Risk Management Strategy Goals
1. Maximize Containment of Leachate
2. Minimize Leachate Generation
3. Monitor Contaminants of Concern
5
Risk Management Strategy Goal
1. Maximize Containment of Leachate
6
Maximize Containment – 2011 Actions
Continue the seep water quality monitoring program at 3 recurring seeps, as part of EBA’s biannual groundwater monitoring program
Investigated unknown structure adjacent to south berm near soccer fields
7
Unknown Structure
8
Recommendations for 2012
Continue the seep water quality monitoring program at 3 recurring seeps, as part of EBA’s biannual groundwater monitoring program.
Ensure any construction on site does not compromise the containment berms or the constructed cap
9
Risk Management Goal
2. Minimize Leachate Generation
10
Riel Park Master Plan
• Former landfill capping and grading requirements
• Recreation Improvements
11
Phases 3 and 4 Investigation • 13 test pits investigations
were used to evaluate existing surface cover materials at the Soccer and Rugby fields
• Test pit logs from the Soccer fields showed 0.3 – 0.65 m of topsoil followed by 0.3 – 1.4 m of silty clay material
• Test pit logs from the Rugby fields showed 0.1 – 0.2 m of topsoil followed by 1.1 – 1.3 m of silty clay
12
Conclusions - 2011
Landfill cover construction (including subsoil and topsoil placement) and surface water management plan is 65% complete for the Site (19 ha of the 29 ha)
Completed the preliminary design to cap and redevelop the remaining areas of the Site (Soccer and Rugby Fields), to begin in fall of 2012
13
Recommendations for 2012
Complete final design for remaining portions of the Site.
Continue with methane monitoring program during any future subsurface investigations.
14
Risk Management Strategy Goal
3. Monitor Contaminants of Concern
15
Groundwater Monitoring - EBA
Initiated in 1993; annual program started in 2000
Comprehensive semi-annual program since 2004
Monitor groundwater levels and chemistry
18 wells sampled in 2009 (2 duplicates each event)
6 well pairs on either side of west berm
Two background wells (one fairly shallow)
16
Groundwater Well Locations
17
Groundwater Monitoring
• Similar results to previous years
• Groundwater elevations (0.2 -1.2 m elevation difference across berm) were similar to 2009. Fall data same or slightly higher.
• Fe, Mn, Na, Cl, SO4, TDS, and periodic metals (Cu, Ni, Se, occasionally Zn) elevated in groundwater in landfill and adjacent to berm
18
Groundwater Monitoring
• No impacts at deep well MW-8 (45m) Chloride <2 mg/L
• Background wells had elevated Cu, Se, TDS, SO4 and Zn
• 5 wells decommissioned in winter 2010 (1 deep, 3 old background wells, MW-5 near river – artesian)
19
Seep Quality Monitoring - EBA
• Initiated in 2004 at three former culvert locations
• 8 prominent seeps from both sides of the Sturgeon River were sampled twice during 2006, 2007 and 2008
• Program reduced to 3 seeps in 2009-10 (three former culvert locations and one background seep on the opposite bank)
20
Seep Sampling Locations
21
Seep Quality Monitoring
• Data for spring and fall (wet summer)
• Mn, Phenol, TDS, SO4 elevated on both sides of the river
• Fe and Cl higher on landfill side (Chloride100-200 vs. 55-60 mg/L)
22
Conclusions - 2011
Sufficient groundwater and seep data exists to continue with present monitoring program. (Could consider one event/year once site completely capped)
Focus on contaminants of concern: metals, sulphate and chloride. This is covered by analyzing for routine parameters and ICP metals
23
Recommendations - 2012
Sampling for VOCs, PAHs, PCBs, BTEX and F1 and F2 fractions at two wells only. No detections in 2009 and 2010 and therefore could discontinue or do once per year.
Continue with 6 well pairs along berm and 3 seep locations.
