For those of you who are selected onto the panel, we will be asking you to take part in a paper free trial – receiving the Focus electronically.

Please complete the form on page 29 and return it to us by 31 December 2010 and you will be entered into a prize draw to receive some useful eco-friendly goodies, as well as the opportunity to join our Residents Panel.

On Wednesday 20 October, the Chancellor announced that councils would have their Revenue Support Grants cut by 7.1% for the next 4 years, which is equal to about £3.5million over the 4 years.

With this information in mind and a call from the Council’s Union leader I make the following statement; “There will be no increase in Warwick District Council Tax for the next year. Council employees of all

grades and Councillors will not receive any salary increase for the next year and there will be no redundancies other than those requested by the individual and these will only be accepted if they benefit the Council.”

“We will live within our budgets and I am not prepared to reduce service levels. You might ask why other councils are shedding staff and not Warwick District Council. The answer is simple – we took action not to replace staff that left and therefore natural wastage was the answer. However, we do recognise that we will need to recruit to replace “natural wastage” to take us forward in the future.”

“I was pleased the Government cancelled the Regional Spatial Strategy and gave councils the opportunity to set their own Local Plan and we are in the process of completing the Plan ready for you, the residents of the district, to give us your views.”

I will be keeping you up to date with our progress and informed of any changes that we make.

The census is carried out every ten years, with everyone being asked the same questions on the same day so that a snapshot of the population can be taken at one point in time. In fact it is the only time every person and household is counted right across the UK.

The census questionnaire covers many areas such as household accommodation, relationships between household members; sex, age and marital status; as well as cultural characteristics including ethnic background, identity, religion and language; long term illness and the provision of care, migration; employment; qualifications, the workplace and even your journey to work!

It is important for people to complete the census as the information provides important statistics about who lives in the UK, what services they use and what they are likely to use in the future. It helps councils to plan spending on housing, transport, healthcare and education. It will also help future generations to understand how we live our lives today and to help them trace family members and friends.

Around 35,000 census field staff will be recruited across England and Wales, including many new jobs locally. There are a number of jobs such as

questionnaire collectors, compliance staff, coverage and survey teams. The recruitment campaign will continue right through to mid 2011.

Census staff will be employed by the Office for National Statistics in conjunction with Capita who is responsible for running recruitment, training and payroll.

The next census for England and Wales will be run on Sunday 27 March 2011 and will involve

some 25 million households being delivered questionnaires to complete. Scotland and

Northern Ireland will also run their censuses on the same day.

If you are looking for a job, then you can get help and advice at the Brunswick Employment Club. Launched in July it has already helped 5 people to find employment before the end of August!

The Club, funded by Warwick District Council Enterprise, Brunswick Healthy Living Centre and South Leamington Community Forum Grant, is open from 10am to 3pm every Tuesday and Thursday.

You can call in for free professional help and support with your job hunt, including job searching,

CV preparation, completing application forms and interview techniques. Helen Hinks, Brunswick Employment Adviser, is on hand to provide one to one help.

Perhaps you are thinking of starting your own business? Ian Kirkwood our Community Enterprise Officer is also based at Brunswick Healthy Living Centre, providing information and guidance on what is available locally, as he has done for over 130 budding entrepreneurs in the last year.

In addition, Jobcentre Plus advisers continue to work with the Warwickshire Direct team at Kenilworth and Warwick providing help and support in your search for a new job. You can make an appointment to see them at the following times;

The Althorpe Enterprise Hub is introducing a new monthly training and networking event in the New Year to support new businesses. The aim is to offer new, early start ups and small

businesses the chance to network with other

likeminded

individuals, chat over an informal lunch and gain valuable knowledge on a particular area.

Whether it is an introduction to business taxes by a local accountant or understanding the complex practices surrounding employment, our advisors and speakers will share their own knowledge and experience to help you establish your own business.

This new working lunch adds to the range of services and facilities already on offer at the Althorpe Enterprise Hub, including one-to-one support as well as networking and training events. New businesses and early start

ups can be helped to achieve their full potential through accessing business support, affordable serviced offices, onsite conference facilities and take advantage of a range of subscription packages.

With Christmas fast approaching, we have

another bumper issue for you full of news

about what’s on in and around the district

during the festive period. Each of our towns

has something different to offer, including

Christmas markets, great shopping and

community events as well as a whole host of

specially organised festivities to help you and

your family have an enjoyable time.

Our new look Spa Centre hosts its

pantomime, Mother Goose and this year

there are special family tickets and cheaper

deals to make it more affordable for you to

take your friends and family along for a fun-

packed time.

You will also read about new services our

recycling team is trialling and you can meet

the team at their roadshows and find out how

we are trying to help you recycle more and

more each year. You will also be pleased to

note that your recycling days will not change

over Christmas and the New Year this year!

Our Focus magazine achieved “commended”

as the Best Council Publication of the Year,

but we are not being complacent, we are

looking for ways to develop and improve our

communication to you, so do get involved in

our new Focus panel and have your say!

This has been a difficult year for us all and

there may be harder times ahead, but we are

working with you in many of our service areas

to try and improve the way we do things

and hope we can start the New Year feeling

positive and optimistic about the future.

Earlier in the year the Council consulted you on the Core Strategy ‘Alternative Sites’. We received responses from over 1,000 individuals and organisations and would like to thank everyone for their comments. A summary of responses can be viewed on the Council’s website at www.warwickdc.gov.uk/corestrategy

Since then, the new coalition Government has made a number of changes which affect the Core Strategy, including the removal of housing targets for the District imposed through the regional spatial strategy, which means Warwick District Council is no longer required to deliver a specific level of growth. Instead, through gathering evidence and consulting with local communities, it must establish the right level of growth for the area based on local needs and aspirations.

These changes provide the opportunity for a debate within communities about what place you want Warwick District to be like in the future. The Council will be asking you to participate in discussions early next year on how key issues and challenges facing the District now and in the future, should be addressed by a new Local Plan.

The way that Christmas Day falls this year means there are NO ChANGES to your collections

Please put all your containers out as usual

Used batteries can be placed in a see-through bag in your red box

Large sweet tins can be recycled, please put these with your other tins, foil and aerosols.

You’ll probably have loads more cardboard, please ensure that it is folded to be no more than1 metre x 1 metre in size, to enable us to collect it efficiently.

Your green bin can be used for all food waste; including the scrapings off your plate and turkey carcasses; these are

being sent to landfill each year, where they produce harmful gases.

Food can go into the bin loose or wrapped in paper. You can order a FREE food caddy to help you collect food waste in your kitchen.

Unlike non-recyclable waste there is no limit to the amount of recycling you can put out for collection (see page 29 for full list). All we ask is that the materials are separated so they can be tipped straight into the container for that specific material on the recycling truck; making the collections safer and more efficient.

Thank you for all your recycling during 2010; let’s see how much more we can recycle in 2011. You can order more recycling containers to help you store and separate recycling (see contact details below).

by popping them into a clear bag (like an old sandwich bag) and put them in your red box; or take them to a local library.

There are many ways for you to be a part of the London 2012 Games whatever your interests may be.

You might decide to watch Olympic football live in your home city, or take part in a number of fun events at our London 2012 Live Site in the lead up to the 2012 Games. Or you might choose to see the Torch Relay parading through the streets of the sub-region welcoming Lady Godiva to the 21st Century, or being part of Coventry Cathedral’s 50th Anniversary celebrations. You’ll be certain to find something of interest!

Leamington Spa Sunday 21 November

A packed programme of free entertainment and family fun on the Parade from 1pm, with our spectacular lights display switched on at 5.30pm.

Featuring local performers on the Mercia stage at the top of the Parade, children’s funfair rides and the hugely popular Yuletide Fayre. Carol Singing and the switch on of the Tree of Lights takes place outside the Town Hall between 3.30 – 4.30pm.

There will be our traditional countdown to the lights switch on, led by the Mayor of Leamington and special guests from the Royal Spa Centre’s Pantomime, 'Mother Goose' on the Mercia stage at the top of the Parade.

This event fills the Parade with spectators celebrating the launch of the Christmas Season in Leamington.

Late Night ShoppingThursdays from 25 NovemberLeamington SpaTraditionally, after the Christmas Lights Switch On event on Sunday 21st November, businesses in Leamington town centre open late on Thursday evenings.

Royal Priors Shopping Centre will be open until 8pm (from 25th November until 23rd December inclusive). For other opening hours, contact individual shops for more details.

This ever popular series of markets compliments the wide range of shops which Leamington has to offer and brings over 100 stalls into the town with craft and gift ideas for Christmas.

On Sunday 19 December, the Yuletide Fayre is joined by our genuine Farmers’ Market, offering speciality produce and seasonal fruit and vegetables. A chance to stock up on all you need for your Christmas dinner!

Brought to us by Sketts Quality Events, the Yuletide Fayres bring a touch of magic to Leamington each year.

Warwick Victorian Christmas EveningThursday 25 November

Warwick’s celebrated Victorian Christmas Evening takes place on Thursday 25th November from 5pm to 9pm.

BBC Coventry and Warwickshire will host a packed programme of entertainment on stage in the Market Place where Father Christmas will help the Mayor of Warwick switch the town’s Christmas lights on at 7pm.

There will be attractions throughout the town centre including a traditional carousel, a horse and carriage, craft demonstrations, birds of prey,

ferret racing, traction engines and children’s rides. A lantern procession from St Mary’s Church will provide a colourful highlight just before the lights switch-on. Craft, charity and festive food stalls will wind through Swan Street, Market Street and the Market Place.

Shopkeepers and stallholders will be in period costume and visitors are encouraged to enter the Best Dressed Victorian Competition on stage at 7.30pm. Both the best dressed man and the best dressed woman will receive a voucher for a three course meal for two at The Rose and Crown.

The Grotto of Giving at the Market Hall Museum will open on the evening. Children and adults are encouraged to donate gifts to be distributed by Warwickshire County Council’s Children’s Services to less advantaged families across the county.

Take a Walk on the Dark Side will lead historical ghost tours around Smith Street. See your regular Smith Street trader or call into Corina Corina at 37 Smith Street to reserve your free place.

Both St Nicholas Church and St Mary’s Church will be open on the evening for carols and refreshments.

Winter in Warwick

Warwick is a magical place to be in Winter – its magnificent castle and historic buildings provide a stunning setting for festive events, Christmas shopping and socialising.

The town centre offers a traditional, stress-free Christmas shopping experience and an attractive alternative to larger, more commercial centres. Find that special gift in the town’s quality independent shops before relaxing in one of the many excellent cafes, pubs and restaurants.

As well as the renowned Victorian Christmas Evening, there are plenty of special events to enjoy including six race days at Warwick Racecourse, a Victorian Christmas at Hill Close Gardens on 4th December, Carols at the Castle on 18th December and plays, pantomimes and concerts across the town. Warwick’s thriving Charter Market takes place every Saturday in the Market Place and Warwickshire Farmers’ Market will visit the county town on Friday 19th November and 17th December.

KenilworthFriday 26 NovemberWarwick RoadChristmas will officially start with the Lights Switch on event on Warwick Road on the 26th. With a host of charitable stalls, children’s fairground rides, street entertainments and that all important appearance of Father Christmas it promises to be evening of festive fun for all the family.

The events take place from 5pm onwards and for the first time Station Road will be converted into a children’s Christmas wonderland of rides, stalls and entertainment. Mercia FM will once again provide the stage that has an exciting schedule of acts and entertainment, starting at 5pm leading up to the switching on of the lights at 7pm.

Friday 3 Decemberhigh Street

On Friday 3rd December, there will be another chance to join the fun in the High Street for the countdown to the light switch on which takes place at 6pm. This traditional, community-focused event is always popular with residents of the town, and this year will prove to be no exception. Choirs, stalls, and entertainment will all add to the festive atmosphere, starting at 5pm and carrying on past the switch on.

This event is a real treat for the whole family, and an excellent way to get into the

Christmas spirit.

Sunday 26 DecemberAbbey Fields

Blow away those Christmas cobwebs with the ever popular annual Duck Race at Abbey Fields in Kenilworth! Hosted by the Kenilworth Lions, ducks are released from the ford at 12noon, but get there early for a chance to see your duck float by.

You can purchase your duck for £1 from local outlets before the day and at Abbey Fields on the day of the race – all proceeds are distributed between good causes.

Q.What do I do with my real Christmas tree?

A. If you are not buying a potted tree that you can replant or using an artificial one that you can use year after year, please make sure you give your real tree the chance to be something more than landfill.

You can put your tree out next to your green bin, but please make sure the pot and all decorations have been removed! If you struggle to move your tree, the operative may too, so please cut it into smaller more manageable pieces. Your tree will be composted.

Or, you can take your tree to one of the following nurseries where Warwick District Council will then collect and send them for composting:

It cannot be recycled in your red box or bag, because unlike normal paper it would take our crews a long time to sort out. However, provided your wrapping paper does not contain non-paper additives, such as gold and silver shapes, glitter, plastics or sticky tape, which cannot be recycled, then you can take it along to the recycling collection points.

LEISURE CENTRES

Our survey was carried out across six leisure facilities in the district during April and May this year, with questionnaires available to fill in online on the council’s website and on paper copies at the leisure centres and in the Focus magazine delivered to around 57,000 homes across the district.

We were pleased that you did want to have your say and tell us how you spend your time and what you think about the council’s leisure facilities. Some 355 of you of you responded to the survey, representing between 7 – 10% of the 3500 to 5000 different customers who visited the centres (excluding school groups, parties etc) during the two month survey period.

We wanted to know what you thought about the leisure centres in the district, and we asked you about the following;

The results of the survey will be used to help improve the leisure centre services and help us to understand who is using our facilities and what services and facilities they want to see provided for them in the future.

Most of you visit our leisure centres to swim and visit the gym/wellness. The survey indicates that you would like to see a wider and improved choice of classes such as yoga, body pump and combat classes. We currently split our classes between what we provide and is covered in your membership and what our private partners provide, which is charged separately. We will be addressing the communication around this to avoidconfusion.

Customer ExperienceOver 88% of our customers felt we offered a good or very good range of activities and facilities. The same number felt we had good/very good swimming products and leaflets and information.

Wellness in the New Year – make that resolution

now!

From 9 December 2010 until 6 February 2011 you can explore a selection of Sir John Tenniel’s illustrations to the

two Alice books by Lewis Carroll: Alice’s Adventures in Wonderland (1865) and Through the Looking-Glass (1872).

The initial story had been told by Lewis Carroll to the daughters of the Dean of Christ Church College during a boating trip on 4 July 1862. One of them, Alice Liddell, asked him to write the story of the little girl who dreamt that she travelled down a rabbit hole into Wonderland, where she met an amazing set of characters. She came across the White Rabbit, the Mad Hatter, the March Hare, the King and Queen of Hearts, the Mock Turtle, the Cheshire Cat, and found herself in some weird and wonderful situations.

The story, published as Alice’s Adventures in Wonderland, was an instant hit with children and adults.

The sequel Through the Looking-Glass, published seven years later, was also very successful.

The exhibition at Leamington Spa Art Gallery & Museum features a selection of the best illustrations from the two books. This exhibition has been created in collaboration with Dr Leo Defreitas from Graphicus Touring.

The Looking in Wonderland exhibition also features a family Wonderland area where you can delve into Alice’s magical world. This area will feature work by contemporary artist Katherine Waters, who has been commissioned to create playful papier-mâché response to the Alice in Wonderland characters.

Some of the most famous illustrations in the world will be on show at Leamington Spa Art Gallery & Museum this Christmas.

Changes have been made to the Spa Centre so that we can offer you a greater choice of entertainment in more modern, upbeat surroundings.

The cinema has been converted to the Studio Theatre, which adds small scale theatre, stand up comedy and fringe performances. It will also host our exciting new series performances, broadcast live by satellite from both The Royal Opera House and The South Bank Centre, as well as pre-

recorded performances from Shakespeare’s Globe Theatre and Glyndebourne.

We will still have some great classic films for you – both old and more recent, but not shown on the big screen anymore.

The main stage will continue to offer the established comedians, musicians and tribute acts you expect, as well as a number of larger scale dramas, some West End productions and of course, pantomime – this year Mother Goose!

The Town Hall, The Glasshouse Studio and South Lodge in Jephson Gardens will also be offering community based events and entertainment.

BENEFITS & COUNCIL TAx

Our assessment officers have met with customers reporting changes, with

the aim of processing the change whilst the customer is with them. This means that you will leave the office with details of your new benefit award and council tax bill.

You have told us that our letters are often difficult to understand and one of the reasons for this is because the law tells us that certain things must be included in them. Dealing with the change to your benefit whilst you wait means that we can discuss the change with you, check the information held on the benefit system and explain how future changes to your circumstances might affect your entitlement, and avoid having to write to you.

The information that you provide will be processed in accordance with the Data Protection Act 1998 and relevant legislation. Warwick District Council has a duty to protect the public funds it administers, and may use information held about you for the

prevention and detection of fraud and other lawful purposes. This may include matching Council Tax data with Electoral Registration records for example.

The Council uses the information you provide to perform any of its statutory enforcement duties. It will make any disclosures required by law and may also share this information with other bodies responsible for detecting/preventing fraud or auditing/administering public funds. We will not disclose your personal information to third parties for marketing purposes.

We have received some excellent feedback from customers who have gone through this new process and we will be offering the service more widely in the near future.

We know we need to make changes to our queuing system and waiting area to avoid lengthy waits and we hope to address this soon. If you do visit Riverside House to notify us of a change please bring proof of the change with you, to avoid having to come back again.

If you are receiving Benefit, remember it is your duty to notify us of any changes which may affect your entitlement and you can do this by visiting any of our offices.

A 25% discount is available for adults who are liable to pay council tax, but are the only adult living in the property. This discount may still apply if there is more than one adult resident, if they fall into categories disregarded for council tax purposes, such as apprentices, certain carers, full time students and adults who are severely mentally impaired. In November we are reviewing homes where a single person discount has been awarded, so if you do receive a discount and are not sure if you are entitled to it, please let us know - failure to do so could result in a fine.

When your batteries run out.... Recycle them!

Be kind to your batteries and recycle them; supermarkets and shops that sell batteries should have containers for used batteries. Please DO NOT put them in with your non-recyclable waste.

We are one of several councils that offer a kerbside collection service, via the red box scheme. All you need to do is bag up all your used batteries in an old clear bag, such as a bread bag or sandwich bag, or one of our batteries bags that are available at all libraries and Shire Hall in Warwick.

Each battery’s chemistry has a different recycling route, so every single waste battery must be correctly identified, sorted and stored until an economical load is accumulated. After which they are sent to the appropriate recycling site.

Only 3-5% of household batteries are recycled at the end of their life, most batteries are sent to landfill, where they can leak harmful chemicals into the soil.

Where do glass and tins go?Your glass and cans are sent to two separate UK recycling plants, which is why it is really helpful if you can separate them when you present them for recycling. This means the collection can be done in a very efficient way. The crew can tip the glass into the glass compartment on the vehicle and the same for the cans/tins, rather than sorting and separating each by hand.

Once back at the recycling depot in Warwick the compartments are tipped into ‘holding bays’ for each material. Once the holding bay is full the material is collected by the recycling companies.

Glass goes to Berryman in Yorkshire and goes through a process to be turned into Glass Cullet (waste/crushed glass). It is then sold on to glass manufacturers throughout the UK to be recycled back into glass containers.Glass is easy to recycle and the UK recycles 50%; however we all need to do more to catch up with countries like Switzerland and Finland where they recycle more than 90%.

Glass is 100% recyclable and can be recycled again and again and again.

Cans/tins including, aerosols, foil and metal lids go to a facility in Kirklees where they are sorted into steel or aluminium. They are then sold on to melt shops within the UK to be recycled into new metal products.

The production and use of glass has a

number of environmental impacts. New

glass is made from four main ingredients: Sand, Soda ash, Limestone and other

additives for colour or special treatments.Although there is no shortage of these raw

materials yet, they all have to be quarried which can damage the landscape, affect the environment and use more energy.

New electrical items for Christmas – don’t bin the old ones – RECYCLE them

Street cleaning is one of the most important public services Warwick District Council provides, but the often unseen work of the cleansing teams can be taken for granted.

Warwick District Council spends approximately £1.5 million each year on cleaning the streets across the District. Working in partnership with our contractor, Sita Suez, we carry out regular scheduled street cleaning of the roads and footpaths within the District’s towns and villages.

The cleansing teams begin work removing the litter and debris in the town centres at 7am each morning to ensure the streets are litter free by the time the shops open for business. This service operates 7 days a week, 365 days a year. The town centre areas of Leamington, Warwick and Kenilworth also have a dedicated barrowman working every day (except Christmas Day and Boxing Day) to keep them clean throughout the whole week. The teams also regularly empty around 700 litter bins provided across the District.

The cleansing teams work tirelessly to keep the District clean and tidy for residents and visitors alike. Litter affects everybody that lives, works or visits the District every day of the year and keeping a clean image also helps us attract investors and visitors to the District.

So if you are out and about this festive period please think about keeping the streets clean and dispose of your litter properly in one of the many bins provided.
