Order/direction of court if any and its relevance with proposed project

No. There is no court case against this project, however there is a court case in the matter of Mr. Rajbir Singh v/s State of Haryana and others [CWP No. 27700 of 2013], wherein the petitioner had challenged the conditions of the auction notice and the rules relating to payment of rent and compensation to the land owners. The State Government (Dept. of Mines and Geology) has issued LoI subject to the outcome of this case. The above mentioned case is dismissed by Hon’ble Punjab and Haryana High Court vide order dated 19.10.2015. The Project Proponent has not filed any court case against any department neither he is a party in this case.

1.1 Permanent or temporary change in land use, land cover or topography including increase in intensity of land use (with respect to local land use plan).

Yes Land- Use- As per revenue record the kind of land is, Private Agricultural Outside Riverbed land. Land Cover- The lease area lies on the outside river bed of Yamuna and private agricultural land. The “boulder, gravel and sand (minor mineral)” mining is restricted to 9 m in the land. Topography- The mine Lease area lies in the private agricultural land and is part of Haryana plains. There will be some changes in elevation of the area.

1.2 Clearance of existing land, vegetation and building?

No Clearance of existing land is not required, as it is devoid of vegetation and buildings however some thorny bushes/grass will be removed for facilitating mining.

1.3 Creation of new land uses? No The mining activity will be confined to the lease area; no new land use will be created. There will be some changes in elevation of the area.

1.4 Pre-construction investigations e.g. bore house, soil testing?

No Proposed project is for mining of Boulder, Gravel and Sand already lying the outside river bed section and clearly visible.

1.5 Construction works? No The opencast mechanized working in the outside river bed does not involve any construction work.

1.6 Demolition works? No Not Applicable during mining operation phase. However, the demolition of temporary structures like mine office; stores, workshops, rest-shelters etc. will take place after the expiry of the lease period.

1.7 Temporary sites used for construction works or Housing of construction workers?

No Temporary sites located on the Lease area will be used for rejection of temporary structures like mine office, stores, workshops, rest-shelters. As the local labour will be employed, there is no proposal for making housing arrangements.

No Extraction of minor minerals will be restricted in the lease area within the sanctioned limit.

1.9 Underground works including mining or tunneling?

No This is opencast mining for Boulder, Gravel and Sand (Minor Mineral) so there is no underground mining or tunnelling required.

1.10 Reclamation works? Yes Trees will be planted on the part of mine Lease area at upper elevation i.e. outside river bed and along approach road to mine as per approved mining plan.

processes? Yes The minor mineral (Boulder, Gravel and Sand) will be

extracted from the outside Riverbed/Private Agricultural field section by adopting mechanized open cast mining method by deploying earthmovers like excavator/Poclain, Back hoe and loaders for loading into trucks, tippers and tractor/trolleys. No manufacturing process will be implicated and the excreted mineral will be transported directly to the market.

1.15 Facilities for treatment or disposal of solid waste or liquid effluents?

Yes No solid waste generation is envisaged.The liquid effluent will be generated from the utility (urinal/wash room) and will be treated through septic tank and soak pits.

1.16 Facilities for long term housing of operational workers?

No Workers will be hired/employed locally from the nearby villages, for the mining activity. Thus no housing facility will be developed near mine site.

1.17 New road, rail or sea traffic during construction of operation?

Yes The existing road facility provided through National Highway (NH) and State Highway (SH) is sufficient for meeting additional traffic intensity during operational phase of the mine. However, approach road will be proposed/ maintained to connect the nearby link roads to the nearest river bank in mining block.

1.18 New road, rail, air waterborne or other transport infrastructure including new or altered routes and stations, ports, airport etc?

Yes There are already approach roads connecting mining lease area. However, approach road will be proposed/ maintained to connect the nearby link roads to the nearest river bank in each mining block.

1.19 Closure or diversion of existing transport routes or infrastructure leading to changes in traffic movements?

No There would be no closure or diversion of existing routes, which would change the traffic movements.

1.20 New or diverted transmission lines or pipelines?

No As there will be no electricity or large scale water requirement for the project, therefore no transmission lines or pipelines are involved.

1.21 Impoundment, damming, culverting, realignment or other changes to the hydrology of watercourses or aquifers?

No In view of neither any Impoundment through damming or realignment of the stream/river is envisaged in the mine Lease area, there will be not any changed in surface hydrology. Mining will be done above ground water table entirely in the outside Riverbed/ Private Agricultural field. Water table will not intersect during mining.

1.22 Stream crossings? No Neither any surface drain nor any water course (minor) passes through the mine lease area.

1.23 Abstraction or transfers of water from ground or surface waters?

No About 26 KLD of water will be required (Domestic, dust suppression and plantation Purposes). This water will be supplied from the nearby villages through tankers, with proper permission.

No Surface run-off in mine lease area will flow conforming to the general slope of the outside river bed.

Yes During the operational phase, required mining machinery and personnel will be transported to the mine lease area and on decommissioning mining equipment will be shifted.

Yes There will be some emissions from combustion of fossil fuel will be from vehicle used for transportation of minerals. Proper mitigation measures will be taken up for machineries and vehicles through timely over hauling and maintenance, which will be out sourced.

Yes Mining operations will require equipment such as loader (JCB), dumpers etc. All the equipments will be of highest standard of reputed make. This manufacturer itself will take significant care of noise pollution control. Further, a vegetative barrier is also proposed for the purpose. All the equipments will be regularly maintained to keep noise level within the prescribed limit of 65 dB (A).

8.2 From any other causes Yes Risk of accidents are expected: 1. During loading of minerals into truck/tractors-trolley. 2. During transportation. Accidents can be avoided by taking good safety practices.

8.3 Could the project be affected by natural disasters causing environmental damage (e.g. floods, earthquakes, landslides, cloudburst etc)?

No The topography of the Lease area, lying in river plain, is such that it can be affected due to disaster in the form of flash flood during monsoon period. However, during monsoon period no mining activities have been envisaged, thus the attendant risk to the mine workers is non-existent. The Lease area lies within Seismic Zone-IV as per seismic zoning map of India (IS: 1893: 2002). The mine Lease area does not house any structure.
