Diablo Canyon Verification Program

SUMMARY
This is PGandE's forty-second Semimonthly Status Report which summarizes the
progress of our design verification program from July 6, 1983, through
July 18, 1983.
The Teledyne Engineering Services (TES) Independent Design VerificationProgram ( Independent Program or IDVP) has identified 321 items to date. Of
the 321 items, 305 completion reports (205 Phase I, 100 Phase II and C()A) have
been issued, 12 (11 Phase I, 1 Phase II and CgA) require action by PGandE, and
4 (3 Phase I, 1 Phase II and C()A) require action by the Independent Program.
PGandE's Internal Technical Program has identified a total of 40 open items to
date. Twenty-three of the 40 open items have been closed by PGandE. No new
open items were identified during this report period.

STATUS OF INDEPENDENT PROGRAM
This section provides the status of items identified in the Independent
Program.
Status of Inde endent Program
A. Phase I
The items identified by the Independent Program are described in
appropriate Independent Program progress reports. A list of the
Independent Program items is given in Attachment I, together with a
brief indication of the status of each item. A summary of Attachment
I is given in Table 1. In addition, Attachment IA indicates the
Project status, including the expected Project resolution date, foreach, of the items that have not been issued as a Completion Report.
B. Phase II and Construction Quality Assurance
The Independent Program has identified certain items related to Phase
II. These items are listed in Attachment II with file numbers in the
6000 and 8000 series. Further, R. F. Reedy has identified certain
items as a result of its Phase II quality assurance ver ificationefforts. These items are listed in Attachment II with file numbers
in the 7000 series. In addition, Attachment IIA indicates the
Project status, including the expected Project resolution date, foreach of the items that have not been issued as a Completion Report.
In addition to the Phase I and Phase II efforts, PGandE has
voluntarily undertaken a construction quality assurance (CQA) review
effort. As a result of this effort, CQA items have been identified;they are listed in Attachment II with file numbers in the 9000 series.
A summary of Attachment II is included in Table 1.

Responses to 1279 out of 1315 requests for information by the
Independent Program have been transmitted to the IDVP. The remaining
36 requests are listed in Attachment III.

STATUS OF INTERNAL TECHNICAL PROGRAM
This section describes the status of work in PGandE's Internal Technical
Program being performed in addition to the Independent Program.
Status reporting for the piping and pipe support design review is provided inTable 2. Status reporting for the civil/structural design review is provided
in Table 3. The status of plant modifications is provided in Table 4. A
discussion of the progress of engineering and construction activities is also
provided.'tatus
of Internal Technical Program
The discussions below summarize the status of work for each area
indicated.
A. Containment and Internals
All modifications for the annulus steel framing have been issued.
Confirmatory analysis for the latest pipe support loads iscontinuing. The analytical model of the entire annulus structure iscomplete. Hanger loads are being applied to the model.
B. Auxiliary Buildin
All member evaluations have been reported in the Phase I Report
(June 20, 1983).
C. Fuel Handlin Buildin
Design of modifications for the fuel handling building is complete.
The analysis of the building to reflect minor differences between
design and as-built conditions -is in progress.

D; Turbine Building
For the case of the turbine building crane parked and unloaded, the
modifications to reduce floor response spectra in certain areas have
been designed and issued for construction. Analytical models
incorporating these modifications are complete and revised response
spectra have been generated. Member evaluation to account forClass I pipe support loads is in progress.
For the case of the crane loaded and operating, the building analysisis essentially complete. Member evaluations are in progress.
E. Intake Structure
Engineering for the intake structure is complete.
F. Pi e Ru ture Restraints
The pipe rupture restraint review is nearly complete. Restraintmodifications are currently being issued. Evaluation has been
started for restraints with pipe hanger loads.
G. Pi ing and Pi e Su ports
The stress analysis work for large bore piping is essentiallycomplete; some minor rework is in progress to address specificsituations, response spectra revisions, or field changes. Large bore
pipe support design work is essentially complete. Some minor work isin progress to recheck designs and make minor modifications as a
result of,the latest spectra changes for the annulus and turbinebuilding.
The stress analysis work for small bore piping is also essentiallycomplete with very little work remaining. Minor modification work
and final review of small bore pipe supports is in progress.- 5-

H. Equi ment Seismic Desi n Review
1. Mechanical Equi pment
The seismic design review for all Design Class I mechanical
equipment within the PGandE design scope has been completed
based on nozzle loads and spectra available May 20, 1983. The
review is now being updated as necessary, to incorporate thelatest loads, spectra, and as-built information.
2. Electrical Equipment and Instruments
All PGandE scope equipment reviews are essentially complete.
Minor rechecking for the latest turbine and auxiliary buildingspectra is in progress.
3. Heating, Ventilating, and Air Conditioning Equipment
All Design Class I HVAC equipment is being analyzed or tested tomeet design requirements using the latest spectra.
I. Electrical Raceway Su orts
The transverse analyses are complete. The longitudinal review is inthe process of completion. The previous qualification of raceway
supports is being reviewed for the revised control room verticalfloor spectra and the revised turbine building spectra.
J. HVAC Ducts and Su orts
All modifications to the HVAC duct supports required for Step 1 have
been designed and issued for construction. Review is in progress toassess the previous qualification of the HVAC ducts and supports forthe revised control room vertical floor spectra.

K. Instrumentation Tubing and Tubin Su orts
All engineering associated with instrumentation tubing and tubingsupports is essentially complete.
Status of ITP Review Activities Associated with IDVP AdditionalVerification
A. Power Supplies for Shared Systems
The Diablo Canyon Project (DCP) has provided all informationrequired by Stone and Webster Engineering Corporation (SWEC).
The IDVP issued ITR-45, Rev. 0 dated May 17, 1983 closing thisarea of additional verification.
B. Selection of System Design Conditions
Pressure, temperature, and pressure differential information forthe main steam and component cooling water systems have been
provided to SWEC. All work associated with the original EOIs,
including construction modifications, has been completed. The
DCP is continuing with pressure/ temperature review of allsystems as indicated in ITR-34, Rev. 1, Section 4.2.
C. High-energy Line Break Outside Containment
Final results of the analyses for all areas have been sent toSWEC.
D. Jet Impingement Analysis Inside Containment
Approximately 90K of the jet impingement review by the DCP has
been completed. SWEC has sampled the work and walked down the
systems. They are now completing their review of the DCP safetyevaluations.

E. Circuit Separation
All circuit separation work has been completed.
Project Status and Schedule
The status of the Project's work is presented in Tables 3 and 4.
The Unit 1 schedule, as provided in the June 23, 1983 submittal toD; G.'isenhut, shows (1) a decision by the NRC by August 1, 1983
restoring the low power license which would allow fuel to be loaded
and commencement of cold system testing by September 30, 1983; (2) an
NRC decision by October 30, 1983 which would allow commencement oflow power testing up to 5% of rated power by November 30, 1983; and
(3) a decision by the NRC by November 30, 1983 to issue the fullpower operating license.
IV. 0 en Item Status
To date, a total of 40 open items (OIs) have been identified by
PGandE (Attachment IV). Twenty-three open items generated by the
Internal Technical Program have been closed by PGandE. No new open
items were identified during this report period.

ADDENDUM
WESTINGHOUSE EQUIPMENT SEISMIC REVIEW
To date, all mechanical Design Class I Westinghouse supplied equipment withinits scope of analysis has been requalified except the spray additive tank and
the RHR pumps. Analysis has determined that the spray additive tank requiresmodification; modification details have been transmitted to the Project foraction. The RHR pump evaluation is in progress. Preliminary analysis resultsindicate the RHR pumps will be requalified without modification.
Spectra comparison or requalification of all Westinghouse supplied electricalequipment is complete except for the reactor trip switchgear and the main
control board. This effort is currently in progress. For the main controlboard, modifications are required as a result of revisions to the response
spectra.
