In the spate of police executions and vigilante murders from Amadou Diallo to Oscar Grantto MichaelBrown a popular notion has gained ground that the police are out of control.1 The police are in fact undercontrol and are a fully operational part of the state terror directed against black, brown and immigrant

communities. Since the murder of Trayvon Martin, the exoneration of Zimmerman has shown complicityof the entire state apparatus with the racists terror program. Amadou Diallos executioners wereexonerated; Oscar Grants executioner, Johannes Mehserle was freed with a slap on the wrist and to datethere has been no arrest or even charges brought against Michael Browns police executioner. Instead wesee the resignation of the U.S. Attorney General Holder who had promised justice to the citizens ofFerguson, Missouri, a promise he could neither keep nor keep his job after making.

It has been reliably establishedthat a black person is killed by cops or vigilantes every 28 hours in theU.S.A.2Only the most flagrant abuses of police brutality and terror come to light, while the black, brownand immigrant communities face daily harassment, beatings and murder at the hands of the racistcops. We record the victims. As self-appointed class memory we strive to keep alive the names of all of the

victims of racist police terror that come to our attention. The listgoes far back across the whole of U.S.history and the one thing we are sure of is that we will never know them all. 3 The purpose of this articleis not to present an all-inclusive list, an impossibly incomplete roll-call of conscience. Furthermore,

between the time we write this and the time this is in your hands, there will be more outrages as surely asthe capitalist bourgeoisie rules the U.S.A. According to aProPublica analysis of federally collected dataon fatal police shootings, the 1,217 deadly police shootings from 2010 to 2012 captured in the federaldata show that blacks, age 15 to 19, were killed at a rate of 31.17 per million, while just 1.47 per millionwhite males in that age range died at the hands of police.4 Thus a black youth is 21.2 times as likely to

be killed at the hands of the police as a white youth. For those who wonder what white privilege is andclaim it does not exist, these numbers should provide a clue.

The use of force across all of history has always been an illustration of power relationships. Where poweris money and poverty is powerlessness. Capitalism is incapable of resolving the intergenerational povertyafflicting oppressed black and brown and working class people. According to a groundbreaking study byresearchers from Johns Hopkins University:

The researchers found that of the nearly 800 children originally surveyed, only 33 moved from birthfamilies in the low-income bracket to the high-income bracket as young adults. They found that thechildren who started out in the middle-class were more likely to move up.

In addition, race played a pivotal role: Forty-five percent of white men from low-income backgroundsended up in well-paying trade jobs such as plumbing, or as factory workers, while only 15 percent of

Black men found the same.5

As a Stanford articlealso says:

The wealth gap is the most acute indicator of racial inequality. Based on data from the 2002 Survey ofIncome and Program Participation, white median household net worth is about $90,000; in contrast itis only about $8,000 for the median Latino household and a mere $6,000 for the median blackhousehold. The median Latino or black household would have to save nearly 100 percent of its income

for at least three consecutive years to close the gap. Furthermore, 85 percent of black and Latinohouseholds have a net worth below the median white household. Regardless of age, household structure,

education, occupation, or income, black households typically have less than a quarter of the wealth ofotherwise comparable white households...For example, a recent report on mortgage lending and race by the Institute on Race and Poverty atthe University of Minnesota found that black Twin City residents earning over $150,000, in comparisonto whites earning below $40,000, were twice as likely to be denied a home loan. Those fortunate (orunfortunate) enough to get a loan were more than three times as likely to have a sub-prime loans.6

Here we have the capitalist classs bankers substituting automatic racism for any consideration of credit-worthiness. The real crime of the housing bubble was that those long denied access to capital werescammed from the highest levels, from Bushand Greenspanon down.7 Adjustable Rate Mortgages werepeddled as the sure-fire path to first-time home ownership.

In fact, this was legalized robbery that threw millions onto the street, while at the same time the programpermitted the bundling of these loans as securities which the bond rating agencies pronounced AAA,and these securities basic worthlessness became the playthings of hedge fund speculators who tanked

Wall Street and the broader economy for private gain. The result was a great and rapid increase in blackunemployment and even the most rosy analysis shows there has been no improvement in black femaleemployment since the 2008 stock market collapse. Both the racist denial of home loans and the racistindifference to consequences of the variable rate mortgage program are serious reasons to considerreparations to the black community, not out of the public treasury, but out of the treasure of Wall Streetand the banks. And although the national dialogue spurns any talk of reparations for slavery and the veryintroduction of the subject quickly reveals deep seated hatred and fear, w e ca l l f o r i m m ed i a t er ep a r a t i o n s t o a l l t h o se w ho l o s t t h ei r h om es a s v i c t i m s of a c o n sp i r a c y o f t h e b a n k e r s

Instead of providing free quality education and medical care and jobs for all, the capitalists reign terrorover populations whom they have marginalized out of the productive economy. The NCES studyof high

school graduation rates clearly shows that poverty and race impact the drop out rate, in an economy withfew options even for the highly educated.8 The options of the millions who have been left behind in therace for the top are minimal, as they are the fodder for the school-to-prison pipeline, one of the fewhighly profitable growth industries and places where high school graduates can get a salaried job as the

jailers of over two million prisoners, who mostly come from among the 46 million living in poverty. This isa poverty not of their own making. The empirical datashows that these millions are born into families inan economic twenty percent (quintile) whom capitalism has condemned to poverty for generations. Theempirical data only addresses incomes and doesnt show a community that never had sports or artsprograms in the local schools. It doesnt list parks and libraries that never have been built. And it doesntaddress environmental racism or the bourgeois city fathers terminating the water supply, as in Detroit.

The skin color privilege-based fears of the other, the black and brown and immigrant, compounds thefear of economic insecurity, and both serve to divide the working class for the benefit of Capital. And thusin the class society, whether youre a high school kid in Raleigh-Durham or Prof. Henry Gates at Harvard,the hard working Black personis assumed by police to be breaking and entering their own homes. 9 Thehard working white person may encounter the police in a speed trap. Consider this traffic stop of anunarmed black manbeing shot at the gas station and this video of a father being taseredwhile picking uphis kids at their school.10Amadou Diallo was shot for holding up his cell phone. In St. LouisVonDerritMyerswas shot on October 8th holding a sandwich; the community has no reason to believe the police

version, and neither do we, which in the meantime has already changed.11

The working class in America will be incapable of uniting and making significant gains unless they cometo the defense of the black, brown and immigrant communities. Karl Marx wrote of chattel slaveryLabour cannot emancipate itself in the white skin where in the black it is branded. This is true today,

where blacks face vicious de facto segregation, despite the promises of the liberal civil rights movement,which won formal democratic rights for blacks, but was unable to confront the material basis of blackoppression and the de facto segregation in society, which has its roots in American capitalism.

Even though not completely analogous, since unlike the Irish, blacks in America are not an oppressednation, but very much Americans, Marx wrote of the British and Irish working class:

And most important of all! Every industrial and commercial centre in England now possesses aworking class divided into two hostile camps, English proletarians and Irish proletarians. The ordinary

English worker hates the Irish worker as a competitor who lowers his standard of life. In relation to theIrish worker he regards himself as a member of the ruling nation and consequently he becomes a tool ofthe English aristocrats and capitalists against Ireland, thus strengthening their domination overhimself. He cherishes religious, social, and national prejudices against the Irish worker. His attitudetowards him is much the same as that of the poor whites to the Negroes in the former slave states ofthe U.S.A. The Irishman pays him back with interest in his own money. He sees in the English workerboth the accomplice and the stupid tool of the English rulers in Ireland. Black liberation in America is integrally tied to the fight of the working class to abolish capitalism. Andconversely, the multi-racial American working class will not make significant gains unless it rises to thedefense of black, brown and immigrant rights.

The Reformist Left: Self delusion in Iowa Trying to Fit a Square Block.

In response to the MRAP (Mine-Resistant Ambush Protected)vehicle acquisition by the Johnson County,Iowa Sheriffs Department,13local leftists, liberal progressives and right-wing Libertarians and Ron Paulsupporters formed an ad hoc informal coalition to oppose what it is calling the militarization of the

Johnson County Sheriff's Department.14 This includes calls for demilitarization in relation to the MRAPand SWAT teams, but also the typical liberal politics of community outreach to inform citizens of their

rights and to change what our PD goes after as far as victimless crimes.

Apart from the fact this is not our police department but the armed gendarmes of the state apparatus ofthe ruling class, the whole notion that the police can fundamentally be transformed into something cutesylike Andy Griffith and Barney Fifethat municipalities can be turned into Mayberry, is absurd. The wholehistory of America is one of state and police violence, terror and repression. Projecting such pipedreamsis dangerous, as it creates illusions in what the police actually represent and politically disarms themasses. Socialists explain the police are not workers, nor are they there to protect the masses in the black,

brown and immigrant communities; they act as an occupying army. They are the pit-bulls of the 0.1% andfar from being broken, what they are is what they do!

This ad hoc Johnson County coalitions informal leadership has largely been filled with reactionary, right-

wing Libertarians, something you would not have seen 20 years ago. The leftists compete with theLibertarians not through political debate, discussion and program, but on the basis of being the best

builders and organizers of the movement. And the Libertarians are actually pretty good organizers, asthey even organized an Iowa City forum of Libertarian and other populist third party reactionarycandidates in the Peoples Republic of Johnson County.15 The Libertarians have om i n o u s l y taken alead in this reform movement. By keeping the politics to the lowest common denominator that both theLeft and Right agree on, rather than fighting for a workers program or even encouraging discussion anddebate, the leftists and liberals have no program to offer the oppressed beyond what the Libertarianspropose. This anti-program fetish also explains how Libertarians were able to also take leadership rolesduring Occupy in certain regions (Iowa was a prime example). The Libertarians have an advantage in thatthey are not squeamish and have few qualms about politically attacking the local Democratic Partypoliticians, unlike the Johnson County left. A vibrant left would not politically concede to the right-wing,

but would try to win the political debate and politically drive these socially reactionary elements out of themovement. Or the left itself would be forced to accept the working class political basis of the movement,as decided democratically by majority. But the problem is with their present day anti-programmaticfetish the left wont even try to break from their pattern of class collaboration.

Thus there have even been discussions among progressives about police body cams, proposals which will

soon be realized for the Iowa City and Coralville police at the behest of t h o se po l i c e depa r tm en t sth emse l ves.16 The armed campus cops at the University of Iowa already have body cams. Body cams

will be most beneficial to the police, as it allows them to collect video evidence. Plus the videos arecontrolled by the police themselves. As far as stopping police violence, there are videos aplenty of policemurder and brutality. The brutal beating of Rodney King in 1991 was videotaped, as was the murder of

black youth Oscar Grant in 2009, and there are numerous others. Where has justice been the result?

Many ostensible revolutionary socialist and anarchist groups, who whatever their formal Sunday socialistor radical politics, present to the working class a political program not based on organized struggle thatchallenges capitalism based on the best historic methods of the masses, but legal reforms or idealisticmethods of public pressure. Even the militant rallies or protests, divorced from a workers politicalprogram, amount to a militant form of political lobbying. At a 2012 Occupy May Day rally in Iowa City, asupporter of the anarchistWild Rose Collectivewho did recognize and detail the injustices of capitalism,nevertheless put forth the typical reformist program of liberal reforms, including invoking the way

forward with groups like.Copwatch groups that document policing in neighborhoods..17Copwatchis great for exposing police abuse, but embarrassment or moral outrage is not going to change the classcharacter of the police or protect the black, brown and immigrant communities from racist terror.

This political methodology harkens back to the moral suasion of the pacifist Garrison wing of theAbolitionist movement whose politics failed the historical test at the moment when John Brown, whorecognized that a social revolution was necessary to abolish chattel slavery, conducted his heroic raid in1859 on Harpers Ferryand in effect started the American Civil War. 18 Two years later, Union soldiersmarched to war singing John Browns Body. Wage slavery today and the injustices incurred from it,such as racist police terror, will not be ended short of a social revolution led by the organized, multi-racial

working class mobilized around a revolutionary Marxist program. We desperately need a movement ofWage-Slavery Abolitionists!

The Red Party, supporters of the Communist Party of Great Britain (CPGB), in their program call forReplacement of police forces as presently constituted with democratically controlled committees for

public safety.19Not only does this obscure and hide the class nature of such a committee, but it impliesthat the police forces can democratically be replaced by capitalist state institutions that represent the

workers and the oppressed. This is out and out reformism, the view that the capitalist state can betransformed into a workers state to implement socialism. Karl Marx and Frederick Engelsdispelled thisreformist myth One thing especially was proved by the Commune, viz., that 'the working class cannotsimply lay hold of the ready-made state machinery and wield it for its own purposes'.... and that the

working class must smash the bureaucratic-military machine.20

The Red Party does not raise the workers political program, which points the way forward for the blackcommunity in Ferguson. Instead raising a vague call to organize21and critically supports the demandsof the Ad-Hoc Committee for Justice on Behalf of Michael Brown and presents no program of their own.22They tail after the current political consciousness of the movement. The Ad-Hoc Committee for Justicesdemands are:

The officer involved in the shooting death of Michael Brown be IMMEDIATELY identified. [hehas been; his name is Darren Wilson, ed. note.]

The same officer should be immediately fired and charged with murder.

The Ferguson Police Department Protocol Handbook be distributed throughout the Fergusoncommunity.

The racial composition of the Ferguson Police Department should reflect the racialdemographics of the community.

These are the political demands of liberal reformism that even if achieved, will bring no justice, notfundamentally alter the oppression of the black community in Ferguson, and most importantly, donothing to self-organize the working class and oppressed for self-defense. t a n g i b l e de f en se aga i n s t r a c i s t po l i c e t e r r o r .The Red Party, along with the CPGB, are modern-day Kautskyists,23 basing their politics very firmly within the social democratic minimum/maximum

Erfurt programmatic method. Their illusion that fighting for democratic or other reformist demands willsomehow point the way towards workers power has been proven to historically lead to nowhere exceptsocial democratic betrayal. They bury the workers program and eschew its Transitional method andconcrete demands. Their starting point is reformism, and socialism is put off for the indefinite future, asthey tail after the current political consciousness of the masses.

Likewise there are socialists like Sawant in Seattlewho call for "elected civilian review board with fullpowers over the police."24As a publication on the U.S. Commission on Civil Rightswebsite points out,these civilian police review boards are largely ineffective, a study of 17 law enforcement agencies foundthat citizen review boards sustain police brutality complaints at a higher percentage than do the policethemselves.25They actually serve their role for the ruling class by scamming the masses into thinkingthey are effective. These calls are based on a profound misunderstanding of the capitalist state andperpetuate the illusion that the capitalist state can be reformed to serve the interests of the masses. The

demand for Civilian Review Boards, more black cops, LGBT cops, police body cams and such diverts themasses away from what is objectively necessary.

The first response of the American political system to mass social pressure such as we see in Ferguson isnot always repression, but sometimes includes local reorganizations for the purpose of reassuring theoppressed that their interests are being represented.

Thus we see the ruling class readiness to empanel civilian review boards in exchange for demobilization ofthe righteous fury of the masses. This task is detailed to the progressive Democrats, the preachers andthe pacifists including fake socialists who tell us that cops are workers too. The demand for CivilianReview Boards or more black cops diffuses the self-organization and mobilization of the masses. Thesedemands not only create illusions, but divert the struggle into acceptable (for the ruling class) channelsand prevent the development of class consciousness, political program and organization. This politicalmethod drives the legitimate organizations of the oppressed and workers into the arms of the Sharptontypes and the Democratic Party, the graveyard of social struggles. The Rev. Sharpton is a classic exampleof a political broker for the Democratic Party in getting out the black vote.

Police Are Racist Terrorists and Strikebreakers

As Russian revolutionary socialist Leon Trotsky wrote in 1932, about the ranks of the police drawn fromthe working class, The fact that the police was originally recruited in large numbers from among Social

Democratic workers is absolutely meaningless. Consciousness is determined by environment even in

this instance. The worker who becomes a policeman in the service of the capitalist state is a bourgeoiscop, not a worker. (What Next? Vital Questions for the German Proletariat, January 1932)26

Yet many on the left ignore this lesson and work to thereby ruin the development of class politicalconsciousness of the masses. Foremost today is Sawants Socialist Alternative/Committee for a WorkersInternational (Soc Alt/CWI), who maintain the police are workers in uniform who are somewhatmisguided and contain some bad apples. Thus it becomes possible for city council member Sawant totake part in the selection process for a new Seattle Police Commissioner. For working class politicalprisoners this is like choosing the military police who will be your firing squad. (Shades of Scheidemann!)

The same kind of muddled consciousness caused progressive activists in Iowa City a few years ago tochant "pay raises for police" at rallies, appealing to the racist thugs as would-be allies in struggle. Ineffect this was calling for pay raises to reward the boys in blue for gunning down Eric Shaw and homelessSudanese immigrant John Deng.27 The labor movement has organized cops and prison guards intounions, particularly AFSCME (American Federation of State, County and Municipal Employees). Whenthese cop unions demand or strike for better pay and working conditions, they are striking for theirrights to racist and anti-working class violence and to make more money doing it. During times ofstruggle, the cops can, will and do enforce the bosses laws, including anti-union, strikebreaking laws,such as Taft-Hartley. The police forces are the core of the capitalist state and are institutions for the defense of capitalist socialrelations. The public power of the state includes prisons, courts, and educational system, and as Engels

wrote "institutions of coercion of all kinds, (fundamentally the police and army). The police arestrikebreakers and racist terrorists who stand above society and whose main job is defense of capitalistproperty relations.

The 2011 West Coast Longview EGT ILWU Longshore struggle saw virtually their entire union localmembership arrested. Union members and supporters faced police harassment and intimidation on thestreets as the port bosses tried to break the struggle. This was no anomaly. The Longshoremen inLongview engaged in class struggle tactics not seen in years in the American labor movement. Anyserious labor struggle will be met with police violence. In 1937, ten unarmed strikers in Chicago weregunned down, mostly shot in the back, by the cops in the infamous Little Steel Memorial Day Massacre.28In 2012, 44 South African Lonmin miners at Marikana were brutally gunned down by the ANCgovernment police.29Capitalism in crisis means workers and the oppressed are literally paying in blood. Ifthe black and brown communities are on the front line of police terror today, a resurgent multi-racial

working class will be in the cop crosshairs tomorrow.

As Farrell Dobbs, a leader of the famous 1934 Minneapolis Teamsters Strikewrote:

"Under capitalism the main police function is to break strikes and to repress other forms of protestagainst the policies of the ruling class. Any civic usefulness other forms of police activity may have, likecontrolling traffic and summoning ambulances, is strictly incidental to the primary repressive function.

Personal inclinations of individual cops do not alter this basic role of the police. All must comply withruling-class dictates. As a result, police repression becomes one of the most naked forms through whichcapitalism subordinates human rights to the demands of private property. If the cops sometimes falterin their antisocial tasks, it is simply because theylike the guns they useare subject to rust when not

engaged in the deadly function for which they are primarily trained."30

The Left, Labor, and the Democratic Party of an Increasingly Bonapartist State

There is a whole syphilitic political chain from the Democratic Party into the AFL-CIO/Change to WinLabor Federations, the State Feds, the Central Labor Councils and the union locals. These DemocraticParty union leaders bring the ruling class ideology into the workers movement, tying the workers to the

bosses and the dead-end of electoral politics. The Iowa City Federation of Labor, the local AFL-CIOCentral Labor Council, is a political playground for the Democratic Party, particularly the CountyDemocratic politicians who purchased the MRAP, and who also imposed the county cuts to the

SEATS paratransit program for the elderly and disabled in 2013. 31 These politicians are the sameDemocratic Party progressives who are pushing for a new jail and now have put the new $33-plus million courthouse annexon the ballot.32 The money SEATS funding required was a mere fractionof this amount. Kick the disabled to the curb (on Sundays), buy an MRAP and expand the courthouse asthe first steps toward jail expansion. Lets be the ones who ask why do we need any of this? Andespecially why do we need jail expansion? Who do our rulers plan to fill this jail with?

Even UE-COGS Local 896 (United Electrical Workers), the graduate teaching assistant labor union at theUniversity of Iowa, which has its share of ostensible leftists and progressive activists, is promotingDemocratic candidate Kevin Kinney for the Iowa Senate. Kinney is a 27-year Johnson County Sheriff.33 It

was an off-duty Johnson County sheriff who in 2008 gunned down homeless Sudanese immigrant JohnDeng in Iowa City and got away with it. That the "progressive" labor leadership of UE could be promotinga cop for political office from the very same Sheriff's Department, just after Michael Brown was gunneddown in Ferguson, and at the time that the same Sheriff's Department has just purchased an MRAP, saysmuch about the politically bankrupt union leaderships. Reformists and left-talking labor leaders never lettheir political principles or ostensible leftist politics get in the way of the practical bourgeois politics ofthe possible.

For their part, the Iowa City Federation of Labor (AFL-CIO Central Labor Council) leadership not onlysupports Kinney, but they have endorsed Democrat Sheriff Pulkrabek and County Attorney Lyness in pastelections. Pulkrabek and Lyness were both in office at the time of the Deng shooting.34Both were pushingfor a new jail and courthouse expansion, which the IC Federation of Labor also supported. This $40 plusmillion justice center project was defeated at the polls twice, so now they are just pushing $33 millioncourthouse annex, hoping it sticks to the wall. What justice will John Deng find after the courthouseexpansion and the $33 million dollars is spent?

Further, this is all quite ironic considering that the Interfaith Center for Workers Justice (CWJ) waslargely organized out of the Iowa City Fed and is now an official affiliate. In 2013, at the same time as the

Some of the progressives opposing the MRAP in Johnson County were supporters of liberal DemocratJohn Zimmermanin his campaign for County Attorney.36Zimmerman was running on a platform against

the racism of the Johnson County injustice system, for a fair justice system and for decriminalizingmarijuana. Just as with the police, promoting a liberal or for that matter, even a leftist into such aposition within the capitalist state will not change the nature of capitalist injustice one bit. A County

Attorney's job is to enforce bourgeois laws, and those would include anti-union and racist laws. Onprinciple, no socialist would run for such a position and no socialist would even critically support such acandidate for that office. After Sawants win, the reformists are salivating at the prospect of winning bigtime bourgeois political offices. The Socialist Electoral Alliance is promoting a socialist candidate forsheriff in Milwaukee as part of a Red-Green alliance.37Democrat and California Green Party founder RossMirkarimiis a prime example of the promotion of these progressives into elected positions of capitaliststate repression.38

The inner cities and Barrios are hell-holes for the oppressed black and brown masses, lorded over bylargely Democratic Party administrations, who unleashed the police on largely white Occupy youth duringthose demonstrations, and who daily unleash them on the black and brown communities. Obama has

well-earned the title Deporter-in-Chief with his record-setting attacks and deportations of immigrantworkers.39 Just as in the microcosm of Iowa City, the "Athens of the Midwest", t h e r u l i n g c l a s sa n sw er t o c a p i t a l i s t d ec a y i s m o r e p o l i c e, mo r e p r i s on s a n d j a i l s, mo r e NSA sp y i n g , m o r e

The Left in America is largely tied to the Democratic Party in some way, shape or form. They are verycareful about stepping outside the boundaries of liberal reformism. So rather than raising the historicorganizational forms, political demands and political program of the workers movement and theoppressed, they fall back on patchwork electoral reforms in the vain idealistic hope that somehow,someway capitalism can be made into a just and humane system. In contrast, Trotskyists seek to build aclass conscious fighting workers movement linked to the oppressed communities based on the historic

workers program that attacks the material basis of oppression and exploitation, which is the wage system.Any serious reforms will be won as the byproduct of revolutionary class struggle against capitalism.

The fight for reforms, even the most minimal reforms, needs to be linked to the struggle against thecapitalist system itself, to the historic demands and organizations of the working class and oppressed.Immediate reforms always very quickly come up against the limitations for such reforms undercapitalism. In this period, the general crisis of capitalism and the decline of the U.S. Empire, the fight forreforms, even the most minimal reforms requires combating the underlying system of capitalism, its twinpolitical parties and requires militant methods of class struggle. Class political consciousness and theforms of self-organization that it produces are required if workers are ever to break away and forge aheadfrom catch-up, strictly economist, losing wage battles.

Socialists join in the fight for every immediate reform, but we explain that reforms that workers win todayare immediately subject to attack by the bosses. This is what the ruling classes are doing right now with a

vengeance, as capitalism suffers from its greatest crisis in decades and the capitalists roll back decades ofsocial gains. Making their system work, restoring their rate of profit, calls for taking this profit from our

very flesh and bones. The ruling class understands very well what they need to do to survive as a socialclass. Almost seven years into the worst capitalist economic crisis since the Great Depression, with the workingclass and the oppressed under massive attack, the Left and the labor-fakers in America are still largelypeddling the Democratic Party and limiting political program to the same liberal reforms, creatingillusions in capitalism, rather than putting forth a fighting workers/labor party with the Transitionalprogram which fights for a workers government.

The Historic Fight Against Racist Police Terror and the Defense of the Working Class

The most advanced layers of the left and workers movement have called not only for reforms of the systemin the face of racist police terror and strike-breaking, but have organized in self-defense. Rather thanrelying on the capitalist state, the masses have relied on their own self-organization, solidarity, militancy

and leadership. The Black Panther Party, the Deacons for Defense and Justice, and Robert F. Williamsallrecognized the need to organize armed self-defense in the face of racist terror. 40 Unfortunately for thePanthers and Williams, they did not recognize the workers movement as the key. Isolated from the multi-racial organized working class, with limited social power, they faced murderous state repression.

During the 1930s, the Minneapolis Teamsters, under the leadership of Trotskyists, organized workersdefense guards and pickets and drove the cops and anti-union strikebreakers from the streets ofMinneapolis in the famous Battle of Deputy Run.41 The Minneapolis strikes were a key moment in thehistory of American labor and the Teamsters went on to organize workers self-defense guards to alsodrive the fascist Silver Shirts out of the Twin Cities. The power of organized labor was also shown duringthe 1982 Anti-Klan Labor/Black mobilization in Washington, DC that stopped the Klan. Unlike Occupy,

where petty-bourgeois youth, lacking social power, were attacked by the cops, the cops were morerestrained as organized contingents of largely black trade-unionists mobilized (i.e., Nat Turner Brigade,John Brown Brigade), particularly from the powerful ILA Longshore union, which has the power to shutdown ports on the East and Gulf coasts.

neighborhood in El Sobrante. The neighbors burnt crosses on the yard, broke windows, terrorized thefamily. We in the Longshore union established armed defense guards. Armed defense guards, toprotect the family, and we let the racists know that we were intent on making sure this family lives inthat neighborhood safely like everybody else. And the racists stopped their actions and the family livingin that community without harm to them. That is the way to fight back against police brutalityIt is upto us to arm ourselves, to defend ourselves against police brutality.42

Following the COINTELPRO program of mass spying and murder directed against black, brown andworking class activists of all colors, American leftists backed away from organizing armed self-defense ona broad and regular basis. Indeed Hoover's campaign of blood against the Black Panther Party, TheBrown Berets, the American Indian Movement and later against MOVEwhich was bombed by the PhillyPolice,43put fear in the movement and advocates of self-defense retreated, while the war against the poor

was camouflaged as a War On Drugs and sold to the American TV-watching public as justified on realityshows like COPS and in depictions of the Thug Life in HBO shows like The Wire.

After producing the 2012 report Operation Ghetto Storm, the Malcolm X Grassroots Movement (MXGM)alongside other Black Nationalist organizations (The Black Riders in Oakland, the New BlackPanther Party, etc.) have again made the claim that Our survival is dependent on Self Defense!

The MXGM movementargues for popular assemblies to develop the peoples program for self-defense andmutual aid:

This is a statement of what unfolds, or has the potential to unfold when the communitybecomes conscious and active. That in every urban and suburban community there is a potential fornetworks of rational-minded and stalwart individuals to come together to face the unfolding crisis. Justas in the past, the socially necessary organizations come together in their various local manifestations:clubs, churches, gyms, unions, and various enthusiast groups. During crisis they will come out of the

immediacy of necessity (as in Ferguson) and they will, as is natural, form up into self-defense guards ofthe community. Th i s ca n n o t h a p p en b y a c ci d e n t . will be formed up and action will be taken; these squads will lead and defend the people while squaring offagainst the police and racist terror. The intelligence and capabilities of these squads will increaseexponentially as they are integrated, regularized and made field-ready. This is striking terror in the heartof the ruling class and their millions of lackeys. This is why they are bringing the war on terror home.

The black, brown and oppressed communities see the regular and unending assaults and murders bypolice as being primarily race-based. Enforcement of perpetual poverty requires a cop culture that isinfused with class, sex and racial bias. That bias is expressed both in fear and in rage, either consciously orunconsciously but most definitively brutal and extrajudicial, every 28 hours.

It is mostly because the organized workers movement, in particular the AFL-CIO and Change to Win topofficials and their national, state and local labor councils have not mobilized the workers to stop policeand state terror against the black and brown communities that the communities feel abandoned by laborand develop nation-based rather than class-based perspectives. These communities look to their own race,having been isolated from the organizational forces of labor which have the organizational potential to

mobilize the workers nationwide to take the actions needed to end police terror. Because the workersmovement does not champion and defend the most oppressed communities, another class pole andorientation takes hold and offers its solutions. That ideological pole is Black Nationalism. Revolutionary

workers see the limitations of Black Nationalism, its class contradictions and the kernel of revolutionarypotential it contains when it organizes the communities for self-defense. In the black community,nationalist ideology has sometimes made strides embracing anti-capitalism and avoiding national andethnic isolation, but the cross-class orientation still limits such movements like the MXGMscontradictory and populist program. Other avowed Black Nationalists are dedicated to capitalism andentrepreneurialism, and thus to reform. We are not doing a retrospective on Black Nationalism here,rather we are looking at the crisis of police terror and how the leadership of the working class and thereform wing of the black movement, both tied to the Democrats, act in consort to defuse the episodic andregular rebellions which emerge after the most brutal and publicized racist executions are exposed.

This is the existential crisis of the American labor movement in a nutshell. To the extent that official laborcherishes, organizes, defends and feasts with the police and prison guards unions, they ignore andacquiesce in the campaign of terror against the most oppressed peoples. Only to the extent that theoppressed communities can see beyond the leaders of the movement and into its broader potential willthey see a real class alliance as historically required. But because the racist enforcers are embraced bylabor, the entire race divide among workers is reinforced, accentuated and becomes the dominant basisfor ideologies (false consciousness), racism and its pragmatic cross-class racialized response, BlackNationalism. Both of these divide the working class and prevent the formation of the revolutionary

workers party, and thus serve (unintentionally, but serve nonetheless) to keep the 0.1% enthroned atoptheir hoards of wealth.

The MXGM movementobviously learned from the isolation and subsequent degrading and destruction ofthe Black Panthers by the racist capitalist state. They see that the Black Self-Defense cannot stand alone,so they have a role for the Peoples Self Defense Networks. And they go so far as to say that security can

only be achieved by defending against the forces of white supremacy and capitalist exploitation:

Peoples Self-Defense Networks are multi-national (or multi-ethnic and/or racial) alliances,coalitions, or united fronts whose purpose is to defend their communities against mutual enemies andthreats and advance a common agenda based on shared interests, hopes, and aspirations.

Oppressed peoples and communities can and will only be secure in this country when they areorganized to defend themselves against the aggressions of the government and the forces of whitesupremacy and capitalist exploitation.45

As a message, this is good as far as it goes. But the limits of nationalism harken back to the warnings byLenin about the term peoplesas opposed to workers. When the oppressed see their liberation as part ofthe anti-capitalist struggle of the entire multi-racial working class they will change their language and the

black capitalists and reformers will be left upholding the language of the peoples front, while in theneighborhoods and in industries their peoples front projects will be eclipsed by w o r k er s u n i t ed f r o n t s .The MXGM movement sees peoples, not classes, because the workers movement is not showing up. Andin turn our objection to nationalism is not so much a fight against those who see the nationalism of theoppressed as their only road forward but against the leadership of the workers organizations who stop the

working class from building the multi-racial, anti-capitalist class struggle campaign to crush state terror.

Oscar Grant

Except in the rare and exemplary cases such as the ILWU Local 10political strikes for Justice for Oscar

Grant and to Free Mumia Abu Jamal,46 we have not seen organized labor take the organizational orpolitical lead to initiate strikes or self-defense guards that would give hope and a class-based orientationfor the oppressed to build their organizations upon. When political strikes by labor become the answer topolice terror, inter-racial, multi-ethnic, workers self-defense guards will emerge and surpass the utility ofisolated Black SelfDefense. Emergent self-defense in the oppressed communities has the potential to bethe embryonic form of workers self-defense, and popular assemblies have the potential to become workersassemblies. To the extent that they maintain this potential and contradictory nature, revolutionary

workers participate in and advocate for these organizations to develop class independence,programmatically and organizationally breaking from the parties of the capitalists; support which is therepetitive sin of the present-day leaderships of the movements of the workers and oppressed. To be takenseriously by the communities of the oppressed, not only must labor break from the capitalist parties, butthey must expel the police and prison guards from the ranks of labor.

Then the assemblies would be free to forge their own program and workers party that fights for a workersgovernment. One that enforces the transitional program to end capitalist exploitation and its variousideological tools: white supremacy, racism, misogyny, homophobia and the nationalism of the oppressors.
