TERRY O’NEILL is Founder and Chairman of The O’Neill Company. Specializing in the engineering
of corporate employee benefit planning, executive benefit planning, and business succession
planning for organizations since 1978, the firm also offers comprehensive financial and wealth
creation planning, estate and retirement planning, and multi-generational estate wealth
conservation for families and individuals. Most recently, Mr. O’Neill founded the Institute for the
Study of Global Economics and Finance (ISGEF). Mr. O’Neill was nominated to be an advisor to
the Federal Open Market Committee, was an advisor to the Small Business Council of America,

JAMES WATSON is the President and CEO of CMTC. Mr. Watson started with CMTC in 1999 as
Vice President of Business Development and transitioned to the position of Vice President of
Operations in 2001. In his capacity as Vice President of Operations, he was responsible for the day-
to-day operations of CMTC until his appointment as President and CEO in 2011.
Mr. Watson is responsible for crafting the future vision of CMTC, promoting the importance of the
manufacturing sector to State and Federal legislators and expanding the awareness of CMTC’s
capabilities throughout California.

Dr. FRANK QUIAMBAO is the Director of the Safe Communities Institute (formerly DCI) in the
Price School of Public Policy at the University of Southern California. Dr. Quiambao served ten
years in homeland security at the state and federal level—first, in the California Emergency
Management Agency (Cal EMA), formerly the Governor’s Office of Homeland Security. In this
capacity, he worked in the area of critical infrastructure protection and the countering of violent
extremism. Dr. Quiambao also developed partnerships with business, educational institutions and
faith-based communities to promote emergency preparedness. More recently he was assigned as
a DHS loaned executive attached to the U.S. Secret Service heading the National Education
Security Initiative.
Before his involvement in homeland security, Dr. Quiambao spent 32 years in higher education. He
has held numerous faculty and administrative positions with the California State University and
Community Colleges. During his career, Dr. Quiambao served as president of two colleges.
While in higher education, he worked extensively with education and training programs for law
enforcement, fire technology and emergency medical services. Dr. Quiambao was appointed by
the State Chancellor to chair the California Community Colleges Homeland Security Task Force
and chaired the curriculum committee for the International Leadership Program in Counter-
Terrorism at USC.

DAVID EADS is the new Executive Director / Chief Executive Officer of the Pasadena Tournament
of Roses. David Eads has held senior executive roles at the LA Chamber since 2000. He served
most recently as its executive vice president & chief operating officer. Prior to his current position,
Mr. Eads served as the Chamber’s senior vice president. He also served as interim executive
officer from 2004 to 2006. During this time he directed the integration of the Southern California
Leadership Network into the Chamber family of companies and oversaw expansion of the
Chamber’s education and workforce development division. The Los Angeles Area Chamber of
Commerce is the largest business advocacy organization in the Los Angeles area with nearly 1,700

TOM SODERSTROM is the IT Chief Technology and Innovation Officer at the Jet Propulsion
Laboratory (JPL). He leads a collaborative, practical, and hands-on approach with JPL and industry
to investigate and infuse emerging IT technology trends that are relevant to JPL, NASA and
enterprises. Mr. Soderstrom has led remote teams and large scale IT best practices and tools
development and change efforts in small startups, large companies, in international venues, and in
the US Government arena. Mr. Soderstrom is currently working on defining and implementing The
Next IT Decade as it applies to enterprises like JPL. He is consulting with industry and government
leaders on what we can do about key disrupters such as Social Media and Consumerization, Crowd
Sourcing, Mobility, Analytics / Big Dada, Cloud Computing, Internet of Things, Artificial

BRYAN CUNNINGHAM is a leading international expert in cyber security, privacy, trade secret
protection, employee monitoring and government surveillance issues, with special expertise in US
and European Union data protection law and compliance.
Mr. Cunningham developed this unique practice through extensive experience in senior US
Government intelligence and law enforcement positions. Most recently, he served as Deputy Legal
Adviser to then-National Security Advisor Condoleezza Rice. He also served six years in the Clinton
Administration, as a senior CIA officer and federal prosecutor. He drafted significant portions of
the Homeland Security Act and related legislation, helping to shepherd them through Congress.
He was a principal contributor to the National Strategy to Secure Cyberspace, worked closely with
the 9/11 Commission and has provided legal advice to Presidents, National Security Advisors, the
National Security Council, and other senior government officials on intelligence, terrorism, cyber
security and other related matters.
Mr. Cunningham is also a frequent media commentator on cyber security, electronic surveillance,
intelligence, and other national security issues, has appeared regularly on CNN, Bloomberg, ABC,

Mr. Cunningham was founding vice-chair of the American Bar Association Cyber Security Privacy
Task Force and was awarded the National Intelligence Medal of Achievement for his work on

on Biodefense Analysis, the Markle Foundation Task Force on National Security in the Information
Age, and the Bipartisan Policy Center Cyber Security Task Force. He currently serves as a Senior
Adviser for The Chertoff Group.

BRIAN L. KEITH serves on the U.S. Department of Homeland Security (DHS) drone task force and
is a Protective Security Advisor (PSA) for the Los Angeles District which covers the following four
counties; Los Angeles, Ventura, San Luis Obispo, and Santa Barbara. As a PSA, Mr. Keith
coordinates, facilitates, and performs vulnerability assessments for local critical infrastructures
assets, and acts as a physical and technical security advisor to federal, state, and local law
enforcement agencies. In addition to conducting vulnerability assessments, Mr. Keith supports
homeland security efforts by serving in an advisory and liaison capacity for State Homeland
Security Advisors.
Prior to serving as a PSA, Mr. Keith was appointed as Deputy Director for Critical Infrastructure
Protection (CIP) to Governor Arnold Schwarzenegger’s Office of Homeland Security (OHS). As
Deputy Director for CIP, Mr. Keith was responsible for the development of California’s Critical
Infrastructure Protection Program, as well as the implementation of the states first Regional CIP
Assessment Team utilizing the National Guard’s Full Spectrum Integrated Vulnerability Assessment
(FSIVA) Methodology. In addition to overseeing the state’s Regional CIP Assessment Team, Mr.
Keith chaired and served on several DHS working groups to include; the Chemical Vulnerability
Information (CVI) Working Group, the Automated Critical Asset Management (ACAMS) Working
Group, and the State Railroad Safety and Security Task Force. Prior to OHS, Mr. Keith served as a
Preparedness Officer for DHS within the Office for Domestic Preparedness (ODP). Prior to ODP,
Mr. Keith served as a Senior Program Specialist for the California Office of Emergency Services
(OES), formerly the Office of Criminal Justice Planning (OCJP). In these capacities, Mr. Keith
provided technical assistance for planning, organizing, exercising, and training and equipping law
enforcement agencies and emergency mangers located in the high threat urban areas.
Before joining OES, Mr. Keith served as a Body Armor Technician for the U.S. Department of
Justice’s (DOJ) National Law Enforcement and Corrections Technology Center (NLECTC). Prior to
his service at NLECTC, Mr. Keith was employed as a Security Force Officer (SFO) for NASA’s
Goddard Space Flight Center in Greenbelt, Maryland. At Goddard Space Flight Center, Mr. Keith
was responsible for enforcing laws on U.S. Government Property, force protection, and physical
security operations.
Throughout the past 18 years, Mr. Keith has conducted several law enforcement technology
presentations at the Federal Bureau of Investigation’s (FBI) National Academy in Quantico,

Virginia, and the New York State Police Union Association. After the events of 9/11/2001, Mr. Keith
has provided homeland security presentations to the Israeli Defense Forces Home Front

WAHID NAWABI is currently President and CEO at AeroVironment (AV). With over 20 years of
experience in diverse industries such as industrials, electronics, and clean technology, Wahid is
responsible for AV’s overall business, growth strategy, operations, and P&L. Prior to this, Mr.
Nawabi was Senior Vice President and COO of the company, where he managed all aspects of
both operating segments of the company. He also managed multiple business process
improvement projects, which led to significant enhancements in operational efficiency. He then
led the integration of engineering, operations, supply chain and quality functional organizations
into a single corporate shared services model across both UAS and EES business segments and all
product lines. Mr. Nawabi joined AV in 2011 as Senior Vice President & General Manager of the
EES segment where he redesigned the segment’s business strategy, launched a number of award
winning, innovative new products and significantly improved its position in the market. As a
former VP of the enterprise business segment at American Power Conversion (acquired by
Schneider Electric), Mr. Nawabi played a key role in growing the business from $50 million to more
than $2.4 billion in revenue, and establishing it as a world leader in power protection. Wahid

JEFFREY REED is the Director of Business Strategy and Advanced Technology for Southern
California Gas Company. In that capacity he leads a variety of activities aimed at supporting the
development and deployment of sustainable energy solutions. In his current and prior roles Dr.
Reed has led the electric and natural gas RD&D, venture investment, low-emission vehicle and
environmental affairs programs and he is responsible for the company’s long-range technology
forecasting and strategic planning.
Dr. Reed is currently on the Leadership Council of the Los Angeles CleanTech Incubator and is
board president for the California Hydrogen Business Council and a number of other trade
association boards. Prior to joining the Sempra utilities, Dr. Reed was a senior strategy consultant,
Vice President of Marketing and Business Development with ABB Power Generation and held
various prior positions in product design, development and research in the defense industry. He
holds a doctorate in engineering from UC Berkeley and a master’s degree in management from
Stanford University.

DONN SILBERMAN is the Technical Services Manager at Starrett Meteorology. He is a Fellow and
Past President of the Optical Society of Southern California, where he has had active roles for over
25 years in many of the society’s programs. Some of his most notable activities include STEM
educational programs at all levels of our community. He has been involved with Irvine Valley
College’s Laser Electro-optics Technology programs since the early 1990s. In 2003 he founded
and continues to lead all aspects of the Optics Institute of Southern California and in 2009 he
founded the UC Irvine Optical Engineering and Instrument Design programs, where he serves as
the Advisory Committee Chair and is an instructor. Previously, he was with PI (Physik Instrumente)
L.P.; a world leader in the design, manufacture and provider of precision positioning and motion
control systems for industry, research and academia. He maintains a “Focal Point” web site for his

With his early interests in astronomy, Mr. Silberman received his Bachelor of Science degree in
Engineering Physics (Honors in Physics) from the University of Arizona. In 1994, he received
a Master of Science degree in Technology Management from Pepperdine University.
Mr. Silberman has logged over 35 years of management and technical experience in various optics
based businesses, with a number of patents and publications to his credit. He has an extensive
background in product management, including conceptualizing, research and development,
quality assurance, product manufacturing, marketing and sales. Some of his notable positions
include Senior R&D Optical Engineer for Johnson & Johnson’s IOLAB Corporation in Claremont,
California; Operations Manager, Micro-Optics, for Corning Incorporated’s Advanced Photonics
Technologies group in Garden Grove, California; and Engineering Systems Manager in the RAM
Optical Instruments division of Newport Corporation in Irvine, California. Mr. Silberman was also
responsible for marketing Newport’s Opto-Mechanical product line and introduced color product
photos into the famous Newport catalog.
