The direct flight that I found for tomorrow is an Al Nippon codeshare with United so I am not sure even though it came
up on Fed Traveler if he could take it since there is the rule about flying a domestic carrier over the ocean.

AT&T's Intemational Care team has advised that while Danielle Emche is roaming internationally in Japan, she mustpress and hold the number 1 button in order to access her voice mail, at which point she will be able to set up her voicemail box. Selecting the "Call Voice Mail" option as Ms. Emche is currently doing will not work except domestically in theUnited States.

Fyi, the Chairman is leaving tonight for a quick trip to Japan to show our continuing support for our friends and allies, totouch base with our team, and to meet with USG and GOJ officials to discuss the ongoing mitigation efforts. Annettehelped organize a quick Commission call to discuss this and the SMR meeting but Belkys' and Jeff's bosses weren't ableto join on short notice.
The Chairman will be back Tuesday afternoon. He's delegated Emergency Powers to the EDO for continuity purposesand he's asked Commissioner Magwood to preside over the SMR meeting Tuesday morning so that it can take place inhis absence.

As you know, Ward sent the country clearance request for Chairman Jaczko and Ms. Coggins. The DART has arranged for
them to be picked up at the airport by a driver from the Embassy. We understand that one member of the NRC team in
Tokyo will accompany the embassy driver, probably Kirk Foggie, so it will be easy for the travelers to identify them.
The DART has reserved rooms for them at theI (b)(6) 1. The travelers will
need to present their credit cards for payment. I'm including the DART's Administrative Coordinator's contact number
below. The team should feel free to contact her should they encounter any problems. I've also attached a copy of the

The general threat from crime in Tokyo andthroughout Japan is low; well below the U.S.national average. Violent crime is rare, butdoes exist. 1. TDY visitors who request ICASS Services mustbring or forward fiscal data to pay for anydirect charges incurred during the visit,regardless of length of stay. Each agency,organization, or visiting delegation will becharged for the actual costs attributed to itsvisit. Examples of direct charges include, butare not limited to:
A. U.S. citizen a nd locally employed staffovertime;
B. Per diem and transportation costs forembassy employees in support of visitor's travelin Japan;
C. Commercially-leased vehicle at anestimated daily cost of about $500 for sedanwith driver; $550 for van;

E. Interpreter services at a daily cost of$1000 - $1,200.
II. In addition to direct charges outlinedabove, TDYers who stay at post for more thanseven days and who require ICASS services, willbe charged for those services. A TDY invoicewill be prepared based on the ICASS services towhich a TDYer subscribes.
III. TDYers from an agency not present at postmust be prepared to sign a Memorandum ofUnderstanding and Subscription of ServicesAgreement for ICASS supportservices upon arrival. With the granting ofcountry clearance, it i s expected that theTDYer's agency will pay ICASS charges forservices provided, will provide the appropriateagency ICASS billing code, and will authorizethe TDYer to sign the ICASS invoice generated bythe TDY module. (If you do not have an ICASSbilling code, send a request [email protected].)
IV. In cases where travel is urgent, TDYers mustbring the required documentation with them toensure provision of services. Post will notprovide any services to a. TDYer staying inexcess of seven days without provision of thisdocumentation before day eight of the TDY.

a) temporarily filling vacant positions orstaffing gaps when !CASS services are alreadybeing billed for those positions;
b) providing support for ICASS services;
c) providing post-to-post assistance (TDYerssent from one post abroad to another to providetemporary support/assistance because the sepositions are charged for ICASS services at the"home" post);
d) who do not require any ICASS servicesdirectly or indirectly.
3. For all TDYers without a sponsoring agency,all required services that are transaction-based, per capita-based, and space size-basedwil be captured on the ICASS 1'DYer invoice.
4. For all TDYers with a sponsoring agency atpost, the transaction-based services are countedtoward the agency's cumulative workload count,regardless of length of stay. Their ICASS TDYerinvoice will capture only those services thatare per capita-based and space size-based asappropriate.
5. Post will issue an ICASS TDYer invoice for aTDYer or a group of TDYers coming to post for aspecific event based on a combined total of TDYdays. If a group of 8 TDYers visiting post forthe same event and each one of them stays 3 daysof his/her choice, 17 ''DY days will be subjectto invoice calculation as charging st arts onthe 8th day. An eCC may not cover all TDYers ina group. However, the group's representative,who will sign the MOU and/or ICASS TDYer invoiceas appropriate should be identified on eCC.

4.4.1 Fly America ActThe Fly America Act (49 U.S.C. App. 1517) requires Federalemployees and their dependents, consultants, contractors,grantees, and others using United States Government financedforeign air travel to travel by U.S. flag air carriers unless a U.S. flagair carrier cannot provide the air transportation needed or use ofU.S. flag air carrier service will not accomplish the NRC's mission.
On March 26, 2011 at the direction of the President, Chairman Jaczko was directed tofly immediately to Japan to support the NRC mission. Due to minimal lead time flightoptions were limited. Options for flights were reviewed and to the fullest extent possibleAmerican Carriers were selected. On the outbound flight the NRC travelers will flyAmerican carriers to London, England and a foreign carrier the final leg. This will allowthe NRC travelers to leave March 26 instead of March 27 and will increase theinteraction time in Japan.
Based on the circumstances I am authorizing the use of a Foreign carrier on theoutbound flight for Chairman Jaczko and Angela Coggins as necessary to accomplishagency mission.

Also, Angela Coggins (NRC) mentioned that her hotel bill this morning included the room charges. We were under the
impression that when we check out the only charge to the NRC travelers is for incidental expenses. Somehow USAID is
billed for the room charges separately.

Here at the Embassy, we continue to work day and night to assess and understand the situation that
started March 11 with the earthquake, tsunami, and the ongoing nuclear situation. I want to update
you on what we have done over the last couple of days to address the situation.
As many of you know, our military and USAID teams continue to deliver thousands of tons of relief
supplies and aid to areas along Japan's Northeast coastline that need it the most. We will continue
these efforts as long as they are needed.
In Tokyo, we remain focused on the nuclear situation at the Fukushima reactor site and its potential
effects with regard to radiation and food & water safety. Yesterday, the Chairman of the U.S. Nuclear
Regulatory Commission Greg Jaczko arrived in Tokyo. Chairman Jaczko's team has been on the ground
working with us since the day after the earthquake and tsunami. And so yesterday's visit was a chance
for him to assess the situation firsthand. Chairman Jaczko's visit was also an opportunity to
demonstrate to the Japanese our commitment to support and assist them in any way they need in order
to help understand and overcome the challenges they face. Together we visited with Japanese officials
throughout the day for scientific and technical talks on how we can help.
Our team of doctors and public health professionals here at.the Embassy from the Department of Health
and Human Services, the National Institute of Health and the Centers for Disease Control and Prevention
continue to work around the clock to assess any possible health risks associated with radiation levels.
They just met with senior Japanese government officials and health experts to analyze the situation and
are advising me on a daily basis.. In their discussions, they established task forces to focus on key areas
for cooperation. They meet again tomorrow.
Like you, we are seeing reports about the high radiation levels close to the plant. We continue to
monitor radiation levels in the air and in water outside the evacuation area and will share new
information with you as we get it. The most recent measurements outside the evacuation area are
within both US and Japanese acceptable levels. We anticipate there will be fluctuations in the levels
from time to time. There are no changes to report tonight.
On our website, japan.us embassy.gov, we have posted video clips of experts from our government
discussing issues you may find important to you such as radiation, potassium iodide, aftershocks, and
stress management. My Twitter account is another way to get real time information about the situation.
You can get a steady stream of information as well as communicate with me directly through my
@AmbassadorRoos account.
This is a difficult time for all of us, but I want you to know that we are working hard to address the
situation and to communicate to you what we know, when we know it.

Tokyo on Monday, March 28. As per request from RMT in Washington, DART made reservations for them at the OkuraHotel, to ensure they both receive USG-negotiated rate as well as VIP preferential check-in treatment. As per prior
conversations with RMT/DMO, it was mutually understood that NRC was facilitating travel arrangements for these

The quantity of radioactive cesium 137 that has escaped Japan's crippled Fukush'ima Daiichi atomic facilitycould exceed by more than twofold the level determined in an official calculation, specialists said in a reportquoted by Bloomberg on Thursday (see (;"V Oct. 27).
The six-reactor power plant was damaged by the March II earthquake and tsunami that left more than 20,000people missing or dead in Japan. Radiation releases on a level not seen since the 1986 Chernobyl disaster forcedthe evacuation of about 80,000 residents from a 12-mile ring exclusion zone surrounding the site in Fukushirnaprefecture. Unlivable conditions could persist in the plant's vicinity for 20 years or longer, Tokyo indicated inAugust.
Measurements collected globally suggest the events resulted in the release of 35,800 terabecquerels of cesiuminto the environment, 42 percent of the amount to have escaped in the Chemobyl incident, U.S. and Europeanexperts said in a report published in Atmospheric Chemistry andPhysics. The Japanese government in June saidonly 15,000 terabecquerels of the isotope, which breaks down at a rate of 50 percent every three decades, hadmoved out of the plant.
Roughly 20 percent of the cesium landed on Japanese territory, while air currents carried the other material outto sea, the document indicates (Tsuyoshi Inajima, [ hxniiki u, Oct. 27).
The assessment suggests the disaster's effect on the Japanese capital was much smaller in scope than it mighthave been, Nature quoted one expert as saying.
"There was a period when quite a high concentration went over Tokyo, but it didn't rain," said Andreas Stohl, anatmospheric researcher at the Norwegian Institute for Air Research. "It could have been much worse" (GeoffBrurnfiel, .vuuy. Oct. 27).
No adjustments have been made to plant contaminant calculations issued by the Japanese Nuclear and Industrial
Safety Agency and Tokyo Electric Power, the Fukushima site's operator. The quantity of contaminants movingout of the plant has fallen to one eight-millionth of the maximum level recorded in the crisis, the powercompany indicated last week.
Japanese Environment Minister Goshi Hosono in August said Tokyo would amend its computation.
"We don't need to add much to what was emitted in the early days," NISA atomic crisis official Yasuo Kosakutold Bloomberg. However, "the June estimate may have to be revised," he added.
Slohl said the expert assessment draws on a broader range of measurements than the Japanese government,which focused largely on information gathered within the country, Nature reported. The difference might help
to explain the divergence in the two estimates, he said.
Personnel behind the government's figure "wanted to get something out quickly," said Stohl, who suggestedtheir effort was understandable.

"Taking account of the radiation that has drifted out to the Pacific is essential for getting a real picture of thesize and character of the accident," added Tomoya Yamauchi, a Kobe University radiation scientist who has.been taking ground contamination readings in Fukushima prefecture.
The official and independent estimates are notably comparable when ambiguities in calculation procedures aretaken into account, said Gunma University volcano specialist Yukio Hayakawa, who has also carried outcomputations related to the crisis (Brumfiel. Natiure).
When the plant operator began firing water on the No. 4 reactor's spent fuel cooling pond as a temperaturecontrol measure, the release of cesium 137 "suddenly dropped," Bloomberg quoted the report's authors assaying. "This indicates that emissions were not only coming from the damaged reactor cores, but also from thespent fuel pool ofrunit 4," the document states (Mnajima, Bloomberg).
The pond was apparently not harmed significantly, according to Japanese.officials who discounted the area as amajor cause of radioactive material emissions. "The release from unit 4 is not important," Masamichi Chino, aJapanese Atomic Energy Authority expert who aided in the preparation of the government calculation, said inremarks reported by Nature.
Still, the reading of the cooling pond's significance "looks convincing," said Lars-Erik De Geer, an atmosphericexpert with the Swedish Defense Research Agency in Stockholm-(Brumfiel, Nature).
Damage to the facility also led to the escape of 16.7 million terabecquerels of xenon 133, Bloomberg quoted theexpert paper as saying. The radioactive isotope breaks down at a speed of 50 percent over 5.2 days and poseslittle threat, Tetsuo Ito, who heads the Atomic Energy Research Institute at Kinki University, said in a telephonediscussion.
Separately, contaminants might have begun drifting from the site before the March 11 tsunami hit, 45 minuwesfollowing the earthquake, according to the report. "This early onset of emissions is interesting and may indicatesome structural damage to the reactor units during the earthquake," it states.
The Japanese atomic agency stands by its view that the facility sustained no major harm during the earthquake,spokesman Tadashige Koitabashi said in a telephone interview. The official did not address the new assessmentdirectly.
The tsunami compromised the plant's auxiliary power systems, halting its temperature mitigation mechanismsand prompting overheating in three reactors, according to the atomic agency and Tokyo Electric Power.Radioactive materials passed out of containment structures damaged by blasts at the facility (Inajima,Bloomberg).
