Jammu airport belong to IAF. Airports Authority of India maintains civil enclave for movement of passengers. Jammu airport is in operation since 1985. The airport currently handles about 40 operations per day (20 landings and 20 take-offs). The annual operating capacity of the airport is about 1 million passengers per annum. The existing runway is of 2042 m length. In order to allow the operations of wide bodied aircrafts such as AB-321, the length of the runway is proposed to be extended (towards runway 18 side). As per the feasibility study carried out by AAI, the airport is feasible for development for operations of wide bodied aircraft with extension of runway length, augmentation of facilities, additional land acquisition and obstruction elimination. Hence, no alternative sites were examined.

• Provision of RESA of dimension 240 m x 150 m;

• The profile correction of existing runway surface for aerodrome reference code 4C;

• Leveling and gracing of runway strip on the extended portion, RESA & further grading up to boundary wall as per transitional

Existing standby source • NDB : 2 x 380 KVA • Radar: 1 x 250 KVA and 1 x 125 KVA The fuel consumption is about 120 liters per day. The DG facility has a total storage capacity of 2000 liters. With regard to ATF, HPCL/IOCL tankers are used filling in the aircrafts. The ATF storage yard in within the airside of the airport.

During the construction and operational phase of the project, collection and handling of domestic solid waste would be done in line with the provisions of the Municipal Solid Waste Rules 2000 (as amended). This will be handled as per guidelines

5.2 Emission from production processes

No Not Applicable. However, aircraft emission and emissions from ground service equipment is envisaged during airport operation.

Yes Fugitive emissions are envisaged from material handling and transportation areas during the construction stage. These will be controlled by good housekeeping, sprinkling water in the dust prone areas, providing paved roads and proper fencing.

Yes Mostly particulate matter is envisaged during construction activities which are restricted to site area. The gaseous emissions like oxides of nitrogen and CO will be emitted during transportation.

Yes Construction activities may lead to temporary increase in particulate matter levels. Dust covers will be provided on trucks that would be used for transportation of materials prone to fugitive dust emissions. Water sprinkling at the construction site will be done at regular intervals to reduce spreading of dust particles. There will not be any odor generation activities.

PROPOSED TERMS OF REFERENCE

The EIA study includes determination of baseline conditions, assessment of the Impacts on the environment due to the construction and operation of the proposed project and making recommendations on the preventive measures to be taken, to minimize the impact on the environment to acceptable levels. A suitable post-study monitoring programme will also be outlined. Preparation of Environment Management Plan will also be done.

• Data Generation

Land Use

The existing land use pattern in the study area of 10 km radius around the project will be established through the literature review of published Census records and latest available satellite imagery. Based on this review, the land use pattern is categorized into the following five categories: 1. Forest; 2. Irrigated and agricultural Land; 3. Un-irrigated agricultural land; 4. Culturable wasteland; and 5. Land not available for cultivation, which includes built-up areas.

Demography and Socio-Economic Aspects

The existing status of demography and socio-economic factors will be established for the zone covered in 10 km radial distance around the project site based on the literature review and secondary sources such as the District Census Statistics. The demographic and socio-economic characteristics such as distribution and density of population, age-sex structure, sex ratio, social structure, literacy rates and occupational structure of people etc. will be established.

Soil Characteristics

The soil samples will be collected in the project study area from a depth of 0-90

cm from the ground. The locations will be selected to represent various land use conditions including proposed project site.

Water Quality

For assessing the water quality in the study area, the water samples will be collected once during the study period. The locations will be selected based on the reconnaissance survey of the area.

Meteorology

Meteorological data collected from the nearest observatory of India Meteorological Department (IMD) will be analyzed for probable wind directions, wind speeds, temperature, humidity, etc. Accordingly, the wind roses will be prepared.

Ambient Air Quality Monitoring (AAQ)

Ambient air quality monitoring will be carried out within the study area to know the existing baseline status. The frequency of AAQ monitoring shall be monitored twice a week for 13 weeks during the study period from. Samples will be collected for PM10, PM2.5, NOx, and SO2 for 24 hours. Carbon monoxide will be monitored for every eight hours continuously for 24 hour AAQ monitoring. Terrestrial and Aquatic Ecology

a) Terrestrial Ecology Field surveys will be conducted at appropriate locations covering important vegetative areas for which vegetation analysis will be carried out. The vegetation density, diversity, frequency, relative abundance, cover etc. will be studied. In addition, wildlife including avifauna of the study area will also be determined. A checklist of flora, wild animals and avifauna will be prepared. Abundance of wild animals and birds will be estimated.

b) Aquatic Ecology Reconnaissance survey of the study area addresses identification of water bodies like rivers/nallas/ponds etc. The existing status of major water bodies will be thoroughly investigated for the flora and fauna including phytoplankton, zooplankton, fish and macrophytes. The water bodies will be studied during field studies for phyto and zooplankton density and diversity. Based on the primary and secondary surveys, a list of flora and fauna will be prepared.

Noise Levels

Noise level monitoring will be conducted at locations covering various categories such as industrial, residential, commercial and sensitive mentioned in the Environment Protection Rules and as per the specifications of the MoEF/CPCB. The survey will be carried out once during EIA study period. Readings will be taken over 24-hour period at each location depending on the level of activity. The equivalent continuous noise levels (Leq) will be monitored using an integrating sound level meter manufactured by Hi-Tech Instruments Limited.

• Identification of Sources of Pollution

This includes the following:

• Identifying the sources of pollution of air, water, land, noise and solid wastes; • Quantifying the emissions from the pollution generating sources; and • Quantification of solid wastes and likely disposal methods.

Sources of Pollution in the Project Area

• The likely sources of air and water pollution will be identified and quantified; • The proposed pollution control measures envisaged in project area for fugitive

dust, noise pollution and other environmental effects of each project activities will be assessed for their adequacy;

• The present and proposed changes in land use pattern will be identified; and • Suitable Green Belt Development Plan will be prepared. Based on various project activities, the likely impact on the environment attributes in project area will be identified by: • Estimating the air pollution levels for PM, SO2 and NOx in the study area

during construction and operational activities; • Estimating the source emissions for each project specific pollutants; • Monitoring the source noise levels for all the noise generating sources; • Predicting the impact of wastewater discharges; • Determining the impact of construction activities (movement of construction

material); and • Studying the short-term and long-term effects on sensitive targets like

endangered species, crops and historically/archaeologically important sites (if any).

• Environmental Impact Assessment

The proposed project may have some impacts on the environment. The parameters likely to be affected are air quality, water quality, soil quality, noise levels, etc. on account of gaseous emissions, liquid effluent discharges, resultant particulates, generation of solid wastes, etc. The baseline data generated from the above mentioned studies will be analyzed and compared with applicable standards prescribed by the CPCB. By this means, the impact, whether positive or negative will be assessed and the environmental attributes requiring special attention for mitigating the negative impact, if any, will be identified. Also the areas, which fulfill the prescribed environmental norms and not requiring further improvements, will be specified. Both short-term and long term impacts particularly on sensitive targets such as habitat of endangered species of wildlife or mines, crops, historically/culturally important sites/monuments, centers with concentrated population in the study area will be established.

The baseline data generated is analyzed and compared with applicable standards

for each environmental attribute so that the critical environmental areas and also attributes of concern are identified.

A qualitative and quantitative assessment of pollution aspect of the proposed

project (air and dust, wastewater, noise pollution etc.) will be done to identify the adequacy of the proposed control measures as well as the likely impact on existing critical areas. Mitigation measures to reduce adverse impacts will be suggested.

• Environment Management Plan

An EIA report and eenvironment management plan based on three months field data generation prepared for the purpose of getting clearance from MoEF. EIA/EMP will be prepared based on one season data.

Green Belt Development Plan

A green belt development plan for the project site will be included in the EIA report. Disaster Management Plan and Occupational Safety

Risk assessment and action plan dealing with emergency situation arising due to fire, explosion, leakages of hazardous substances, etc. in the project will be done. The plans include storage, handling, transportation etc. for the hazardous materials to be used in the proposed project. Post Study Monitoring Plan

The Post Project Monitoring (PPM) plan will be prepared considering the following:

• The proposed pollution control measures for air, wastewater and solid waste

(hazardous/non-hazardous) disposal;

• Waste minimization, wastewater management, waste reuse and resource recovery, waste segregation to make the treatment and disposal cost-effective;

• The monitoring requirements for ensuring that the statutory as well as process data is collected; and

1.0 PROJECT BACKGROUND

Jammu airport is located near Satwari, 6 km from Jammu Tawi railway station, 110

km away from Pathankot airport and 1 km from National Highway no. 1. There is

consistent demand from all stakeholders to extend the runway to meet out the

safety requirement. As per DGCA there are two safety issues at Jammu Airport and

theses are pertaining to short runway length and provision of RESA for RWY 36. Due

to vehicular traffic on civil road at a distance of 80 feet from runway 18 the threshold

has been further displaced by 200 feet. The declared distances at Jammu Airport are

as follows:

Initially scope of work was prepared in year 1999 for extension of runway at Jammu

Airport to cater for operation of A-321/B-737-800 type of aircraft. It was planned to

extend runway 18 by 700ft. (i.e. towards runway 36 side) and runway 36 by 1300ft.

(i.e. towards runway 18 side).

The extension of runway 18 by 700ft. was completed in year 2001-02; the extension

of runway 36 by 1300ft could not be taken up due to non-availability of land (army

land) & shifting of public roads and irrigation channels passing through the proposed

extension area. Out of transfer of approx. 17.05 acres of land belonging to Army, till

date army has given working permission to work in area of approx. 2.51 Acre.

Further the handing over process is nearing completion and the board proceedings

for final land transfer shall be completed by 30th june, 2018 as confirmed by DEO,

jammu.

Hence to meet out the safety standards there is urgent need to extend the runway.

1.1 Project Proponent

Airports Authority of India (AAI) was constituted by an Act of Parliament and came

into being on 1st April 1995. Currently, it manages a total of 125 Airports, which

include 11 International Airports, 08 Customs Airports, 81 Domestic Airports and 25

Civil Enclaves at Defense Airfields. AAI also provides Air Traffic Management Services

(ATMS) over entire Indian Air Space and adjoining oceanic areas with ground

installations at all Airports and 25 other locations to ensure safety of Aircraft

operations.

Purpose of Resubmission

TOR was accorded by MoEF&CC vide its letter no: F.No.10-19/2015-IA.III, dated:

14th August, 2015. As per referred TORs, the validity of TORs is upto 14th August,

2018. The purpose of resubmission is for extension of validity period of TOR for one

more year ie; upto 14th August, 2019 and to amend the TOR as it was observed the

presence of Ramnagar Rakh Sanctuary and 4 archeological sites namely – Bahu fort,

critical aircraft of “C” category (i.e. B-321).

2.2 Location

Proposed expansion of Jammu airport will be within the existing airport premises.

The airport is located within the Jammu city. The airport is located at latitude

32041’18” N and longitude 74050’20”E. The proposed site falls in Survey of India

Toposheet No. 43 L/9, 43 C/10, 43 L/13 and 43L/14. The 10 km radius study area

map is given in Figure-1.

2.5 Proposed facilities

The proposed extension of runway involves the following civil works:

• Extension of runway 36 (i.e. towards 18 side) by 396 m x 45 m to make total

length of 2438 m;

• Strengthening of the extended portion of the runway to handle critical aircraft of

“C” category (i.e.B-321);

• Construction of new turn pad after extension of runway on the left hand side and

the dimension of turn pad should be cater for maneuvering of D category of

aircraft;

• Construction of blast pads of dimension 60 m x 60 m at the extreme of runway

after extension;

• Provision of runway shoulders of 7.5 m width on either side on the extended

portion of runway;

• Provision of RESA of dimension 240 m x 150 m;

• The profile correction of existing runway surface for aerodrome reference code

4C;

• Leveling and grading of runway strip on the extended portion, RESA & further

grading up to boundary wall as per transitional surface & drainage requirement;

• Provision of visual markings on the extended portion of the runway and turn pad;

• 2-3 irrigation canals passing through the site have been diverted.

• Construction of boundary wall to be taken up at places where the area has been

left uncovered in the area available for runway extension and or the land be

handed over by army along with to provide appropriate number of security huts

and perimeter lighting;

• Construction of perimeter road of 5 m width and of sufficient strength to with

stand the crash fire tender, along the boundary wall and also on the land to be

handed over by army;

• Demolition of boundary wall belonging to IAF behind runway 18;

• Provision of perimeter drainage in the runway extension area and pipe culvert to

cross the runway for drainage work;

• Relocation of localizer and mounting of NF antenna in such a manner that the rod

is frangible material and the platform flush with the surface along with

dismantling of existing localizer building and boundary wall; and

• Leveling and grading for operational area.

2.5.1 Electrical/Electronic/Mechanical Works

• Provision of high intensity runway edge lights on the extended portion and

relocation of threshold & runway end lights;

• Simple approach ligting system for runway 18;

• Relocation of PAPI units on Runway 18 approach;

• Relocation of lighted windsock. Provision of obstruction lights on significant

identified obstacles in coordination with ATM Dte

• Provision of mandatory/information signages (airside) to be provided;

• Augmentation of power supply, if required;

• Electrical works such as providing Internal Electrical Installations, Air conditioning

equipments and power supply to new glide path and localizer buildings;

• Provision of MIRL turning pad lights for the new turning pad on runway 18

beginning;

• Provision of perimeter lighting on the perimeter road on the acquired land and on

the land to be handed over by Army to AAI;

• Provision of security huts along the perimeter road to be constructed on the

acquired land.

2.5.2 CNS Works

• Trans installation of LLZ after extension of runway and ascertaining the location

of landing threshold with ATM Dte;

• Construction of huts for housing LLZ equipment including electrical and air

conditioning equipments;

• Leveling and grading in front of the proposed LLZ area;

• Calibration of LLZ after completion of all works; and

• Installation of advanced lighting arrestor system in LLZ.

2.6 Water & Power Requirements

Water Requirement

The total water requirement for the entire airport is about 193 KLD. Out of this,

about 30% is provided by Jammu Municipal Corporation (JMC) and the balance water

requirement is met through two tube wells of AAI existing within the airport.

As part of the extension of the runway, only construction water will be required.

Power Requirement

It is estimated that about 700 KVA of power is being consumed. The power is taken

from Power Distribution Department, J&K.

Existing standby source

• NDB : 2 x 380 KVA; and

• Radar: 1 x 250 KVA and 1 x 125 KVA.

The fuel consumption is about 120 liters per day. The DG facility has a total storage

capacity of 2000 liters.

2.7 Wastewater Generation & management

The wastewater generation mainly consists of sanitary waste, sewage from airport

terminal, flight kitchen, effluent from the workshop etc. The sewage and sanitary

waste from the buildings and airport terminal will be treated in Sewage Treatment

Plant (STP) comprising primary, secondary and tertiary treatment facilities. The

treated wastewater from the STP will be used for air conditioning, cooling water

make-up and green belt development.

The 200 KLD of wastewater treatment plant have been operational at Jammu Airport.

The entire wastewater that is generated from the airport is recycled and reused for

non potable purposes.

2.8 Solid Waste Management

Solid waste generated from the proposed airport mainly comprises of food waste and

garbage waste. Further, small quantities of sludge from STP, medical waste and

other waste will be generated. Collection and handling of domestic solid waste would

be done in line with the provisions of the Municipal Solid Waste Rules 2000 (as

amended).

3.0 SITE ANALYSIS

3.1 Connectivity

The Jammu airport is located approximately at a distance of 3.5 km from Jammu

railway station.

3.2 Land form, Land use & Land ownership

The total land required for developing the airport is about 152 acres, out of which

about 17 acres of land need to be acquired from IAF. The remaining 135 acres of

land is already under possession of Airports Authority of India (AAI). Presently the

airport is in operation and currently operates about 30 operations per day (15

landings and 15 take-offs.

3.3 Topography

The airport facilities are already existing. There will not be any expansion in the

passenger capacity and passenger terminal building.

3.4 Proposed Land use pattern

The land use pattern remains same.

3.5 Existing Infrastructure

Existing infrastructure details are given in section-2.4.

3.6 Social Infrastructure Available

The existing social infrastructure in the Jammu which is located at about 4.0 km from

the site is:

• Hospital with ambulance;

• Banks;

• Post office;

• Bus station;

• Fire station;

• Secondary school;

• Police station;

• Shopping complex;

• Sports infrastructure (Stadium & Camps etc);

• Community halls;

• Cinema halls; and

• Primary health care centres.

4.0 REHABILITATION & RESETTLEMENT

No resettlement and rehabilitation is involved as the proposed extension would take

place within the existing airport premises.

5.0 PROPOSED INFRASTRUCTURE

The proposed project involves extension of runway to cater to the operations of

critical aircraft of “C” category.

The details are discussed in Section-2.5.

6.0 PROJECT SCHEDULE & PRELIMINARY COST ESTIMATES

The approved cost of work for Development of Jammu Airport is worked out as Rs.

76.99 Crores (approx.)

7.0 ANALYSIS OF PROPOSAL

Jammu Airport serves the city of Jammu, in the northernmost Indian state of Jammu

and Kashmir. Airports Authority of India operates the airport, which hosts five airlines

operating domestic-only service to destinations in north and western India. There will

be an increase in air traffic and more aircrafts would land if there were the required

conveniences.

After completion of the extension, Jammu will be well connected to other cities and

other states and will increase the tourist flow in this region.
