The Concept Plan 2. In late 2004, the Lantau Development Task Force (Task Force) under the steer of the Financial Secretary prepared a Concept Plan for Lantau (Concept Plan) to provide an overall planning framework so as to ensure a balanced and co-ordinated approach for the future development of Lantau. The Concept Plan recognizes the role that Lantau could play in providing new impetus to Hong Kong’s economic development and its high conservation values. The overall planning approach is to focus major economic infrastructure and urban development in North Lantau so as to optimize the use of the transport links and infrastructure, whilst protecting the other areas of scenic and high ecological values in Lantau for nature conservation and environmentally sustainable recreational and visitor uses. 3. We briefed this Panel on the Concept Plan proposals at the meeting on 26 October 2004. With Members’support, we consulted the public on the Concept Plan from November 2004 to February 2005. During the public consultation, different sectors of the community were engaged, and a lot of comments and views were received. 4. At the joint meeting with the Panel on Environmental Affairs on 22 November 2005, we briefed Members on the outcome of the public consultation. The Revised Concept Plan for Lantau

Purpose This paper briefs Members on the Revised Concept Plan for Lantau. The Concept Plan 2. 5. Since the release of the Public Consultation Report, we have received further comments and proposals on Lantau development. On 1 March 2006, Hon CHEUNG Hok-ming moved a motion at the Legislative Council on “Development Planning for Lantau”, and the motion was passed. The development directions proposed in the motion, namely, turning Lantau into a quality tourism area, fully utilizing the infrastructure facilities for developing new economic activities in Lantau and early completion of the feasibility study on Lantau Logistics Park (LLP), were generally in line with the recommended approach for Lantau development under the Concept Plan. 6. We have taken into account the public comments and suggestions received, including views expressed during the motion debate, in revising the Concept Plan. The findings of a number of studies and progress of some major projects relating to Lantau, including the Hong Kong 2030: Planning Vision and Strategy study, North West New Territories Traffic and Infrastructure Review, Consultancy Study on the Development of the Tourism Infrastructure: Spa and Resort Facilities, LLP Development Feasibility Study, Northwest Lantau Option for Container Terminal 10, Hong Kong-Zhuhai-Macao Bridge (HZMB), etc. have also been taken into consideration in the revision work. The Revised Concept Plan 7. The Revised Concept Plan is at Annex. It is premised on the original planning vision to promote sustainable development by balancing development and conservation needs. The overall planning approach put forward in the Concept Plan (para 2 above) receives a general consensus in the public consultation exercise. 8. While the overall planning vision and broad development concept remain unchanged, we have introduced updates to the development themes and proposals. A number of new development proposals and suggestions raised by the public, which are compatible with the planning intention of the area, have been incorporated as appropriate. The major revisions and updates are summarised below -

(a) Meeting conservation needs In the light of the importance the general public attaches to

conserving Lantau, we have expanded the conservation strategy under the Concept Plan to a more comprehensive one covering

heritage and landscape conservation in addition to nature conservation. The proposed Lantau North (Extension) Country Park and Marine Park in Southwest Lantau remain part of the nature conservation strategy.

(b) Economic infrastructure and tourism/recreation development Given its locational advantages, North Lantau will remain as the

focus of major economic infrastructures and tourism/recreation developments. To enhance Hong Kong’s economic competitiveness, the economic infrastructure and major tourism proposals identified in the original Concept Plan, namely, the proposed LLP and its possible extension, a cross-boundary transport hub, a leisure and entertainment node at Sunny Bay, and a long-term option of developing a theme park / major recreational uses at Tung Chung East are retained. The proposal of developing a golf course at Tsing Chau Tsai East has however been dropped having regard to the landscape impact, and in the light of strong objections from the environmental concern groups, some professional institutes and individuals. Nevertheless, the possibility of developing a golf course in other suitable parts of Lantau in the longer term will be kept open and reviewed.

(c) Conservation, recreation and green tourism initiatives In response to public requests, we have added a new development

theme on “conservation, recreation and green tourism initiatives”. The objective is to capitalize on the nature, cultural and heritage resources of Lantau, enrich and provide education experience, and enhance the local economy and community. Under this theme, we have consolidated proposals including the enhancement of various points of interests and theme areas, and the development of eco and heritage trails, a museum to showcase Lantau history and heritage, an eco-tour centre and other supporting and ancillary facilities.

(d) Enhancing the countryside recreation potential of rural Lantau To make the best use of the recreation potential of rural Lantau,

we have proposed additional countryside recreation facilities such as new sections of cycle tracks and mountain bike trails, and a triathlon racecourse in South Lantau. These proposals are complementary to other major tourism uses in North Lantau and

green tourism initiatives in the rural areas, and would further strengthen the position of Lantau as a tourism and recreation centre.

(e) Area improvement of rural township and villages The area improvement projects aim to enhance the living

environment of the local community and help boost the local economy. In view of the public’s full support for the local improvement works at Tai O and Mui Wo, we have prepared more comprehensive land use concept plans and incorporated thereat additional facilities and infrastructure proposed by the public such as promenade, cycle tracks, improvement of Mui Wo Town Square, etc. We will conduct detailed feasibility studies on the improvement works.

The original Concept Plan proposed a number of recreational

facilities in South Lantau. Taking into account the comments and suggestions from the public, and the conservation intention, local character and infrastructure capacity of the area, we have prepared a comprehensive enhancement proposal for South Lantau Coast to optimize the recreation potential of the area. The proposal comprises a cluster of watersport facilities in association with small scale supporting facilities.

Preliminary assessments 9. We have conducted broad-brush assessments on the sustainability, environment, social and transport implications of the Revised Concept Plan. Generally speaking, the proposals should contribute positively to the development of Lantau and Hong Kong as a whole. However, implementation of the proposals would inevitably have environmental implications. The impacts of individual project should be further studied in detail, with suitable mitigation measures to be proposed. Way Forward 10. Many proposals in the Revised Concept Plan are conceptual in nature and require further studies to confirm their feasib ility and implementation aspects. In accordance with the overall planning concept of balanced development and conservation, we will accord

priority to those projects that can stimulate the local economy and improve people's livelihood. Examples of these projects are the local improvement works in Mui Wo and Tai O, eco/heritage and country trails, camping sites, mountain bike trails, cycle tracks, etc. 11. For proposals with implications for the long-term economic development of Hong Kong, which mainly comprise proposals under the theme on “economic infrastructure and tourism/recreation development”, we will deliberate on the implementation model and timetable according to actual circumstances. 12. We will continue to involve the community in the development process and will take into account public views as individual proposals progress. Executive Summary

The Concept Plan for Lantau

In2004, theLantauDevelopmentTaskForce formulatedaConceptPlan forLantau(the2004ConceptPlan) toprovideanoverallplanning framework forabalancedandco-ordinateddevelopmentofLantau. InNovember2004,athree-monthconsultationexercisewas launched. During thepublicconsultation,differentsectorsof thecommunitywereengaged.Inlate2005,aPublicConsultationReportsummarizingthepubliccomments,theAdministration’sresponsesandkeyissueswasreleased.

Taking intoaccountpubliccommentsandsuggestions,aswellas the lateststatusandfindings of relevant studies and projects, we have reviewed and updated the 2004 Concept Plan.

Shaping Future Lantau – The Revised Concept Plan

The Revised Concept Plan is at Plan 5.2. The overall planning vision and broaddevelopmentconcepts remainunchanged (i.e. topromotesustainabledevelopmentbybalancing development and conservation needs; and to focus the development of major economic infrastructureand tourismuses inNorthLantau,preserving therestofLantaufornatureconservationandenvironmentallysustainable recreationalandvisitoruses),withsomeupdatesto theoriginaldevelopment themesandproposals. Anumberofnewdevelopmentproposalsandsuggestionsraisedbythepublic,whicharecompatiblewiththeplanningintentionofthearea,havebeenincorporatedasappropriate.

Broad Development Themes and Proposals under the Revised Concept Plan

A) MeetingConservationNeeds ConservationonLantau isof theutmost importance. Wehavesubstantiatedand

consolidatedtheconservationproposalsunderthe2004ConceptPlantocoverallthreemainaspects–nature,heritageandlandscape.

B) EconomicInfrastructureandTourism/RecreationDevelopment In linewiththegeneralconsensusemergingfromthepublicconsultationexercise,

we will continue to focus major economic infrastructure and tourism / recreation development inNorthLantau. Developmentproposalsaiming toenhanceHongKong’seconomiccompetitivenessincludetheLantauLogisticsParkanditspossibleextension,acrossboundary transporthub,a leisureandentertainmentnodeatSunny Bay, and a long-term option of developing a theme park / major recreational usesatTungChungEast. Thesynergyeffectof thetourismproposalsaboveandthe existing tourist attractions will help to strengthen Lantau as a major tourist hub.

C) Conservation,RecreationandGreenTourismInitiatives Wehaveconsolidatedproposalssuchastheenhancementofkeypointsofinterests

and theprovisionofeco /heritageandcountry trails,and thedevelopmentofahistory and heritage museum, an eco-tour centre and camp sites. The objective is tocapitalizeon thenatural,culturalandheritage resourcesofLantau,enricheducational experience, complement the major tourist attractions and improve the localeconomy.

D) EnhancingtheCountrysideRecreationalPotentialofRuralLantau To furthercomplement thegreen tourism initiativesandstrengthenLantauasan

island for tourism and recreation, we have refined and further developed the cycle track/mountainbiketrailproposals,andincludedanewproposalforatriathlonracecourseinSouthLantau.

E) AreaImprovementofRuralTownshipsandVillages Wehave formulatedmorecomprehensive landuseconceptplansandproposed

additional improvementworks forMuiWoandTaiO. Wewillconductdetailedfeasibilitystudies for theseproposals. Taking intoaccount thecommentsandsuggestions from thepublic,and theconservation intention, localcharacterandinfrastructurecapacityofthearea,wehavepreparedacomprehensiveenhancementproposalforSouthLantauCoasttooptimizetherecreationalpotentialofthearea.

Assessments

Wehaveconductedbroad-brushassessmentson thesustainability,environment,socialand transport implicationsof theRevisedConceptPlan. Theassessments, ingeneral,indicatethatproposalsundertheRevisedConceptPlanshouldcontributepositivelytothedevelopmentofLantauandHongKong. Implementationof theproposalswould inevitablyhave environmental implications. The impacts of individual project should be further studied indetail,withsuitablemitigationmeasurestobeproposed.

Implementation

Mostof theproposals in theRevisedConceptPlanareconceptual innature. Theyaresubject to detailed studies to establish their feasibility and implementation requirements, as well as requirements under the relevant ordinances such as the Environmental Impact AssessmentOrdinance.

Inaccordancewiththeoverallplanningconceptofbalanceddevelopmentandconservation,priority will be accorded to those projects that can stimulate the local economy and improve people’s livelihood. For other projects with implications for the long-term economic developmentofHongKong, the implementationmodeland timetablewillbedeliberatedaccordingtoactualcircumstances.

Wewillcontinue to involve thecommunity in thedevelopmentprocessandwill take intoaccountpublicviewsasindividualproposalsprogress.

�. Background

1.1 Withmorethanhalfof its landdevotedtoCountryParksandmuchof itscoastlinestill inanaturalstate,LantauIslandhas longbeenrecognizedfor itsconservationandrecreationalvalues. Atpresent, ithasa totalpopulationofabout106,000(1).Nearly80%of thispopulation live inTungChung,with the restconcentratedatseveral major settlements including the residential suburbs at Discovery Bay, the rural townshipofMuiWo,andvillageclustersatTaiOandSouthLantau. Otherthan theNorthLantauNewTown(i.e.TungChung),which isplanned fora totalpopulation of about 220,000, no substantial growth is envisaged for the other major settlements inviewofsignificantconservationconcernsand limited transportandinfrastructurecapacities.

1.2 With the recent completion of various major economic and tourism infrastructures, Lantauoffersconsiderabledevelopmentpotential. Sincetheopeningof theHongKong International Airport in 1998, there has been a steady growth in the air traffic forbothpassengersandcargo. Currently, theairporthasanannualcapacityof45millionpassengersand4milliontonnesofcargo. Itwill increasetoanannualcapacityof87millionpassengersand9milliontonnesofcargo. Accordingto theHongKongInternationalAirportMasterPlan2020, inaddition toAsiaWorld-ExpoandSkyPier,whichhavealreadyopened, therewillbeacontinuingexpansionoffacilities, including theSkyCityPhase1andadditionalcargohandling facilities.Furthermore,theopeningofnewattractionssuchasHongKongDisneyland,NgongPing360andWisdomPathhasboostedLantau’spotentialfortourismdevelopment.

1.3 Pursuant to the2004PolicyAddress, theLantauDevelopmentTaskForce(TaskForce)wassetup toprovideapolicysteeron theeconomicand infrastructuredevelopmentonLantau. Initially, theTaskForcedrewupaConceptPlan forLantau (the2004ConceptPlan),whichaimed toprovideabalanced, integratedapproachtodevelopmentandconservationandacoherentplanningframeworkforLantauasawhole. InNovember2004,a three-monthconsultationexercisewaslaunchedtoinvitecommentsonthe2004ConceptPlanproposals.Duringthepublicconsultation,differentsectorsofthecommunitywereengagedandalotofcommentsandviewswerereceived. In late2005,aPublicConsultationReportsummarizingthepubliccomments,theAdministration'sresponsesandkeyissueswasreleased.

�. The �004 Concept Plan – Themes and Development Proposals

2.1 Inpreparing the2004ConceptPlan,wehadmade reference toanumberofterritorialandstrategicplanningstudies, including theHongKong2030:PlanningVisionandStrategy(HK2030Study);theSouthWestNewTerritoriesDevelopmentStrategyReview–RecommendedDevelopmentStrategy;andotherstudiesandproject proposals related to Lantau. A number of factors, including long-term territorialdemands, thestrategiccontextofLantau, itsdevelopmentopportunitiesandconstraints,andlocalconcernswerealsotakenintoaccount.

2.2 Theoverall visionof the2004ConceptPlanwas topromote thesustainabledevelopmentofLantaubybalancingdevelopmentneedsandconservation,withthe major economic infrastructure and tourism development focused in North Lantausoastooptimizetheexistingandplannedtransportinfrastructure.Therestof the island, which comprises high-quality landscape and ecologically sensitive naturalenvironment,shouldbepreservedfornatureconservationandsustainablerecreationalandvisitoruses(Plan2.1).

2.3 Undertheaboveplanningframework, thefollowingfourdevelopmentthemeswereproposed:

A) EconomicInfrastructureandTourismToenhance theeconomiccompetitivenessofHongKong through furtherdevelopment of economic infrastructure and tourism on Lantau. Major developmentproposals included theLantauLogisticsPark (LLP),acrossboundary transporthub,a leisureandentertainmentnodeatSunnyBay,apossiblethemeparkorrecreationalusesatTungChungEast,agolfcourse-cum-resortinNorth-EastLantau,andresortfacilitiesinSouthLantau.

B) ThemeAttractionsbasedonHeritage,LocalCharacterandNaturalLandscapeToboostthelocaleconomybyharnessingtherecreationalpotentialandlocalattractions of rural Lantau. Major proposals included a museum and eco-tourcentre,renovationworktogiveMuiWoa ‘facelift’,preservationofTaiOfishing village, a cycle track and mountain bike trail network, boardwalks and watersportscentresinSouthLantau.

C) MaximizingtheRecreationalPotentialofCountryParksTopromotesustainableeducationaland recreationalactivities through thedevelopmentofadditionalfacilities,includingacomprehensivenetworkofeco-trails,heritagetrailsandsitesformodernfamilycampinginselectedareasinoraroundtheCountryParksonLantau.

D) MeetingNatureConservationNeedsToachievebalanced,well integratedplanningandconservationneeds,implementationof theproposedLantauNorth(Extension)CountryParkandMarinePark inSouthWestLantau,aswellasothernatureconservationproposals,wererecommended.

3. Publ�c Consultat�on – Key Comments and Responses

3.1 Duringthethree-monthpublicconsultationonthe2004ConceptPlan,thecommunitywasengaged.Twopublic forums,onefor thegeneralpublicandtheotherfor theLantaucommunity,wereheld. Twenty-nineconsultativesessionswerearrangedforrelevantstatutoryandadvisorybodies,DistrictCouncils,RuralCommittees,AreaCommittees, localresidents, localcommunityorganizations,professional institutes,environmentalconcerngroups,andrelevantstakeholders in thetourism, logistics,leisureandrecreationsectors. Apart fromcommentsandsuggestionsreceivedatthepublic forumsandconsultativesessions,over540writtensubmissionswerereceivedduringandaftertheconsultationperioduptotheendof2005.Asummaryofcommentsandresponses isavailableat thedesignatedwebsite for the2004ConceptPlan(http://www.pland.gov.hk/lantau/index.html).

3.2 Thepublicgenerallysupportedabalancedandco-ordinatedapproach inplanningthe future development of Lantau. These public comments reconfirmed the overall planningvision forLantau, i.e. topromotesustainabledevelopmentbybalancingdevelopmentneedsandconservation.Thebroaddevelopmentconceptsoffocusingmajor economic infrastructure and tourism uses in North Lantau, while protecting ruralLantaufornatureconservationandsustainablerecreationalandvisitoruses,werealsowellreceived.Inparticular,astrongsentimentwasexpressedforretainingthe natural and rural character of South Lantau. Other major comments received are summarizedasfollows:

Proposalsfornewinfrastructures inNorthLantautoprovidefreshimpetusforHongKong’seconomicdevelopmentweregenerallyagreedwith,althoughsome queried the need for the LLP and any resulting adverse environmental impact.

Therewasgeneralsupport for turningLantau intoatourism,recreationalandleisurecentreandprovidingagreatervarietyoftouristattractionstostrengthenLantau’sappeal.

Therewasstrongsupportfornewcountrysiderecreationalfacilitiesandnature-basedattractionsproposed for ruralLantau. Many ideasandproposals foradditionalattractionsandfacilitiestopromotecountrysiderecreationandgreentourismwerereceived.

The “preservation of Tai O fishing village” and “facelift of Mui Wo” received full supportfromthelocalcommunityandthegeneralpublic.Additionalattractionsand infrastructure improvementwereproposedby thepublic.Therewasageneralconsensusforearlyimplementationofthelocalimprovementworks.

AlthoughthereweredividedviewsontheproposedwatersportscentresandboardwalkatCheungShaandPuiO, therewasageneralconsensus thatthere should be initiatives to promote local tourism and better enjoyment of the beachesatSouthLantau.

Therewasunanimoussupport for thenatureconservation initiatives. Theconservationproposalsshould,however,beextendedtocoverheritageandlandscapeconservation.

Criticismwasreceivedforthelackofaclearcommitmenttowardsconservation.Inparticular,programmes for thedesignationof theproposedLantauNorth(Extension)CountryParkandSouthWestLantauMarineParkwerelacking.

3.3 Apart frommakingcommentson the2004ConceptPlanproposals, thepublicsubmittedanumberofdevelopmentproposalsandideas,mostlyrelatedtotourismand recreation. There were also strong requests, especially from the locals, to improvetheaccessibilitywithinLantau.Proposalsonadditionalroadlinksandthegreateruseofwatertransport,suchasisland-hoppingferries,werereceived.

3.4 Thepublicalsoexpressedconcernsaboutotherproposalsnamely theremainingdevelopmentofNorthLantauNewTown, theproposedHongKong–Zhuhai–MacaoBridge (HZMB), theNorthwestLantauoption forContainerTerminal10(CT10), and the proposed liquefied natural gas receiving terminal on Soko Islands. ManywereconcernedaboutpossibleimpactsoftheseproposalsontheenvironmentofLantauand theirconflictwithproposalsunder the2004ConceptPlan. Wehave referred thesepubliccomments to relevantbureauxanddepartments forconsideration.

4. Stud�es and Projects Affect�ng Lantau – An Update

4.1 Since the release of the 2004 Concept Plan, several major studies and projects related to Lantau have either commenced or been completed. The latest findings and position of these studies and projects have been taken into account in revising the2004ConceptPlan.

Hong Kong �030 Study4.2 TheHK2030Studyaims toprovideanupdatedplanning framework toguide the

formulationofa long-termdevelopmentstrategy forHongKongup toyear2030.Thethirdstageof theStudy,whichaimstoestablishplanningdirection for futuredevelopmentoftheterritory,acknowledgestheconservationvalueofLantauaswellasitspositioninstrengtheningHongKong’slogisticsandtourismdevelopment.Thebroadstrategicdirection forLantau is toconfinedevelopment to thenewtownofTungChung,andretaintherestof the islandforconservationaswellasessentialinfrastructureandenvironmental-friendly recreationaland tourismpurposesatsuitable locations. Lantauwouldcontinuetobea“tourist, recreationaland leisurecentre”.

4.3 The fourth stage (i.e. the final stage) of the HK2030 Study formulates development strategiesandresponseplans. Toaddress the issueof land-useplanning in thecontextofsustainabledevelopmentandminimizinganyenvironmental impact,the final stageof theStrategicEnvironmentalAssessmentunder theHK2030Study (HK2030 SEA) was commissioned in March 2006. Major development and infrastructureproposals in theterritory, includingthoseonLantau,havebeencovered in the SEA. Relevant findings in the SEA have been taken into account in revisingthe2004ConceptPlan.

Northwest New Territories Traffic and Infrastructure Review 4.4 TheTransportDepartment (TD)conducted the firstNorthwestNewTerritories

(NWNT)Trafficand InfrastructureReview(TIR) in2002 toassess the long-termneedsfor transport infrastructuredevelopment inNWNTandNorthLantau, takinginto account the impact of the major developments under construction or planning in theseareas. Another reviewwasundertaken in2004,and the findingswerediscussedbytheLegislativeCouncilPanelonTransportin2005.

4.5 The latest findingsof theNWNTTIR in2004 recommendedundertaking furtherinvestigation and engineering feasibility studies on four highway projects, namely “Tuen Mun Eastern Bypass”, “Tuen Mun Western Bypass and Tuen Mun - Chek Lap Kok Link”, “Link Options between Tuen Mun and Lantau” and “Tsing Yi - Lantau Link”, to ascertain their technical feasibility, overall costs and environmental impact foroptionevaluationandselection. These feasibilitystudiesareexpected tobecompletedin2008.

Consultancy Study on the Development of New Tourism Infrastructure – Spa and Resort Fac�l�t�es

4.6 In2004,theGovernmentcommissioneda“ConsultancyStudyontheDevelopmentof New Tourism Infrastructure: Spa and Resort Facilities” (SRF Study) to identify the potentialofdevelopingworldclassspaandresortfacilitiesinHongKong.TheSRFStudywascompletedandreleasedforpublicinformationinApril2006.Itconcludedthatmarketdemandwouldbethedrivingforceforsuchdevelopment,andthatitwasfortheprivatesectortotaketheleadwhiletheGovernmentshouldplayafacilitatingrole. Theconsultantconductedthreecasestudies,oneofwhichwasonasite inCheungShaonLantau,toidentifythegeneralissuesinvolvedinthedevelopmentofspaandresortfacilitiesinHongKong.ForthecasestudyontheCheungShasite,preliminary environmental, ecological, traffic, marine traffic, geo-technical, sewage, drainageandutilityassessmentsindicatedthatarelativelysmall-scaleandlow-risespa and resort development on the site was feasible, subject to appropriate positive intervention,suchaslandscapeimprovementworks.Thescaleofthedevelopmentand architectural forms should avoid significant impacts on the local environment.

LLP Development Feas�b�l�ty Study4.7 In2003, theGovernmentconsidered theneed todevelopa logisticsparkasa

designatedfacility for theprovisionof integrated logisticsservices. Basedonthefindingsof theScopingStudycompleted inmid2004, theCivilEngineeringandDevelopmentDepartment (CEDD)commissioneda“LLPDevelopmentFeasibilityStudy” in early 2005 to confirm the technical feasibility of the logistics park. Taking intoaccount the recommendationof theoptionassessment in theStudy, theproposedlocationfortheLLPhasbeenmovedeastwardsawayfromthewaterinletofTaiHoBaytoavoidpossibleimpactonthearea.

4.8 TheLLPDevelopmentFeasibilityStudy is in its finalstage. Its findingswillserveto address the statutory requirements for subsequent reclamation and zoning of the site. The public will be consulted on the LLP project at appropriate time and in accordancewiththerelevantstatutoryprocedures.

Feas�b�l�ty Study for the Rema�n�ng Development �n Tung Chung 4.9 TungChungis toremainacomprehensivelyplannednewtownforapopulationof

220,000, with adequate community facilities and regional facilities to serve the whole ofLantau.WhilekeepingtheexistingandcommitteddevelopmentsinTungChungCentral intact, thenewtownextensionwill focusonTungChungWestandEast.CEDDwillcommissiona“FeasibilityStudyfortheRemainingDevelopmentinTungChung” (Feasibility Study) to comprehensively review planning and development for theremainingpartsofTungChung.TheFeasibilityStudywillassessinbroadtermsthe feasibility of including a theme park or major recreational uses in Tung Chung Eastasalong-termoption,takingintoaccountthedevelopmentofexistingandnewtheme parks, and market demand projections in the future.

4.10 The HZMB was taken as a planned project in the 2004 Concept Plan. An InvestigationandPreliminaryDesignStudyfortheHongKongSection(HKS)oftheHZMBand theNorthLantauHighway(NLH)Connection isbeingundertakenbyHighwaysDepartment (HyD). Thestudywilladdress thepossibleenvironmentalconcernsand issues raisedduring theconsultationon the2004ConceptPlan,such as air quality impact in Tung Chung, implications for marine habitats and the natural coastline, and traffic and visual implications. In parallel, the Governments of Guangdong, Hong Kong and Macao have commissioned a joint consultancy study onthelocationsandarrangementsforBoundaryCrossingFacilities(BCF),underthemode of “Separate Location of BCF”.

4.11 TheStudyonHongKongPort–MasterPlan2020(HKP2020Study)commissionedbytheEconomicDevelopmentandLabourBureau(EDLB)wascompletedin2004.Twopossible locations forCT10were identified,namelyNorthwestLantau(NWL)and Southwest Tsing Yi. Both sites have their pros and cons, and a final decision onsiteselectionhasyet tobe taken. Asrecommendedby theHKP2020Study,EDLBcommissionedanEcological,FisheriesandWaterQualityImpactAssessmentStudy for theproposedPortDevelopmentatNorthwestLantau (EcologyStudy)inDecember2005. TheEcologyStudywillprovide informationon theexpectedseverityandenvironmentalimpactofconstructionandoperationoftheproposedportat NWL, not only on fisheries and water quality but also on Chinese White Dolphins whichinhabitthearea.EDLBwillfurtherevaluatetherelativemeritsandsuitabilityofthe two location options in the light of the findings of the Ecology Study.

In view of the overall conservation objectives, local topography,accessibilityand infrastructurecapacity, large-scale recreationandtourism projects should be avoided. Takingintoaccountpubliccommentsinadditiontothecoreplanningprinciples,localcharacterand infrastructurecapacity,proposalshavebeenpreparedforbeachfrontenhancementatSouthLantauCoast, includingtheprovisionofaclusterofwatersportsfacilitiestooptimizetherecreationalpotentialoftheareaandmakeuseoftheextensiveinshorewaters.

�. Broad Development Themes and Proposals

A) Meet�ng Conservat�on Needs – A Comprehens�ve Conservat�on Strategy

6.1 Given the island’s unique natural landscape, ecological environment and cultural heritage,conservationonLantaushouldbeattachedwiththeutmostimportance.Inadditiontonatureconservation,wehavedevelopedacomprehensiveconservationstrategytocovertheheritageandlandscapeaspectsaswell.

A1) NatureConservation(Plan6.1)Lantausupportsarichdiversityof floraandfauna. Manyrarespecieshavebeen found and many ecologically important areas identified, including natural woodland,montane forest, coastalwatersandstreams. In viewof theirconservationvalue,appropriateprotectionmeasuresshouldbeadopted. Forareasalreadycoveredunder theCountryParks,SitesofSpecialScientificInterest(SSSIs),andconservation-relatedzoningsonthestatutorytownplans,theywouldcontinuetobeconservedunderexistingmechanism.Onlyessentialinfrastructuresanddevelopmentscausingnoundue impacton thenaturalenvironmentshouldbeallowed.

TheproposedLantauNorth(Extension)CountryParkandSouthWestLantauMarineParkwill substantiallyextend theareaundernatureconservationlegislation.Inaddition,theAgriculture,FisheriesandConservationDepartment(AFCD),asanon-goingexercise for the territoryasawhole,will conductecologicalsurveystoupdatetheecologicaldatabaseforLantau.Thedatabasewill highlight any requirement for designating new SSSIs, as well as developing conservationplans forendangeredspecies. TheAFCDhasalsodevelopedconservationplansforChineseWhiteDolphins,andcarriedouthabitatcreationtrials for butterflies at Nam Shan, and fish and amphibians at Tung Chung Au.

A3) LandscapeConservation(Plan6.3)Variousprotectivemeasuresareproposedforconservingareasof landscapecharacters. Within theCountryParksand theproposedextensionarea,nodevelopmentshouldtakeplaceexceptwiththepermissionoftheCountryandMarineParksAuthority.Forthelandscapeprotectionarea,newdevelopmentsshouldnotcompromise theexisting landscapesettingor localenvironment,and landscapingshouldbecarriedout tomitigate theeffectofanynewdevelopment.Thecoastallandscapeprotectionareashouldbepreservedinitsnaturalstate.Anyformsofdisturbanceshouldbeavoidedasfaraspossible,unless there isoverridingpublic interest,e.g. for theprovisionofessentialinfrastructures.Inareasofspeciallandscapecharacters,suchasTaiO,NgongPing/KeungShan/TeiTongTsai,PuiO/CheungShaandTaiHoValley,newdevelopmentswillbepermissibleonlyifduerespecthasbeengiventotheunique landscape character.

TheGovernmentwillcontinuetocarryoutproperlandscapingfordifferentareastoenhanceLantau’snaturalenvironmentandbiodiversity. InNorthLantau,enhancementmeasuresareproposed for theNLHand thenewwaterfront.The NLH, other than being a major transport corridor, also serves as a ‘gateway’ forvisitorsfromtheAirport.ItisimportanttoofferthesevisitorsanimpressiveimagebeforeenteringthemoreurbanpartsofHongKong.Properlandscapingincludingappropriatescaleofgreeningandornamental featuresshouldbeprovided to enhance the visual and environmental quality of the corridor. There shouldalsobepropercontrolonfuturedevelopmentsalongthehighway.

B) Economic Infrastructure and Tourism / Recreation Development (Plan 6.4)

6.2 Given its locational advantages, North Lantau will become the focus of major economicinfrastructuresandtourism/recreationdevelopment.TheproposedLLPandCrossBoundaryTransportHub, togetherwith theHongKong InternationalAirport, theplannedHZMBandotherstrategictransport links,willstrengthenHongKong’sroleasaregional transportand logisticscentre. FollowingtheopeningofnewtouristattractionssuchasHongKongDisneyland,NgongPing360andWisdomPath,othertourismandrecreationalusesmaybedevelopedinNorthandNortheastLantau.ThesynergyeffectcouldstrengthenthestrategicpositioningofLantauasamajor tourism hub.

B1) LLPInviewof theneedtoenhancethecompetitivenessofHongKong’s logisticsindustry,developmentof theLLP isstronglysupportedby theHongKongLogisticsDevelopmentCouncil. Toavoidpossibleenvironmental,visualandecological impactsonTaiHoBay,whichisanecologicallysensitivearea,thelocationof theproposedLLPhasbeenmovedeastwards- furtherawayfromthewaterinletofTaiHoBay.TheFeasibilityStudyoftheLLPDevelopmentisin its final stage. We will consult the public on the LLP project at appropriate timeandinaccordancewiththerelevantstatutoryprocedures.

B2) PossibleLLPExtensionorOtherCompatibleUsesAreatothewestoftheLLPatSiuHoWanisproposedforpossibleextensionoftheLLPorothercompatibleuses,includingrecreationaluses.Aconceptualproposal foramotor racingcircuit (MRC)hasbeensubmittedby theHongKong Automobile Association. The MRC would be a private initiative subject to relevant statutory and regulatory requirements. The project proponent would need to submit further details on the technical feasibility, financial viability, and environmental acceptability of the project.

B3) CrossBoundaryTransportHubIn linewiththepolicyofusingrailwaysasthebackboneof transportnetwork,theproposedcrossboundary transporthubabove theexistingMassTransitRailway(MTR)SiuHoWanDepot is intendedtomeet, in the longterm, theneed forpark-and-ride facilities forvehiclescoming fromPearlRiverWest.The project proponent, the MTR Corporation Limited, has expressed interest in conducting a detailed technical feasibility and financial viability study on the proposal. TheGovernmentwillcarefullyexamine the findingsof thestudybeforetakinganydecisionontheproposal.

Theplanning intention is toprovideintheareaaclusterofentertainment,leisureandtouristfacilities.Thedevelopment should be market-driven with its scope, scale and nature subject tofurtherassessments.

B5) PossibleThemePark/MajorRecreationalUsesatTungChungEastFor long-termplanningpurposes, there ismerit inretainingTungChungEastas a possible location for a theme park or major recreational uses. The latter may includeentertainmentcentre,marina,watersportscentre, internationalperformancevenue,conventioncentreandhotel,etc. TheFeasibilityStudyforRemainingDevelopmentinTungChungtobecommissionedbyCEDDwillassessinbroadtermsthenatureandtechnicalfeasibilityofthepossiblethemepark / major recreational uses and their compatibility with developments in the vicinity.

Land-basedactivitiesunder this initiativemayincludeeco-andheritagetours,visitstomuseumandeco-tourcentre,trailwalking,sunrise / sunset watching, plant and flora studies, stargazing, nature appreciation, visitingruraltownships,templesandmonuments,organicfarming,cycling,mountainbiking, familyandwildcamping. Marine-basedactivitiesmay includedolphinwatching,coastalecologyandgeomorphologyappreciation,andisland-hopping.

C1) EnhancingKeyPointsofInterestsLantau supports a rich diversity of flora and fauna, as well as sites of historical, culturalandarchaeological interests. Therearea lotof interestingsitesandareas,e.g.TungChung,NorthwestLantau,TaiO,FanLau,NgongPing,KeungShan,TaiHo,MuiWo,SouthLantauCoastandChiMaWan.Therenovation/enhancement projects for areas such as Ngong Ping, Tai O, Mui Wo and South Lantaucould incorporatemeasurestoenhancetheirgreentourismpotential.Withcarefulplanningandsensitivedesign, theseareascouldprovideanopportunity for visitors to enjoy and appreciate the natural scenery and cultural heritage, without compromising the conservation objectives.

C2) Eco/HeritageandCountryTrailAneco/heritagetrailnetworkisproposedtolinkupsitesofheritage,culturalandecological interests. Connected to theexistingLantauTrailandothercountry trails, itwillhelp to integratevariousactivitynodesandplacesofaccommodation,thusenhancingtheoverallattractivenessofgreentourismonLantau.AcountrytraillinkingMuiWo,TaiHo,TungChung,TaiOandFanLauisalsoproposedtoprovideanadditional recreationopportunity for residentsandvisitorsalike.

Tofacilitate theCountryParkvisitors,thecentrecouldbe locatedatNgongPingornear theTungChungMTRStation. Its location, scale and design are subject to further feasibility study.

C5) CampSitesHigh-quality family camping sites are proposed at Pui O and Nam Shan. The scaleofdevelopmentshouldbeenvironmentallysustainableand inharmonywiththesurroundingnaturalsetting.

6.4 Tocomplementtheaboveinitiatives,anumberofsupportingservicesandfacilitiesare required. These include improved sign-posts and information boards, off-site mapsat ferrypiersandMTRstations,andfacilitiessuchastoiletsandemergencytelephones,andspecialtrainingongreentourismfortourguides,etc.

D) Enhanc�ng the Countrys�de Recreat�onal Potent�al of Rural Lantau

6.5 This initiativeaimstoenhancetherecreationalpotentialof theCountryParksandrural Lantau without causing negative impact on the natural environment. Major proposals includecycle tracks /mountainbike trailsanda triathlonracecourse.These proposals are complementary to the major tourism proposals and green tourism initiatives forLantau,andcould furtherstrengthenLantauasan islandfor tourismandrecreation. It isalsoexpected that theseproposalswillenhanceemploymentopportunitiesandhelpboostthelocaleconomy.

6.6 Apart from the two major proposals above, proposals for a variety of countryside recreational facilities,e.g.horse-ridingcentre,orienteeringcourse,adventuretrainingsites,surfing trainingcentreand fishinggrounds,were receivedduringpublicconsultation.Theseproposalscanbefurtherconsideredinthelocalplanningcontext.

E) Area Improvement of Rural Townships and Villages

6.7 Toenhancethelocalcommunityandtohelpboostthelocaleconomy,improvementworks are proposed for the three major rural settlements on Lantau, namely Mui Wo, TaiOandSouthLantauCoast.

E1) FaceliftofMuiWoMuiWowasa traditional ‘gateway’ toLantau. Inrecentyears, its ‘gateway’function, however, hasbeen takenover byTungChung, and it facesadeclineasanattraction tovisitors. Thepurposeof theproposed ‘facelift’ isto rejuvenate the town as a leisure and historic rural township (Plan 6.8), and toenhance itsattractivenessand recreationalpotential, thus improving thelocal economy. Major proposals include a new entrance plaza and waterfront promenade,complementedby theupgradingof the foodstalls, retailshopsandcafes. Aboardwalk isproposedto linkuptheareaaroundtheferrypierand the town square, which will be redeveloped into an open space with commercialoutlets,andvenueforperformances. Acycle trackandheritagetrail isproposedtoconnect thepointsof interests, includingthewaterfallandoldwatch-towers. Detailsof theproposalswillbeassessed inadedicatedfeasibilitystudy.Otherproposalsincludingopeningoftheex-silverminecave,marina,watersports centreandnatureeducationcentrecouldbe furtherconsideredinthelongterm.

AsitenearLowerCheungShaBeachwasselectedasacasestudyforaspaandresortdevelopmentunder theSRFStudy. Completed inApril2006, theSRFStudy’spreliminary technicalassessmentconcluded that thesitewasfeasible for relativelysmall-scaleand low-risespaandresortdevelopment.However,any initiatives forspaandresortdevelopmentshouldbedemanddrivenandprivatesector led. Besides,detailedassessmentwillneedtobeconductedtoaddressanyenvironmentalissues.

�. Assessments

Susta�nab�l�ty Assessment 7.1 Apreliminarysustainabilityassessmentof theproposals in theRevisedConcept

Planhasbeenconducted. Theassessment indicates that theproposalsshouldcontributepositively to theeconomicdevelopmentofHongKongandreinforce itspositionasa regional tourism, transportationand logisticshub. In thiscontext,Lantau will benefit from the creation of employment, investment and local business opportunities. Recreation-related initiativeswillprovideopportunities formoreleisure,recreationandsports facilitiesandarethusconduciveto thesustainabilityprincipleofenhancingculturalvibrancyandcontributingtowardssocialcohesionandfamilysolidarity. Theproposedconservationstrategywillhelpprotect thenaturalhabitats,landscape,culturalheritageandtherichbio-diversityoftheisland.

7.2 Implementationof theproposalswill inevitablyhaveenvironmental implications.The sustainability assessment has identified potential issues, such as air and noise pollutioninboththeconstructionandoperationphases,impactscausedbyproposedreclamations on water quality, impacts on biodiversity and natural resources, thecapacityof transport infrastructure,possibledevelopmentpressure inSouthLantau,social impactson the localcommunityaswellas theoverallcumulativeeffectsarising fromthe implementationofproposalsunder theRevisedConceptPlan and other development projects under planning on Lantau. The sustainability assessment recommends that impacts of each individual projects should be studied indetailinfurtherenvironmentalimpactassessmentsorenvironmentalassessments,and that proposals should only be taken forward if the findings of these assessments confirm that the environmental impacts are acceptable. Suitable measures should beadoptedtomitigatethepossibleimpacts.

7.3 Basedontherecommendationsof thesustainabilityassessment, theGovernmentwill take forwardproposalsunder theRevisedConceptPlan inphases. Wewillundertake for individualproposalsdetailed feasibilitystudies, includingdetailedsustainabilityassessments,environmental impactassessmentsandenvironmentalassessments,andwilldevelopmeasures toaddressanypossible impactsandpublicconcerns. At the implementationstage,dueconsiderationwillbegiven totheevaluationofalternatives,minimizingenvironmentalandecological impacts,optimizing thesocial,economicandenvironmentalbenefitsandpreserving thecharacterofLantau.

Environmental Implications - Strategic Environmental Assessment7.4 The HK2030 SEA has considered major infrastructure and development proposals

for thewholeterritory, includingthoseproposedforLantau. Theconsultantshaveundertakenabroad-brushEnvironmentalAppraisal (EA)of theRevisedConceptPlan,aswellasageneralassessmentofthecumulativeimpactofproposalsundertheRevisedConceptPlanandotherplanneddevelopmentsonandaroundLantau.

7.5 TheEAconcludes that theRevisedConceptPlanprovides initiatives to furtherdevelopLantaubyenhancingandbuildingupon theexisting infrastructure,andoffersopportunitiesforsocialprogressandeconomicadvancement. Areasofhighconservationvalue inNorthLantauhavebeenavoided,withnewdevelopmentsfocused inNorthLantau. TheConservationStrategy,which is integral to theRevisedConceptPlan, isapositive initiativetoprotect thevaluableecologicalandlandscape resources inLantaunorthandsouth. Nonetheless,proposalsundertheRevisedConceptPlanhavepotentialcumulativeenvironmental implications,andit isnotpossibletostatecategoricallythatthedevelopmentoftheseproposalsandotherproposedorplanneddevelopmentsonLantausuchastheHZMB,futuredevelopmentof theHongKong InternationalAirportorgrowthofTungChungNewTownwillhavenoadverseenvironmental impact. Besides, thereareairandnoiseissuestobeconsideredindetail.ThepopulationforLantauwouldbetripled,meaningthatmorepeoplemaybeaffectedbythepossibleairandnoiseimpacts.Inconsideration of this increase in population and the corresponding increase in traffic andtransportneeds,effortsshouldbemadetoadoptsustainableformsoftransportand rail system as far as possible. Feasibility studies are required for the major developmentproposals toexamine theappropriatephasingof thedevelopmentconcerned, and take account of environmental improvement and abatementstrategies,suchastheintroductionofEUROIVemissionsstandards.

7.6 TominimizenegativeenvironmentaleffectsonthenaturalandruralenvironmentofLantau,theEArecommendsthatthelocationofproposeddevelopmentshouldavoidanyinfringementonenvironmentallyandecologicallysensitiveareas.Forthelarge-scale infrastructure projects in North Lantau as well as the small-scale local works in ruralLantau,environmentallyfriendlymeasuresshouldbeadoptedinthedesignandconstruction of the projects to minimize any possible adverse impact.

7.7 Whereappropriate, furtherstudiesshouldbeundertaken for individualproposalstoconfirmtheirenvironmentalacceptability. Inparticular,any individualproposalor project which constitutes a Designated Project under the Environmental ImpactAssessment(EIA)Ordinancemust followthestatutoryEIAprocessesandrequirements under the EIA Ordinance, including obtaining an Environmental Permit for construction and operation of the project. The environmental impact of the project itself and the cumulative impact of any related projects must also be assessed.

Social Implications7.8 Meeting local aspirations and community needs was one of the major considerations

informulatingthe2004ConceptPlan.The2004ConceptPlanhasbeenreviewedandrevisedtaking intoaccountpubliccommentsandsuggestions. It isenvisagedthat the Revised Concept Plan will benefit the local community as well as the general public.

7.9 Lantauhasanexistingpopulationofabout106,000,ofwhichabout80%and15% live inTungChungandDiscoveryBay respectively. The remaining5% isaccommodated in therural townshipofMuiWoand thevillageclustersofTaiOandSouthLantau. Other thanTungChungwhichhasaplannedpopulationofupto 220,000, no other major residential development or population increases are envisaged in theRevisedConceptPlan. As theRevisedConceptPlandoesnotaffect any existing residential development, no rehousing or resettlement is required. There will not be any major impact to the local community.

7.10 The objective of the major infrastructure, tourism and recreation proposals is to provideadded impetus toHongKong’seconomicdevelopmentbysubstantiallyenhancingemployment, investmentandbusinessopportunitiesonLantau. Greentourisminitiatives,cycletrackandlocalimprovementworkswillhelptoprovidelocalemploymentopportunities,boost the localeconomyandaddvibrancyof theruraltownshipsandvillages. Theproposedarea improvementworkswillalsohelp toprovideanimprovedcommunityenvironmentforthelocalpopulation.

7.11 Withcareful selectionof sites, sensitivedesignandpropermanagement, theproposed nature- and heritage-related initiatives should not result in any significant adverse impacton thevaluablenaturalandheritageassetsof thearea. Rather,theyshouldhelp tosustain theculturalattributesand localcharacterof theareasconcerned,andenhance thesocialcoherenceof thecommunity. Moreover, theproposedcountryside recreational facilitiesandgreen tourism initiativesshouldprovide a greater choice of leisure, recreation and sports facilities for enjoyment by thelocals,generalpublicandtourists.

7.12 Toensure that theRevisedConceptPlanproposalsmeet localaspirationsandexpectations,theGovernmentwillmaintaincontinuousdialoguewiththelocals.

Transport Implications7.13 Strategic road linksconnectingNorthLantau to theNWNTand themainurban

areas are being studied with a view to meeting increasing traffic demand (Plan 7.1). AccordingtotheNWNTTIR,itisenvisagedthattheBaseNetwork(i.e.theexistingroadsplus thecommittedhighways, including theHZMBandNLHConnection) inNWNT will operate within manageable levels until 2016. Additional traffic generated from theRevisedConceptPlanproposalsandother planneddevelopments,includingtheremainingdevelopmentoftheNorthLantauNewTownandexpansionofairportfacilities,intheshortandmedium-termcouldbedulycateredfor.However,further traffic impact assessments should be carried out for those major development proposals to assess their traffic impacts.

7.14 To accommodate long-term traffic demand, possible packages of highway projects havebeen identified in theNWNTTIR(Plan7.1). They include:(1)LantauRoadP1, Tsing Yi - Lantau Link (TYLL) and Pa Tau Kwu Section of the Chok Ko Wan LinkRoad;(2)TsingLungBridge(TLB)andaconnectingroadbetweenTLBandTYLL; (3) Tuen Mun - Chek Lap Kok Link; and (4) Link Options between Tuen Mun and Lantau. In total, these projects represent the maximal network now identified for NorthLantau.InthelightoftheNWNTTIR,TDhasdrawnuptherelativeprioritiesfor thenecessaryhighway infrastructure tomeet the trafficneedsofNWNTandNorth Lantau. However, as planning of certain major developments in the region is stillunderway,TDwillcontinuetocloselymonitor thepaceofsuchdevelopmentsand make corresponding adjustments to the implementation and relative priorities of the highway projects.

7.15 Under the Revised Concept Plan, major economic and tourism infrastructures thatwill generatemostexternal trafficareplanned inNorthLantau. Prior toimplementationof theproposals, further traffic impactassessmentswillbecarriedout.

7.16 Internal transport between North and South Lantau is constrained by localtopographyandenvironmental factors. TheonlyroadconnectingnorthandsouthLantauisTungChungRoad.ThemainroadlinkforSouthLantauisSouthLantauRoad,which traverses thesouthcoast fromeast towest (Plan7.1). Bothare‘closed roads’,with roadpermitsystemsgoverning theuseof the roads. TungChungRoadwillbewidenedtoastandardsingletwo-laneroad.Theimprovementworksarescheduledforsubstantialcompletionin2008.WiththecompletionoftheimprovementofTungChungRoad,thesafetyof thisnorth-southaccessofLantauwillbeenhanced.

7.17 InplanningforSouthLantau,wehavegivendueconsiderationtotheconservationand recreationalvalueofSouthLantauand thecapacityconstraintof the roadsysteminthisarea.Thereforeonlyrelativelysmall-scalerecreationalenhancementsareproposedinthearea,thetransportimplicationsofwhichshouldnotbeexcessive.Therewillbesome increase in thepopulationandvisitation figures,whichcangenerallybecateredforbythewidenedTungChungRoad,minorimprovementstoSouth Lantau Road and Keung Shan Road and public transport services. Subject to further studies, a jetty could also be provided at Cheung Sha to cater for private leisureboatsand islandhoppingactivities(Plan7.1). ThiswouldhelpbringmorevisitorstoSouthLantauandTaiO.

8. Implementation

8.1 Inaccordancewith theoverallplanningconceptofbalanceddevelopmentandconservation, priority will be accorded to those projects that can stimulate the local economy and improve people’s livelihood. For other projects with implications for the long-termeconomicdevelopmentofHongKongsuchastheLLP,theimplementationmodelandtimetablewillbedeliberatedaccordingtoactualcircumstances.

8.2 The proposals in the Revised Concept Plan are conceptual and require further studies to confirm their feasibility (including the corresponding resource implications) and implementation aspects. In particular, all designated projects under the EIA OrdinancewillhavetogothroughthestatutoryEIAprocedures.

8.3 Wewillcontinuetoinvolvethecommunityinthedevelopmentprocess,andwilltakeintoaccountpublicviewasindividualproposalsprogress.

Conservation Strategy for Lantau

1. Purpose

This is toprovideacomprehensiveconservationstrategy,aspartof theRevisedConceptPlan for Lantau, to cover all threemainaspects of nature, heritageand landscapeconservation.

2. Nature Conservation

2.1 Lantausupportsa richdiversityof floraand fauna. Many rarespecies,suchasRomer’sTreeFrog,havebeen foundandmanyecologically importantsites includingmontaneforest,naturalwoodland,uncontaminatedstreams,andcoastalwatershavebeenidentified(Plan6.1). Toensure theconservationof thesespeciesandsites,appropriateprotectivemeasuresshouldbeputinplace.

(a) Country Parks and Special AreasCountryParksandSpecialAreasdesignatedunder theCountryParksOrdinancewould provide the most stringent statutory protection against incompatibledevelopments. Atpresent,about54%ofLantau Island iscoveredby theLantauNorthandLantauSouthCountryParks,withtwoSpecialAreasatLantauPeakandSunsetPeakwherethenaturalwoodlandisprotected.TheCountryParksonLantaucover the major mountain range and hillsides in central and south Lantau, and the coastlinesatChiMaWan,ShuiHauandsouthwesternLantau,wheremanydifferenthabitatssuchaspristineravines,grassland,shrublandsandmaturewoodlandareaccommodated. Apart fromcontrolondevelopment, theCountryParksonLantaualso serve other purposes including the prevention of fire and management of forestry andvegetationtoenhancehabitatsandbiodiversity.Theyalsoprovideopportunitiesfornatureeducationandrecreation.

Proposed Lantau North (Extension) Country ParkTheproposedCountryParkextensioncoversanareaofabout2,360hectares inNorthLantau,whichmainly includes theuplandsurroundingTungChungandTaiHo,aswellas thehillsides to thenorthandsouthofDiscoveryBay. Itcomprisesmountainsanduplandvalleyscoveredwithnaturalwoodlandandunspoiledstreamcourses. Major habitats include secondary woodlands, montane forests and freshwaterstreams,whichareofhighconservationandlandscapevalue.Educationalandrecreationalfacilitieswillbeprovidedupondesignation.

Proposed South West Lantau Mar�ne ParkTheproposedSouthWestLantauMarineParkatFanLaucoversaseaareaof657hectares,includingthecoastalareasbelowthehighwatermark.Thisisanimportanthabitat for Chinese White Dolphins, as well as an important fisheries spawning and nurseryground. Thedesignationof themarineparkwillprotectandconserve therelativelyunspoiledmarineenvironment,whileprovidingopportunitiesforrecreation,education and scientific research in these areas. Apart from non-destructive forms of fishing, compatible recreational activities such as swimming, diving and boating are allowedinthemarinepark.

TheGovernment isreviewingthe implementationof thedesignationof theCountryParkextensionandtheMarinePark.

(b) SitesofSpecialScientificInterestSites of Special Scientific Interest (SSSIs) may be land-based or marine sites, which areof special interestbecauseof their flora, fauna,geographicalorgeologicalfeatures.Normally,nonewdevelopmentwillbepermittedwithinaSSSI.Governmentdepartments are requested to ensure that due consideration is given to conservation whendevelopmentsatornearthesesitesareproposed.

ThereareeightSSSIsonLantau,includingtheSunsetPeak,ManCheungPo,LantauPeak, Tai Ho Stream, Pok To Yan and Por Kai Shan, San Tau Beach, San Chau and Ngong Ping. Tai Ho Stream and its surrounding valley have been identified as one of the12prioritysitesforenhancedconservationunder theNewNatureConservationPolicywithaviewtobetterconservingthisecologicallyimportantsite.

(c) Conservation-related Zonings under the Town PlansOnLantau,manyecologically importantorsensitivesitesoutsideCountryParksareprotectedunderthestatutoryordepartmentaltownplans.Forsitesfallingwithintheconservation-relatedzonesdesignatedon thestatutory townplans,onlya limitedrangeofdevelopmentsisallowedwithorwithoutplanningpermissionfromtheTownPlanningBoard(TPB):

“Conservat�on Area”The “Conservation Area“ (“CA”) zone aims to conserve the existing natural character andintrinsiclandscapevaluebyprotectingtopographicalfeaturesfromencroachmentby adjacent developments. The uplands at Ngong Ping and Discovery Bay are under thiszone. “Coastal Protect�on Area”The “Coastal Protection Area” (“CPA”) zone aims to conserve, protect and retain the naturalcoastlinesandthesensitivecoastalnaturalenvironment,includinginterestinggeologicalfeatures,physicallandformorareaofhighlandscape,scenicorecologicalvalue,withaminimumbuiltdevelopment. Allproposeddevelopments in theareashouldbeexaminedcarefully topreventanyundue impacton thesurroundingenvironment. Onlyessential infrastructureswithoutcausingundue impacton thenaturalcoastlinesshouldbeallowed.ThenaturalcoastlinesatPuiO,CheungSha,Tong Fuk, Shui Hau and Discovery Bay are zoned “CPA” on the relevant statutory townplans.

“Green Belt”The “Green Belt” (“GB”) zone aims to preserve the existing well-wooded hillsides and othernaturalfeatures.Thereisapresumptionagainstdevelopmentinthiszoneandplanning permission from the TPB is required for most types of development. The fungshuiwoodlandsinMuiWo,CheungShaandTongFuk,andnaturalareasatFanLau, Shek Pik, Tai Long Wan, Pui O and Cheung Sha are under “GB” zone in the relevantstatutorytownplans.

(d) Countryside AreasSomecountrysideareasarenotcoveredbystatutoryordepartmentaltownplans.Asthese areas are mostly covered by natural vegetation, only developments well justified andwithoutcausingundueimpactonthenaturalenvironmentshouldbeallowed.

(e) Sites of Ecological Importance / InterestAnumberofecologicallyimportant/sensitivesitesandhabitatsonLantau,includingtheTungChungcompensationwoodland,mangroves,fungshuiwoodland,seagrass,indigenousbirdand freshwaterhabitatsofconservation importanceare identifiedunder the Revised Concept Plan. The majority of these sites and habitats fall within conservation-relatedzonesontherelevantstatutoryordepartmentaltownplans.TheAgriculture,FisheriesandConservationDepartment(AFCD)willcontinuetoassesstheneed forand feasibilityofdesignating thesesitesasSSSIs toconserve thevulnerable species and flora and fauna habitat there.

Fornaturalstreamcourses,theEnvironment,TransportandWorksBureaureleaseda technical circular in2004,whichsetsout the responsibilitiesofGovernmentdepartmentsinmaintainingnaturalwatercoursesongovernmentandprivatelands.

(f) Other Conservation InitiativesEcolog�cal DatabaseAsanon-goingexercise,AFCDwill continue toconductecological surveys toupdate the information in itsecologicaldatabaseforHongKong, includingLantau.Workinggroupswillbeconvenedwithexperts fromlocalorganisationsandtertiaryinstitutionstocollect theirassessmentonspeciesrarityandsiteprotection,withtheaimofdevelopingconservationplansforthreatenedspecies.ThedatabasewillalsofacilitateAFCD’swork in recommendingSSSIs. Informationon theconservationvalueofdifferentsiteswillbemadeavailabletootherGovernmentdepartmentsandthepublictofacilitatelanduseplanning.

Conservat�on PlansTheGovernmentwillcontinueto implementconservationplanstoprotect importanthabitatsandspecies. AFCDhasdevelopedconservationplans forChineseWhiteDolphins in termsofmanagement,publiceducation, researchandcross-boundarycooperation toenable thespecies tocontinuetouseHongKongwatersaspartoftheir range in thePearlRiverEstuary. Inaddition,AFCDhasrecentlycarriedouthabitat creation trials for butterflies at Nam Shan, and fish and amphibians at Tung ChungAu.

Enhancement of ecolog�cal valuesAFCDwillcontinue toenhance theecologicalvalueof theCountryParks throughefforts like tree-planting,whichwill increasetheforestcoverage,conservesoilandcreatenewhabitatforwildlife.Morenativetreeswillbeplantedtoprovidemorefoodsourcesandshelter for local fauna. Continuouseffortswillbeput intoeducation,patrollingandmanagementmeasures tohelppreventhill fires thatposeaseriousthreat to the ecosystem. Other measures include the planting of fire-resistant trees and maintenance of firebreaks in vulnerable area.

(g) Town Planning

Inpreparingand reviewingstatutoryanddepartmental townplans, thePlanningDepartmentwill continue topaydue regard to theprotectionof areasof highconservationvalue.

3. Heritage Conservation

3.1 Lantau isan islandwithawealthofbuiltheritageandarchaeological finds. Thereare fivedeclaredmonuments, fivegradedhistoricalbuildings,57archaeologicalsites,anumber of cultural heritage sites of varying historical significance, and over 20 temples (Plan 6.2). Locatedat theentranceto thePearlRiverEstuary,LantauIslandhas longbeenofdefenceimportance,especiallyduringtheQingDynasty,asevidencedbytheTungChung

FortandTungChungBattery,whichdatebacktothe1800s.Thereareabout58recognizedvillages and the traditional fishing village of Tai O. Besides, a religious node with prominent monasteriesandnunnerieshasbeenestablished in the island’snorthwestuplands,whichincludes the famous Po Lin Monastery first established in 1906 in Ngong Ping.

3.2 TheGovernmentwillcontinuetorestore,preserveandconservedeclaredmonumentsand other sites of cultural heritage importance on Lantau in accordance with the Antiquities andMonumentsOrdinance. Toensure that theproposeddevelopmentswillnothaveanyadverse impactsonsitesofarchaeologicalandhistorical interests,earlyconsultationwithAntiquities and Monuments Office isnecessary. Insomecases,anassessmentonimpactsincludingthearchaeologicalandbuiltheritageisneeded,withappropriatemitigationmeasuresproposed.

3.3 Inpreparingtownplans,particularly for thenewtowndevelopmentatTungChung,andinplanningforlocalimprovementworks,dueregardshouldbegiventothepreservationofdeclaredmonuments,historicbuildings,archaeologicalsitesandothersitesofculturalheritagesignificanceandtheirenvirons. Effortsshouldbemade in theplanningstagetoprotectandpreservethearchaeologicalandbuiltheritage,eitherintheirownrightorasanintegralpartofthedevelopment.Heritageimpactassessmentsshouldbeundertakenwhennecessary.

4. Landscape Conservation

4.1 Lantau has a very unique landscape character. Dominated by ridges of hill running fromsouthwesttonortheast, the islandisdissectedbyaseriesofvalleysandfringedwithsomenarrowcoastaluplandsandplains. According to theStudyonLandscapeValueMapping,astrategic-levelmappingexercisetoestablishthebaselineconditionofexistinglandscape resources throughout Hong Kong, most of Lantau is accorded with “High” landscapevalue. TungChungNewTown,NorthLantauExpresswayandsomeareasofShek Pik and Pui O are ranked “Moderate”.

4.2 For preservation and enhancement, the following major landscape features and areasofhigh landscapevalue(Plan6.3)are identifiedandgeneralguidelines for futuredevelopmentarerecommended:

(a) Country Parks and Proposed Country Park ExtensionThese include theexistingCountryParksandproposedCountryParkextensionarea.Itisintendedtopreservetheseareasasanattractivenaturereservewithhighquality scenic value. No development should encroach on the areas except with the permissionoftheCountryandMarineParksAuthority.

(b) Landscape Protection AreasThese include all natural and undeveloped areas adjacent to the Country Parks and theproposedCountryParkextensionarea.Thegeneralintentionistopreservetheseareasas landscapebufferbetween theCountryParksandanydevelopedareas.Propergreeningandlandscapingworksshouldbeundertakentomitigatetheeffectofanynewdevelopment.

(c) Coastal Landscape Protection AreaThis includes theexistingnatural coastlinearound the island. It is intended topreserve thearea in itsnaturalstateand toavoiddisturbanceas faraspossibleunlessthereisoverridingpublicinterestintheprovisionofessentialinfrastructure.

(d) Areas of Special Landscape CharacterThese include areas with distinct local or landscape features, such as Tai O fishing village (e.g.stilthouses,saltpans,creek),NgongPing /KeungShan /TeiTongTsai(e.g.prominentmonasteries,nunneriesandtheTianTanBuddhaStatue),PuiO/CheungSha(e.g.beachesandspectacularsettings),MuiWo(ahistoricalruraltownship) and Tai Ho Valley (a natural stream of ecological significance). The general intention is to preserve the unique landscape characters of these areas. Any new development in theseareasshouldnotcompromisetheexisting landscapesetting,and due respect should be given to the unique character of the areas. Major visual corridorsinandaroundtheseareasshouldbemaintained.

(e) Landscape Enhancement AreasNorth Lantau H�ghwayNorth Lantau Highway (NLH) is a major transport corridor linking the Hong Kong InternationalAirportwithotherpartsof the territory. Inorder torender thevisitorsan impressive imagebeforereaching themoreurbanpartsofHongKong,properlandscaping includingappropriatescaleofplantingandornamental featuresshouldbeprovided toenhance thevisualamenityof thecorridor. Thereshouldalsobepropercontrolondevelopmentsalongthehighway, includingproposals tohangupadvertisementsignboardsalongtheNLH.

The New Waterfront Along North-shoreDevelopmentson thenewlyreclaimedareasalong thenorth-shore, including theirspacing,built formanddesign,shouldnotcauseanyadverseimpacts, inparticular,on theexistingopennessof thearea. Anynewdevelopmentsshouldnotbe toomassiveorbulky inordertopreservethevisualcorridors linkingupthesurroundingwaterbodyandthehillside.Easyaccesstothenewwaterfrontshouldbeprovidedforbothpedestriansandcyclists.
