Topography: The Digging lease area lies in

rough in nature with moderate depression in

excavation in line with natural topography.

Proposed Digging of “Brick Earth” for Brick

earth would be covered and sprinkled with

proponent is proposing Brick Manufacturing from Brick Earth resource of uneven vacant

farmland at Village Kuraiya, Tehsil – Rudrapur, District Udham Singh Nagar,

Uttarakhand. Mining Lease measuring 4.352 Hectare is an area that belongs to private

uneven non agricultural land.

With reference to the Committee set up by the Tahsildar of Rudrapur (Udham Singh

Nagar), the lease land lies within Gata No. 528/1, 528/2, 639/1, 639/3, 639/5, 634, 648

mi, 716 mi, 736, 759/1, 759/3 mi & 569/2 mi of Village Kuraiya, has been issued in favor

of M/s Chand Brick Udyog, Village – Chakauni Kuraiya, Tehsil – Rudrapur, District,

Udham Singh Nagar, Uttarakhand for excavation of Brick Earth. The same will be executed

on grant of Environmental Clearance by the competent authority as per EIA Notification,

2006 and its subsequent amendments later.

In accordance with the MoEF & CC classified vide their Notification S.O. 141(E), dated

15.01.2016, Mining of Minor Minerals Class under B2 Category. Proposed activity i.e.

excavation of Brick Earth falls under this Category; hence proposal is being submitted for

appraisal at SEIAA due to non-constitution of DEIAA.

For meeting the huge demand of bricks for building construction & infrastructure works of

the State of Uttarakhand and nearby Cities / Town, the Project site at Village Kuraiya of

Tehsil Rudrapur, District Udham Singh Nagar has been found suitable from techno-

economic consideration. The Excavation Project shall provide direct employment to about

15 labors. Additional jobs are created by way of transportation.

The partial demand of Earth Bricks in construction activities like building. Infrastructure

1.8 DOMESTIC / EXPORT MARKET

The proposed digging / excavation activity is for obtaining ‘Brick Earth’ for manufacturing

of green bricks for indigenous consumption in Brick Kiln and also for sale to nearby cities &

towns located in the State as well as Uttar Pradesh.

About 15 local labours shall be engaged from the nearby villages for digging / excavation of

earth and loading / handling of Brick earth.

District Udham Singh Nagar of Uttarakhand State. Excavated / collected material will be

transported simultaneously to the destined vacant place (470 m) located at Village Chakauni

Kuraiya, Tehsil – Rudrapur for Green clay Brick Manufacturing at Brick kiln site. It is

located at about 5.04 km (Aerial) of Kichha City. The site is approachable by NH-74 which

is 4.93 Km away in the North-East. The mine lease area with latitude and longitude is

shown in Annexure - I. Photograph of the site is enclosed as Annexure – III. The

additional information of mine lease area is attached as Annexure – V.

2.1 SIZE OR MAGNITUDE OF OPERATION

The Lease Area allotted for Excavation is 4.352 Hectare Private Land. It is vacant & uneven

land. The proposed project is anticipated to excavate the Brick earth by manual open cast

method of mining without blasting.

2.2 GEOMORPHOLOGY AND SOIL TYPE

Udham Singh Nagar district may be broadly divided into two physiographic units from

north to south viz., Bhabar and Tarai respectively. Since the area is located in the

Himalayan foothills, a very thick column of alluvium is deposited, which further is classified

into two distinct divisions:

The piedmont fan deposits known as Bhabar

The Tarai Alluvium

These zones spread in northeast – southwest direction all along the foothills of the Siwalik

formation having a maximum width of less than 30 km. The general gradient towards south

varies from 9 to 17 m/km. The slope gradually decreases towards south in the Tarai region

and becomes almost flat close to the boundary between Tarai and Central Ganga plains,

which exists few km south of the southern boundary of the study area. The geomorphology

of an area plays a very significant role in the groundwater movement and occurrence.

The soil types are controlled by the topography and rock types. Based on the National

bureau of soil Survey and Land Use Planning (ICAR) Nagpur, the soils of the district

Udham Singh Nagar can be classified into Udifluventic Ustochrepts, Typic Ustipsamments,

Udic Ustochrepts, Udic Haplusstolls, Typic Ustochrepts as determined by their diagnostic

properties. The Bhabar soils lay at the northern extremity of Khatima and Bazpur blocks,

part of the alluvial fan deposits. Soils are shallow with sandy to loamy texture, poorly

sorted, comprising mainly of gravel, sand, silt, clay with pebbles etc.

The Tarai soils run all along the northern extremity of the district, form continuous fringe

with the Bhabar Zone. Bhabar formation is found in extreme northern parts of the Khatima

and Bazpur blocks, boundary demarcated by the contact of Tarai and Bhabar. The Tarai

belt is 8–25 km in width, and the general slope is <1% towards south. Soil is calcareous,

moderately productive and suitable for extensive cultivation of high yielding variety of crops

like rice and sugar cane. Soils typify marshy and swampy environment.

GEOLOGY

Geology plays an important role in shaping the groundwater scenario of an area. So, it

becomes imperative to know the geology of District Udham Singh Nagar. Piedmont alluvial

deposits represent the geology of the study area. Broadly, it can be divided into

twoformations viz. Bhabar and Tarai. These are characterized by distinct lithology, grain

size distribution, variation of degree of sorting etc. a generalized geological succession, of

the area, is as follows:

3.0 PROJECT DESCRIPTION WITH PROCESS DETAILS

3.1 METHOD OF EXCAVATION

Open cast manual method of mining without blasting is proposed. The open cast mining

process for extraction of Brick Earth primarily involves scooping the soil through use of

implements like spade, pick axe and shovel etc. the loading of material shall be done

manually and transported by tractor trolley small (4.0 MT) to the storage points located

outside the mining lease for green Bricks manufacturing. Local labours available shall be

engaged for excavation activity. The implements for excavation shall be arranged by the

miner for carrying out the mining process. The transportation vehicles shall be engaged on

contractual basis.

3.2 BLASTING

No blasting is proposed to be done.

Since it is mining of Brick Earth Project & no any manufacturing process is involved. No

raw material is required for extraction of Brick Earth.

3.4 RESOURCE OPTIMIZATION / RECYCLING & REUSE

Not applicable in the present case as all the extracted material will be transported & used for

green brick manufacturing.

3.5 AVAILABILITY OF WATER ITS SOURCE, ENERGY / POWER

REQUIREMENT AND SOURCE

3.5.1 WATER REQUIREMENT

Water requirement for human consumption, dust suppression and Plantation is 0.8 KLD,

which shall be met from near by ground water resources i.e. bore well / Tube Well.

3.5.2 POWER

No electrical power shall be required for operations.

3.6 QUANTITY OF WASTES TO BE GENERATED (LIQUID AND SOLID) AND

SCHEME FOR THEIR MANAGEMENT / DISPOSAL

3.6.1 SOLID WASTE GENERATION & ITS DISPOSAL

No solid waste generation other than negligible quantity of screening of soil / green bricks is

envisaged as all excavated / soil material will be scrapped & collected for reused.

3.6.2 LIQUID EFFLUENT

Domestic sewage shall be generated, which shall be disposed through eco-friendly mobile

toilet. Other than no waste water generation from mining activities of Brick Earth is

envisaged.

3.7 SITE ANALYSIS

3.7.1 CONNECTIVITY

The mining site of the lease area is well approachable by Chuck road (470 m) to collection

site of Brick manufacturing.

3.8.1 LANDFORM

The land use for the mine lease is in vacant uneven land.

The land use for the mine lease area is vacant farm land.

3.8.3 LAND OWNERSHIP

The designated mine area is a private land. The lease is intended to be allotted as per lease

agreement to the lessee on grant of environmental clearance.

3.9 TOPOGRAPHY

The mine lease area lies in the vacant land of uneven in nature and is part of Terai region of

Uttarakhand. Highest and lowest elevation in the area is 204 m AMSL and 205 m AMSL.

Topography will not change during running of mine due to digging of shallow pits up to

1.85 meters below general ground level & consequent suitable for further farming.

4.1 SOIL CLASSIFICATION

The soil type of the study area belongs to Tarai formation that consists of clays, sandy clays,

and fine to medium sand and occasional gravels. In this formation there is a dominance of

clayey successions over sandy horizons. The granular zones mostly occur as lenses and have

inter-tonguing relationships with elastic and non-elastic units. The mine lease area is devoid

of any vegetation.

4.2 CLIMATICAL DATA FROM SECONDARY SOURCES

The climate varies from sub-tropical & sub-humid with three distinct seasons i.e. summer,

monsoon and winter. The rainy season starts from the month of middle June to September

end and followed by the winter season, which starts from the end of October and goes up to

February. The winter rains are generally experienced in late December or early January,

which brings down the temperature and that’s why December and January are the coldest

months in the region. The summer season starts from March & it goes up to June. The

hottest months of the year are May and June. The maximum temperature in the district

goes up to 42o C during the summers and the minimum temperature is between 1 and 4o C,

further north of the district, the temperature comes down to 0.4o C in winter season.

Rainfall is highly variable depending upon the altitude. The intensity of the rainfall increases

from south to north and the amount of rainfall decreases in generally from west to east.

About 90% of the rain fall received during the monsoon period and the remaining 10% in

non-monsoon period.

The social infrastructure like educational facilities, drinking water supply, Hospitals, Public

Transport, Post & Telegraph are adequately available in the Kichha City.

5.0 PLANNING BRIEF

5.1 PLANNING CONCEPT

Proposed project adopted open cast manual method for brick earth mining. Proposed

project will produced brick earth i.e. 96614.4 Tonnes (80512.0 Cubic Meter) from the lease

area of 4.352 Hectare, which will be used for making the bricks for meeting the huge

demand of construction projects in Kumaon division of the State of Uttarakhand and

nearby Cities & Towns of Uttar Pradesh.

In accordance with the MoEF & CC classified vide their Notification S.O. 141(E), dated

15.01.2016, Mining of Minor Minerals Class under B2 Category. Proposed activity i.e.

excavation of Brick Earth falls under this Category; hence proposal is being submitted for

appraisal at SEIAA due to non-constitution of DEIAA.

5.2 ASSESSMENT OF INFRASTRUCTURE DEMAND (PHYSICAL & SOCIAL)

Infrastructural facilities are adequately available in the vicinity of mine lease area and due to

the mining activities no extra infrastructure over and above the existing infrastructure is

required.

5.3 AMENITIES / FACILITIES

Office

Proper site services such as First aid, Rest shelter and drinking water will be provided to the

workers.

Rest Shelter

Rest Shelter Along With First Aid facility complying with all the provisions of mines Rules

shall be provided by project proponent outside the lease area.

Water supply

Water demand for drinking purpose / dust suppression shall be met by ground water from

nearby farms / villages.

The excavation of brick earth will be done in day time only, therefore no need of lighting

arrangement.

Transport of Men & Material

Employee will report to the duty on own means. The material from the mine will be

transported by Tractor Trolleys covering with Tarpaulin.

Communication

Mobile phones shall be used for communication.

Security Arrangement

Appropriate Security arrangement shall be made.

6.0 PROPOSED INFRASTRUCTURE

6.1 INDUSTRIAL AREA (PROCESSING AREA)

Temporary arrangement like Site Office, Rest Shelters & approach roads etc shall be

provided. No permanent infrastructure is proposed.

6.2 RESIDENTIAL AREA (NON PROCESSING AREA)

As the local persons shall be employed, no residential facility are proposed.

6.3 SOCIAL INFRASTRUCTURE

In Line With the Company’s Corporate Social Responsibility Activities at other operational

sites, relevant developmental assistance shall be rendered depending on the local need

identified through studies.

6.4 CONNECTIVITY

Proposed site is well connected to existing roads and rail network. There is no proposal to

develop new road and rail links.

6.5 DRINKING WATER MANAGEMENT

Water requirement for drinking &dust suppression will be 0.8 KLD, which will be met from

underground water source of nearby farms / village.

no habitation and has no human settlement & hence, no R & R is envisaged.

The proposed project is a new mine lease for excavation of brick earth that will be in

operation after grant of environmental clearance as per EIA notification.

ECONOMIC VIABILITY OF THE PROJECT

The capital cost of the proposed project is estimated as Rs. 1.0 lac.

activities such as excavation, sizing (sieving) and transportation activities. The project

activity will not have ant significant impact on the environment. Project proponents will

take initiatives for the positive impact on socio-economic environment of the region as a

ENVIRONMENT MANAGEMENT PLAN

1.0 INTRODUCTION

The environmental management plan has been developed with a view to bring down

the levels of impacts during proposed digging / excavation activities in each of the areas

of impact, measures have to be taken to reduce potentially significant adverse impacts

and where these are beneficial in nature, such impacts are to be enhanced/augmented

so that the overall adverse impacts are reduced to as low level as possible. Measures to

be taken for each of the impact areas are detailed as follows:

To maintain ecological balance and to check harmful effects imposed on the

environment of Village Kuraiya, Tehsil – Rudrapur due to proposed mining of brick

earth, following environmental control measures have been envisaged.

1.1 MITIGATION MEASURES

1.1.1 Land Use Pattern

The brick earth will be mined out in a uniform way so that the field course shall

not get disturbed in its uniformity.

The Top layer (0.5’) of the land used for earth mining will be preserved safely in

the area inside the brick fields & it to be used for reclamation of depleted brick field

to retain the fertility of the land.

The excavation activity shall be restricted to a maximum depth of 1.85 m below

general ground level at the site against the permissible limit of 2.0 m.

Ground water table of the area is 8 - 10 m deep below the general ground level,

although the excavation activity shall be restricted to 1.85 m below the ground

level at the site.

The borrowing/excavation activity shall not alter the natural drainage pattern of

the area.

The excavated pit shall be restored by the project proponent for farming purpose.

Appropriate fencing all around the borrowed/excavated pit shall be made to

prevent any mishap.

Adequate Measures shall be taken to prevent dust emission by covering of

excavated earth during transportation.

Safeguards shall be adopted against health risks on account of breeding of vectors

in the water bodies created due to borrowing/excavation of earth.Workers /

labourers shall be provided with facilities for drinking water and sanitation.

A berm shall be left from the boundary of adjoining field having a width equal to

at least half the depth of proposed excavation.

A minimum distance of 15 m from any civil structure shall be kept from the

periphery of any excavation area. Although the proposed site does not have any

civil structure as far as the norms.

No national parks and wild life sanctuaries are existing within I km of boundary of

the area of borrowing/ excavation.

1.1.2 Air Pollution Control Measures

There is no major source of emissions except the tractor trolleys used for

transportation purpose. To control the emissions regular maintenance of tractor

trolleys will be carried out on contractual basis.

Some Dust & fugitive emissions will be generated during activities such as digging,

loading & transportation of material. However it will be suppressed by water

spraying.

Plantation will be carried out along the approach road, and Schools in consultation

with Local Panchayat.

1.1.3 Noise Pollution Control Measures

As there will be no heavy earth machinery there will not be any major impact on

noise level due to brick earth mining & other associated activities.it is anticipated

that there will not any significant impact on the noise environment of the region.

The only impact will be due to transportation of brick earth by tractor trolleys.

Noise generated by these is intermittent and does not cause any impact. The

following measures shall be taken to keep the ambient noise levels well within the

limits:-

Minimum use of horns & speed limit of 10 kms in the village area.

No other equipment’s except the transportation vehicles i.e. tractor trolleys are

involved.

Timely maintenance of Vehicles and their Silencers to minimize vibration and

sound.

Provision of green belt in consultation with village panchayat along the road

networks for attenuation of noise pollution.

1.1.4 Waste Water Generation and Disposal

No waste water will be generated from the mining activity of brick earth as the

project only involves excavation of earth for brick manufacturing.

Domestic sewage shall be generated, which shall be disposed through eco-

friendly mobile toilet.

1.1.5 Solid Waste Management

No solid waste generation is envisaged other than negligible quantity of screening,

overburden / clay as all excavated / soil material will be scrapped & collected for reused.

Unused material will not be stocked on the mining side. The Top layer (0.5’) of the

land used for earth mining will be preserved safely in the area inside the brick fields

to be used for reclamation of depleted brick field to retain the fertility of the land.

The same is backfilled in the mined out area.

1.1.6 Socio Economic Development

The deployed laborers will be from nearby villages that are purely dependent upon such

mining activities because they are not skilled in any other trade and vocation. About 15

persons shall be employed at excavation site and local villagers are to be benefited directly or

indirectly by the project activities.

1.1.7 Occupational Health & Safety

The excavation of soil does not cause any occupational ill effects.

2.0 RESTORATION / RECLAMATION PROCESS OF THE EXCAVATED FIELDS

2.1 INTRODUCTION

Land reclamation & rehabilitation is the single broad based environmental management

system, which will provide protection and control for most of the adverse

environmental impacts of mining and also improves the aesthetics of the area.

Reclamation is the process by which pre-mining land use can be reestablished under

similar conditions, where as the rehabilitation is the process used to mitigate impacts of

mining on the environment.

2.2 OBJECTIVES OF MINE RECLAMATION & RESTORATION

While formulating the restoration objectives for the site, it is important to consider the

existing or the pre-mining land use of the site and how the operation will effect this

activity. Some operations such as mining in agricultural areas have clearly defined this

objective of returning the land to viable agricultural purposes. In forested areas the aim

may be to re-establish a self-supporting forest community. The primary aim is to ensure

that the Reclamation & rehabilitation along with the abandonment of the mine can be

successfully achieved while satisfying the following broad objectives:

To create a productive and sustainable after-use for the site, acceptable to mine

owners, regulatory agencies and the public.

To protect public health and safety of the surrounding habitat.

To minimise environmental damage.

To conserve valuable attributes & aesthetics.

To overcome adverse socio-economic impacts.

To maintain ecological balance and to check harmful effects imposed on the Land

environment of Village Kuraiya of Tehsil Rudrapur due to proposed mining of brick

earth. Measures to be taken for impact anticipated on Land areas are detailed as

follows:

2.3 PROTECTIVE MEASURES

Excavation is the process of extracting Brick Soil from the earth so that it can be made into

essential products i.e. Bricks required by our society. Mining is only a temporary use of the

land. The proposed land is a vacant uneven farmland prior to mining and its have another

specific use after mining i.e. agricultural purpose.

Land used for Brick Earth production to benefit our generation and reclaimed for future

generations. Areas disturbed by excavation activities will be shaped and planted to blend

with the surrounding landscape, benefitting wildlife and providing for farming. Reclamation

activities are an upfront, essential part of all mining operations.

3.0 RESTORATION / RECLAMATION PROCESS WILL BE ADOPTED AS PER

FOLLOWING PROCEDURE:

When excavation processing will be completed, all hand appliances / equipment’s

will be removed and the area left in a clean, safe condition.

The final slopes in all excavations in soil will be at such an angle as to minimize the

possibility of slides and be consistent with the future use of the land. Lesser slopes

may be necessary depending on geology, soils and other site specific variables.

Provisions for safety to persons, animals and to adjoining property will be provided.

All overburden and spoil shall be left in a configuration which is in accordance with

accepted conservation practices and which is suitable for the proposed subsequent

use of the land.

Suitable drainage ditches or conduits shall be constructed or installed to avoid

conditions where small pools of water that are or are likely to become noxious, or

foul, collect or remain on the mined area.

Pits shall be back-filled with layer (0.5’) of Rice husk fly ash / red mud / other

agricultural waste. Then a layer (1.0’) of Pressmud / Cow dung will be

incorporated. Back-fill material i.e. Fly ash of Rice husk & Press mud will be

sourced from near by Paper Mills & Sugar Mills respectively.

The site shall be graded to match or blend with existing contours.

Topsoil (0.5’) preserved earlier from the surface shall be used for final cover to re-

contoured slopes where practicable. Non-usable material including overburden,

screenings, will be placed in the pit bottom and covered with the previously

stripped topsoil.

The type of vegetative cover and methods of its establishment will be specified.

Green manure crops i.e. Sunhemp (Crotalaria juncea), Dhaincha (Sesbania

bispinosa) etc. will be grown.

When Green manuring plants grow up to a certain height, it will be assimilated with

soil by shredding.

Now fields retain the fertility & ready for doing required farming.

Once the site is reclaimed any fences where they exist will be removed to permit re-

vegetation.

CONCLUSION

As per the assessment, Feasibility Report & EMP shows that the excavation of Brick Earth

from the uneven vacant field is essential to maintain Natural drainage pattern & even

ground level of the site so the proposed Project does not cause any impact on Environment.

Proposed project adopted open cast manual method for brick earth mining. Proposed

project will produced brick earth i.e. 96614.4 Tonnes (80512.0 Cubic Meter) from the lease

area of 4.352 Hectare, which will be used for making the bricks for meeting the huge

demand of construction projects in Kumaon division of the state of Uttarakhand and nearby

cities & towns of Uttar Pradesh.

Mining method will be adopted as per the recommendations raised by Geological Survey of

India.

All possible environment aspects have been adequately assessed and necessary control

measures have been formulated to meet statutory requirements. Thus implementing this

project will not have any significant negative impacts.
