinance, the Graduate School of Law at Doshisha University awards the academic degree of “MA in Comparative Legal Studies” on behalf of Doshisha University upon successful completion of the double degree Master's program.

4. Special regulations

With reference to § 2 para. 4 of this framework ordinance, the following exceptional provisions apply: Contrary to the rules set out in § 16 of this framework ordinance, students from Doshisha University do not pay tuition fees at the University of Zurich upon matriculating at the University of Zurich. They are required to pay tuition at Doshisha University for the duration of the double degree program. Students from the University of Zurich are not required to pay tuition at Doshisha University during their stay abroad; instead they must pay the University of Zurich the tuition fee for international students as defined by the University of Zurich. Contrary to the rules set out in § 21 para. 2 of this framework ordinance, students from Doshisha University begin their studies in the spring semester. They attend the first semester of the double degree Master’s program at Doshisha University, the second and third semester at the University of Zurich, and the fourth semester at Doshisha University.

Leuven organizes a double degree Master's program with the Faculty of Law at the University of Zurich in accordance with § 1 of this framework ordinance.

The Faculty of Law at the University of Zurich has concluded the following agreement governing collaboration with its partner faculty, Faculteit Rechtsgeleerdheid van de KU Leuven, in accordance with § 2 para.4:

Agreement on the co-operation between the Faculty of Law of the KU Leuven and the Faculty of Law of the University of Zurich.

3. Academic degree

Under § 24(1) of this framework ordinance, the Faculteit Rechtsgeleerdheid van de KU Leuven awards the academic degree of “Master of Law” on behalf of KU Leuven upon successful completion of the double degree Master’s program.

4. Special regulations

With reference to § 2 para. 4 of this framework ordinance, the following exceptional provision: Contrary to the rules set out in § 3 para. 2 and 3 of this framework ordinance, students of KU Leuven may only enroll in the double degree program Master of Law UZH with a concentration in General Studies.
