The Operational Context North East police forces
North Yorkshire, South Yorkshire West Yorkshire and Humberside, Cleveland, Durham & Northumbria
• 8.5 million people • 8990 square miles • Major urban centres including Leeds, Bradford,
Sheffield, York, Newcastle & Hull• Large rural and less populated areas• £1.5 billion current budget for policing• Significant proportion of UK Police

Current Collaboration for Forensic Submissions
• FSS Closure - different starting position for each force nationally
• Other forces went to national ‘Slingshot’ arrangements
• North East - 6 years of regional collaboration between 7 forces on forensic submissions
• Decision to stay as 7 force consortium under an outsource
Current Interim Arrangements
Previously we sought:• A Single Supplier• Local base• Best value• Partnership working• Flexibility in service delivery• Led to the sub-contract of FSS SLA, delivered
from Calder Park by LGC
Future Requirements• The current position is significant opportunity for the market• Consider single, multiple suppliers or partnerships• We have regional specifications for minimum service
delivery & volumes• We are grouping the services into clusters that sit together,
likely to be 5 clusters• We want the delivery of a service that meets our
requirements – not necessarily at Calder Park • Delivering best value – balance of up front cost and quality/
hidden cost to us• We are not aiming to be restrictive – we want to know what
you can deliver for the communities we serve• Longer term arrangement -partnership working, flexibility,
innovation
