Four years ago, most people doubted there even was

an energy problem. Today we lead the world in dealing with

this challenge.

There�is another reason for confidence.

During the first term, my Administration dealt with

many long-term challenges:

-- In energy, as I j ust mentioned.

-- In economic deregulation, where we fuav� ended

the airline industry, trucking, banking and finance.

-- In education, where we have made a 73 per cent increase

and began a steady, effective, well-planned increase in our

ability to defend our country and our interests.

In these and other areas, we have laid a foundation

investment will begin to pay dividends over the next

four years -- if we stay on course.

My broad objectives in my second term are simply

stated: Security at home. · · Peace abroad.

These goals are as hard to attain as they are easy

to state. But attain them we shall.

Security at home means energy· · · security. It means

economic security, for our. Nation and for each of us .. and

our families. It means the security of knowing that our

rights as Americans are guaranteed.

We have put in place the first comprehensive energy

Security at horne is important. But it will avail

our other great goal -- peace in the world.

Real peace is more than just the absence of war.

It is something that must be constructed -- brick by brick --

through a strong defense and a wise and restrained foreign

policy.

During the next four years, in cooperation with our

Allies, we will continue the steady strengthening of our

conventional and strategic military forces. We will

In the Middle East, I want to_..tuse our country's

good offices to help achieve the dream of a strong, secure

Israel living in peace with all her neighbors. That is

an audacious goal. But four years ago, �«i� no one

believed that by 1980 there would be a treaty of peace

between Israel and the most powerful Arab country, Egypt.

The Camp David process works -- and we will stay with it.

last four years -- and one of the most important -- is

Restricting Alcohol Fuel Imports

As you know, imports of alcohol fuel have risen sharply in 1980, 70 percent of it from Brazil. You recently shared with us a copy of a telegram on this topic from Robert Delano, President of the American Farm Bureau Federation (atta.ehed). (--cfc�t- 'tc/<N'' u.x.f��Jut}

By direction of Congress, Treasury has been preparing an assessment of alcohol fuel imports. Although this assess­ment has not been completed, a draft is now being circulated. If imports are to be restricted, the Treasury report concludes that a tariff commensurate with the amount of the tax exemption is the preferable approach. Such action can probably be taken under existing authority.

The major arguments for and against this action are as follows:

o The intent of the excise tax exemption was to encourage domestic investment in alcohol fuel production capacity. At present, the exemption is encouraging foreign imports and thereby discouraging domestic investment.

o At current import levels, we are losing $20 million in Treasury revenues.

o Since imported alcohol costs more than the imported oil it is replacing ($1.35 per gallon vs. $.76), it is increasing U.S. fuel import costs by about $30 million annually.

o It appears to us that this is not a temporary problem. There are indications that Brazil might be preparing to export on a permanent basis.

o There is a growing concern over the drain in revenues

from the Highway Trust Fund associated with the excise tax exemption. Any reduction in this loss will help moderate this concern.

We believe that the arguments for taking action are considerably more persuasive than those against action.
