SAFETY EVALUATION REPORT

GDC 51 COMPLIANCE

1. Lowest Service Metal Temperature

The lowest service metal temperature (LSMT) whichwill be experienced by the materials of the SusquehannaUnit 1 Reactor Containment Pressure Boundary isidentified as 60o F (gretzschmar-Bechtel note datedMarch ll, 1981) for the material comprising thecontainment pressure boundary.

2. Containment, Pressure Boundar Materials — FerriticThe materials assessed with respect to fracture

toughness were those of the following components:

a. Sup ression Chamber Access Hatch Flan es

The effective code of construction is identifiedas the ASME Section III, Summer 1972 Addenda (FSAR3.8.2.6.1.3).

The plate material was manufactured from SA 516Grade 60 and was normalized. The material was impacttested at -30o F.'At the maximum thickness of 3 ll/16",ASME Section III, Summer 1977 Addenda, Class 2criteria requires that 47 F be added to thematerial'.s NDT. Using the -5 F temperature assignedby Table 4.4 of NUREG 0577 for this C-MN materialresults in an LSMT of 42o F for the suppressionchamber access hatch flange, which is below thepostulated design LSMT of 60o F.

b. Dr Well Head Flan e

ASME Section III, Summer 1972 Addenda is identifiedas the effective code of construction (FSAR 3.8.2'.6.1.2).

The Dry Well Head Flange was manufactured fromSA 516 Grade 70 and was quenched and tempered. Themaximum thickness is 4". The material was C tested

at -30o F. This material's TNDT as per Summer

1977 Addenda is below the postulated design of 60 F.

c. Penetrations

The effective code of construction is identifiedas the ASME Section III",'972 Summer Addenda.(FSAR 3.8.2.6.1.4)

l. Penetration Nos. X15 and X44 (Spares)These, penetrations were manufactured from

SA 333, Grade 1 pipe and were normalized. Themaximum wall thickness -is 1.16". The Summer1977 Addenda requires that 30o F be added to thisC-MN material's NDT temperature resulting in anassigned LSMT of 25o F. This is below thepostulated design of 60 F.

2. End CapsThe end caps for the above penetrations were

manufactured from SA 234 Grade WPB and werenormalized. The material is l. 16" thick and was C

'estedat Oo F. The lateral expansion was31-44 mils, which is consistant with Summer 1977Addenda, Class 2 criteria, with the design LSMTof 60o F.

3. FluedHeads.,'.

Main steamThe limiting material thickness for the main steam

process piping is 8" in the flued heads. The materialis SA 350, Gr. LF-2, quenched and tempered. Thismaterial was Charpy V tested at both Oo F and -50 F.Since this material was quenched and tempered, andhas very high impact properties at 0 F, its NDTcould reasonablyj be estimated to be in that, populationbelow -28 F in Table 4-4 of NUREG 0577. The 70o Ftemperature increment required by the Summer 1977

Addenda assigns an LSMT of 47 F, which is belowthe postulated design LSMT of 60 F.

b. Feedwater System

The limiting material thickness for the feedwaterprocess piping is 8" in the flued heads. Thismaterial is SA 541 Class 1 modified per Code Case1332-6 and was quenched and tempered. The materialwas „C tested at Oo F. The Summer 1977 Addendavassigns, an LSMT of,70 F above the TNDT of thematerial. Since this C-MN material was quenchedand tempered, and recognizing its excellent impact,test results at 0 F, its NDT could reasonably beestimated to be in that population below -28 F inTable 4.4 of NUREG 0577. The 70 F temperatureincrement required would assign an LSMT of 40 F,which is below the postulated design LSMT of 60 F.

c. Isolation Valves (welded directly to flued heads).

1. Main steamThe main steam isolation valve bodies were

manufactured as SA 216 Gr. WCB (body castings),which were normalized and tempered. The relatedCMTRs do not indicate that the material wastested for fracture toughness. However, it maybe estimated from NUREG 0577 (Figure B.2) thata non-specific NDT of 10 F or lower would applyto normalized and tempered SA 216 Gr. WCB inthe wall thickness of interest (1"). The Summer1977 Addenda assigns an LSMT of 40 F, which isconsistent with the design LSMT of 60 F.

The covers (bonnets) and discs (poppets) weremade from SA 105, and were normalized. Thelimiting thickness is 9.75" in the cover. TheSummer 1977 Addenda assigns an LSMT of 78o Fabove the TNDT of the material. Given thismaterial's relatively low carbon level of

.26 (.35 max. allowable) and relatively highmanganese content. of .84 (.60 min. allowable),its NDT could reasonably be estimated to be in thatpopulation below -28 F in Table 4.4 ot NUREG0577. The 78 F temperature increment requiredassigns an LSMT of 50 F, which is lower than thepostulated design LSMT of 60 F.

The bolting of interest is SA 193 Gr. B7 studswith SA 194 Gr. 2H nuts, which were not impacttested. Based on the generally accepted metallurgicalcharacterization of the microstructure of thesematerials in the quenched and tempered condition(tempered martensite), their fracture toughnesscan be reasonably estimated to be comparable tothat of the body, cover and disc materials.

2. Feedwater SystemThe feedwater isolation valve bodies were

manufactured as SA 352, Grade LCB (body castings)which were quenched and tempered. The material wasC tested at 35 F, with lateral expansion resultsof 44-47 mils, which is consistant with Summer 1977Addenda, Class 2 Criteria, given the design LSMTof 60o F.

The valve bonnet, was manufactured from .quenchedand tempered SA 105, and the limiting thickness is5". The Summer 1977 Addenda requires that 55o Fbe added to the material's NDT. Using the -5o Ftemperature assigned by Table 4.4 of NUREG 0577results in an LSMT of 50o F for the bonnet, which isbelow the design LSMT of'60 F.

The valve disc was "manufactured from SA 352 GradeLCB, and was normalized. The thickness of interestis 3.7". The Summer of 1977 Addenda requires that47o F be added to the material's NDT. Using the-5o F temperature assigned by Table 4.4 of NUREG 0577results in an LSMT of 42o F for the disc, which isbelow the design LSMT of 60o F.
